Modernliğin Kentsel Kurmacası Olarak Sivas Rahmi Günay Caddesi: Kentsel- Mimari Üretim Üzerinden Bir Okuma: Rahmi Günay Caddesi’nde Modernleşme Pratiği
Urban renewal in westernization period is generally grasped as preliminary phase of spatial base for modernization attempt of early Republican era. In an architectural context, modernization practice transferred by nation-state after the 1930s is defined by establishment of an industrial facility and a severe arterial road which changed urban backbone. Considering that issue in the scale of Sivas, it is drawn the attention to the existence of secondary mechanism which become modern in urban space before the penetration of rational modernist image. Sivas Rahmi Günay Street is clearly same kind of spatial base which experienced modernization practice before state railways campus and İstasyon Street. Rahmi Günay Street is developed as a secondary arterial road after the 1930s and, this paper’s main pursuit is the street’s historiographic and spatial investigation. Thus, there are three main inquiry area. First inquiry area is to scrutinize the period of beginning with urban renewal intervention in westernization era to 1930s. Secondly, Rahmi Günay Street’s construction program between 1930- 1950 which consists of public buildings and first mass housing practice is analyzed. Thirdly, big construction projects and open green areas which constituted after the 1950s are uncovered. Ultimately, the street as a secondary arterial road is constructed and consolidated gradually beginning with early 20th century to the 1980s and also, this process involves all clues of modernization route in the scale of Sivas.Batılılaşma reformları ile başlayan kentsel yenilenme süreci, genellikle, erken Cumhuriyet döneminin toplumu çağdaşlaştırma girişimleri için gerekli olan mekansal altlığının hazırlık aşaması olarak kavranır. Özellikle 1930’lardan sonra ulus[1]devlet aracılığıyla aktarılan modernleşme pratiği ise mimari bağlamda endüstriyel bir tesisin kuruluşu ve bunu izleyen rotada, kentsel omurgayı dönüştüren keskin bir arterin varlığı ile tanımlanır. Benzer bağlamsal açılımın bulunduğu Sivas ölçeğinde konu ele alındığında ise, modernizmin rasyonel imgelerinin sızmasından önce kentsel mekanda modernleşmeye başlayan ikincil düzeneklerin varlığı göze çarpmaktadır. Sivas Rahmi Günay Caddesi, açıkça, Devlet Demiryolu Yerleşkesi ve İstasyon Caddesi’nden önce modernleşme pratiğinin deneylendiği böylesine bir mekansal altlık sunar. 1930’dan sonra ikincil bir arter olarak gelişen Rahmi Günay Caddesi’nin historiyografik mekânsal okuması, bu metnin ana ilgi alanıdır ve böyle bir bağlamın üç temel sorgulama ekseni bulunmaktadır. İlki, batılılaşma reformlarının taşraya yansıyan gecikmeli kentsel müdahalelerinden 1930’lara uzanan sürecin mercek altına alınmasıdır. İkinci sorgulama ekseni, 1930- 1950 zaman aralığında Rahmi Günay Caddesi’nin kamu yapıları ve kentin ilk toplu konut uygulamalarından oluşan yapılaşma programının irdelenmesidir. Üçüncü sorgulama ekseni ise, 1950’den sonra gerçekleşen büyük inşa projeleri ve açık yeşil alanların oluşması sürecinin deşifre edilmesinden oluşmaktadır. Sonuçta, erken 20. yüzyıldan başlayarak yapılaşmaya açılan bölgede 1980’lere varıncaya kadar aşamalı şekilde inşa edilen ikincil bir modern arterin varlığı, Sivas ölçeğindeki modernleşme güzergahının tüm ipuçlarını içermektedir

Modern mimarlık ürünleri, tüm dünyada iki dünya savaşından sonra, 20. yüzyılın ikinci yarısında, kültür mirasının bir parçası olma niteliğiyle yeni bir boyuta taşınmıştır. Söz konusu ürünlerin modern mimarlık mirası kapsamında kabul edilmesi ve koruma kuramıyla ilişkilendirilmesi de son derece önemli bir gelişmeyi göstermektedir. Kentsel ölçekte, modern mimarlık düşüncesinin sınırları dâhilinde, özgün, modernizmi özümsemiş ve onu yorumlayabilen mimarlık ürünlerinin korunması ve miras olarak değerlendirilmesi, ülkemizde de görülmeye başlanmıştır. Özellikle 1970’lerde inşa edilen kimi mimarlık ürünlerinin bu anlamda bazı özgünlükler barındırdığı düşünülmektedir. Bu makalede, modern mimarlık mirasına örnek olacağı düşünülen Adana kentindeki “Adana İller Bankası” yerleşkesinin, içinde bulunduğu idari yapı, lojman ve sosyal tesisi ile birlikte miras kapsamı içerisinde incelenmesi hedeflenmektedir. Günümüze ulaşmayı başarmış sınırlı sayıdaki modern mimarlık yapılarının korunması, kentlerin sürekliliği açısından son derece önemlidir. Modern mimarlık ürünlerinin sayıca yoğun örneklerinin bulunduğu Adana kenti özelinde, zamanla kamusal fonksiyona yönelik inşa edilen birçok yapının kentsel dokuya eklendiği dikkati çekmiştir. Söz konusu yapılardan biri olan İller Bankası, 1974 yılında Yüksek Mimar Mustafa Oktay Kozak tarafından tasarlanmıştır. Yapı yerleşkesinin korunması hem ulusal ölçekte inşa edildiği dönemin mimari yaklaşımını göstermesi, hem de kentliler için hafızalarda yer etmiş bir bina olması dolayısıyla önem taşımaktadır.Modern architecture works in the world, after two world wars, on the second half of the 20th century, has been moved to a new dimension with the nature of being a part of the cultural heritage. The acceptance of these works within the scope of modern architectural heritage and its relation with conservation theory also show a very important development. At the urban level, within the boundaries of modern architectural thinking, thepreservation of architectural products which can assimilate and interpret the original