    ACER Reconciliation Action Plan: 31 March 2024–31 December 2025: Reflect

    ACER’s Reconciliation Action Plan (RAP) was developed in a collaborative partnership with Reconciliation Australia. This RAP covers March 2024 to December 2025. It is a statement of ACER\u27s commitment to build deeper mutual understanding and more effective relationships with First Nations peoples, and to promote the integration of First Nations’ cultures, histories and knowledges into Australian educational processes. The four RAP types — Reflect, Innovate, Stretch and Elevate — allow continuous development and strengthening of reconciliation commitments. This Reflect RAP will lay the foundations, priming the workplace for future RAPs and reconciliation initiatives

    GEM Centre: Completion Report for Phase 3 Funding, 2020–2023

    This report describes the focus and outcomes of the third triennium (2020–2023) of the Global Education Monitoring (GEM) Centre partnership between the Australian Council for Educational Research (ACER) and the Australian Government’s Department of Foreign Affairs and Trade (DFAT). The GEM Centre was founded by ACER in 2013 as a strategic research initiative to provide models of good practice for monitoring United Nations’ Sustainable Development Goal (SDG) 4: education for all. Over the last decade, the GEM Centre has successfully leveraged ACER’s and DFAT’s foreign policy and development expertise to build strong, collaborative partnerships with key stakeholders working on the global education 2030 agenda. The GEM Centre has provided public goods and best practices for monitoring SDG 4 and has effectively shaped how learning outcomes are monitored and reported globally. This completion report focuses on phase 3 of the ACER and DFAT partnership in the GEM Centre and summarises the main outcomes

    Australian General Practice Training Program: National report on the 2023 National Registrar Survey

    The Australian General Practice Training National Registrar Survey (AGPT NRS) is an annual, national survey of GP registrars currently training in the AGPT program. It collects information via an online questionnaire about registrar satisfaction, experience and future career plans. It also collects information about registrars’ demographics and training contexts and other aspects of their training experience. This survey is part of the Department of Health and Aged Care’s (the Department) monitoring and quality improvement activities. The information collected in the AGPT NRS can be used to assure the quality of training provision in the program, enables continuous improvement and allows responses to be benchmarked nationally. This survey was previously known as the AGPT Registrar Satisfaction Survey (AGPT RSS). From July 12 to August 18, 2023, the Australian Council for Educational Research (ACER) administered the AGPT NRS to registrars enrolled in active training on the AGPT program. 1,519 registrars provided a valid response to the survey, representing an overall response rate of 39 per cent. The national response rate was sufficient to yield reliable results at a national level, with the Key Performance Indicators described in the report offering accuracy (at the 95 per cent confidence level) within 2.5 per cent of the reported average scores. This brings the response rate back around the numbers seen prior to the COVID-19 pandemic. Registrars were asked to reflect on their experience with their GP College and training facility. Overall, registrars continue to report high levels of satisfaction

    This policy brief has been prepared by the Australian Council for Educational Research (ACER) for the UNESCO International Institute for Educational Planning (IIEP) Regional Conference, held in Manila from 5 to 7 November 2024. This brief is in response to the conference sub-theme of, ‘Learning, equity and well-being: foundational literacy, numeracy and the use of learning assessment data.’ This sits under the overarching conference theme, ‘Educational planning in Asia: Common vision and future prospects.’ The remainder of this paper is divided into 3 sections. It begins by outlining ACER’s definition of a learning assessment, followed by an overview of the potential that a robust learning assessment can provide to policy and planning arms of government. Next, 2 case studies are presented on previous and ongoing research undertaken by ACER, in collaboration with governments and education stakeholders, on how learning assessments have been used to further understand foundational literacy and numeracy. The paper ends with practical and actionable recommendations that speak to the conference theme, ‘Educational planning in Asia: Common vision and future prospects.
