Belediyelerdeki Yapı Ruhsatı ve Yapı Kullanma İzni Süreçlerinin İncelenmesi: Bir Karşılıklı Görüşme Çalışması: Bir Karşılıklı Görüşme Çalışması
The regulation in which the task definitions of municipalities are drawn is the Turkish Planned Areas Zoning Regulation in the building production process in Turkey. The regulation aims to determine the standards of a building according to plans, science, health, and sustainable environmental conditions. Relevant authorities’ crucial task in the regulation is to give project permits following regulation to contractors operating in the Turkish private sector to build construction projects appropriately. Among the permits required from the relevant authorities are the Construction Permit (required for the start of the construction project) and the Building Use Permit (which is required for the residence permit after completion of the construction project). All of the buildings are audited throughout the process by the public and some statutory auditing tools. Many of these audits are known to be carried out by local governments. However, it has been revealed in many studies that there is no standard in the date of legal inspection processes by municipalities, and different municipalities inspect differently. In this study, mutual interviews were held with the personnel responsible for the construction permit and the building use permit processes in Uskudar, Atasehir, Kadikoy, Besiktas, Sisli, and Zeytinburnu municipalities (all of which have a higher population and housing density than many other districts in Istanbul) to determine the teams’ status in both processes, to create the workflow charts of these processes, to analyze the problems in the processes, and to give solutions to the problems. Nine mutual interviews with six different municipalities were recorded with the permission of the personnel working in the Zoning and Urban Planning Directorate and the Building Control Directorate. The mutual interview method was applied with the municipal personnel involved in the construction permit and the building use permit processes in this study. The mutual interview is a data collection technique through verbal communication. This method is generally done face-to-face. The basis of the mutual interview is based on the mutual conversation of two parties. Therefore, there are at least two parties in this method. One of them is the interviewer, and the other is the interviewee (source person). The interviewer asks the questions with the permission of the interviewee. Then, he/she completes the interview by recording the answers of the interviewee. This study conducted nine mutual interviews with Uskudar, Atasehir, Kadikoy, Besiktas, Sisli, and Zeytinburnu Municipalities to present the general situation of the construction permit and the building use permit processes by the municipalities in Istanbul. The municipalities do not have information about the academic and private-sector studies that minimize the problems encountered in the construction permit and building use permit processes, facilitate the processes, and ensure standardization of processes. They want to support innovative studies at technical universities both financially and technically. It will be beneficial for Turkey to integrate the digital archive work with a single package of software, create solutions for municipalities in Istanbul, and then use it throughout Turkey. The construction permit process is completed in an average of 24 days, and the building use permit process is completed in an average of 50 days. The lack of a standard for the process steps of the construction permit and the building use permit, causing problems for the project stakeholders due to the process steps, different implementations of the process steps by the municipalities, loss of time due to the repetitive processes, loss of environmental waste, and cost losses are common problems encountered in all municipalities. Municipalities require the transition to a legal electronic document management system. It has been proposed to prepare and implement a new regulation that re-handles, standardizes, and updates the construction permit and building use permit processes. At the end of the mutual interviews, valuable comments were put forward as part of the additional answers given to the questions by the municipality personnel. It will be beneficial for the municipality personnel to update themselves and follow the current regulations if the regulations undergo a few changes. For this reason, most of the problems will be solved with the innovative studies supported by the Ministry of Environment and Urbanization in Turkey.Yapı üretim süreci yapımın