characteristics of modernism and the evaluation of it as an inheritancehavestartedto be seen in ourcountry as well. In particular, somearchitecturalworksbuilt in the 1970s are thought to contain some originalities in this sense. This article aims to examine Adana Iller Bank campus, which is considered as an example of modern architectural heritage, with its administrative structure, housing and social facility. The conservation of a limited number of modern architecture structures that have survived to the presentday is extremely important for the continuity of the city of cities. In the city of Adana, where there are numerous examples of modern architectural products, it has been noted that many buildings built for public function over time are added to urban textures. One of these structures, Iller Bank was designed by Architect Mustafa Oktay Kozak in 1974. The conservation of the building site is important because it shows the architectural approach of the period when it was built on a national scale, and it is a building that has been remembered for the city
Exploring Urban Design Criteria For High Speed Rail (HSR) Station Through the Design Studio Experience - Case of Pendik/Turkey: High Speed Rail (HSR) Station Pendik
In recent years, the application of modern transportation modes to the current routes changes the urban layout. As a part of these transformation modes, the HSR applications promise various transformations on the urban space. In this context, rearrangements of axes, the facilities on these axes and the urban space in the surrounding of these facilities put forward an important design problem. Pendik, a large district on the Southern Istanbul periphery; the recent application of HSR Station has started to transform its centre into an intercity transportation node since its opening in 2013. In accordance with the new role, reorganization of HSR hub and its surroundings provides an experimental teaching in the design studio. Due to the exploratory nature of Architectural Design Studio, the content analysis approach is conducted. The integration of the learning experience in the urban design scale was crucial. The reports collected systematically from the students during the semester were coded with respect to content analysis. Both the final design decisions’ and the field[1]specific evaluations’ levels of relevance with the literature were interpreted. Among the design criteria compiled from the literature; security, connections between places, pedestrian’s ability to use the space easily, diversity of activities and users, and integration of urban texture with the HSR station have emerged for the project site. Research results have shown that content analysis can be a consistent and systematic method in guiding designs in the interface of architectural and urban design project topics.Mevcut ulaşım akslarına modern ulaşım biçimlerinin uygulanması sonucunda, mevcut kentsel düzen çeşitli şekillerde değişmektedir. Bu uygulamalardan biri olarak; Yüksek Hızlı Tren (YHT) İstasyonlarının, etrafındaki kentsel mekânı dönüştürücü etkisi bulunmaktadır. Bu bağlamda, kentsel aksların, bu akslardaki tesislerin ve bu tesislerin yakın çevresindeki kentsel mekânın yeniden bir uyum içerisinde düzenlenmesi öne çıkan bir tasarım sorunsalıdır. Pendik YHT İstasyonu da açıldığı 2013 yılından bu yana Pendik kent merkezini şehirlerarası bir ulaşım düğümüne dönüştürmeye başlamıştır. Aktarma noktası ve çevresinin üstlendiği yeni role uygun bir şekilde organize edilmesi deneysel bir tasarım stüdyosu süreci sunmaktadır. Kentsel tasarım ölçeğindeki bu öğrenme deneyiminin mimari tasarım stüdyo eğitiminin keşfedici doğası ile bütünleştirilmesi için içerik analizi taktiğine başvurulmuştur. Öğrencilerden dönem içerisinde sistematik olarak toplanan raporlar, içerik analizi ile kodlanmış hem sonuç ürünün hem de alana özgü değerlendirmelerin makalede derlenen literatür ile örtüşme düzeyleri yorumlanmıştır. Derlenen tasarım kriterleri içerisinde; güvenlik, mekanlar arasındaki bağlantılar, yayanın mekanı kolayca kullanabilmesi, aktivitelerin ve kullanıcıların çeşitliliği ile ulaşım düğümü olan YHT istasyonu ile kentsel dokunun entegre edilmesi konuları Pendik proje alanında öğrenciler tarafından da keşfedilen konular olarak öne çıkmıştır. Araştırma sonuçları, içerik analizinin mimari ve kentsel tasarım projeleri ara yüzünde tasarımları yönlendirmede tutarlı ve sistematik bir yöntem olabileceğini göstermiştir

Today, migration is experienced from rural areas, which are under development pressure, having declining rural economy, difficulties in accessing services, and decreasing living standards, to urban areas. For rural settlements near to urban areas, rural characteristics are lost due to uneven development. The status of many village has been redefined as neighborhoods within the framework of the Law numbered 6360 in Turkey. Rural design guidelines can be prepared to conserve the cultural and natural values and to develop rural character. It should be kept in mind that design guidelines cannot be used instead of development plans and the guidelines do not eliminate the need for development plans. This study focuses on the conservation and planning of the rural area through the example of the Geneyik rural neighborhood, near the Gaziantep city centre. The main aim of the study is to define how to adopt the upper scale national and regional plans and policies to the local scale and spatial strategies at local scale for implementation, as an integral part of rural development. It is aimed to contribute to conservation of the cultural and natural values of Geneyik, development of the rural character and sustaining social and economic development.Günümüzde yapılaşma baskısı altında olan, kırsal ekonomisi gerileyen, hizmetlere erişimde güçlük çeken ve yaşam standartları düşmekte olan kırsal alanlardan kentsel alanlara göç yaşanmakta, kırsal nüfus azalmaktadır. Kentsel alanlara yakın konumda olan kırsal yerleşimlerde ise kırsal dokuyla uyumsuz yapılaşmalar sonucunda kırsal özellikler kaybolmaktadır. 