    One sector that contributes to foreign exchange is the dominant mining sector. This mining sector contributes 36% of the country's revenue. Among the activities of the nickel mining industry, it has had a positive impact on the state treasury from taxes and royalties. Therefore, the existence of these natural resources has economic potential that must be utilized in order to prosper the lives of the people in accordance with the provisions of Article 33 of the 1945 Constitution (paragraph 2). This study tries to examine the positive impact of nickel mining activities on the socio-economic conditions of the community. The purpose of the study was to describe the positive impact of nickel mining activities on the socio-economic life of the community in Tinanggea sub-district. The research method uses a qualitative approach based on data collection with observation techniques, interviews with informants and review documents related to this research.the results showed that the positive impact of nickel mining activities in Tinanggea District was that it could accommodate local workers or increase the opportunity for people to get jobs in mining companies, increasing community income through monthly salary gains, increasing micro-businesses in the surrounding mining areas. buying and selling activities between the community and employees working in mining companies. While the conclusions of the study were that mining activities in Tinanggea Subdistrict had a positive impact on the people of the region.     This study aims to determine the implementation of management information systems and the effectiveness of Civil Servants working in the Electronic Data Processing Section of Southeast Sulawesi Province, and to find out the relationship between Management Information Systems and the Effectiveness of Civil Servants Work in the Electronic Data Processing Section of Southeast Sulawesi Province.The population in this study were all employees with the status of Civil Servants working in the Electronic Data Processing Section of Southeast Sulawesi Province, totalling 32 people. Sampling is done by using the saturated sample method (census), which is to use the entire population as a sample (respondent) besides that it is used by 2 informants namely the Head of Section and Head of the Electronic Data Processing Subdivision.In this study used product-moment correlation analysis and qualitative analysis.The results of the study showed that the management information system used by the Electronic Data Processing Section of Southeast Sulawesi Province had on average been good, and the work effectiveness of civil servants in the Electronic Data Processing Section of Southeast Sulawesi Province was also good on average

    ABSTRACTThe Problem that will be worked through deep observational is aff motivation effect and organization climate to employee performance at Educational Quality Guarantee Institute of Southeast Sulawesi Province.   This research variables analyze motivation which covers identification dimension, employee placement appropriately, attention to employee self-respect, attention to work condition and give chance to go forward. Whereas, a variable of  Organizational climate cover privacy aspect and acclimatization harmony, reward on employee work and their job clarity. While employee performance covers job sharpness. There is dimension even of clerk performance cover job quality, job quantity and also work time timing.  Population in this research is overall of employee  which  amount  123 person, and this research design use data collection technic by use of questioner, interview and documents study. Whereas data analysis to hypothesis test by use of double linear regression analysis and partial analysis uses t-tests t and simultan analysis uses f-test The result of this research pointed out that 1)  Motivation was positively influence to employee performance. 2) Organizational Climate was positively influencing to employee performance. 3) Motivation and organizational climate positive ly influence toward employee performance simultaneously on Educational Quality Guarantee Institute of Southeast Sulawesi Province as big as 27,30%.     ABSTRACTTPT. ANTAM Tbk is a company engaged in the exploration of mining materials such as nickel, gold and silver, and bauxite. Tambea village is one of the areas in Pomalaa Subdistrict, Kolaka Regency, which is close to PT. ANTAM Tbk. The purpose of this study can evaluate the CSR program of PT. ANTAM Tbk in Tambea Village, Pomalaa District, Kolaka Regency. The method of determining the sample uses the System of Rising Intensification method with a population of 24 heads of households as respondents. The analytical method used to determine the relationship between the level of performance and level of expectation is the method of IPA analysis (Importance-Performance Analysis). The results of this study indicate that the company PT. ANTAM Tbk still has to improve its performance on the elements of program distribution and supporting elements of the program.     This research aims to (1) Analyze and find out how the performance of employees in Mandonga District in providing KTP services to the community, and (2) Analyze and find out how the quality of KTP services in Mandonga District.The method used in this research is descriptive qualitative. The results of this study indicate that the performance of the apparatus in the District of Mandonga in KTP services is quite good. This can be seen from the indicators of productivity, quality of service responsiveness, and responsibility, but there is still the behaviour of officials who are concerned with personal interests rather than the quality of the kites provided. In the variable quality of public services shows that in the Identity Card service there are still irregularities in the actions, attitudes or behaviour of the authorities, so that it causes a reaction from the public (social control) to the deviation of actions, attitudes and behaviour of government officials, including legal and illegal levies against Identity Card services. In line with the results of this study, in order to improve and even avoid the occurrence of deviations in the actions, attitudes and behaviour of the Mandonga District government officials, it is necessary to review the rules that are imposed regarding the procedures and costs of levies in KTP service