gerçekleştirileceği yerin doğru seçiminden başlayarak, doğru tasarım ve projelendirme, doğru malzeme üretimi ve kullanımı, doğru denetleme ve uygulamasına kadar uzanan bir süreçtir. Yapı üretim sürecine doğrudan katkı sağlayan mal sahibi, tasarım ve yapım ekibi ile birlikte pek çok kurum ve kuruluş da süreci dışarıdan etkilemektedir. Yapı üretim sürecini yöneten, düzenleyen ve denetleyen kurumlardan birisi de yerel yönetimlerdir. Yapı üretim sürecinde önemli görevleri olan belediyeler, yetki ve faaliyet alanlarının genişliği ve bütçe oranları ile yerel yönetimler içerisinde daha ön plana çıkmaktadır. Belediyeler, belediye ve mücavir alan sınırları içindeki alanlarda yapı üretim sürecinin çeşitli aşamalarında görev alarak imar kurallarına ve bina yönetmeliklerine uygun uygulamaların gerçekleştirilmesinde önemli bir role sahiptir. Belediyelerin yapı üretim sürecindeki görevleri, Planlı Alanlar İmar Yönetmeliği’nde detay bir şekilde açıklanmıştır. Bu yönetmeliğe göre, özel sektörde faaliyet gösteren ve mal sahibi adına yapım hizmetlerini gerçekleştiren yüklenici inşaat firmalarının bina projelerini inşa edebilmeleri için projeye ait bazı izinlerini ilgili belediyelerden almaları zorunlu kılınmıştır. İnşaat sürecinin başlaması için gerekli olan Yapı Ruhsatı ve inşaat sürecinin bitmesiyle oturma izni için gereken Yapı Kullanma İzni, bu izinler arasında en önemlilerinden ikisidir. Bu çalışmada İstanbul’daki belediyeler tarafından verilen yapı ruhsatı ve yapı kullanma izni süreçlerinin genel durumunun ortaya konması için Üsküdar, Ataşehir, Kadıköy, Beşiktaş, Şişli ve Zeytinburnu Belediyelerinin her iki süreçte görev alan personeliyle karşılıklı görüşmeler yapılmıştır. Her iki süreçte yer alan ekiplerin durumu belirlenmiş, süreçlerin iş akış şemaları oluşturulmuştur. Süreçlerde karşılaşılan sorunlar ve sorunlara yönelik çözüm önerileri analizi edilmiştir

The subject of this paper is to provide an evaluation of various practices according to preservation decisions on Urban Sites, legal or illegal, to lay out the common problems menacing these places in the context of a specific example, i. e. Bursa Reyhan region and to suggest certain proposals for their solutions. Bursa Reyhan Region is placed in the historical city center of Bursa. Although it is very close to the traditional commercial center of the city, Reyhan Region is mostly composed of residential units. The aim assigned for this region in the Preservation Development Project prepared by the Middle East Technical University for Bursa Historical City Center, is to convert it into a well-equipped, highly preserved residential area with high environmental standarts and developed infrastructure. Practices on this region include the retouches on the traditional buildings which are registered as historical, new buildings standing next to the traditional ones and new buildings that do not stand next or close to the traditional buildings.Bu çalışmada, Kentsel Sit Alanları’nda, koruma kararları doğrultusunda veya bunların dışında yapılan, diğer bir deyişle, yasal olan veya olmayan uygulamalar ursa Reyhan Bölgesi örneği üzerinde değerlendirilecek, bu bölgeyi, giderek de tüm kentsel sit alanlarını tehdit eden ve sıklıkla karşılaşılan çeşitli sorunlar ortaya konarak çözüm önerileri geliştirilecektir. Çalışmaya konu olan bölge, Bursa’nın tarihî kent merkezinde yeralan, geleneksel ticaret merkezine çok yakın, hatta bir ölçüde onun uzantısı olduğu halde konut kullanımının da yaygın olduğu bir alandır. 1989 yılında Orta Doğu Teknik Üniversitesi tarafından hazırlanan Bursa Merkez (Reyhan- Hanlar Bölgesi- Kayhan ) koruma geliştirme projesinde Reyhan Mahallesi için amaç, bu mahalleyi çevre standartları yüksek, tarihî değerleri korunmuş, yapılaşması sağlıklı ve gerekli altyapı donatısı sağlanmış bir konut mahallesine dönüştürmek olarak belirlenmiştir. Bölgedeki uygulamalar, tescilli yapılara bitişik parsellerde inşa edilen yeni yapılar ve tescilli yapılardan bağımsız parsellerde inşa edilen yeni yapılar olarak üç kategoride toplanabilir

As a type of virtual heritage, the development of Augmented Reality (AR) projects that intended to communicate the significance of architectural heritage requires evaluation to contribute to the field of both heritage and virtual heritage. This paper aims to define the role of evaluation for virtual heritage projects and contribute to this subject by discussing the case study of @Rkademi, which was held in December 2014, and the findings of the evaluation process. The findings reveal that although the evaluation process was not embedded with the application, participants benefited from the evaluation process, and it gave researchers feedback and the opportunity to enhance the application for the future.Bir sanal miras türü olarak mimari miras iletişimini amaçlayan Artırılmış Gerçeklik projeleri, hem miras alanına hem de sanal miras alanlarına katkı sağlamaları için bir değerlendirme sürecini gerektirmektedir. Bu çalışma değerlendirmenin sanal miras projelerinin geliştirilmesindeki rolünü ve bu alanda Aralık 2014’te gerçekleştirilmiş olan @Rkademi örneğinin değerlendirme sürecini ve bulgularını sunarak katkıda bulunmayı amaçlar. Bulgular her ne kadar deneyimlere gömülü olmasa da değerlendirme sürecinin sergi katılımcılarına bağlamı aktarmada, geliştiriciler için ise uygulamayı geliştirme aracı ve fırsatı yarattığını göstermektedir
