    This study aims to analyze performance and determine organizational performance factors in the National and Political Unity Body of Semarang City. This research uses descriptive qualitative research methods. Qualitative data were obtained through various kinds of data collection techniques, including through interviews, document analysis, literature study and selection of informants using purposive techniques, the quality of the data was tested using the Triangulation Technique. In this study, innovation as a process of organizational learning and knowledge creation related to organizational capacity to respond to environmental changes. This research is based on the application of Organizational Ecology Theory and The Punctuation Model and Theory of Strategic Adaptation and Sustainable Change. Based on this theory, organizational innovation can be generated by technological innovation and increased organizational learning capacity and transformation. The results of the study explained that the organizational performance of the National Unity and Political Body of the City of Semarang was not optimal, so there was still much that needed to be improved so that the public's assessment of the level of performance of the office organization would increase.

    The purpose of the research is to explain inhibiting factors for online learning during the Covid-19 pandemic in the Senior High School 1 Kuantan Mudik, Kuantan Singingi Regency. This research used qualitative research methods. The selection of the research informans using purposive sampling technique. Primary data collection from interviews, and secondary data from documentation and literature review. Data analysis using an interactive model. From the results of the research conducted, it was found that several factor inhibiting online learning during the Covid-19 pandemic at the Senior High School 1 Kuantan Mudik, Kuantan Singingi Regency, namely the problem of learning facilities, internet connection, and low students motivation. For this reason, the government needs to maximize online learning facilities that can be applied in every school, and educators and parents of students from Senior High School 1 Kuantan Mudik are expected to improve their supervision and ability to use technology and create an active atmosphere and enthusiasm for learning

    Penelitian ini bertujuan untuk mendeskripsikan proses Collaborative Governance Relationship (CGR) antara Pemerintah Kabupaten Konawe dengan PT. Virtu Dragon Industri Nikel terkait rekrutmen Tenaga Kerja Lokal (TKL) di kawasan industri Morosi dan kendala yang ada dalam pelaksanaan proses kerjasama. Metode penelitian menggunakan pendekatan kualitatif dengan desain deskriptif analitik. Melalui penggunaan berbagai komponen, hasil dari penelitian ini adalah dinamika kerjasama antara Kabupaten Konawe Pemerintah dan PT. VDNI berjalan dengan baik meski di awal agenda kerjasama dibarengi konflik berupa penolakan oleh sekelompok orang. Saat ini, dampak sementara yang dirasakan oleh Pemerintah Kabupaten Konawe dan masyarakat Konawe adalah penurunan angka pengangguran dan angka kemiskinan. Selain itu, pertumbuhan ekonomi Kabupaten Konawe juga meningkat, bahkan di masa pandemi Covid-19. Selanjutnya adaptasi sementara di Kabupaten Konawe saat ini dalam kondisi peningkatan kompetensi calon tenaga kerja oleh Pemerintah Kabupaten Konawe, dan verifikasi tenaga kerja yang kompeten sesuai permintaan PT. VDNI di wilayah atau zonasi yang lebih luas dari yang diprioritaskan sebelumnya

         AbstractThe purpose of this study is to analyze the implementation of the Fisherman Insurance Government Program in Tanggetada District, Kolaka Regency. This study uses a qualitative descriptive type of research that provides an overview of all the problems regarding the implementation of the Fisherman Insurance Government Assistance (BPAN) program in Tanggetada District, Kolaka Regency. The results, discussion and conclusions of this study indicate that there are four critical factors that affect the success of the implementation process. The first is communication, where the socialization of BPAN has not gone well, because information about the BPAN program has not been distributed properly to all fishermen in Tanggetada sub-district. Second, natural resources, where there is no socialization budget incentive for employees or extension workers. The third disposition, where the implementation of the Fisherman Insurance Government Assistance program, from the service is not committed because they have not felt the benefits as promised to provide welfare for themselves and their families, there is no democratic nature of the implementer because there are still fishermen who do not get a fisherman insurance card. The fourth is the bureaucratic structure, where the Fisherman Insurance Government Assistance program has SOPso that the implementation has a reference, namely the service is expected to be able to cooperate in the issuance process and the fishermen's insurance claim process.Keywords: Fisherman Insurance; Government Assistance; Implementation  AbstrakTujuan penelitian ini adalah menganalisis Implementasi Program Pemerintah Asuransi Nelayan di Kecamatan Tanggetada Kabupaten Kolaka. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif yaitu memberikan gambaran seluruh permasalahannya tentang implementasi program Bantuan Pemerintah Asuransi Nelayan (BPAN) di Kecamatan Tanggetada Kabupaten Kolaka. Hasil penelitian, pembahasan dan kesimpulan dari penelitian ini menunjukan bahwa terdapat empat critical factors yang mempengaruhi keberhasilan proses implementasi. Pertama komunikasi, dimana dalam sosialisasi BPAN belum berjalan dengan baik, karena informasi tentang program BPAN belum tersalurkan dengan baik kepada seluruh nelayan di kecamatan tanggetada. Kedua sumber daya alam, dimana dalam insentif anggaran sosialisasi yang dilakukan oleh pegawai maupun penyuluh tidak ada. Ketiga disposisi, dimana pelaksanaa program Bantuan Pemerintah Asuransi Nelayan, dari dinas tidak bersikap komitmen karena belum merasakan manfaat seperti yang dijanjikan memberikan kesejahtraan bagi dirinya dan keluarganya, tidak adanya sifat demokratis dari pelaksana karena masih ada nelayan yang tidak mendapatkan kartu asuransi nelayan. Keempat struktur birokrasi, dimana program Bantuan Pemerintah Asuransi Nelayan memiliki SOP agar pelaksanaannya memiliki acuan, yaitu dinas diharpakan dapat menjalin kerjasama dalmam proses penerbitan dan proses klaim asuransi nelayan.    Kata Kunci:   Asuransi Nelayan; Bantuan Pemerintah; Implementas