06.12.2012 tarih ve 28489 sayılı Resmî Gazete’de yayımlanarak yürürlüğe giren 6360 Sayılı “On dört ilde Büyükşehir Belediyesi ve Yirmi Yedi İlçe Kurulması ile Bazı Kanun ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun” çerçevesinde birçok kırsal nitelikteki köy yerleşimlerinin statüsü mahalle olarak tanımlanmıştır. Kırsal yerleşimlerin kültürel ve doğal değerlerinin korunması ve kırsal karakterinin yaşatılmasına yönelik olarak mevzuat gereğince tasarım rehberleri hazırlanabilmektedir. Tasarım rehberlerinin imar ve/veya gelişim planları yerine kullanılmayacağı ve rehberin plan üretimi ihtiyacını ortadan kaldırmadığı unutulmamalıdır. Bu çalışma, köy statüsü kaldırılarak mahalle statüsüne geçirilmiş olan, Gaziantep ilinde, kentsel yerleşimin yakınındaki Geneyik kırsal mahallesi örneği üzerinden kırsal alanın korunması ve planlanmasına odaklanmaktadır. Çalışmanın temel amacı Geneyik kırsal mahallesi için kırsal kalkınmanın bütünleyici bir parçası olarak; üst ölçekli ulusal ve bölgesel plan ve politikalarla birlikte yerelde bu politikaların nasıl ele alınacağını ve ne şekilde uygulanabileceğine yönelik alt ölçekteki mekânsal stratejileri tanımlamaktır. Çalışma ile ayrıca, Geneyik’in kültürel ve doğal değerlerinin korunması, kırsal karakterinin yaşatılması, sosyal ve ekonomik kalkınmasının sağlanmasına katkı sunulması amaçlanmaktadır
Müze Bahçelerinin Alternatif Açık Alan Olarak Kullanılmasının Kentsel Yaşam Üzerindeki Etkileri: İstanbul Örneği: Alternatif Açık Alan Olarak Müze Bahçeleri
The public spaces that decreased quantitatively due to urbanization and capital-based urban policies also lost their qualities. Alternative open spaces formed in response to changing public spaces can be defined as interfaces that can draw new boundaries in terms of spatial and offer different experiences to its users. Alternative open spaces are aimed to be implemented in a user-oriented, public benefit and participation which are the basic features of urban policy. Urban policy is defined as “the set of means to be brought by the central authority in order to establish goals and strategies to ensure the healthy continuation of urban life in the face of common goals and problems, and to ensure harmony among public interventions”. In this context, museums can be considered as one of the places with alternative open space potential. Designing open spaces in the property boundaries of museums or close surroundings in an integrated manner with the urban has positive effects on urban life. In this study, historical or modern museums of the Historical Peninsula, the Golden Horn coastal area, Galata-Pera region, Şişli and Beşiktaş districts are evaluated within the scope of alternative open spaces, and to examine the effects on urban life. It was aimed to determine the usefulness criteria in museums to create alternative open space. As a result of the study, necessary criteria were obtained in museums within the scope of the public policy of creating alternative open spaces and the effects of the policy on the city were examined.Kentleşme ve sermayeye dayalı kentsel politikalardan dolayı niceliksel olarak azalan kamusal mekânlar ayrıca niteliklerini de kaybederek kavşak noktasına dönüşmüşlerdir. Değişen kamusal alanlara karşılık oluşan alternatif açık alanlar, mekânsal açıdan yeni sınırlar çizebilen ve kullanıcılarına farklı deneyimler sunabilen arayüzler olarak tanımlanabilmektedir. Oluşumlarının kentsel politikaların temel özellikleri olan kullanıcı odaklı, kamu yararına yönelik ve katılımla yürütülmesi hedeflenmektedir. Kentsel politika; “ortak amaçlar ve sorunlar karşısında, kentsel yaşamın sağlıklı bir şekilde devamını sağlamaya yönelik hedefler, stratejiler oluşturulması ve kamu müdahaleleri arasında uyumun sağlanması için merkezi otoritenin getireceği vasıtalar bütünü” olarak tanımlanmaktadır. Bu bağlamda müzeler alternatif açık alan potansiyeline sahip mekânlardan biri olarak değerlendirilebilmektedir. Müzelerin mülkiyet sınırlarında veya yakın çevrelerinde bulunan açık alanların kentsel mekân örüntüsüyle bütünleşmiş biçimde ele alınarak tasarlanması, kentsel yaşam üzerinde pozitif etkilere sahip olmaktadır. Çalışmada İstanbul’da Tarihi Yarımada, Haliç kıyı bölgesi, Galata-Pera bölgesi ve Şişli-Beşiktaş ilçelerinde tarihi veya modern nitelikte bulunan müzelerin bina çevresiyle yakın bölgelerinde yer alan açık alanların, alternatif açık alan kapsamında değerlendirilmesiyle kentsel yaşam üzerindeki etkilerinin incelenmesi ve alternatif açık alan oluşturmaya yönelik müzelerde kullanışlılık kriterlerinin belirlenmesi amaçlanmıştır. Çalışma sonucunda alternatif açık alan oluşturma kamu politikası kapsamında müzelerde gerekli kriterler oluşturulmuş ve politikanın kente etkileri incelenmiştir
Tarihi Kent Merkezlerinde Tüketim Mekânlarının Dönüşümü: Yeldeğirmeni Mahallesi Örneği: Tarihi Kent Merkezlerinde Tüketim Mekanlarının Dönüşümü