An Experimental Approach To The Evaluation Of Ortega Y Gasset’s Alchemist/Crafts[Person]/Technician In The Context Of Bioplastics: Simyacı/Zanaatkar/Teknisyen Ve Biyoplastik
Biyoplastikler, kaynakların daha verimli kullanılması, atık döngüsünün azaltılması ve karbon gazı emisyonlarının azaltılması gibipetrol bazlı eşdeğerlerine göre önemli avantajlara sahiptir. Bu makale, ekolojik bir duyarlılıktan yola çıkarak döngüsel ekonominin önemli bileşenlerinden biri olan biyoplastiklerin doğasının deneyimlenmesine odaklanmaktadır. Günümüzde bu yeni malzemeler mühendisler ve tasarımcılar için sanatsal bir deney alanı haline gelmektedir. Makalede, mimarlıkta yeni bir malzemenin keşfi için tasarımcılar tarafından el yapımı olarak üretilen biyoplastiklerin doğası, Jose Ortega y Gasset’in teknolojinin üç aşaması olarak yorumladığı “simyacı, zanaatkar ve teknisyen” kavramları üzerinden incelenmektedir. Çalışmada, Stevens’ın nişasta bazlı biyoplastik formülü esas alınarak nişasta, sirke, su, gliserin ve çeşitli biyopolimer malzemelerinin ana bileşenlerinin karıştırılmasıyla üretilen biyoplastikler 2016-2019 yılları arasında Tekirdağ Namık Kemal Üniversitesi ve MEF Üniversitesi’nde mimarlık ve tasarım öğrencileriyle düzenlenen stüdyo ve çalıştaylar kapsamında incelenmektedir. Her iki çalışmada da öğrencilerin özellikle simyacı ve zanaatkar rolleri üstlenerek yaratım sürecinde malzeme ile etkileşime girerek keşifler yapması sağlanmakta ve malzeme tasarımında dokunsal deneyimler elde edilmektedir. Günümüzde özellikle yapı malzemelerinin üretim süreçleri, tasarımcının dokunsal deneyiminden çok temsiller yoluyla öğrenilmekte/öğretilmektedir. Simyacı ve zanaatkar kavramlarının çalışmalardaki görünürlüğü, teknolojik çağda Homo Faber haline gelen tasarımcının dokunsal deneyiminin mimarlık ve tasarım eğitimine olumlu yansımalarını ortaya koymaktadır. Bu bağlamda günümüz teknoloji çağında, elle dokunsal olarak deneyimlenen malzeme deneyiminin, bir teknisyenin bakış açısıyla tasarım odaklı düşünme (design thinking) yöntemlerine entegre edilmesi giderek önem kazanmaktadır.This article is on understanding the properties of bioplastics, one of the key elements of the circular economy that results fromecological awareness. With their numerous benefits, bioplastics are currently not only one of the cutting-edge building materials in the circular economy but are also being used by many designers, artists, and architects as a means of artistic exploration, experimentation, or expression through alchemy. Bioplastics are materials made from biomass that are biodegradable or biocompatible and contain at least one biopolymer and a plasticizer. Compared to petroleum-based plastics, bioplastics offer many benefits, such as better resource usage, a shorter waste cycle, and lower carbon dioxide emissions. These novel materials are currently used by engineers and designers as a means of artistic experimentation. This article focuses on the perception, experience, and insightful aspects of starch-based bioplastics produced as handmade surfaces or three-dimensional materials in architecture realized within an interdisciplinary research process, covering the fields of civil engineering, chemistry, and architecture. In order to comprehend the nature of bioplastics, the research highlightsconcerns about how designers acquire material experience through the undetermined nature and process of production. Theresearch is also built on experiencing and comprehending the paradoxical character of bioplastic, such as its biodegradablequalities, strengths and its decaying nature in the environment in artistic projects. The work is examined in light of the formlessness caused by the haptic experience of the students’ handcrafted starch-based bioplastics. Based on Stevens’ starch-based bioplastic formula, these bioplastics were experimented with 30-40 architecture students in the Architectural Design I-II studio course at Tekirdağ Namık Kemal University, Faculty of Fine Arts, Design and Architecture, Department of