    The purpose of this research is to find out how the implemention of the licensing services system seeks to be integrated electronically online single submission (OSS) kaloka district. Based on the theoretical study of the implementation of problem policies that occur in the investment office and one-stop integrated licensing in kolaka regency that the services provided, especially in licensing service, still cannot be said to run effectively. Basically, people who want to acces licensing services have not been able to be able to be because of limeted knowledge about technology (gadgets), educational background, and economic factors. So many people have not been able to access the aplication. On the exiting self-contained, the author is interested in conducting a study that can desribe and describe various challenges, obstacles, and problems in efforts to improve licensing services. Thus, the author establishes a research theme that is the implementation of the licensing service system trying to be integrated electronically through online single submission (OSS) on Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu  (DPMPTSP) kolaka district.AbstrakTujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Sistem Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik Online Single Submission (OSS) Kabupaten Kolaka. Berdasar pada kajian teoritis implementasi kebijakan Permasalahan yang terjadi pada Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu (PTSP) di Kabupaten Kolaka bahwa pelayanan yang diberikan khususnya pada pelayanan perizinan masih belum dapat dikatakan berjalan secara efektif. Pada dasarnya masyarakat yang ingin mengakses pelayanan perizinan tersebut belum mampu di karenakan keterbatasan pengetahuan tentang teknologi (gadget), latar belakang pendidikan, dan faktor ekonomi. maka banyak masyarakat masih belum dapat mengakses aplikasi tersebut. Atas kondisi yang ada, penulis tertarik untuk melakukan sebuah penelitian yang dapat menggambarkan dan mendeskripsikan berbagai tantangan, hambatan, dan permasalahan dalam upaya meningkatkan pelayanan perizinan.     MITIGASI COVID-19 MELALUI KONTEN KREATIF DI MEDIA SOSIAL

    This Thematic Real Work Integrated with Community Service aims to increase the literacy of the people of Southeast Sulawesi regarding COVID-19 and how to mitigate it by using creative content media. This thematic program is one form of community service, so that its implementation follow the action research method with 5 (five) stages, i.e. (1) Diagnosis; (2) Planning; (3) Implementation; (4) Evaluation; and (5) Special learning. This thematic program was attended by 22 students under supervision of three field lecturers and lasted for 30 days online. During this program, more than 20 posters/e-cards and 30 videos have been produced. The content has been disseminated on various social media through the accounts of students and supervisors as well as other internet media. Based on the results of creative content in the form of posters, the public can improve their literacy on social and physical distancing as an effort to accelerate COVID-19 mitigation. Meanwhile, creative content in the form of videos can train the public on how to use and prepare their own hand sanitizer, masks, and PPE by utilizing materials found around them. Thus, it can be concluded that this thematic program has succeeded in providing guidance and debriefing to the people of Southeast Sulawesi as a mitigation effort against the COVID-19 outbreak.

    This paper aims to find out the Development of Human Resources Capacity in Public Service at the Pasuruan District Labor Office. The research method using qualitative approach is done scientifically, more descriptive, emphasizing the process rather than the public about improving the human resources of pasuruan community by the Pasuruan District Labor Office. The results showed that the Pasuruan District Employment Office implemented an increase in human resources developed according to the theory of capacity building in minimizing the unemployment rate, and as an effort to improve human resources precisely in the field of placement and expansion of labor (PENTA). The motivation, disciplinary and training is very influential to human resources and minimize the unemployment rate in Pasuruan Regency