Consumption culture has transformed into a norm which is adopted similarly in the different regions of the world. Under the effect of transformed practices, consumption spaces are produced as spaces which present similar typological and stylistic features. Most of the theories state that time and space have purified their cultural and local identities and differences with globalisation. Existence of the identical consumption spaces in the city centres causes to differentiate social strata, daily life practices and time cycle, ultimately to lose their identity and memory, in the other words, to join a transformation process. However, the consumption spaces that are apart from the boundaries drawn by widely adopted theories on time-space and consumption, authentic consumption spaces, and related urban areas are seen around the world. Yeldeğirmeni Neighbourhood is a historical dwelling zone in İstanbul where the popularity of the field had increased rapidly. From the first day that it occurred to today, the neighbourhood has been transformed spatial and morphologically under the effect of the settlers who have different socio-economic and cultural identities. After the 2000s, Turkey has adopted neo-liberal policies predominately. As a result of this neo-liberal policies, İstanbul and the historical dwelling zones of the city is under the effect of domestic mobility. Yeldeğirmeni is one of the neighbourhoods which are affected by this wave. New urbanite groups have moved into the neighbourhood and settled down here. The demographic change and population activity had seen especially on Karakolhane Street which is the local bazaar of the residential area, and side roads. As a result of new lifestyles and consumption habits of the new locals, new types of consumption spaces had emerged in the neighbourhood. Most of the new spaces are seen on Karakolhane street. It is obvious that these spaces represent the consumption practices and also the new dwellers of Yeldeğirmeni. In this study, the transformation of the neighbourhood was examined as a field study. During the expiatory study which was held before the field study, the urban transformation and mobility are observed in Yeldeğirmeni. As a result of this, the initial hypothesis of the study was determined as “The identification of consumption places in Yeldeğirmeni District under the influence of new users and consumption styles”. Before the field study, examining the neighbourhood by gentrification theories was seemed possible. However, in the course of the field study, it has been determined that social transformation in Yeldeğirmeni Neighbourhood does not take place in one dimension. The data has shown us that the new residents who came to the neighbourhood (with their new lifestyles) and the old locals can live together. The old and new locals are establishing multi-layered relations with each other. As a result of this, consumption spaces transformed and varied to represent different consumption and lifestyles. Authentic structures that differ from general gentrification theories have been observed in the field. The aim of the study is to examine the transformation in a city centre in the scope of spatial scale, to explain the differences and similarities of the old and new consumption spaces by relating with the change of the social structure in the neighbourhood. The problematic of the study is the inability to explain the transformation in Karakolhane Street with accepted general judgments about consumption, time, space and place. In this sense, the main purpose of the study is to prove the difference and authenticity of the transformation in the area compared to other city centres by examining the types of consumption spaces. The physical borders are the area between Karakolhane Street and the first side roads that are parallel to the main street. The field study was conducted by observation in-situ, personal interviews, photographing, archive scanning in primary and secondary sources, drawing sketches of the spaces. The spaces within the study boundary are categorised under three main titles according to their general functions, and thirty[1]seven subtitles have been identified under these titles. The main titles obtained are food & beverage spaces, crafts spaces and shopping spaces, respectively. Spatial variety highly related to the life-styles, that is consumption practices. Ergo, on the first level, the generations of the consumption spaces were determined. Five generations are revealed: First generation, second generation, new generation, chain, and anarko consumption spaces. Each type of consumption space in the area belongs to one of the generations listed. In other words, these generations contain different functions within themselves. When the consumption spaces in the field were examined, it has been determined that are several samples that will contradict spaces that are pointed by common theories. Tradesmen and craftsmen, who are in the traditional neighbourhood pattern, and spaces which belong to new generation businesses and alternative groups can be found together in the neighbourhood. It is seen that a micro model has developed in the Yeldeğirmeni Neighbourhood beyond what general theories indicate.Yeldeğirmeni Mahallesi tanınırlığı her geçen gün artan tarihi bir konut bölgesidir. Yerleşimin ortaya çıktığı ilk günden günümüze kozmopolit