    PENGELOLAAN RETRIBUSI PASAR SENTRAL KOTA KENDARI DALAM MENINGKATAN PENDAPATAN ASLI DAERAH

    The research objective was to determine the Management of Central Market Retribution in Kendari City to Increase Local Revenue. The research method used is a qualitative technique, namely interactive analysis techniques, which have stepped through data reduction, data presentation and conclusion drawing. The subjects in this research were employees of the Kendari City Tax and Retribution Management Agency, by determining 5 research informants purposively. The results of this research indicate that the management of market fees is not optimal, this can be seen in the ineffective planning of market levy management, because it is not supported by accurate data regarding the potential of the central market, especially traders who have no place in the market. Organizing has also not been effective, in terms of working standards, the attitudes of the central market levies that have not complied with the rules in its implementation, such as rules on working hours, and discrimination in the collection. In the case of the collectors' remuneration that is not on time, and under supervision is still lacking and only relies on reports of monthly revenue. The acceptance of market retribution has also not reached the target, due to the inadequate implementation of the management function, particularly the supervisory function

    This paper aims to elaborate on how government policies prevent and deal with COVID-19. The method used is a qualitative method with a case study approach. The focus of the study is government policies and events that follow the implementation of the policy period from March to June 2020 related to government policies in the prevention and treatment of COVID-19. The study results show that government policies to prevent the spread of Coronavirus transmission such as the policy of staying at home; Social distancing; Physical Restrictions; Use of Personal Protective Equipment; Maintain Personal Hygiene; Work and Study at home; Postpone all activities that gather a lot of people; Large-scale social restrictions; until the implementation of the New Normal policy. In addition, the government has also implemented social assistance and social protection policies to ensure that the community can survive, not only the Social Welfare Services Government group but also the high-class community

    The purpose of this paper is to determine the Community Development and Empowerment Program of PT. Panca Logam Makmur, Bombana Regency with the aim of encouraging the economy, education, socio-culture, health, and the environment of the community around the mine, both individually and collectively. This study uses the Secondary Data Analysis (ASD) method using secondary data, in the form of research data and institutional administrative documentary data. The results of this study are: (1) The realization of the social responsibility of PT. Panca Logam Makmur in 2010-2015 consisted of three main programs, including: (a) community development programs; (b) infrastructure development program; and (c) social welfare action programs; (2) PT. PPM main program plan. Panca Logam Makmur has planned 7 programs or 87.5 percent of the 8 main compulsory PPM programs for metal mineral IUPs; and (3) The implementation of community development and empowerment has not yet compiled a PPM Master Plan which is guided by the PPM blue print for Southeast Sulawesi Province in accordance with Article 57 of the Minister of Energy and Mineral Resources No. 26 of 2018

    The presence of an agrarian reform program in the current administration provides new hope for the management of more prosperous agricultural land, not least on transmigration lands. Especially in the determination of the Land of Agrarian Reform Objects (TORA) transmigration land received a share of 0.6 million hectares from 9 million hectares of the government's target. Unfortunately, until now there are still many images of transmigration lands that are far from expectations. This means that there are still many transmigration lands involved in conflicts both vertically and horizontally. This paper aims to analyze conflicts on transmigration lands located in UPT. Arongo, South Konawe Regency, Southeast Sulawesi Province. Conflict analysis is directed at mapping agrarian subjects involved in a conflict. Qualitative descriptive methods are used to obtain in-depth information related to the agrarian subject. The results showed conflict in the UPT transmigration land. Arongo consists of 3 agrarian subjects namely elements of government, private and community. The government element is represented by the local government, transmigration service and National Land Agency. Community elements consist of local residents, migrants who are not directly affected and transmigrants whose land is directly affected. Community elements were also formed within the United Farmers Konawe Selatan and Konsorsium Pembaruan Agraria (KPA). While PT.     The purpose of this research is to find out the Implementation of Kendari Mayor Regulation No. 13 of 2008 concerning the Arrangement of Street Vendors in Kendari City (Study of Mandonga District), as well as the factors that influence the Implementation of Street Vendor Merchant management policies in Mandonga District and the Constraints faced by the City Government Kendari in the Arrangement of Street Vendors in Mandonga District. The method used in this research is descriptive qualitative research method. All data in this study were obtained from interviews, observations and documentation. Based on what has been described in the results of the study, it can be concluded that in the implementation of the policy of the Mayor of Kendari Number 13 of 2008 concerning the arrangement of Street Vendors in Mandonga District conducted by related agencies namely the Department of Commerce, Cooperatives and SMEs of the City of Kendari, Civil Service Police Unit Praja Kendari City and Each Camat in Kendari City can be said to have not been maximized due to the lack of precise goals, aims and objectives of the policy regulated in Kendari Mayor Regulation No. 13 of 2008 concerning the arrangement of Street Vendors, which resulted in street vendors doing their activities, not in their place or a place that is legalized by the Kendari City Government

    Horizontal conflict in the form of ethnicity and religion still occurs today as inter-ethnict conflict between Gunung Jaya and Sampoabalo villages. In addition to the litigation process, non-litigation steps such as mediation in conflict resolution can play an important role. This study aims to describe how the process of conflict transformation with the mediation approach to conflict that occurs in the Buton district. This study uses a descriptive qualitative method through literature studies and observations on the events of Buton and its historical social conflicts. The result of the study illustrates that conflict transformation with a mediation approach is a very effective solution to the conflicts that occur in Buton between Gunung Jaya and Sampoabalo villages by looking at the initial process to the end of conflict resolution efforts. The mediation steps in Buton conflict resolution efforts include are the Introductions stage, storytelling stage, problem solving stage and agreement stage

PLN Tello Sector Makassar City in improving employee discipline. This research method uses quantitative research types with quantitative descriptive research types. Data collection techniques using questionnaires in the form of a checklist and using descriptive analysis techniques. The results showed that the effectiveness utilization of of biometrics presence of face and finger access control at PT. PLN Tello Sector Makassar City in order to improve employee discipline based on indicators of target achievement, adaptability, and job satisfaction are in the good category. Meanwhile, based on indicators of responsibility are in the quite good category

The typology of innovation is a variety of new findings that are expected to provide more effective and efficient results. In this article, the author uses a qualitative research method with a study case approach. The findings of this study are that there is no program sustainability from the village government of Seberang Taluk for the 2019-present period. Seberang Taluk Village received an award as the best village in public service and transparency of information because it has fulfilled the facilities and infrastructure. Researchers use Mulgan and Albury's theory where successful innovation is the creation and implementation of new processes, products, services and service methods that are the result of real development in efficiency, effectiveness, or quality of results. The findings of this research are that the village government of Seberang Taluk is very good in service, flexible, and transparent.     Flood and landslide that occurred at the end of 2017 in Pacitan Regency induced huge losses. However, with good cooperation from all levels of The Pacitan's society, the impact of the disasters could resolve in 4 months. This study aims to determine the steps taken by the government of Pacitan Regency to achieve effectiveness in realizing the original regional income of Pacitan Regency, especially for post-disaster recovery. The research method used is descriptive qualitative, through interviews with the Head of the Disaster Management Section of Pacitan Regency. The results obtained indicate The government of Pacitan Regency has policies that can secure their Original Regional Income. The Regional Original Income is always achieved well before disasters, during disasters, and after disasters. Apart from implementing policies, the effectiveness of regional income in the time of disaster recovery process in Pacitan Regency is also encouraged by the assistance funds obtained from the central government, regional governments, and the private sector. Meanwhile, involving the community with an attitude of good cooperation that is one of a characteristic of the Indonesian society could quickly restore the condition of the Pacitan Regency