    EVALUASI PELAKSANAAN PENGADAAN TANAH UNTUK KEPENTINGAN UMUM DI KABUPATEN KONAWE KEPULAUAN

    This study aims to examine and analyze the evaluation of the implementation of land acquisition for the public interest in Konawe Islands Regency. The method in this research is descriptive qualitative with a case study approach. The research focus is in Langara City, with research informants namely parties involved in evaluating land acquisition such as: regional supervisory apparatus, DPRD members, land office officials, land acquisition committees, village/sub-district government officials, community leaders, non-governmental organizations, and other stakeholders. The data were collected using in-depth interviews, observation, and document studies, while the data analysis techniques were carried out qualitatively. The results showed that: a. Evaluation of land acquisition planning needs to adjust the RT/RW and RPJM of the Regional Government, encourage feasibility studies, complete land planning documents, and adjust agency work plans; b. Evaluation of land acquisition preparation is carried out by encouraging transparent public consultation, public notification and announcement, and eliminating citizen objections in the acquisition process; c. Evaluating the implementation of land acquisition, namely encouraging land identification and inventory activities, conducting assessments and submitting the results of land acquisition in an open manner, as well as a fair compensation mechanism to the owner; and d) Evaluation in the submission of results, namely: it is necessary that the timeliness of the submission of land documents and the provision of fair compensation and compensation is required.Abstrak Penelitian ini bertujuan untuk mengkaji dan menganalisis evaluasi pelaksanaan pengadaan tanah untuk kepentingan umum di Kabupaten Konawe Kepulauan. Metode dalam penelitian adalah deskriptif kualitatif dengan pendekatan studi kasus. Lokus penelitian di Kota Langara, dengan informan penelitian yakni pihak-pihak yang terlibat dalam evaluasi pengadaan tanah seperti: aparatur pengawasan daerah, anggota DPRD, aparatur kantor pertanahan, panitia pengadaan tanah, aparat Pemerintah Desa/Kelurahan, tokoh masyarakat, lembaga swadaya masyarakat, dan pemangku kepentingan lainnya. Pengumpulan data dilakukan dengan teknik wawancara mendalam, observasi, dan studi dokumen, sedangkan teknik analisis data dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa: a. Evaluasi perencanaan pengadaan tanah perlu menyesuaikan RTRW dan RPJM Pemerintah Daerah, mendorong studi kelayakan, melengkapi dokumen perencanaan tanah, dan menyesuaikan rencana kerja instansi; b. Evaluasi persiapan pengadaan tanah dilakukan dengan mendorong konsultasi publik secara transparan, pemberitahuan dan pengumuman ke publik secara terbuka, dan mengeliminir keberatan warga dalam proses pembebasan; c. Evaluasi implementasi pengadaan tanah yakni mendorong kegiatan identifikasi dan inventarisasi tanah, melakukan penilaian dan penyerahan hasil pengadaan tanah secara terbuka, serta mekanisme ganti rugi yang adil kepada pemilik; dan d) Evaluasi dalam penyerahan hasil yakni: diperlukan ketepatan waktu dalam penyerahan dokumen pertanahan serta pemberian ganti rugi dan kompensasi yang berkeadilan.Kata Kunci: Evaluasi; Kepentingan umum; Pengadaan tana

    This research discusses the impact of posyandu services in the era of the Covid-19 pandemic for the community in Bakung Village, Temanggungan, Kec. Balongbendo. Where the available services are divided into 3 groups, namely, services for toddlers, pregnant women and the elderly. The purpose of this study was to determine the impact of obstruction of posyandu services for the community caused by the Covid-19 pandemic. To obtain complete data, researchers used qualitative research methods with data collection techniques through observation and interviews. The theory used in this research is descriptive qualitative with hypotheses used subjectively to describe general information. The last stage, draw conclusions by looking for the relationship between the information that has been collected. The results of this study are expected to broaden readers' insights about public services, but it is also hoped that this research can be a reference source for further researchers and as an evaluation material for integrated services in order to further improve the service system during this pandemic and in the futur

    Public transportation services are service facilities that have an important and strategic position in national development. Planning and development of arrangement must be carried out in an integrated system by providing services to the community. The City Government of Mojokerto in supporting the creation of public transportation services, participates in supporting the development of the Damri Bus integrated mode of transportation made by the Surabaya Branch of Perum DAMRI. On March 21, 2020, the City Government of Mojokerto inaugurated the Moda Guide Transport (Damri) for the route of Mojokerto City - Juanda Airport. However, within one year after it was inaugurated, it was discovered that the DAMRI buses were still lacking. The purpose of this study is to empirically answer the authority of the Damri Bus Mode Guide for the Mojokerto-Juanda Airport route as a public transportation service. This research uses the method of observation and direct interviews to the field with a qualitative descriptive approach. And the data that has been obtained is then analyzed, presented in paragraph form, and conclusions. The analysis used in this study is to use the most effective theory which includes: including goals, integration, and adaptation.