bir yapıya sahip olmuştur. Türkiye’nin neoliberal ekonomik politikaları benimsediği 2000 yılı sonrasında yoğun bir kentsel hareketlilik altındadır. Yeni kentli gruplar mahalleye gelmekte ve buraya yerleşmektedir. Bunun bir sonucu olarak mahallenin çarşı izini oluşturan Karakolhane Caddesi’nde yeni tüketim mekânları ortaya çıkmaktadır. Bu mekânlar yeni sakinlerin yaşam tarzlarıyla ilişkili tüketim pratiklerini yansıtmaktadır. Mekân-yer ve zaman teorileri küreselleşmenin etkisiyle mekânın zaman bağlamından koptuğunu aktarmaktadır. Bu anlamda kimlik, tarih ya da ilişkiden arınmış mekânlar ortaya çıkmaktadır. Tüketim mekânları da bu anlamda dünyanın herhangi bir noktasında aynı özellikleri gösteren anlamdan arındırılmış benzer mekânlar haline gelmektedir. Karakolhane Caddesi üzerindeki tüketim mekânları incelendiğinde bu önermeye aykırı düşecek şekilde tüketim mekânları olduğu tespit edilmiştir. Mahallede geleneksel mahalle dokusu içinde bulunan esnaf ve zanaatkarlar ile yeni nesil işletmelere ve alternatif gruplara ait mekânlar bir arada bulunabilmektedir. Bu durum bize Yeldeğirmeni Mahallesi’nde genel teorilerin işaret ettiğinin ötesinde mikro bir model geliştiğini göstermektedir. Araştırmada, Yeldeğirmeni’nin değişen tüketim pratikleri ve yeni kent sakinleri ile ortaya çıkan mekânsal katmanlaşması mekân-yer-zaman ile tüketim teorileri ışığında incelenecektir
Tropikal Modernizm’in Yerelliği ve Sürdürülebilir Mimarlık Tarihi İçindeki Yeri: Tropikal Modernizm ve Sürdürülebilirlik
Thanks to the rapid development in technology recently it is seen that the concept of “sustainability” has changed and sustainable architecture has become as a new international phenomenon. However, this too rapid development also warrants a thorough reconsideration of the aims of the sustainability and relevant architectural methods and their effects. Looking for new possibilities to combine with new methods bearing in mind the local limits of architecture, will both enrich the perception of “sustainable architecture” and change the historical understanding of the society. Moreover, this is more than an abstract idea since the tropical architectural practices, which emerged as an imperial expression in the 1930s and described as “colonial architecture” are actual examples. In spite of the fact that the rise of International Modern Architecture, a modern, hybrid approach that is both sensitive to the climate and respectful to the local with the idea of conserving energy and resources has been created in these regions. Instead of the structural, formal and functional expression of materials such as glass, steel, iron and concrete that came into use with the industrial revolution; In tropical architecture applications, there is an evaluation of local conditions regarding the existing materials and climate. Hence, this condition shows that tropical architecture is closely related to vernacular architecture and sustainability issues, and even points out that it can be considered as the precursor of the concept of sustainability and green architecture practices, which are discussed in various dimensions today. This study brings into the open the relationship between modernism and the local features of practices called tropical architecture, made by Western architects who set out with a modernist vision in tropical regions. The study also reviews the place, time, purpose and principles of the concept of sustainability in the history of architecture and further discusses how tropical modernism can be evaluated in this context. For this purpose, tropical architecture, created by synthesizing traditional and modern, was discussed in terms of these two characteristics. Along with the relationship of tropical architecture with modernism in the process of emergence and development, the work of modern architects working in colonial regions was included and the impact of pioneering modern architects on architects working in tropical regions was mentioned. In addition, the local features of tropical architecture were examined with the concept of “locality” of vernacular architecture. In addition, the relationship of tropical architecture with “sustainability” and sustainable architecture was discussed in the study. First, the concept of sustainability has been examined within its historical context. What and for whom sustainability is, it has been questioned by addressing the environmental reasons behind the extinction of societies and the contradictions of sustainability with capitalism. The common goals of sustainable architecture and tropical architecture, which are named with the principles transferred from the concept of sustainability to the field of architecture, have been revealed. This study demonstrates the essentialness of reading Tropical architecture as a precursor to sustainable architecture, beyond viewing it as a localized modernism, and discusses why it is not included in canonical history narration. The study also criticizes the existing international language of sustainable architecture studies as they cite Tropical Modernism as a supposedly archaic example for the production of new modern locales. Through the medium of this study, it was disputed why tropical architectural practices, which have many common features with sustainable design parameters and historically located before sustainable architecture, are not considered in the history of sustainability and sustainable architecture. In