Architecture, during the 2016-2017 academic year. Besides, various experiments were also conducted in a workshop with 12 architecture and design students at MEF University in 2019. Both studios combined starch, vinegar, water, glycerin, and salt with agar agar, wood ash, tragacanth, sawdust, gum arabic, resin, sunflower oil, sea grass (Posidonia oceanica), coffee grounds, egg white, lemon juice, fruit waste, and other biopolymers or fibers. These mixes were cooked in various amounts and dried for 3-4 days in stainless steel, balsa, and cardboard molds, as well as on rubber and fabric surfaces, in an oven at 40-60 °C. The nature of bioplastics experimented with and produced by the students aims to discover new material in architecture within the context of the roles of the designer today, within the concepts of “alchemist, crafts[person], and technician” as interpreted by Jose Ortega y Gasset as the three stages of technology. In both studies, students interacted with the material during the creation process and made discoveries, particularly by assuming the roles of alchemist and craftsperson, resulting in haptic experiences in material design. In architecture education situations where digital design is becoming more common, knowledge of the source of materials and raw materials has grown. In this context, especially in a technological age where the production processes of building materials are only learned or taught through their representations rather than experiencing them with the designer’s direct material experience by haptic experience and the integration of this experience into design thinking methods from a technician’s perspective are today. The prevailing paradigm, which regards natural raw materials as limitless consumable and transformable resources, fosters the technician’s drive and desire to control nature. A propensity and approach to nature supporting human aspirations by changing them into activities and requirements such as generating, capturing, and inventing the new is required for such an approach, in which nature is the resource and technology is instrumental. On the other hand, such an approach provides autonomous and personalized material experiences in which the designer can experience the cause while controlling their own actions, which Karana et al. refer to as a “dynamic material experience.” This includes the ambiguity between technology and material experience, which produces different effects and results for different designers at different times and places. In architecture, perceiving and interacting with handmade materials gives designers crucial experiences in a variety of domains, ranging from space shaping to material origins. This technique can progress from a technician process in which the architect controls and oversees the materials in design to a process with a more holistic awareness and a focus on learning from material interaction. Therefore, the presence of the notions of alchemist and craftsperson in the studies demonstrates the positive effects of the designer’s haptic experience, which has evolved into Homo Faber in a technological age, on architecture and design education. Confronting the random spontaneity of substances or materials as an alchemist or craftsperson and observing and contributing to the metamorphosis of matter can be valuable experiences for both designers and aspiring designers. In a world where the designer has become a technician and their resources are becoming increasingly scarce, this approach can assist in establishing a more balanced production-consumption cycle
İstanbul’da Bir Klasik Dönem Osmanlı Camiinin 19. Yüzyıl Onarımı: Fatih Mesih Mehmed Paşa Camii: Mesih Mehmed Paşa Camii’nin 19. Yüzyıl Onarımı
Located in Fatih district, Mesih Mehmed Paşa Mosque was built by Hadım Mesih Mehmed Paşa, one of the grand viziers of Sultan Murad III (1574-1595). According to the inscription on the main entrance, construction was completed in the year H. 994 (1585/1586). This article aims to expose the different techniques applied in the extensive repair of this classical Ottoman monument and its dependencies in 1873. The second cost estimation report of this repair which provides valuable information on the implementations and materials is analysed to understand the approach in the 19th century to a classical Ottoman building. The analysis also helps to understand and evaluate the later additions to the monument and to comprehend the superimposed periods. In the 19th century, the survey reports reveal that the first stage of the repair process is the “formation of repair request.” The second stage involves the preparation of the “initial cost estimation report.” The initial