    PARTISIPASI MASYARAKAT DALAM MEWUJUDKAN PEMBANGUNAN DESA BERKELANJUTAN PADA KELURAHAN KARANGPAWITAN

    Based on the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia Number 13 of 2020 concerning Priorities for the Use of Village Funds in 2021, SDG's Desa contains 18 development visions that are adapted to the customary conditions of each village. In realizing this vision, one of the obstacles to be overcome is the lack of community participation. This is also experienced by the Karangpawitan Village in Karawang Regency.   The method used in this research is descriptive analysis method using a qualitative approach. The results showed that since the end of 2019, community participation began to grow and resulted in development programs such as the Waste Bank and BSF Maggot Farm Greenday. The program is supported by the active role of the Karangpawitan sub-district government to the maximum so that it has succeeded in massively increasing community participation while producing various benefits

    Salah satu tujuan program inovasi desa adalah meningkatkan kualitas penggunaan Dana Desa melalui berbagai kegiatan pembangunan yang merupakan bagian dari komitmen pemerintah untuk menyediakan akses dalam mengelola potensi desa dan meningkatkan kesejahteraan masyarakat. Potensi objek wisata, perkebunan kelengkeng, bawang serta pengelolaan pupuk organik di Desa Kuala Sempang Kecamatan Srikuala Lobam Kabupaten Bintan dapat dimanfaatkan melalui desa berinovasi karena memiliki potensi yang dapat  membantu ketahanan ekonomi masyarakat. Tujuan penelitian ini mengetahui Strategi Kemandirian Desa Melalui Program Inovasi Desa. Penelitian menerapkan pendekatan kualitatif. Hasil penelitian 1) Kondisi sosial budaya masih mencerminkan kelenturan pada budaya asli di desa Kuala Sempang dan program yang dijalankan memperoleh dukungan masyarakat, 2) Ketahanan ekonomi sudah meningkat dari tahun sebelumnya tetapi masih mengalami hambatan seperti keterbatasan keterampilan pengelola, kekurangan pengetahuan masyarakat untuk mengikuti program, 3) Lingkungan dan sarana prasarana masih mengalami hambatan. Strategi kemandirian desa melalui program inovasi di desa Kuala Sempang sudah cukup optimal karena sudah merujuk pada pencapaian tujuan dan sasaran program, meskipun belum berjalan maksimal

    The Cash Social Assistance Program (BST) is assistance sourced from the Ministry of Social Affairs of the Republic of Indonesia which will be provided to the community based on Integrated Social Welfare Data (DTKS). The purpose of this research is to find out how the effectiveness of the implementation On Social Cash Assistance program during the Covid-19 pandemic in Pasir Pengaraian Village and to find out what are the factors that hinder the implementation of the BST program. The theory used in this research is the theory of program effectiveness by Budiani using 4 indicators (Accuracy of Target, Program Socialization, Program Objectives, Program Monitoring). To be able to answer these problems the researcher used a qualitative method with a descriptive approach / in this qualitative research the writer used data collection techniques in the form of interviews, observation and documentation then analyzed based on the research problem. The results of this study indicate that the effectiveness of the implementation On Social Cash Assistance program during the Covid-19 pandemic in Pasir Pengaraian Village is seen from 4 indicators (Accuracy of Target, Program Socialization, Program Objectives, Program Monitoring) have not been effective. The inhibiting factors in this study were data validation and programs that were issued suddenly

    Traditional villages have become the spearhead of community activities, especially in Bali. Regional Regulation (Perda) No.4 of 2019 concerning Traditional Villages is a breath of fresh air for indigenous people in Bali because it has legal legitimacy and recognition. Traditional villages played an important role during the covid-19 pandemic in Bali because they were at the forefront of protecting their territories, from securing the area to distributing social assistance. This study aims to analyze the strategies carried out by the government through customary villages to launch policies during the Covid-19 pandemic. The method used in this research is a literature study, where the data obtained will be compiled, analyzed, and concluded which will lead to conclusions about the literature study of Balinese traditional villages as a strategy in launching policies during the pandemic. This study found that customary villages are a team that embodies effectiveness in efforts to tackle Covid-19 starting from the context, composition, and process in it to solidarity with social groups derived from local wisdom values. The welfare of members of customary villages, especially those assigned to the task force for handling Covid-19, must be considered and the regional government should not use a generic strategy to archive low costs and broad differentiation in implementing policie

    The performance of government agencies must always be improved because it is in the public spotlight. The public wants a government to have a good performance in carrying out its duties and responsibilities in accordance with applicable laws. Human resources are a very influential factor in carrying out the performance of an agency. Improved performance of government agencies can be influenced by several factors. This study aims to determine employee operational audits and accountability in improving agency performance in Tutur District. The method used in this study is qualitative with descriptive analysis method. The object of this research is the Tutur District Office while the subjects of this study are the employees Tutur district. Data collection techniques in this study using trianguation techniques is observation, interviews and documentation. Data analysis techniques in this study are data collection, data reduction, data presentation and conclusions. The results of this study indicate that the performance of the Tutur District office has decreased, this is due to employee operations that are not appropriate and not in accordance with the conditions so that individual performance can not be maximized and also the value of accountability that does not meet the target