this context the topics opened for discussion; in the emergence of tropical architecture, it can be summarized as the lack of careful consideration of sustainable development dimensions, the weakness of the theoretical discussion of sustainability in the literature and the lack of an understanding of architectural history written from an environmentalist perspective. Considering the current (mis)understanding of the tropical architecture and absence of its evaluation from various critical perspectives, we conducted this study to fill this serious gap. The results emphasized that for a more sustainable future, designs should be made with local characteristics, climate-balanced, and taking into account the physical environment, as clearly seen in tropical architecture. Under separate cover, it is another important result of this study even in such a period of great power, architectural practitioners did not prefer to apply the modern architectural paradigm and templates in tropical geography in a dominant way; is the necessity of questioning the proliferation of some measures in various parts of the world under the title of “sustainability” as a formal language and with similar products.Günümüzde teknolojinin gelişmesiyle “sürdürülebilirlik” kavramının değiştiği ve mimarlığının yeni bir uluslararası dil olarak yaygınlaştığı görülmektedir. Bu durum, sürdürülebilirliğin amaçlarının yeniden hatırlatılarak yöntem ve etkilerinin sorgulanması gerektiğini düşündürtmektedir. Mimarlığın yerel sınırlarının gözetilerek yeni olanaklarla bütünleştirilme yöntemlerinin araştırılması hem günümüzde yaygınlaşan “sürdürülebilir mimarlık” algısını zenginleştirecek hem de konunun tarihsel okuma zincirini değiştirecektir. Bu konunun önemli örneği, 1930’larda emperyal bir söylem olarak ortaya çıkan ve sömürge mimarlığı olarak nitelenen tropikal bölgelerdeki mimarlık uygulamalarıdır. Uluslararası Modern Mimarlığın yükseliş dönemi olmasına rağmen, bu bölgelerde iklime duyarlı, enerji ve kaynakların korunması fikri ile yerele saygılı modern, melez bir anlayış yaratılmıştır. Bu çalışma, Tropikal mimarlığı yerelleştirilmiş bir modernizm olarak görmenin ötesinde sürdürülebilir mimarlığın öncülü olarak okunmasının gerekliliğini ortaya sermekte ve kanonik tarih anlatıcılığında neden bu şekilde yer almadığını tartışmaktadır. Orta Doğu Teknik Üniversitesi ve Endüstriyel Tasarım Eğitiminde “Ortadoğu” Ekolü: Yerele ve Dışarıya Sınırdaş Bir Türkiye Modernleşmesi Örneği: Endüstriyel Tasarım Eğitiminde “Ortadoğu” Ekolü
This article periodically investigates the historical development of industrial design education at Middle East Technical University (METU) and the contribution of the Department of Industrial Design to the professional context. The study also briefly reviews the political and economic factors affecting the beginning and development of industrial design education and profession in Turkey. The article explains how the department’s educational approach, curriculum, activities, and the pedagogical strategies it has developed in doing all these have evolved over time, by acknowledging the contributions of the educators in the process, and mentioning the factors affecting the professional milieu. The multiple beginnings of industrial design education in Turkey and more than 50 years of history of this field at METU are traced based on event records made in various years, interviews, internal documents, literature, state archives and newspaper archives. Since the authors themselves have witnessed the history of the department to a great extent, this study also carries the characteristics of an autoethnographic narrative. The article argues that industrial design education in Turkey is based on three ecoles, which are the “Academy,” the “Applied[1]Arts,” and the “Middle-East”; unlike the Academy and the Applied-Arts ecoles that have developed in İstanbul, METU Department of Industrial Design has been positioned as the generator of the Middle-East ecole within the distinctive institutional culture of METU, established in Ankara, the capital of the Republic, in 1956 as an international campus university with education in English. Since industrial design education found its raison d’etre within the modernization mission of Turkey, METU, a university founded with an innovative approach, has provided a fertile ground for industrial design education, and the department has proceeded by leaning on the critical thinking approach that METU considers as essential. In the early years, the department developed a unique educational approach and curriculum in a gradually evolving structure, with its teaching staff coming from diverse backgrounds, by including the student as an actor in the process. METU’s non-hierarchical, egalitarian approach to governance has also been evident in the department. The younger generations who joined the department had the opportunity to develop themselves rapidly due to having equal responsibility and right to speak about educational matters. The founders, the first-generation core staff, handed over their administrative positions to the younger generation in a relatively early period, in the 1990s. During its foundation years, with its leading core staff, the department focused on structuring the education of a brand-new profession within the university system by bringing together different specializations. In the following years, the department created a research culture