    LIFE AFTER NATURAL DISASTER: THE CASE OF RESETTLEMENT POLICY IN PAGERJURANG, YOGYAKARTA

    Public policy in managing natural disasters in Indonesia has not yet optimal. Nonetheless, there emerge programs to deal with natural disasters as the case of the 2010 Mount Merapi eruption. The government relocated the survivors using the Rekompak (Community-Based Rehabilitation and Reconstruction of Society and Settlement) program. Researcher employs interpretative approaches to understanding the reality which experienced by local inhabitants. Rekompak finished in 2014 at Pagerjurang, but this study uncover the side of the survivors who have moved to the new residential area. As the final statement, this study presents that moving residents' residences is not only a matter of physical displacement, but other conditions might hinder the resilience of local inhabitants such as changes in economic and socio-cultural conditions

    The purpose of this writing is to analyze and find out the position of strong women in politics in Indonesia. As a result of Indonesian politics experiencing significant and increasingly mature developments, the emergence of female names as a representation of Indonesian women. The research method uses literature studies from various reliable and accountable sources. The results of the study explain that the results of the analysis regarding Megawati's existence in Indonesian politics as well as becoming a female figure who is still involved in national politics and being the sole elite in the leadership of the Indonesian Democratic Party of Struggle (PDI-P). This cannot be separated from indoctrination through the understanding of inheritance from the father. Cognitive aspects that are selling points in political competition are both Curtain (traits), Belief (trust), Complexity of thoughts and patterns of reasoning.     The COVID-19 pandemic affects almost every aspect. The level of spread and the high number of positive cases force humans to adapt to prevent the spread of the COVID-19 virus. The education aspect is one of the aspects affected by COVID-19. As a result, the learning process is carried out online to prevent the spread of COVID-19. In practice, there are still some deficiencies in the online learning process in Indonesia. These deficiencies are supporting factors such as uneven internet connections or socio-economic class differences that can cause differences in the level of acceptance of knowledge between students. Thus, it has been considered by the government to carry out an offline learning process. The plan for implementing face-to-face learning activities will start in January 2021. Of course, some preparations must be made by the government and the community before implementing offline learning. Based on the research that has been done, it is concluded that the government and the community must prepare human resources, prepare facilities and infrastructure, administer licensing, and carry out the COVID-19 vaccine immunization sequentially

    This study aims to assess the impact of the Special Autonomy Fund in Papua Province on the Human Development Index measured through the allocation of the Special Autonomy Fund in education and health. The government is trying to accelerate the development of Papua, one of which is through the Special Autonomy Fund. This study uses a quantitative approach with panel data regression, covering: 2014-2017 data in 29 districts/cities in Papua Province, each variable, namely: HDI, GRDP per Capita, Allocation of Special Autonomy Funds in Education, Allocation of Special Autonomy Funds in Health and poverty level. The results of the study concluded that the Special Autonomy Fund did not have a significant effect on increasing the Human Development Index in Papua Province in 2014-2017. Strategic efforts in development in Papua are needed not only through the distribution of the Special Autonomy Fund, but also the enhancement of the capacity of the apparatus, evaluation of the method of channelling and utilizing the Special Autonomy Fund, and other policies with a local wisdom approach

    Mineral mining business, one of which is given to private business entities, must realize the mandate of the 1945 Constitution and the Minerba Law No. 04 of 2009 concerning the realization of people's prosperity, especially for people around the mining. The prosperity of the people is related to the social and economic welfare of the people. This paper aims to examine the socio-economic comparison of a circle and non-circle communities in the nickel mining business in terms of employment opportunities, income, education and public health. This research was conducted in the Matabura Village (circle mining) and Amandete Village (non-circle mining) PT. ST Nickel Resources in Amonggedo District, Konawe Regency, Southeast Sulawesi Province. The data analysis method used is quantitative descriptive using two data analysis tools, namely: percentage analysis and social-economic index analysis of the community. The conclusion of this paper is that the social-economic index of the circular community is higher than the non-circular nickel mining community, but the socio-economic index of the community is equally included in the bad category

Liberalization is due to unilateral policies and international trade agreements including both tariffs and non-tariffs. The purpose of this study is to determine Trade Perspective And Agriculture Policy Perspective In Indonesia . The methode that was used in the research is library research approach, this study means the whole activity of collecting some library data, reading making a note and analyzing of the research. The results of the study explain that agricultural producing countries as developing countries are at a disadvantage or receive very little profit from international trade. Liberalization can have detrimental effects that can threaten the domestic market and the interests of other staff concerned about the welfare of producer farmers and food security. This can occur due to production errors of resource ownership, mastery of technology, economic development and the government's commitment to the focus of the agricultural sector

    The study of the relations of cultural elements, namely multiculturalism and politics, is still relatively developed. Because, the study is vulnerable to conflict, especially when faced with the word majority and minority in the realm of political institutions. As a country with a pluralistic background inhabited by various ethnicities, racial religions and Indonesian culture, certainly requires an in-depth study of the fulfilment of minority rights in the political institutions. This paper is a simple theoretical study of a combination of multiculturalism and institutionalism approaches to explain the prospects of minority involvement in formulating public policies and political institutions that must be present in accommodating the political rights of minority groups. The conclusions in this article are, the power of multiculturalism in political institutions is as follows: (1) multicultural countries must be able to provide lessons for the whole world about the meaning of diversity; (2) the institution becomes a bridge in absorbing all the aspirations of the people and carrying out the law and applying the law indiscriminately; (3) multiculturalism is actually not enough to discuss minority rights in political institutions but conflicts with grassroots sources; (4) the strength of multiculturalism in political institutions is how this study works in maintaining the harmony of the nation and state.

    Merit principle on implementing the management of the state civil apparatus needs to be applied, including the use of information technology. The use of information technology in public services by government agencies has increased during the corona virus (COVID-19) pandemic. The process of enforcing the civil servants discipline regulation of requires adaptation during the COVID-19 pandemic. The discipline of state civil servants in Indonesia is regulated through Government Regulation Number 53 of 2010 concerning civil servant discipline which is designed to be implemented in normal, not pandemic, conditions. The Head of The National Civil Service Agency issued Circular Letter Number 12/SE/IV/2020 as a guideline for the implementation of summons, examinations, and submission of decisions on imposing disciplinary sentences for civil servants during the COVID-19 pandemic. Information technology has been utilized in efforts to enforce discipline during the COVID-19 pandemic by using electronic mail (e-mail), instant messaging applications, and / or teleconferencing. Complete and up-to-date data is indispensable for electronic discipline. Using digital signatures can save time, money and speed up the process of resolving disciplinary offenses

    The Covid-19 disaster experienced by Indonesia demands a quick and precise response from the government to apply various cross-sectoral policies to limit the spread of Covid-19. The involvement of government and non-government stakeholder networks is crucial in public policy. Therefore this paper will analyze the role of actor-networks at the strategic level, which relates to various state institutions at the national government and government at the regional level, to actors at the operational level such as academics, companies and entrepreneurs, society, and mass media. Through that, it is possible to assess the effectiveness of the Covid-19 handling policies that have been undertaken so far. This article, composed using qualitative methods and a case study approach, has the conclusion that the handling of Covid-19 in Indonesia has not been able to run optimally. It happened because of the minimal utilization of the actor's network. The execution of the management policies of Covid-19 was impaired, which became complicated and overlapping to have a direct effect on the group as a whole
