    Paving the way to Smart Sustainable Cities: Transformation Models and Challenges

    Rapid urbanization and globalization make the move toward Smart Sustainable Cities (SSC) a must. Achieving successful transformation towards SSCs constitutes a significant challenge for policy makers. One area that is not well covered in the literature is the application of SSCs in specific regions, such as the Arab region. This paper draws upon examples of SSCs initiatives and existing SSC transformation frameworks to more fully articulate the challenges of achieving successful SSC projects across the Arab region. One of the interesting emergent themes is the emergence of two main approaches to SSCs transformation, Brownfield and Greenfield approaches

    Competitive advantage of a franchisee in the software market: the case of Totvs

    In highly competitive technology markets, such as the market in which Enterprise Resource Management (ERP) service providers do business, it has become of fundamental importance to understand the factors that create competitive advantages. This paper presents the support from the theoretical frameworks offered by the Resource-based View (RBV) and the Market-based View (MBV) to attempt to explain the competitive advantage held by Totvs Curitiba, a franchise of Totvs, which in turn is a Brazilian company that is a market leader in ERP service provision. In methodological terms, this is a Case Study for which data was collected during interviews and by observation and review of secondary documentary sources. The results suggest that the franchise\u27s market-leading position was built on a relationship, which is identifiable in the results of this study, between the strategies adopted, resources controlled and competences developed

    ANALISYS OF IT OUTSOURCING CONTRACTS AT THE TCU (FEDERAL COURT OF ACCOUNTS) AND OF THE LEGISLATION THAT GOVERNS THESE CONTRACTS IN THE BRAZILIAN FEDERAL PUBLIC ADMINISTRATION

    Information technology (IT) outsourcing has for a long time been a major trend in business and government. Accountability of IT outsourcing contracts in the public administration is recognized as an important factor contributing to government transparency and public services quality, given the legislation governing these contracts and the amount of related expenditures. Considering the trend towards open government data publishing, including data on outsourcing contracts, there is an interesting opportunity for citizens to participate in the open auditing of these contracts as a means to assess the good application of public resources. In this study we explore this possibility by analyzing open data published by the Brazilian Federal Court of Accounts (TCU is its acronym in Portuguese), an interesting case since this agency has a paramount role in auditing the whole Brazilian Federal Public Administration. To this end, we gathered open data from the TCU regarding all outsourced IT services contracts maintained by the agency during the years 2000-2013. This data is analyzed to verify, from an external point of view, the related duration and values, identifying diferences between the predicted and actual amounts spent and evaluating the administration of such contracts regarding legislation. This analysis is based on a detailed survey of the relevant legislation as well as the verification of original contract terms and their addendums. As a result, we observed substantial differences in the amount spent on execution with respect to those predicted in the original contracts. Also, we identified the utilization of special justifications prescribed by law to sustain the extension of some contracts. Given these results, it is possible that IT outsourcing is not necessarily proved to be the best solution for the public sector problems regarding the lack of skilled personnel, which implies the need to assess the cost-benefit of maintaining these contracts. Also, it is possible that the existing legislation needs development in order to provide more flexibility to outsourcing contract management

    ORGANIZATIONAL CONSEQUENCES OF THE ADOPTION OF MOBILE ERP SYSTEMS: CASE STUDIES IN BRAZIL

    The use of ERP systems via mobile/wireless devices is a subject rarely studied in academic research. The aim of this paper is to explore the following research question: what are the consequences of mobile ERP use for organizations? The research method adopted was the multiple case studies in three companies located in the South of Brazil. The research results show that, in the analyzed companies, the use of mobile ERP had “positive” consequences such as increases in productivity, efficiency and effectiveness, and improvements for the users´ quality of life. However, the use also had “negative” consequences such as increased surveillance and control over employees

    As organizações dispõem de uma série de medidas de Segurança da Informação recomendadas por normas internacionais e pela literatura, mas a adoção deve ser balizada pelas necessidades específicas identificadas pela Governança da Segurança da Informação de cada organização, embora possa ser influenciada por pressões do ambiente institucional em que as organizações estão inseridas. Em institutos de pesquisa públicos, as medidas podem ser adotadas como resultado de pressões exercidas pelo Governo e outros órgãos que regulam suas atividades, ou por influência de profissionais de Segurança da Informação, ou simplesmente por serem adotadas por outras organizações de destaque nesse campo. Este trabalho teve o objetivo de investigar se nos institutos de pesquisa públicos a adoção de medidas de Segurança da Informação é influenciada por fatores organizacionais, relativos à Governança da Segurança da Informação, e por fatores externos, relativos ao ambiente institucional em que estão inseridos. Os resultados mostram que essas organizações estão mais sujeitas à influência de fatores institucionais do que de fatores organizacionais.There are several Information Security measures recommended by international standards and literature, but the adoption by the organizations should be designated by specific needs identified by Information Security Governance structure of each organization, although it may be influenced by forces of the institutional environment in which organizations are inserted. In public research institutes, measures may be adopted as a result of pressure from Government and other agencies that regulate their activities, or by the influence of Information Security professionals, or simply adopting the same measures of leading organizations in the organizational field. This study aimed to investigate whether in public research institutes the adoption of Information Security measures is influenced by organizational factors relating to Information Security Governance, and by external factors relating to its institutional environment. The results show that these organizations are subject to institutional influences more than organizational influences

