PENGARUH BUDAYA ORGANISASI TERHADAP KINERJA PEGAWAI PADA PERUSAHAAN DAERAH AIR MINUM (PDAM) KOTA KENDARI
The purpose of this research is to find out and explain the influence of organizational culture on the performance of employees of the Regional Water Company Office of Kendari City. The population in this study were all 128 employees. Sampling in this study uses the Taro Yamane formula so that the overall sample is 56 people. This study uses a simple linear regression analysis.The results of the analysis show that organizational culture influences the performance of employees of Kendari City Water Supply Company Office, which is indicated by the magnitude of the determination coefficient or R Square value (R2) of 0.570 indicating that the contribution of variable organizational culture to the performance of employees in Kendari Regional Water Company is 57 %. Thus the hypothesis proposed in this study is acceptable
PERILAKU APARATUR SIPIL NEGARA DALAM MEMBERIKAN PELAYANAN PRIMA (EXCELLENT SERVICE) PADA DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KOTA KENDARI
This study aims to determine and describe the behaviour of the State Civil Apparatus in providing services and describing the Implementation of Excellent Services at the One-stop Investment and Integrated Services Office of Kendari City. The research method used is descriptive qualitative research, a description of the results of interview observations and documentation studies, so as to be able to describe various matters relating to the Behavior of State Civil Apparatuses in Providing Excellent Service. The results showed that the behaviour of the State Civil Apparatus in providing Prime services in terms of the dimensions of receiving, responding, respecting and being responsible for providing services to service users had gone quite well, but the implementation was not optimal because there were still found several employees who had not shown behaviour and good treatment to the community. PEMANFAATAN DANA DESA UNTUK PENINGKATAN TARAF HIDUP MASYARAKAT PEDESAAN MELALUI PEMBERDAYAAN MASYARAKAT DESA
Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. Opportunities for village communities to improve living standards were accommodated through community empowerment from the Village Fund. KONTRIBUSI SISTEM INFORMASI MAJANEMEN TERHADAP EFEKTIVITAS KERJA PEGAWAI BADAN PEMBERDAYAAN MASYARAKAT DAN PEMERINTAH DESA PROVINSI SULAWESI TENGGARA
The purpose of this paper is to determine the contribution and influence of management information systems on the work effectiveness of employees in the Community Empowerment and Village Government Agency of Southeast Sulawesi Province.This paper examines two variables, namely the independent variable is the influence of the Management Information System system which consists of dimensions: functionalization, integration, professionalism, quality, equity, coordination, while the employee work effectiveness dependent variable consists of three dimensions each: time measurement, yield size and cost size.The research method used in this study is the explanatory survey. The population in this study were all Civil Servants at the Community Empowerment and Village Government Agency of Southeast Sulawesi Province, amounting to 93 people and a sample of 48 people representing each level of education, namely Senior High School, Bachelor / DIII, Bachelor, and Masters. The research variable is a management information system as an independent variable (X) and employee work effectiveness is the dependent variable (Y).The results of the study indicate that there is a significant influence and there is a contribution of management information systems to the work effectiveness of employees at the Community Empowerment and Village Government Agency of Southeast Sulawesi Province. The biggest influence of the variables forming the management information system is the dimension of integration, and coordination, while the smallest dimension of the variables forming the management information system is the dimension of equity. MANAJEMEN PENGELOLAAN RETRIBUSI PASAR DALAM MENINGKATKAN PENDAPATAN ASLI DAERAH DI KOTA KENDARI
This study aims to find out how the management of market retribution in increasing Regional Original Revenue in the Lapulu market Kendari City. The approach of this study is a qualitative approach with a type of descriptive qualitative research. The technique of collecting data is done through observation, interviews, and documentation. The data analysis technique used consists of data collection, data reduction, data presentation and conclusion drawing.The results of this study indicate that: planning in terms of setting targets that have been arranged is optimal. This can be seen from the determined and implemented stages of targeting that are carried out every year, but the achievement of targets has never been fulfilled due to lack of awareness of traders or mandatory retribution in terms of paying retribution. The conclusion of the study was that the implementation of market retribution management in increasing Regional Original Revenue in the Lapulu market in Kendari City was not effective due to the lack of intensive collection of mandatory levies, delinquent payment of levies by traders for various reasons so that the realization of market retribution did not reach the planned target
PROBLEM BIROKRASI DALAM MENINGKATAN PELAYANAN PUBLIK PADA SEKRETARIAT DAERAH KABUPATEN MUNA
The purpose of this study is to find out knowing the problem (inhibiting factors) of bureaucracy in improving the quality of public services at the Muna Regency Regional Secretariat.This study uses a type of qualitative research with descriptive analysis methods in order to describe the problem (inhibiting factors) of bureaucracy in improving the Quality of Public Services at the Muna Regency Regional Secretariat by using data collection methods through interviewing informants and observations.The conclusion of this study is that the problem (inhibiting factors) of bureaucracy in order to improve the quality of public services, namely, human resources that carry out service tasks are not optimal. Because most of those who served in the ministry had a high school education background (high school) which was as many as 19 people or 31.67 per cent. Then the supporting facilities owned by the Muna Regency Secretariat have met service needs, but their utilization is relatively not optimal, this is possible because of limited human resources that have not been able to utilize the facility optimally. PERSEPSI PUBLIK LINGKAR INDUSTRI PERTAMBANGAN TERHADAP KEBERADAAN TENAGA KERJA ASING (Studi Kasus PT. Virtue Dragon Nickel Industri, Kecamatan Morosi, Kabupaten Konawe)
This study aims to determine the public perception of the characteristics of foreign workers, that is a lifestyle, relationships and attitudes, by using estimator errors of 10%, a total of samples is 60 heads of families in Morosi village. The results of this study indicate that public perceptions of the lifestyle of foreign workers as much as 73.33% of respondents stated good, as many as 25.00% stated is less good, as much as 1.67% stated is not good. Public perceptions of the interaction of foreign workers as much as 53.33% of respondents stated is less good, as many as 36.67% stated is good, as many as 8.33% of respondents stated is not good, as much as 1.67% of respondents stated is very good. Public perceptions of the attitude of foreign workers as much as 53.33% of respondents stated is less good and as many as 46.67% of respondents stated is good.
