KAPASITAS PERENCANAAN DESA DI KABUPATEN MUNA PROPINSI SULAWESI TENGGARA
This study aims to analyze the capacity of village planning in Muna District. This study uses a qualitative approach by investigating village planning processes and outputs. The study locations are 7 seaside villages and 8 non-seas villages in Muna Regency. The scope of time is three budget years, namely 2015, 2016 and 2017.Procedure for collecting primary data through document studies. To obtain primary data, procedures for public consultation and focus group discussions were taken. A technical public consultation was agreed with the Community Empowerment Agency and Village Government of Muna Regency. Public consultation material was explored and developed from the results of focus group discussions. Focus group discussions were conducted at the village level, involving Village Devices, members of the Village Consultative Body, and Village Community Empowerment Institutions.The results of the study show that the capacity of village planning in Muna District is not yet optimal. The village planning system has not functioned properly in allocating and using inputs to produce planning output that is beneficial for achieving village development goals. Villages in Muna Regency have a planning document in the form of Village RPJM and Village RKP but in its arrangement are very formalistic, namely village planning norms are not administratively pursued in practice but can produce supporting documents required in legislation, while the social behaviour of the village plan compilers is not in line with the norms outlined in the Minister of Home Affairs Regulation No. 114 of 2014. PELAKSANAAN ALOKASI DANA DESA (ADD) DALAM BIDANG PEMBERDAYAAN MASYARAKAT DI KABUPATEN KONAWE
ABSTRACTThe shift in the principle of setting of the principle of "decentralization" and "residuals" on previous legislation became the principle of subsidiarity and the principle of recognizing in Act No. 6 of the year 2014 of the village became hope and renewed energy for the village to be able to determine the position, role and authority over him. This research aims to analyze the implementation of the budget of the village Fund in the field of community empowerment in Wowonii Island.This research uses qualitative descriptive approach. The subject specified in purposive that describe the representation of topology village (the region of mainland coast, and inland). The technique of data collection was done through interviews, the study document, Focus Group Discussions and observations. The technique of data analysis performed with the interactive approach in the form of model reduction data, display data, verification and conclusion.The results of showing the budget of the village during the time brackets 4 (four) years have contributed to the village and community in the County Wowonii Island. Although the budget of the fund of the village in the field of development and the empowerment of the community very small but their impact is very beneficial for community interests. Implementation of the KOTAKU Program: Case Study in Kendari
ABSTRACTThis study aimed to find out and analyze program implementation cities without slums in handling slum houses in Kendari, as well as to investigate and analyze what factors influence implementation city programs without slums in handling slum houses in Kendari. The design of research is descriptive qualitative, the technique of determining internal informants this research is using purposive sampling technique and set at 10 informants. The data collection technique used in this study is a technique observation, interviewing techniques, and documentation. Data analysis techniques in this study was a descriptive data analysis technique, through the technical stages of interactive analysis including reduction data, data presentation and conclusion. The results of this study indicated that the implementation of the KOTAKU program in Kendari, which included improved sanitation, repaired to uninhabitable homes and provision Clean water had been running, but it had not been fully implemented according to the target because of it the program is 100-0-100 and the target of free slum in 2019 has not been achieved. Implementation of the KOTAKU program in Kendari was influenced by four factors which included Communication, Disposition, Resources, and Bureaucratic Structure. PENGARUH PROFESIONALISME APARAT TERHADAP KUALITAS PELAYANAN PADA BADAN KEPEGAWAIAN DAERAH KOTA KENDARI
The Effect of apparatus professionalism toward service quality in the Regional Employment Affairs Kendari. The problem discussed in this research is whether apparatus professionalism has effect to service quality at the Regional Employment Affairs of Kendari City and its objective is to know the effect and how much these effects influence service quality at the Regional Employment Affairs of Kendari City. This research investigates apparatus professionalism dimension which includes: creativity, innovation, responsiveness, and also service quality dimension which includes: procedures for the service, distinctness of service personnel, discipline of service personnel, responsibility care workers, justice get service, politeness and friendliness of service personnel, certainty of service schedule , pleasant services, security services. This research is an explanatory research that examines the stated hypothesis through quantitative approaches and statistical tests. Sample in this research is 50 people who are selected randomly from the total population. Colecting data is executed using the questionnaire, interviews, and dokementasi as secondary data. Then, the quantitative data is processed by corelation product moment analysis, simple regretion analysis and normality test. The resultsof this reseacrh shows that apparatus professionalism has a significant effect towards service quality at the Regional Employment Affairs of Kendar City. Apparatus professionalism is dominant factor which influences service quality. The result shows that service quality at the Regional Employment Affairs of Kendari City will be better if the apparatus professionalism can be improved Keywords : Apparatus Professionalism, Service Quality
