    This study aims to see the impact of organizational change on communication organization, organizational climate, and organizational commitment on organizational perfomance within the Ministry Research Technology and Higher Education. Change of organization can have an impact on communication organization. This research uses research methods qualitative and post-positivist approaches. Respondent research as many as eleven sources consisting of eight resources persons are Kemenristekdikti employees and three sources outside of stakeholders. There is also a vision and mission from Kemenristekdikti as a reference for various work activities. As a consequence of the elaboration of this vision and mission, required planning and implementation of strategic steps a structured and measurable incorporation of Kemenristekdikti. In this case organizational communication is an aspect important in organizational change to produce a good working relationship with fellow employees. Because organizational communication can form a climate organizational communication, which will have an impact towards organizational commitment that also delivers impact on organizational performance

    This paper studies the links between the application of accrual-based accounting and government performance. This study aims to examine the relationship between accrual accounting and government performance improvement. This study uses a quantitative approach with panel data ordered logistic regression. This study is based on 216 observation from Ministries in Indonesia from 2014 until 2016. This research contributes by providing empirical evidence with an understanding of the relationship between accrual-based accounting and performance in the Indonesian Government that has never been done before.  The results of this study prove that the implementation of accrual-based accounting is proven to improve government performance. The Indonesian government adapted government accounting standards from the International Public Sector Accounting Standards (IPSAS) published by the International Federation of Accountants (IFAC).     This study discusses pragmatism in the process of candidacy for DPR members carried out by a political party, namely the NasDem Party in the 2019 Election. As is known, the NasDem Party is still a new party, but was able to gain a significant increase in votes. Departing from Purbolaksono's research which categorizes the NasDem Party as a catch-all party type, and refers to several expert definitions and previous research on pragmatism, this paper describes how pragmatism occurs in the candidates for legislative members from the NasDem Party. Using the analytical descriptive method, this research begins with a description of how the Nasdem Party's candidacy was carried out, then continued by an analysis accompanied by field facts that support the author's analysis. The findings of this study are that pragmatism in the NasDem Party's candidacy process occurs in 4 (four) forms, namely 1) an open recruitment system that provides opportunities for candidates who change parties before the candidacy process; 2) ideology that is no longer the main thing in the candidacy process; 3) the use of profit and loss logic in the candidacy process; and 4) the existence of a screening process (without going through the Bacaleg program) for legislative candidates who are considered to have the potential to gain votes

    this study aims to determine how the implementation is inventory of regional assets in the regional financial and asset management agency of Riau province, and to find out what are the obstacles in the implementation of the asset inventory, The theory used in this study was the Asset Inventory by Sugiama in Muthiah Sangadji using 3 indicators (Data Collection, Recording, and Reporting). To be able to answer these problems the researcher used a qualitative method with a descriptive approach / in this qualitative research the writer used data collection techniques in the form of observation, Interviews and documentation then analyzed based on the research problem. The results of this study indicate that the implementation of the Regional Asset Inventory at the Regional Financial and Asset Management Agency of Riau Province, Seen from the 3 indicators (Data Collection, Recording and Reporting) has not been carried out properly because there are still deficiencies in controlling activities such as the implementation of the merging of inventory cards and there are still delays in making report. The constraints in this study are the lack of human resources, The method of data collection of assets is not optimal, and not yet orderly in administration. 

    EVALUASI PROGRAM PENDAMPINGAN PEMBUATAN PERANGKAT CUCI TANGAN OTOMATIS DALAM UPAYA MITIGASI COVID-19 DI SULAWESI TENGGARA

    The number of positive cases of COVID-19 has continued to increase since it was announced by the Government in early March 2020. According to the World Health Organization (WHO), the provision of hygiene and sanitation facilities is one of the most important means of mitigating the outbreak of COVID-19 and other infectious diseases. This study aims to evaluate the socialization of assistance in making automatic handwashing devices online to communities in Southeast Sulawesi as an effort to mitigate COVID-19. The socialization was carried out by collaborating with the Southeast Sulawesi COVID-19 SATGAS Secretariat as a display location for a prototype automatic hand washing device. Meanwhile, assistance is carried out through the implementation of webinars via Zoom and the publication of video tutorials on social media in the form of YouTube and other media. The performance evaluation of the mentoring program is carried out in two forms, namely searches on online media and through online feedback presented after the webinar. Based on the response from online media and the feedback, the public responded positively to this and some of them were interested in making similar hand washing devices