planning, including the estimated costs of all planned implementations is recorded in a detailed initial cost estimation report. Construction or repair activities in the 19th century are carried out through tenders, and the contracts for construction works are awarded to the lowest bidder through competitive bidding. In open bidding, contractor candidates (kalfa) who offered the highest discount would undertake theimplementation work. At the end of the construction, a final survey would be conducted and the final part of the second costestimation report would calculate the total construction cost and identify the additional implementations not included in the initial survey. According to the second cost estimation report (1873) of Mesih Mehmet Paşa Mosque, an initial report was prepared for the building, and the total expenses were determined as 95,316.5 kuruş (piaster). The price was reduced through competitive bidding, and the implementation work was undertaken by Haci Anesti Kalfa with a bid of 74,200 kuruş. After the completion of the implementation, a second report was prepared, and it was discovered that there were additional implementations exceeding the initially estimated price. As a result, an additional 25,056.5 kuruş was added to the amount to be paid to Haci Anesti, reaching a total of 99,256.5 kuruş. The additional works amounting to 12,100 kuruş were not included in Haci Anesti’s contract, and theywere carried out “as entrusted.” Examining the distribution of the total construction cost according to spatial distribution, it is observed that the majority of the expenses in the restoration is allocated to the mosque with a percentage of 79% (90,482.5 kuruş). The highest amount, 26,321 kuruş (29%), was for plastering, painting, and hand-drawn ornamentation works. Timber roof works including the tiles accounted for 19,207 kuruş (21%), the renewal of lead roofing accounted for 13,297 kuruş (15%), and iron joinery for 10,791 kuruş (12%). In addition to these works, there were also expenses related to timber painting, timber joinery, the construction of a new timber gallery, gilding works, and portable lighting elements as part of the mosque’s repair. Various approaches were adopted regarding the use of materials and the implementation of original details. Unlike original 16th century details, iron laths and large-sized glasses were used in the exterior layers of upper floor windows. Later additions such as tiles covering the timber roof of the portico instead of the original lead covering were respected in the repair by implementing the same detail. For the gypsum inner frames of upper floor windows, renovations in line with the original details described as “kadimi üzre” (according to the old) and “emsali misillü” (similar to its example) were preferred without considering the construction difficulties. There was no concern for a stylistic unity between the classical period details and some new additions which are described as “nev resim” (new style) such as new hand-drawn ornamentations and a new wooden gallery for muezzin. When the 19th century repair cost estimation reports and archival photographs are evaluated together in terms of implementations, it is evident that later additions that were integrated with the “original” structure were completely eliminated in the restorations carried out in the 1950s-1960s, as a sense of unity of style prevailed. One of the reasons for this approach could be the fact that some practices theoreticalized with the 1964 Venice Charter in Europe started to be included in legal regulations in Turkey only after 1973. At the present time, archives are digitized, access to information is facilitated, legal regulations for conservation of cultural heritage, numerous international charters, conventions and other documents are considered as guiding principles. Thus it is crucial for conservation architects and experts to carry out careful work to avoid irreversible mistakes. The valuable information contained in the 19th century records sheds light on the period’s preservation understanding, traditional conservation techniques, building materials and general terminology. These should be considered as data that enlightens the history of cultural heritage. Bu makalenin amacı, 1873’te, kapsamlı bir onarım geçiren Mesih Mehmed Paşa Camii için düzenlenen ikinci keşif defterini analiz ederek yapılan müdahaleleri irdelemek ve tanımlanan onarım süreci ile bu süreçte rol alan kurumları ve görevlileri ortaya koymaktır. Müdahalelerin niteliği, yapının inşa edilmesinden yaklaşık 290 yıl sonra gerçekleştirilen bu kapsamlı onarımda özgün öğe ve tekniklerin ne ölçüde korunduğunu ortaya koymaktadır. Dönemi için bir “ecdâdyadigârı” sayılan cami ve eklerinin onarımı ile ilgili bu keşif defteri, çağdaş restorasyonlarda özgün kısımlar ile farklı dönemlerde eklenmiş katmanların anlaşılması için önemli veriler sunmaktadır. 