    The objective of this research is to find out inappropriate space utilization due to the pressure of develompent is caused of develompent thai is not in accordance with the regional spatial planning and the deviation from the realization and contribution of buildiding construction permits. The results of of the research show that (1) the construction of resident in new district has not all been in accordance with the regional spatial planning. (2)  Lack of socialization regarding the procedures for arranging construction permits, some people do not understand the way to manage it. (3) There are no deviations from the realization of building construction permits with spatial planning from related agencies

    The Research aimed to analyze the employee effectiveness of Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu. The main theories that become the reference in this research are the effectiveness theory by Richard M. Steers (1980: 192), in measuring the effectiveness of employee's work includes 3 aspects: 1) adaptability; (2) work performance; and (3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the Staffing Agency and Human Resource Development of Palu with informants amounting to 5 people who were selected purposively. The data collection was conducted through interview, observation, and documentation. The data analysis techniques used the Interactive model of Miles and Huberman. Based on the results of the research by looking at the effectiveness of the performance of employee in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu can be seen from 3 aspects, it was adaptability, work performance and job satisfaction aspects, in which the overall performance of employees in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu has been effective

    Tujuan penelitian ini untuk mengetahui eksistensi pemberdayaan peternak penerima bantuan di Kecamatan Bambalamotu Kabupaten Pasangkayu. Jenis penelitian adalah jenis deskriptif yang digunakan untuk mempelajari masalah-masalah yang ada serta tata cara kerja yang berlaku. Informan pada penelitian ini ditentukan dengan teknik Purpossive. Untuk teknik pengumpulan data, penulis menggunakan  cara observasi, penyebaran kuesioner, wawancara, dan dokumentasi. Penelitian ini menggunakan metode analisis statistik deskriptif, dan untuk mengukur pola pemberdayaan dan pendapatan  peternak penerima bantuan di Kecamatan Bambalamotu, dikaji dari (a) akses permodalan pada lembaga keuangan, (b) kemampuan lobbying, (c) akses terhadap teknologi, dan (d) akses terhadap pemasaran. Hasil penelitian peneliti diketahui bahwa pola pemberdayaan dan pendapatan peternak penerima bantuan di Kecamatan Bambalamotu Kabupaten Pasangkayu yaitu: 1) Para pengusaha ternak yang tergabung dalam beberapa kelompok ternak masih kesulitan mengakses permodalan melalui lembaga keuangan; 2) Sebagian besar peternak tidak memiliki kemampuan dalam melakukan upaya lobbying; 3) Sebagian besar peternak belum mampu mengakses teknologi  peternakan secara maksimal; 4) Para peternak memperoleh kemudahan dalam mengakses pasar

    The aim of this study is to explore the effect of organizational justice (distributive justice, procedural justice, interactional justice) toward employee emotion in BPKAD Cental Sulawesi Province. A survey was used to test the model in the context of organizational justice with the help of multistage random sampling. In total, 101 participant which was employee of BPKAD Cental Sulawesi Province completed the questionnaire. Multiple regression analysis was performed to test the total effect of organizational justice (distributive justice, procedural justice, interactional justice) toward employee emotion in BPKAD Cental Sulawesi Province. Results showed that organizational justice (distributive justice, procedural justice, interactional justice) influence the employee emotion in BPKAD Cental Sulawesi Province simultaneously. Partially, distributive justice, procedural justice and interactional justice influence employee emotion. Thus, all the hypotheses in this study were supported

    The formulation of the problem in this study is how the quality of pension administration services in the central sulawesi provincial civil service agency. This research was analyzed descriptively qualitatively. As for the informants in this study were the head of the mutatin departement, the head of the pension sub sector, 2 (two) pension administration management staff and 4 (four) candidates who had received pension administration services carried out by purposive sampling technique. Data colection and retrieval techniques consist of observation, interviews and documentation. The theory used to determine the quality of pension administration services is the theory of parasuraman, zeithaml and berry wich consists of tangibles, reliability, responsiveness, assurance, empathy.The result of the study show that the quality of pension administration services in the central sulwesi provincial personnel aggency in terms of reliability, responsiveness, assurance and emphaty show a good level of service quality because of all these aspects there is nothing to hinderquality of pension administration services so as to make prospective retirees well served and qualified.Whereas in the tangibles aspect there are problems with inadequate supoporting facilities and infrastructure, such as the avaliability of poorly functioning air conditioners, inadequate toilets, irregular parking areas and less extensiveservice spaces that provide inconveniencefor prospective retirees

    The objectives of this research are: (1) to find out the effectiveness of the performance function of public services in the Secretariat Public Relations Division of Sigi Regency (2) to find out the inhibiting and supporting factors and alternative solutions. The basis of the research is a survey and the type was qualitative descriptive. The informants totaled 6 people consisting of officials/employees at the Secretariat of the Office of Food Crops, Horticulture and Plantation of Sigi Regency who were selected purposively. The data were collected through observation, interview and documentation then analyzed through qualitative analysis. The results of the research show that the performance of apparatus in the Secretariat in carrying out the job is very good but still not optimal due to the lack of communication and coordination with the fields so that the implementation of the work seemed long, and there was still discrimination in the fields, this can be seen from the time of completion of the work and the level of satisfaction of the apparatus themselves and also for the public who came to the Office of Food Crops, Horticulture and Plantation of Sigi Regency. If there is the delegation of authority and duties to the apparatus that is given authority, then the work will be able to run effectively. As well as the apparatus it should also be in carrying out their duties always refer to the Standard Operational Procedures that are owned so that the work can be completed promptly and there is no buildup of work on certain people only