ANALISIS RESTRUKTURISASI BIROKRASI DALAM PENGEMBANGAN GOOD GOVERNANCE PADA SEKERTARIAT DAERAH KABUPATEN KONAWE UTARA
The problem of this research is : (1) How to restructure of bureaucracy supports good governance at the secretary of local government North konawe regency. (2) How to restructure of bureaucracy that implemented by secretary of local government north konawe regency creates good governance.The aim of this research is : (1) To analyze how to restructure of bureaucracy at the secretary of local government north konawe regency supports good governance. (2) To know how to restructure that carried out by the secretary of local government north konawe regency in supporting good governance.This research is a study case, the population of this research is all head of a division , at secretary of local government north konawe regency and taking totally sampling, data is collected by interview, observation, and documentation to all respondents and inform men . data is processed by descriptive qualitative.The result of the research shows that (1) Implementation of restructuring of bureaucracy in supporting good governance at the secretary of local government north konawe regency has generally been carried out and met their needs to organization dynamic. (2) Implementation of restructuring of bureaucracy toward good governance at the secretary of local government north konawe regency.Based on the result of research can be concluded that restructure of bureaucracy at the secretary of local government north konawe regency has been better carried out, because of all resources potency has been optimally maximized. PENGARUH KUALITAS PELAYANAN TERHADAP PENINGKATAN PENERIMAAN RETRIBUSI DAERAH (Studi pada Dinas Perindustrian dan Perdagangan Kabupaten Konawe Selatan)
Effect of Service Quality on Increasing Regional Retribution Receipts (Study on the Department of Industry and Trade of South Konawe Regency).The purpose of the study was to find out and analyze the effect of service quality on the reception of regional retribution and analyze the significance of the effect of service quality on the receipt of regional retribution. This research is explanatory research using survey design. The population of this study amounted to 456 people, consisting of elements of service providers and the public who were registered as mandatory industrial registration marks and company registration marks. The research sample was 64 people, consisting of 32 officers and 32 community members. The sampling technique used is simple random using the lottery system. Field data collection is done using questionnaires, interviews, and documentation. To test the research hypothesis used inferential statistical analysis with correlation procedures and simple linear regression.The results showed that service quality has a positive effect on the receipt of regional retribution. However, not all officials are able to provide services based on the principles of reliability, responsiveness, certainty, empathy, and physical evidence. This is due to the existence of constraints, especially: (a) how to provide inappropriate services, (b) the slow pace of initiative by the authorities in resolving community problems, (c) the apparatus is often not timely, (d) the service process discriminates , (e) the discriminatory attitude of the apparatus in the face of different citizens' status, (f) the limitations of service operational facilities, and (g) the absence of a service flow chart. Service quality has a big influence on the receipt of regional retribution. Maximum achievement in the ratio of the effectiveness of regional levies receipts, and the tendency to increase the effectiveness of regional levies receipts occurred mainly as a direct result of the quality of services provided by the District Office of Industry and Trade of Konawe Selatan
PARTISPASI MASYARAKAT DAN DAMPAK KEBIJAKAN PEMBANGUNAN DERMAGA LAUT USUKU DI KABUPATEN WAKATOBI
The objectives to be achieved in this study are: (1) Assessing the form of community participation in building the Usuku Jetty in Wakatobi Regency, and (2) Analyzing the impact of the construction of the Usuku dock in development (social, economic and environmental) in Wakatobi Regency. The method of this research is qualitative research using a descriptive approach. The results showed that: (1) The form of community participation in supporting the construction of the Usuku Jetty in Wakatobi Regency included: (a) idea/thought participation, b) goods participation, and (c) labour participation. The level of community participation in the construction of the Usuku jetty in Wakatobi Regency which reached the highest position was the participation of ideas and thoughts, then participation in material (goods), and the lowest was community participation in the form of energy, and (2) The impact of the construction of the Usuku Jetty in the development in Wakatobi Regency are as follows: (a) Economic aspects, the impact of the construction of Usuku jetty on economic aspects is seen from the emergence of new business units, the opening of employment, the increasing number of vessels berthed, and increased loading and unloading activities (b) Aspects socially, the impact of the construction of the dock on social aspects was seen as increasing crime around the Usuku jetty area, and increasing interaction among workers and (c) Environmental aspects, the impact of the construction of the Usuku Jetty on the environmental aspect, can be seen from seawater pollution and the amount of garbage that accumulates. DAMPAK KEBIJAKAN PEMBANGUNAN SMELTER TERHADAP EKSISTENSI DAN PENDAPATAN TENAGA KERJA LOKAL PERTAMBANGAN DI KABUPATEN KONAWE SELATAN