1873 yılı onarımında malzeme kullanımı ve özgün detay uygulamaları konusunda farklı yaklaşımlar benimsendiği anlaşılmaktadır. Örneğin revzenlerde demir lama ve büyükboyutlu camlar kullanılarak 16. yüzyıl detaylarından vazgeçilmiş, kayyımhane gezinti mahalli diye anılan mekânın çatı örtüsünde dönem ekine saygı gösterilerek yenilemelerde kurşun yerine yeniden kiremit kullanılmıştır. İçlik revzenlerin onarımında “kadimi üzre” ve “emsali misillü” gibivurgularla özgün detaylar doğrultusunda yenilemeler yapılmıştır. Kalem işi, nakış ve yeni ahşap müezzin mahfili yapımı gibi “nevresim” (yeni tarzda) olarak tabir edilen bazı uygulamalarda da klasik dönem ile dil birliği kaygısı güdülmemiştir. 19. yüzyıl onarım keşif defterleri ile arşiv fotoğrafları birlikte değerlendirildiğinde, klasik dönem yapılarında dönem eklerinin, 1950-60’lı yıllarda yapılan üslup birliği anlayışının hâkim olduğu onarımlarda geri dönüşü olmayacak şekilde ortadan kaldırıldığı görülmektedir. Böylesi geri dönüşü olmayan hatalara yer vermemek için koruma uzmanlarının titiz çalışmaları önem taşımaktadır. Dönemin koruma anlayışı, kullanılan geleneksel konservasyon teknikleri, yapı malzemeleri ve genel terminoloji ile ilgili konulara ışık tutan 19. yüzyıl onarım keşif defterleri bu bağlamda özgün bilgiler içeren önemli kaynaklar olarak değerlendirilmelidir

In Turkey, most of the recent housing projects are designed as high-rise box frame structures cast in place by tunnel forms. This system offers the advantages of facilitating the construction process and minimizing the thickness of the load-bearing walls whenever high-strength concrete is used. Most significantly, it has the ability to withstand the major earthquake forces effectively. In the design phase, however, certain limitations imposed by this particular structural system should be taken into account. This research focuses on 48 high-rise residential buildings in Ataşehir Mass Housing, which were completed in 1997. These buildings are investigated with respect to their structural and architectural features, such as building configuration, plan layout, slenderness, structural system, the number of cores per building, the number of residential units using these cores and the relationship of these residential units between each other. Thus, the question of "how the architectural planning was affected by the selected structural system" is investigated.Ülkemizde üretilen çok katlı toplu konutların büyük bir çoğunluğu tünel kalıplı yapım yöntemiyle yapılmakta ve taşıyıcı sistem bu yapım yönteminin gerektirdiği şekilde perde duvarlı sistem olarak belirlenmektedir. Bu taşıyıcı sistem, tünel kalıp teknolojisi ile birlikte hızlı ve kolay üretime olanak vermesi, yüksek dayanımlı betonun kullanımıyla duvar kalınlığının minimuma indirilebilmesi ve en önemlisi deprem karşısında etkin bir davranış göstermesi gibi avantajlarının yanısıra belli planlama kısıtlamalarını da beraberinde getirmektedir. Bu çalışmada, Emlak Bankası tarafından yaptırılan Ataşehir Toplu Konutları’ndaki, 1997 yılına kadar tamamlanmış olan 10 kat ve üzerindeki toplam 48 adet blok strüktürel ve mimarî değerlendirme ölçütlerine göre inceleme altına alınmıştır. Bu doğrultuda, blokların plan geometrileri, narinlik değerleri, taşıyıcı sistemi, perde duvar düzenleri, kat planlarının bina biçimine göre dağılımı, bloklardaki çekirdek sayısı, bu çekirdekten faydalanan konut birimleri ve konut birimlerinin birbiri ile ilişkisi üzerinde saptamalar yapılmıştır. Sonunda örnek olarak seçilen yüksek konut bloklarının tasarımı, strüktürel değerlendirme ölçütleri açısından incelenerek planlamayı ne şekilde etkilediği, olumlu ve olumsuz yönleriyle ortaya konmuştur

The aim of this research is to examine the structure of cost data bases which are used for building cost estimating in different design stages in Turkey and then to determine the problems of these cost data bases by comparing them with other cost data bases which are used in the world. Besides that, there will be advices to improve the cost data bases for more reliable cost estimating in Turkey.Bu çalışmanın amacı tasarımın tüm evreleri için bina inşaat maliyeti tahminine yönelik Türkiye’de kullanılan veri tabanlarının yapılarının tanımlanması ve dünyadaki benzer örneklerle karşılaştırılarak zayıf yönlerinin ortaya konulmasıdır. Ayrıca Türkiye’deki bu veri tabanlarının, daha güvenilir maliyet tahminlerinin yapılmasına imkan verecek biçimde iyileştirilmesine yönelik çeşitli önerilerde bulunulmasıdır