with the inclusion of the newly graduated academic generation as staff members, influenced the professional context by organizing local and international activities, and developed its educational approach and methods by getting continuous feedback from the field through its increasing collaborations with the industry. One of the major sources of the department for collaboration is its graduates. Having important roles in various sectors, the graduates bring their collaboration proposals to the department in graduation or term projects. Also, the graduates who have achieved international recognition abroad, working in global companies, or successfully running their own design consultancies, continue to carry the department’s domestic influence abroad. The academic infrastructure of the department is continuously updated by the expertise of faculty members who have done doctoral or post-doctoral research abroad. The department guides the academic agenda in its field with the national and international events it organizes such as Design, Industry and Turkey International Symposium (1994), Design & Emotion Conference (2004), DRS Learn X Design Conference (2019) and the National Design Research Conference (UTAK) series (since 2014). Since the 1980s, members of the department have played leading roles in many initiatives and activities that impacted the professional context, such as the establishment of Industrial Designers’ Society of Turkey (ETMK) (1988); the development of Design Turkey Industrial Design Awards (2008), and the establishment of Industrial Designers’ Commission to define professional rights and standards of industrial designers within the Chamber of Architects (2016).Bu makale, ODTÜ Endüstriyel Tasarım Bölümünün tarihsel gelişimini ve meslek ortamına katkısını dönemsel olarak incelemektedir. Araştırma, Türkiye’de endüstriyel tasarım eğitiminin ve mesleğinin başlangıcını ve gelişimini etkileyen siyasi ve ekonomik etmenlere de değinerek, bölümün eğitim yaklaşımının, müfredatının, düzenlediği etkinliklerin ve geliştirdiği pedagojik stratejilerin zaman içinde nasıl evrildiğini süreçteki eğitimcilerin katkılarına ve meslek ortamındaki değişimlere değinerek aktarmaktadır. Türkiye’de endüstriyel tasarım eğitiminin çoğul başlangıçları ve ODTÜ’de bu alanın 50 yılı aşan tarihi, etkinlik ve görüşme kayıtlarından, kurum içi belgelerden, alanyazından, devlet arşivlerinden ve gazete arşivlerinden yararlanarak temellendirilmiştir. Yazarlarının bölümün tarihine önemli oranda tanıklık etmiş olmalarından dolayı bu çalışma, otoetnografik bir anlatı niteliği de taşımaktadır. Makale, Türkiye’de endüstriyel tasarım eğitiminin “Akademi,” “Tatbiki” ve “Ortadoğu” ekolleri olmak üzere üç ekole dayandığını öne sürmekte; ODTÜ Endüstriyel Tasarım Bölümünü — İstanbul’da gelişen Akademi ve Tatbiki ekollerinden farklı olarak— Cumhuriyetin başkenti Ankara’da 1956’da kurulan bir yerleşke üniversitesinin özgün kurumsal kültürü içinde Ortadoğu ekolünün yaratıcısı olarak konumlandırmaktadır. Türkiye’nin modernleşme hedeflerinde varlık bulan endüstriyel tasarım eğitimi, yenilikçi bir yaklaşım ile kurulan ODTÜ’de uygun bir gelişme ortamı bulmuş; bölüm, ODTÜ’nün temel aldığı eleştirel düşünme yaklaşımına dayanarak yol almıştır. Bölüm, kuruluş yıllarında öncü çekirdek kadrosuyla yepyeni bir mesleğin eğitimini farklı uzmanlıkları bir araya getirerek kurgulamaya odaklanırken, ilerleyen yıllarda, yeni mezun akademisyen kuşakların katılmasıyla bir araştırma kültürü oluşturmuş, düzenlediği yerel ve uluslararası etkinlikler ile alanı yönlendirmiş, endüstri ile yaptığı giderek artan iş birlikleri sayesinde meslek ortamından sürekli geri bildirim alarak eğitim yaklaşımını ve yöntemlerini geliştirmiştir. Bölümün akademik altyapısı, yurtdışında akademik deneyim kazanarak dönen öğretim üyelerinin uzmanlıklarının mevcut eğitim pratikleriyle ve araştırma konularıyla harmanlanması yoluyla sürekli güncellenmiştir. Physical factors of the space consist of more subjective and measurable elements. Visual, dimensional, tactile, thermal, olfactory and auditory data that appeal to all sensory pathways are among the constituents of physical existence of an individual. The dimensions, form, vertical and horizontal elements of the space, its color, texture and material features, and the perception it creates with stimuli such as sound and smell are the spatial dimension of physical satisfaction (Bayızıtlıoğlu, 2009; Saegert, 2004). The aim of this study is to evaluate the spatial satisfaction in nurse working areas through psychosocial expectations. For this purpose, two separate inquiries were made within the scope of the study: It was questioned whether the individual parameters of nurses had a significant effect on the psychosocial needs in the workplaces and whether the psychosocial needs were seen as sufficient by the nurses in the workplaces. It is noteworthy that there are very few studies evaluating the satisfaction of nurses, whose spatial satisfaction is directly or indirectly affected. Some of the reasons for this can be listed as follows: Failure to create sufficient training and awareness in this regard, not allocating the budget to meet the spatial needs of nurses, patient-priority perspective, insufficient space allocated for nurses in health interiors, insufficient standards for these spaces in the regulations, and interior design decisions to be regarded as secondary importance. For all these