    A Conceptual Multidimensional Model for Assessing Smart Sustainable Cities

    The concept of Smart Sustainable Cities (SSC) is gaining increasing attention by the countries around the globe, particularly in response to potential future environmental challenges and increased proportion of populations living in cities. Several countries claim to have implemented or in the process of implementing SSCs, and there are many models that can be used to measure how \u27smart\u27 the initiatives and cities are. This paper critically evaluates the main models to measure city smartness and identifies deficiencies, namely that they are not sensitive to the needs, resources, priorities and wider context for individual cities. The paper suggests a multidimensional methodological model that assists in evaluating the smartness level of a city while being sensitive to its context. It provides further contribution by combining sustainable and smart attributes of a city

    USABILITY AND USE REFERENCE IN THE SOCIAL NETWORK FACEBOOK: A NETNOGRAPHIC ANALYSIS OF TECHNOLOGICAL USERS

    Este artigo apresenta um estudo sobre a preferência de uso das redes sociais virtuais, utilizando o Facebook como objeto de estudo, e visando identificar os fatores motivacionais para a usabilidade dessa plataforma tecnológica. A rede social Facebook foi escolhida por apresentar um cenário tecnológico de alta sociabilidade e interação virtual. Como metodologia foi utilizada a netnografia, sendo feita através da coleta das discussões em sites de notícias e fóruns de discussão norte-americanos, onde existe uma ampla participação crítica dos usuários na internet sobre os ganhos e frustrações no dado contexto. A análise de conteúdo foi realizada confrontando as categorias de usuários encontradas com a literatura sobre valores que motivam o consumo tecnológico, descrevendo os valores hedônicos, sociais, utilitários e as percepções de risco nesse consumo, quando relacionado à falta de privacidade. Os resultados demonstram 2 grupos principais de usuários dessa tecnologia e 7 subgrupos. Logo, a contribuição do estudo. A contribuição do estudo é que a formação desses grupos tecnológicos pode refletir a usabilidade de outros grupos de usuários espalhados pelo mundo. O estudo também traz para a discussão problemáticas referentes aos comportamentos dos usuários das redes virtuais que pode ser útil para as empresas e suas relações com consumidores e também no desenvolvimento de novos conhecimentos a partir dessas críticas e demandas que os consumidores digitais expõem sobre as tecnologiasThis article presents a study about the preference of use in virtual social networks, using Facebook as object of study, to identify the motivational factors for the usability of this technology platform. The social network Facebook has been chosen to present a technological scenario of high sociability and virtual interaction. The methodology used was the netnography, being made through the collection of discussions in North American sites of news and forums online, where there is a large critical user participation on the internet, about the gains and frustrations in this context. The content analysis was performed comparing the categories of users found in the literature about values that motivate consumer technology, describing the hedonic, social, utilitarian values and perceptions of risk in consumption when related to lack of privacy. The results show two main groups of users of this technology and 7 subgroups. Therefore, the contribution of the study is that the formation of these groups may reflect technological usability of user groups around the world. The study also brings to the discussion issues related to the behaviors of the users of virtual networks which can be useful for businesses and their relationships with consumers and also the development of new knowledge from such criticism and demands that digital consumers expose about the technologies

    NEW TIMES, NEW STRATEGIES: PROPOSAL FOR AN ADDITIONAL DIMENSION TO THE 4 P\u27S FOR E-COMMERCE DOT-COM

    Proper marketing management is fundamental to any business endeavor, including dot-coms. However, to date, as identified in a review of the International Journal of Electronic Commerce (IJEC) production and the last 10 years of EnANPAD (EnANPAD is the annual Brazilian Academy of Management conference). There are no works on the applicability of the 4P\u27s to e-commerce, a gap in the literature that this study proposes to fill. It uses a qualitative approach methodology, investigating several empirical studies about digital commerce, and comparing it with the mainstream strategic marketing literature. Inferences were developed, pushing further the theory boundaries of this field. Both the classical works as those from Borden (1964) and Mccarthy (1960) and many other contemporaries are evaluated. The present research utilizes these works as a source of information and data. Using a process of comparison with the marketing mix model, it searches for a possible lack of fit between the related empirical environments and such a model. The results identify several key variables in each of the P\u27s related to security in electronic commerce. This dimension seems to be the key in shaping the perception of customer value, thus supporting its inclusion as a fifth dimension along with the 4P\u27s

    Development of a hybrid fuzzy genetic algorithm model for solving transportation scheduling problem

    There has been an increasing public demand for passenger rail service in the recent times leading to a strong focus on the need for effective and efficient use of resources and managing the increasing passenger requirements, service reliability and variability by the railway management. Whilst shortening the passengers’ waiting and travelling time is important for commuter satisfaction, lowering operational costs is equally important for railway management. Hence, effective and cost optimised train scheduling based on the dynamic passenger demand is one of the main issues for passenger railway management. Although the passenger railway scheduling problem has received attention in operations research in recent years, there is limited literature investigating the adoption of practical approaches that capitalize on the merits of mathematical modeling and search algorithms for effective cost optimization. This paper develops a hybrid fuzzy logic based genetic algorithm model to solve the multi-objective passenger railway scheduling problem aiming to optimize total operational costs at a satisfactory level of customer service. This hybrid approach integrates genetic algorithm with the fuzzy logic approach which uses the fuzzy controller to determine the crossover rate and mutation rate in genetic algorithm approach in the optimization process. The numerical study demonstrates the improvement of the proposed hybrid approach, and the fuzzy genetic algorithm has demonstrated its effectiveness to generate better results than standard genetic algorithm and other traditional heuristic approaches, such as simulated annealing