    Conflicts in oil palm plantation companies cannot be separated from land problems with the community. This conflict occurred due to the existence of community land within the PT. Surya Bratasena Plantation due to an error in the previous shaving. The purpose of this research is to see and understand how the company strategy in its efforts to settle land with the community and to find out what factors are the obstacles to the implementation of the Land Conflict Resolution Strategy made by PT. Surya Bratasena Plantation. The theory used in this research is conflict resolution theory with three indicators, namely negotiation, mediation and arbitration. To answer this research problem, researchers used qualitative methods using data collection techniques such as interviews and documentation, then analyzed and looked for conclusions about these problems. The results of this study indicate that the strategy that has been made by PT. Surya Bratasena Plantation and offered to the community can solve the problem without involving a third party in its resolution. The inhibiting factor in carrying out this strategy is the presence of outsiders as provocateurs to make people not want to make peace

    The spread of COVID-19 in Indonesia is increasing every day. urged the government to immediately deal with the COVID-19 pandemic by making various policies such as implementing a lockdown, social distancing, physical distancing, self-isolation and Large-Scale Social Restrictions (PSBB). With this government policy, it certainly has a big impact in various aspects of life, especially in the aspect of education in Indonesia. With the implementation of PSBB, it encourages the government to issue policies on the implementation of education in Indonesia, because after all the learning process must continue so that the objectives of education can be achieved as a whole. The purpose of this study is to describe the implementation of learning from home policies with the new normal order in elementary schools in Bulak District, Surabaya City. The theory used in this research is the theory of implementation model by Edward III. This type of research uses descriptive qualitative. The results of this study indicate that: (1) Communication has been implemented well; (2) Resources are well implemented but staff are not sufficient; (3) The disposition has been implemented very well; (4) The bureaucratic structure is well implemented.

    New Student Admission is a series of annual compulsory activities held by all schools in Indonesia in order to accept new students in the new academic year. The process of New Student Admission is based on school and government policies. In 2019, the Ministry of Education and Culture issued a regulation regarding the admission of new students as stipulated in the Regulation of the Minister of Education and Culture Number 44 of 2019. In this regulation, the age of students is used as one of the parameters that are put into consideration after the distance between residence. In its implementation, many schools in Jakarta use age as the main parameter instead of the distance of student residence so that it violates the provisions of Permendikbud 44 of 2019. The use of age as a main parameter can affect student achievement in school. To see this further, a literature study was conducted which discussed the effect of entry age and achievement in several countries and various levels of education. Based on the literature that has been done, it is unfortunate that the effect of student entry age on achievement at school has different results between each level of education. At the early education level (Kindergarten - Elementary School), the age at which students enter has an influence on their achievement at school, but this does not apply at the secondary level (Junior High School - Senior High School) where the age of students has no effect on achievement at school.

    The policy of the Minister of Law and Human Rights of the Republic of Indonesia Number 10 of 2020 regarding the release and release of prisoners through the process of assimilation and integration in the response to Covid-19 caused many pros and cons. There are some groups who judge that the decision is the right step to respect the law and the Criminal Justice System. The research method used in this study is a normative juridical approach, namely through the analysis of a legal problem according to the provisions of the applicable laws and regulations. The type of legal material used is primary law, namely related legislation and secondary legal materials in the form of literature that the author reads such as scientific articles and books. The deepening of this research uses descriptive analytical method which has the aim of being able to describe precisely where in this study the object of research is the release of prisoners in the perspective of the concept of assimilation. The purpose of this research is to find out and understand how the release of prisoners from the perspective of the concept of assimilation is viewed from the point of view of punishment. Based on the results of the study, it showed that the assimilation policy given to prisoners during the Covid-19 pandemic was in accordance with the concept of assimilation, namely by fulfilling the requirements and conditions as stipulated in the legislation. The Class IIB Bantul State Detention Center continues to monitor inmates who are undergoing a virtual assimilation program and continues to coordinate with law enforcement officials including the National Police, Attorney General's Office, Courts, and community leaders around the prisoners' residences

    PELAYANAN KTP ELEKTRONIK DI MASA PANDEMI COVID-19 PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA BAUBAU

    The purpose of this research is to find out how the service for making electronic ID card during the Covid-19 pandemic at the Department of Population and Civil Registration of Baubau City, as well as what are the inhibiting and supporting factors in providing services to the community. This research uses a descriptive qualitative approach through literature studies. The results show that the Department of Population and Civil Registration of Baubau City has implemented public services according to service standards in making electronic ID card, where services are carried out online using the WhatsApp (WA) application via an Android phone, the public is also free of charge in the manufacturing process, providing facilities and adequate infrastructure in accordance with the Covid-19 health protocol, and placing competent officer to facilitate service delivery. The results of this study also reveal the factors that affect the service of making electronic ID cards at the Department of Population and Civil Registration of Baubau City, during the Covid-19 pandemic, namely: supporting factor where the tools available in providing services are adequate and the human resources competent in their field. Even though there are several technical obstacles, especially from the internet network, not all people have an Android phone and understand the mechanism of online service.