    This study aims to describe the conflicts that occur in Pombewe Village, Sigi Biromaru Subdistrict, Sigi Regency, Application of Democratic, Authoritarian and Permissive Education Models to children in Pombewe Village, Sigi Biromaru Subdistrict, Sigi District, and also the role of families in places of social conflict in the Village Pombewe, Sigi Biromaru District, Sigi Regency. The people involved in this study were children who were involved in the conflict, and village heads, community leaders and parents. To obtain more complete information from the research sample in this study using a purposive technique that is by deliberately approving informants according to certain criteria or considerations. Data collection techniques used by the author are: observation, interview and questionnaire. Questionnaire data were analyzed using frequency or percentage tables. While the interview data and analysis of data analysis used descriptive qualitative analyzed through 3 drunks, namely: Data Reduction, Data Presentation and Data Verification. The results of the study showed conflict in Pombewe Village, Sigi Biromaru Subdistrict, Sigi District, between Karampe and Boyavou sub-villages were classified as discussing direct violence. (direct violence), while the Application of the Democratic, Authoritarian and Child Education Models in Pombewe Village, Sigi Biromaru Subdistrict, Sigi Regency is relatively weak while the Application of Permissive Education Model is classified as very strong. Related to the Role of the Family in dealing with conflicts that are given advice, commemorated and given coverage, the approval that he did was outrageous, as proposed to the police, besides that parents also succeeded in association.The conclusion is in the debate that occurs in the community in need of cooperation between the parents and village officials. Parents are expected to implement a family education system with a coordination model, so that children can open, get attention and affection so that children avoid things that have a negative impact.

    The study aims at finding out and analyzing the implementation of policies on ticketing management in Bora Hot Spring, the tourism object of Sigi Regency. The main theory as the reference of this study is the Implementation of Policy by Edward III who looks at policy implementation focusing on  4 aspects, those are; (1) the aspect of communication, (2) the aspect of resources, (3) the aspect of disposition  and (4) the aspects of bureaucratic structure. The research method uses a qualitative descriptive approach. The location of this study is located in Bora Hot Springs, the tourism object of Sigi Regency involving 7 selected purposevely informers. Data collection is conducted using Interactive model by Miles and Huberman. Based on the results of the study, the implementation of ticket management policies on the Bora Hot Springs Tourism object is still not optimal. It could be seen from the 4 aspects in measuring the policy implementation by Edward III, there one aspect that wa still inadequate, namely the aspect of human resources, where it was inadequate in terms of quality aspect, it was seen from the existence of personal interests by some people that did not impose to ticket payment, regarding to facilities and infrastructure resources in which need to be improved, as well as the budgetary resources that still need to be incrased so that ticket management for Bora Hot Springs can be managed optimally

    This study aims to find out and describe the High School Teacher Promotion Improvement Assessment Service at the Education and Culture Office of Central Sulawesi Province. The usefulness of this research is theoretical and practical. In the Literature Review explains the Concept of Service Quality, Public Services, Teacher Paradigm, Status and Position of Teachers, Requirements for making a Teacher, Tasks and Functions of Teachers, Teacher's Rights and Obligations, Teacher's Credit Numbers. Thinking of the theory of Zeithml, Parasuraman and Berry which includes Tangibles, Reability, Responsiveness, Assruance and Empathy. Research with qualitative methods, Research Locations in the Education and Culture Office of Central Sulawesi Province, Research Time for three months, Informants are ASN elements (State Civil Apparatus relating to Research), Operational definitions of concepts namely, Tangibles or direct evidence related to facilities and Infrastructure that is still lacking due to earthquake damage and Reability or reliability indicators related to the problem of discipline of existing employees does not arrive on time, while the Responseviness, Assurance and Empathy Indicators are good enough. Thus, it can be concluded that the quality of service promotion for teachers at the Central Sulawesi Proinsi Education and Culture Office is good

    PERBEDAAN PENERAPAN MODEL PEMBELAJARAN KONSIDERASI DENGAN STAD TERHADAP SIKAP SISWA KELAS XI PADA MATAPELAJARAN PPKn DI SMA NEGERI 9 PALU

    This study aims to describe the differences in the attitude of class XI students who are taught with Consideration Learning Model with STAD in PPKn subjects in SMA Negeri 9 Palu. The population of this study was all of students class XI SMA Negeri 9 Palu in the academic year of 2017/2018, totally 105 students. The sampling technique was done by purposive sampling, they are Class XI IPA 1 as an experimental class using a consideration model and Class XI IPA 2 as a control class with STAD type cooperative learning. The study design used a pretest-posttest control group design. The statistical test used is the t-test. Based on the results of calculations using SPSS, it is obtained that the value of t count for the experimental class learned with the consideration model was 83% in the high category. As for the control class given learning with STAD type cooperative learning by 62% in the middle category