This study aims to find out: the existence, income, and income of the local workforce of PT. Putra Intisultra Perkasa before and after the enactment of the smelter development policy. This research was conducted in Konawe Selatan District. The study was conducted by the 27 families who were a local workforce of PT. Putra Intisultra Perkasa. The analysis used is the Paired Sample Test t-test analysis and descriptive analysis.The results of this study indicate that: The existence of a local workforce PT. Putra Intisultra Perkasa after the enactment of the smelter development policy requires local workers to survive and find work after losing their profession, known to the average local worker PT. The son of Intisultra after the layoffs worked as a traditional rock miner in C and continued to work in the mining sector instead of returning to work in the agricultural sector. The income generated by the respondents of the local workforce PT. Putra Intisultra Perkasa before the enactment of the smelter development policy averaged Rp. 1,851,000 / month, revenue after the enactment of the smelter development policy, which averaged 1,525,773 (Rupiah / Month). There is a significant difference between the income of the local workforce of PT. Putra Intisultra Perkasa, before and after the enactment of the smelter development policy
REFORMASI BIROKRASI MELALUI PENATAAN KELEMBAGAAN PADA SEKRETARIAT DAERAH KOTA KENDARI
ABSTRACTThe purpose of this study was to determine : (1) Implementation of Bureaucratic Reform through Institutional Arrangement at the Regional Secretariat of Kendari City, (2) Factors Affecting the Implementation of Bureaucratic Reform Through Institutional Arrangement at the Regional Secretariat of Kendari City. The location of this study is the Regional Secretariat of Kendari City, Jl. Drs. H Abdullah Silondae No. 8 Kendari City. The type of this study is Qualitative Description. The informants in this study were 6 people who were employees of the Regional Secretariat of Kendari City. Data collection techniques in this study were observation, interviews and document studies. Data Analysis techniques of the study were form of data collection, data reduction, data display or data presentation, and drawing conclusions. The results showed that the Implementation of Bureaucratic Reform through Institutional Arrangement at the Kendari City Secretariat was viewed from the dimensions of structur and culture (work culture) of the bureaucracy. Factors that influence the Implementation of Bureaucratic Reform in the Regional Secretariat of Kendari City are Effectiveness, Efficiency and Productivity of the Regional Devices Organization of Kendari City, the Process of Delegating Apparatus Authority to officials below, and Bureaucratic Culture. As a government actor, bureaucrats are expected to be able to run the bureaucratic arrangement as well as possible following the principles of reform proclaimed to achieve a clean, effective, efficient, productive and highly competitive bureaucracy in order to realize the bureaucratic reform that has been aspired so far. Implementasi Program Keluarga Harapan (PKH) Di Kecamatan Binongko Kabupaten Wakatobi
Poverty reduction is an issue that should be resolved by the Government to soon completed and disconnected the chain of causes. Poverty reduction is currently oriented material so its sustainability depends greatly on the availability of the budget and the Government's commitment. The policy measures were undertaken by the Government to abolish it one is the family Program expectations. Welfare is the ultimate goal of the Family Expectations Program, namely to improve the quality of life of the family is very poor with access to health services and education. With the unsettled Family, Hope Program is expected to improve the social life of economy, education and public health, especially in poor community groups. The purpose of this study is to describe the implementation of a programme of Family expectations, find supporters and restricting factors and efforts to overcome it in the Wakatobi Binongko. Theory approaches used in this research is policy implementation approach Daniel Mazmanian and Paul Sabatier. The theory sees variables easy to control, the issue of whether or not the variable policy capabilities in the implementation process to manage appropriately and the variable outside the policies that affect the process of implementation. The research method used is descriptive research methods with qualitative approaches. Data collection was done through observation and interview. Research results showed the Family Hope Program Implementation in district Binongko Wakatobi many experience obstacles and have not been implemented properly. Socialisation has not been comprehensive so that less had the support of the parties concerned. It captures the recipient's Family Hope Program participants is not yet comprehensive, there are still many who have not to get family Program expectations. This has not been done well and the use of funds the Program Families Hope by very poor Households often used outside the conditions.