reasons mentioned above, nurse working places do not have spatial data to meet the psychosocial expectations of nurses and to ensure their spatial satisfaction in this context. Spatial satisfaction, in general terms, is that an individual feels good in the place he/she is in, with the data originating from the place. In terms of healthcare spaces and healthcare professionals, it provides spatial satisfaction by reducing the factors that affect healthcare professionals negatively and increasing the positive spatial factors with indoor design parameters and supporting their satisfaction in the space (Tanrıöver, 2016). In this study, which deals with nurses from healthcare professionals, the factors affecting the spatial satisfaction of nurses in their workplaces, it is evaluated in two separate groups, individually and spatially. In addition to the person’s physiological characteristics, gender and age, depending on the social class and the education he/she has acquired, the culture, habits and past experiences, and the temporal characteristics such as his/her feelings in the place at that moment, purpose, wishes and point of view constitute individual data (Tavakkoli, 2014). Data originating from the individual in this study; age, gender, duration of working in the specified hospital and disability of the employee were determined as criteria that can be evaluated subjectively. Space-related factors affecting spatial satisfaction are evaluated in two groups as physical and psychosocial factors. Physical factors; color, material, texture, furniture layout, acoustics, ventilation, odor, heat, etc. while psychosocial factors are considered as belonging, privacy, desire to control, security, respect for individual distances (border). Four different data collection methods were used in the study: In addition to the literature data and the observations made by the researchers, the data obtained from the survey and interview studies constitute the findings of the study. The findings of the research were considered separately for the two hospital nurses in order to analyze the interior spaces correctly. The universe of the research includes nurses working at Çeşme State Hospital (ÇDH) and Urla State Hospital (UDH), which are located around İzmir province. When examining the adequacy of spatial data to meet the psychosocial needs of nurses in their working areas, it has been observed that there are significant deficiencies in natural and artificial light, noise and odor control, security, belonging, border and privacy. It is understood that in order to eliminate these inadequate circumstances, carrying out detailed studies for healthcare professionals indoors, first of all, to protect human rights and employee rights, then to increase work performance in terms of tolerance and a good workforce to the patient, to decrease occupational accidents due to stress, violation of safety and fatigue and thus to increase the efficiency of health services are extremely important.Bu çalışmanın amacı, hemşire çalışma alanlarındaki mekânsal memnuniyeti psikososyal beklentiler üzerinden değerlendirmektir. Bu amaca yönelik, çalışma kapsamında iki ayrı sorgulama yapılacaktır: Hemşirelere ait bireysel parametrelerin çalışma mekânlarındaki psikososyal gereksinimleri üzerinde anlamlı bir etki oluşturup oluşturmadığı ve psikososyal gereksinimlerin hemşireler tarafından çalışma mekânlarında yeterli görülüp görülmediği sorgulanmıştır. Sağlık çalışanlarından hemşireleri ele alan bu çalışmada, hemşirelerin çalışma mekânlarındaki mekânsal memnuniyetlerini etkileyen faktörler; bireysel ve mekânsal olarak iki ayrı grupta değerlendirilmektedir. Bu çalışmada bireyden kaynaklanan veriler; yaş, cinsiyet, belirlenen hastanede çalışma süresi ve çalışanın engel durumu başlıkları altında öznel olarak değerlendirilebilecek ölçütler olarak belirlenmiştir. Mekânsal memnuniyeti etkileyen mekândan kaynaklanan etkenler ise fiziksel ve psikososyal etkenler olarak iki grupta değerlendirilmektedir. Fiziksel etkenler; renk, malzeme, doku, mobilya düzeni, akustik, havalandırma, koku, ısı vb. iken; psikososyal etkenler, aidiyet, mahremiyet, kontrol etme arzusu, güvenlik, bireysel mesafelere saygı (sınır) olarak düşünülmüştür. Araştırmada dört farklı veri toplama yöntemi kullanılmıştır: Literatür verileri ve araştırmacıların yapmış oldukları gözlemlerin yanı sıra, yapılan anket ve mülakat çalışmalarından elde edilen veriler çalışmanın bulgularını oluşturmaktadır. Araştırmada elde edilen bulgular; mekânların doğru analiz edilebilmesi amacıyla iki hastane hemşireleri için ayrı ayrı ele alınmıştır. Araştırmanın evrenini; İzmir ili çevresinde yer alan Çeşme Devlet Hastanesi (ÇDH) ve Urla Devlet Hastanesinde (UDH) çalışan hemşireler oluşturmaktadır. Hemşirelerin çalışma alanlarında psikososyal gereksinimleri karşılamaya yönelik mekânsal verilerin yeterliliği incelendiğinde; doğal ve yapay ışık, gürültü ve koku kontrolü, güvenlik, aidiyet, sınır ve mahremiyet konularında önemli eksiklikler olduğu görülmüştür. Bu olumsuzlukların giderilmesi için sağlık çalışanlarına yönelik iç mekânlarda detaylı çalışmalar yapılmasının öncelikle insan hakları ve çalışan haklarının korunması, sonrasında hastaya karşı olan hoşgörü ve iyi iş gücü anlamında iş performanslarının artması, strese, güvenlik ihlaline ve yorgunluğa bağlı iş kazalarının azalması ve dolayısıyla sağlık hizmetlerinin veriminin artması için son derece önem taşıdığı anlaşılmaktadır