    AbstractOnline Single Submission is an information technology-based licensing system innovation that integrates regional and central licensing in accordance with the mandate of Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services. The purpose of this study was to determine whether the OSS program was running. The use of this OSS program is to shorten the licensing bureaucracy. This research is descriptive with a case study approach and the data needed are primary and secondary data derived from observations, interviews, and documentation which are analyzed by researchers so as to obtain accurate and clear data. The results of this study indicate that the OSS program at the Office of Investment and One Stop Services in Rokan Hulu Regency has been running effectively. The accuracy of the program targets was in accordance with the expectations set before the program was launched. The socialization of the program has not yet been effectively carried out. The achievement of program objectives is in accordance with the initial purpose of this program, the community has felt the convenience offered by OSS. Program monitoring is still not fully effective but has started to lead to improvements.Keywords: Effectiveness; Online Single Submission; Program  AbstrakOnline Single Submission merupakan inovasi sistem perizinan berbasis teknologi informasi yang mengintegrasikan perizinan di daerah dan pusat sesuai amanat Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik. Tujuan penelitian ini adalah untuk mengetahui apakah program OSS berjalan efektif atau tidak. Penggunaan program OSS ini untuk mempersingkat birokrasi perizinan. Penelitian ini bersifat deskriptif dengan pendekatan studi kasus serta data yang diperlukan ialah data primer dan sekunder yang berasal dari observasi, wawancara, dokumentasi yang dianalisis oleh peneliti  sehingga mendapatkan data yang akurat dan jelas. Hasil penelitian ini menunjukan bahwa program OSS di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Rokan Hulu sudah berjalan efektif. Ketepan sasaran program sudah sesuai dengan harapan yang ditetapkan sebelum program ini diluncurkan. Untuk sosialisasi program masih belum efektif dilakukan. Pencapaian tujuan program sudah sesuai dengan tujuan awal program ini dibuat, masyarakat sudah merasakan kemudahan yang ditawarkan OSS.     Swallow's nest tax collection is targeted to break the local revenue of Pelalawan Regency every year and the breeding or exploitation of swiftlet nests can be one of the new potentials that can improve people's living standards through local regulations that regulate it. In carrying out the collection of swallow nest taxes, regulations are issued by the government in the form of Pelalawan Regency Regional Regulation No. 1 of 2011 concerning Regional Taxes. The purpose of this study was to determine the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax and to identify the inhibiting factors for the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax. To achieve this goal, this research uses interactive analysis techniques with qualitative research types using a descriptive approach and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. This study shows that first, the implementation of local tax policies in Pelalawan Regency (a case study on the swiftlet nest tax) has not been implemented properly, which can be seen from three indicators, namely the mentality approach, the systems approach and the network cooperation approach. Second, the inhibiting factors are the absence of a license, it is difficult to find the owner of the swallow, there are incorrect issues about taxes, and the government's indecisiveness

    Tujuan dari penelitian ini adalah untuk membantu kita memahami dan mengkaji proses pengalokasian Bantuan Langsung Tunai dari dana desa, peta konflik sosial dan upaya mitigasi terhadap konflik yang terjadi di desa Seumadam Kecamatan Kejuruan Muda. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Proses pendataan, penetapan, metode dan mekanisme penyaluran BLT-DD Kampung Seumadam sudah dilakukan sesuai dengan peraturan yang ada. Konflik sosial yang disebabkan oleh penyaluran BLT- Dana Desa Kampung Seumadam terjadi secara vertikal dan horizontal. konflik vertikal terjadi antara Pemerintah Desa dan masyarakat, sedangkan konflik horizontal terjadi antara masyarakat desa Seumadam itu sendiri. Penyebab konflik tersebut terjadi diantaranya disebabkan oleh daya serap aspirasi masyarakat yang belum maksimal dalam penyaluran BLT-Dana Desa dan tidak adanya sosialisasi yang dilakukan pihak pemerintah desa terhadap proses atau mekanisme penyaluran BLT-Dana Desa.     Application of Good Governance principle is highly important in the implementation of public services in order to increase the quality of service performance. Social Prosperity Administration Bureau East Java Province as the institution that carries out grant service in their performance is still not going optimal and have to be carried out changes into better ways. This matter is occurred because of application of Good Governance principles that is carried out not maximal by the Social Prosperity Administration Bureau employees in doing services to society agency/institution/organization concerning to grant. This research aims to describe and analyze application of Good Governance principles in carrying out the grant service. This research used Descriptive Qualitative research method based on Good Governance principle according to ((UNDP), 1997) that focus on participation, rule of law, transparency, responsiveness, and accountability. The research value shows that good governance principle has been applied sufficiently optimal in grant service that carried out by Social Prosperity Administration Bureau. It is proven by the existing of the participation applications, service that is carried out under law and applicable SOP (standard Operating Procedure), creating transparency in services, responsiveness and accountability that is given by Social Prosperity Administration Bureau party to receiver grant institution. However, there are also obstacles in this grant service implementation from the application of good governance principle such as human resource that is less mastered on technology and limited employees, lack of time, limited grant budget and lack of awareness of the institution party in collecting the Accountability Sheet

    Poverty is one example of a social problem that almost occurs throughout the world. In fact, it is not uncommon for the problem of poverty to cause various other social problems. In a developing country like Indonesia, the problem of poverty is the main problem that is still being pursued to minimize the poverty rate with programs that have been made by the government. Coupled with the emergence of the Covid-19 pandemic that is happening right now will greatly affect the economic level of the community. To overcome the problem of poverty that occurs, the Sidoarjo Regency government has made various ways to tackle poverty with various programs. One of the programs made by the Sidoarjo Regency government is the Local Economic Development Women Empowerment Program (P3EL). This program is an empowerment program intended for women in order to increase income for family welfare. Therefore, this study aims to determine the impact of the Local Economic Development Women Empowerment Program (P3EL) in Sidoarjo Regency. This study uses a descriptive research methodology with a qualitative approach. With the P3EL activity, it is hoped that business groups managed by women will grow and develop that are rational, economic, independent, equal and able to partner with other existing economic institutions