KOMODIFIKASI DAN MAKNA SIMBOLIK MOTIF TENUN MUNA SEBAGAI BENTUK KEARIFAN LOKAL MASYARAKAT KABUPATEN MUNA
Local weaving is the identity and wealth inherent in some area. Muna Regency, Southeast Sulawesi, is known to have regional weaving with diverse and interesting qualities and motifs. There are many previous Muna weaving motifs such as dhalima, samasili, panino toghe, bhotu, bhia-bhia, ledha, finda ngkonini, mango-manggopa, lante-lante, kambheano bhanggai, tibha-tibha, kaholeno ghunteli, kambhampu, bharalu, kasokasopa. To balance the development of the fashion industry, through the creative ideas of weavers, Muna's weaving motifs undergo commodification called a series of motifs. The visual of the first Muna weaving and Muna weaving produced by commodification and also the symbolic meaning of Muna woven motifs as a result of commodification became a problem in this study. Located in Masalili Village, Muna Regency, researchers conducted observations and direct interviews with research informants. By using the qualitative descriptive analysis of Milles and Huberman's interactive model, it was found that from the visuals of Muna's weaving motifs, after experiencing commodification, the latest motifs have been produced. Whether it's a combination of samasili and butterfly motifs, samasili and kites and other types of motifs. The development of the commodification motif has its own symbolic meaning. It describes the regional identity, cultural preservation, openness with progress, diversity, and describes the value of local wisdom in integrating outside cultural elements into the development of the Muna weaving motif. MODEL DAN DAMPAK MOBILISASI POLITIK PEMILIHAN KEPALA DESA (Studi Kasus: Desa Bontomatinggi Kabupaten Maros Sulawesi Selatan Tahun 2016)
The purpose of this study was to determine the impact of village head elections after the implementation of the Bontomatinggi Village Head election in Maros Regency in 2016. The research method used is a qualitative research method with a descriptive approach to analysis and using the theory of political mobilization, data collection using interview, observation and documentation techniques. The data analysis technique used by the author is a qualitative data analysis technique that is by searching and compiling systematically from the results of interviews, observations and documentation and then selecting the data needed and making conclusions that are easy to understand.Based on the results of the study, direct and indirect mobilization models and the impacts that occurred in the community after the election of Maros Regency Bontomatinggi Village Chief occurred several models such as socialization of village head candidates, mass mobilization, open campaign (direct mobilization model) and dialogical campaigns conducted from home to home (direct mobilization model). The impact of the model and after the election is that there is an unnatural mobilization model such as intimidation and threats to voters, giving facilities and money politics, black campaigns and spreading slander. Some of the factors that influence the voters' decision to elect a village head are the lack of education level of the community, mobilized communities are afraid that there will be violence and utterances of hatred from the candidates and the successful team if they do not follow their wishes. STRATEGI MENGATASI KETERGANTUNGAN PEMERINTAH DAERAH KABUPATEN KONAWE UTARA TERHADAP DANA PERIMBANGAN PUSAT
The purpose of this paper is to strategy to overcome the level of dependence of regional governments on the balance funds in Konawe Utara District and analyze the level of dependence of the North Konawe District government on balance funds. The research method used is a qualitative research method using descriptive analysis method. Through this process, it is expected to emerge a new hypothetical proposition through the interpretation of interactions between attributes and propositions which are then used to construct categories and provide explanations of the phenomena under study. Data collection techniques are in-depth interviews and document studies. Based on the results of the study, the strategy of the North Konawe District Government in managing the level of dependence on balancing funds in supporting the Regional Expenditure Budget was carried out with 2 (two) patterns: 1) Intensification, namely the North Konawe District Government to optimize Local Revenue by optimizing existing regional tax sources and regional levies; 2) Extensification is to control the level of dependence on balance funds by increasing the revenue of the District of North Konawe by placing more emphasis on expanding new sources of income, namely by developing retribution on fees from the development of market services, parking fees and other fees. The level of regional dependence on balancing funds consisting of Revenue Sharing Funds, General Allocation Funds and Special Allocation Funds is 78.90%, which indicates that the balancing funds contribute significantly to the district's income Konawe Utara. This means that the level of dependence of regional governments on balancing funds is still quite high, which can be reduced by optimizing other sources of income.