    KAPASITAS PENGANGGARAN DESA DI KABUPATEN MUNA PROPINSI SULAWESI TENGGARA

    The purpose of this study was to analyze and describe the capacity of village budgeting in Muna District. The approach used is qualitative research. The study was conducted in real-world settings, namely conducting in-depth investigations into the natural context in which the processes and outputs of village budgeting take place. The study locations are 7 seaside villages and 8 non-seas villages in Muna Regency. The scope of time is three budget years, namely 2015-2017. The main data collection procedure is the study of documents. To obtain primary data, procedures for public consultation and/or focus group discussion are taken. The technical public consultation was mutually agreed upon by involving the Community Empowerment Agency and Village Government of Muna Regency as the technical agency. Public consultation material was explored and developed from the results of focus group discussions. Focus group discussions were conducted at the village level, involving Village Devices, members of the Village Consultative Body, and Village Community Empowerment Institutions. Available data are analyzed by the procedure of content analysis and qualitative descriptive analysis to reveal the stages of the village budgeting process, who is involved and what is the main role.The results of the study show that the capacity of village budgeting in Muna Regency is not optimal, that is, the village budgeting system has not functioned properly in allocating and using inputs to produce budgetary outputs that are beneficial for achieving village development goals.     ABSTRACTTondasi Village is one of the Villages in the North Tiworo Sub-District West Muna District as a producer of sand extraction. This study aims to find out: (1) Sand mining business in Tondasi Village, North Tiworo District, West Muna Regency; (2) Determine what factors cause people to change their livelihood patterns. The sample in this study used the Non Probability Sampling technique that was chosen which was saturated sampling (census). In this study, the samples taken were 229 Tondasi villagers. Data were analyzed with 3 stages, namely data reduction, data presentation and conclusion. The results of this study show that sand mining in Tondasi Village initially used traditional tools, but technological development is increasingly rapid, so sand mining in Tondasi Village uses a sand suction machine. There are 3 factors that cause the community to change their livelihood to become sand miners, namely the income factor, the lack of catches for the people who are fishermen background, and the failure of the crop due to uncertain seasonal factors for the people who are farmers. However, there are 3 factors that have caused the community to leave their livelihood as sand miners, namely the emergence of new technology to mine the sand which makes traditional sand miners unable to compete with miners who use vacuum cleaners, the absence of mining permits from the government and the emergence of awareness about the importance of protecting the environment.Keywords: Sand Mining Business, Livelihood Changes

    IMPLEMENTASI KEBIJAKAN PEMANFAATAN SUMBER DAYA KEHUTANAN DI KABUPATEN KONAWE SELATAN

    The purpose of this study is to analyze the implementation of forestry resource utilization policies, and the factors that influence the successful implementation of forestry resource utilization policies in Konawe Selatan District. This study uses a qualitative research approach to investigate and analyze three pillars of the implementation process, namely the elaboration of policies, organizing the implementing apparatus, and budgeting and spending; and the influence of resource factors, implementing organization characteristics, implementing attitudes, and the conditions of the target group, on the implementation process. Primary and secondary data were collected by interview, observation, and document study methods, then analyzed by interactive analysis procedures which included data reduction, data presentation, and conclusions/verification.The results of the study indicate that the implementation of the policy on the utilization of forestry resources which includes the elaboration of policies, the organizing of the implementing apparatus, and the preparation of budgets and expenditures, has not run effectively. In these three processes there are still gaps so that the achievement of policy objectives seen from the perspective of household welfare, the policy objectives have not been achieved well. The gap in the implementation of forestry resource utilization policies occurs because of the influence of budgetary resource factors that are lower than needed, implementing organizations that do not yet have adequate service standards and human resource competencies, implementation who do not understand the basic tasks and functions of the organization, and target groups who are still depressed by poverty and low education

    This study aims to explore the development of leadership capacity and empowerment of staff and to know the factors of leverage in the management of position mutations. This research was conducted in 2014. Analysis of the data used in this study was comparative analysis and SWOT analysis. The results of the research are (1) providing broad opportunities to participate in both relevant and accredited education to support the management of position mutations (2) Encouraging employees to take part in Leadership Training especially for structural office holders (3) Encouraging Civil Servants to participate in tiered Functional Training for functional officeholders, (4) Encouraging Civil Servants to participate in Technical Training for staff and officeholders in order to strengthen the implementation of tasks, (5) Encouraging Civil Servants to attend short courses, (6) developing in-house training in the context of mastering assignments for staff.  The policy strategy that can be carried out is to improve the quality of the apparatus resources through formal education of SI, S2, S3 and leadership training and tennis training, improve solid policy matching in the field of apparatus development and improve the facilities and infrastructure of personnel management information systems

    This study aims to determine the effect of service quality on customer loyalty mediated by Customer satisfaction and customer value addition, it also examines, the effect of service quality on customer satisfaction, which is mediated by the effect of customer value and customer satisfaction and customer value on customer loyalty mediated by trust. The population in this study are household customers in Kendari who use the services of PDAM for 17,607 households spread are over 10 (ten) districts. The samples in this study are 391 household customers are taken with a precision of 5 % Data Collection techniques utility questionnaire. Data are analyzed by using. Structural Equation Modelling (SEM) with the help of the program, some of the important findings in this study are : (1) better service improvement of Kendari  Regional causes trust, (2) customer loyalty improvement is also achievable of the provided service is able to enhance customer value. Besides, this research also proves that trust has a mediating role between satisfaction and loyalty of our customers as well as between customer value and loyalty.Keywords: service quality, customer satisfaction, customer value, customer trust and customer loyalty
