IMPLEMENTASI KEBIJAKAN PENERBITAN SURAT PERINTAH MEMBAYAR (SPM) KEUANGAN APBN PADA DINAS PENDIDIKAN DAN KEBUDAYAAN PROVINSI SULAWESI TENGAH
Payment Order Issuance Policy is one of the State financial management policies to increase awareness of the use of budgets originating from the State Budget, and is a document issued, used by Budget Users, power of Budget User Officials signing the Payment Order to disburse fund allocation, the source of which is from DIPA or other equivalent documents. The research objective was to analyze the implementation of Payment Order issuance policy sourced from the State Budget (Regulation of the Minister of Finance of the Republic of Indonesia Number 250/PMK.05/2010). Type of the research was descriptive qualitative. Data collection was done through observation, interviews, and documentation. The theory used Rippley and Franklin's policy implementation model theory, because Rippley and Franklin's implementation model emphasizes the content of policy aspect. According to Rippley and Franklin, the success of program policy implementation is viewed from three factors; a) compliance perspective that measures the implementation of the compliance of the implementing apparatus; b) The success of implementation is measured by the smooth running of the routine and the absence of problems, and c) successful implementation leads to satisfactory performance for all parties, especially the program beneficiaries. The results show that the implementation of the Payment Order issuance policy for State Budget finance at the Education and Culture Office of Central Sulawesi Province has been carried out well
GAYA KEPEMIMPINAN CAMAT KINOVARO KABUPATEN SIGI PROVINSI SULAWESI TENGAH
The purpose of this study was to find out the Leadership Style of the Kinovaro Sub-District of Sigi District, Central Sulawesi Province. The main theory that becomes the reference in this study is the theory of Luthans Leadership Style (2005: 649) by looking at two three aspects, namely leader-member relations, Task Structures, Power and Leaders (Leader's Position). . Qualitative Research Methods. The location of this study in this study was carried out in the Kinivaro Sub-District Office in Sigi Regency, Central Sulawesi Province, with 6 informants selected purposively. Data collection is done by conducting interviews, observation, and documentation. Data analysis techniques use the Interactive model of Miles and Huberman. Based on the results of the research of the leadership style of the District Head of Kinivaro District of Sigi, it can be concluded that of the three aspects, namely leader-member relations, Task Structures, Power and Leaders (Leaders' Position) as a whole can be implemented well , except that the dominant one is the leadership style that is oriented towards the task
KUALITAS PELAYANAN PERSEMAYAMAN ANGGOTA KORPS PEGAWAI REPUBLIK INDONESIA DI LINGKUNGAN PEMERINTAH DAERAH PROVINSI SULAWESI TENGAH
This research aims to analyze the service quality of Funeral Home of the Member of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province. He informants of the research were 6 people. The data were gathered through observation, interview, and documentation. The data were analyzed qualitatively through Miles and Huberman and Saldana approach namely data collection, data condensation, and drawing conclusion. The research results show that 1. Physical evidence indicates that physical facilities at Employee Corps of the Republic of Indonesia in Central Sulawesi Province are not sufficient. 2. The reliability of the ability of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province to provide service as promised in accurate and accountable way with punctuality parameter, the same service for everything without mistakes have not been running well, the Employee Corps of the Republic of Indonesia in Central Sulawesi Province will show a symphatetic, and a high accuracy in providing funeral home service. 3. Responsiveness is a quick and accurate response given by the Employee Corps of the Republic of Indonesia in Central Sulawesi Province have not been implemented well although there is already clear information. 4. Assurance covers knowledge, politeness, and ability of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province to create trust has been running well. 5. Empathy is by providing sincerity attention individually or personally given by the Employee Corps of the Republic of Indonesia in Central Sulawesi Provincen and trying to understand the desire. By having understand and knowledge, understand specifically, and have a comfortable time have been implemented properly
KUALITAS PELAYANAN PUBLIK DI DESA SIWONGI KECAMATAN KULAWI KABUPATEN SIGI
This study aims to find out how the quality of public services in Siwongi Village, Kulawi Subdistrict, Sigi Regency, is more specifically regarding Population Administration services. The basis of the research used is qualitative, while the type of research used is descriptive. The informants used in this study were determined purposively, with a total of 7 (seven) informants. Data collection techniques used were observation, interviews and documentation. This study uses the Parasuraman theory where there are 5 (five) dimensions to measure service quality, namely Tangibles, Realiability, Responsiveenes, Asurance, and Empathy. The results of this study indicate that the Quality of Public Services at Siwongi Village office is from dimension (i). tangibles (direct evidence) are in the bad category; (ii). seen from the dimensions of reliability (reliability) are in the less good category; (iii) Responsiveness (responsiveness) is in the good category; (iv) seen from the dimension of insurance (guarantee) in the category of poor (v) seen from the dimension of Empathy in the good category; Based on the results of the study it can be concluded that from the 5 (five) dimensions studied the category is not good, so it needs to be improved, it is expected that the Siwongi Village Government will make continuous improvements to the 5 service dimensions, so that in the future the service will be at Siwongi District Sigi, can satisfy the community
MOTIVASI KERJA PEGAWAI DI KANTOR UPT. MUSEUM DAN TAMAN BUDAYA DINAS PENDIDIKAN DAN KEBUDAYAAN PROVINSI SULAWESI TENGAH
This research was done in purpose of understanding Employee Work Motivation at UPT. Museum and Cultural Park Education and Culture Agency Of Central Sulawesi Province. In this research, write used descriptive qualitative method, by using need hierarchy theory (A. Masllow) which consist of (1) physiological need, (2) Security need, (3), Sosial need, (4) Appreciation need, (5), Self Actualization need, subject in this research are employee of UPT Museum and Cultural Park education and culture agen which consist of five (5) people as measureddata collected by in-depth interview. Meanwhile, the resouce data was separated as primer and seconder data, while data collected through interview, observation, and documentation. Andthen, data analysis was done in steps such as data reduction, data data presentation, and conclusion. From this research, writer concluded occurring phenomena suchsuch as 1) there are dissatisfaction regarding salary that considered as insufficient to acquiring basic need such as food, clothing, and household items, especially interim employee with yheir stipends. 2) employee still feels unsafe in their working environment which is caused by two (2) factor such as very old office building and the absent of security team or SATPOL-PP in UPT. Museum and Cultural Park Education and Culture Agency Of Central Sulawesi Province. 3), there was disharmony between employee and employee wgich disrupted social relationship which empact working process resulting in underperforming. 4) disharmony between employee and employee causing the lack of appreciation or promotion for reserve employee resulting in apathy and lack of enthusiasm. 5). There are employee who regards themselves as capable in their chosen fied but unutilized and their need for self_actualization was not satisfied. These five need was not actualized which is resulting in low employee motivation in working prosces
IMPLEMENTASI PROGRAM PENCEGAHAN PEMBERANTASAN PENYALAHGUNAAN DAN PEREDARAN GELAP NARKOBA (P4GN) DI SMP KOTA PALU
The objectives of this research are analyzing (1) the Prevention, Eradication, Abuse, and Illegal drugs (P4GN) program policy of the National Narcotics Agency (BNN) Palu City in engaging and empowering schools as anti-drugs communities; (2) the implementation of P4GN program in engaging and empowering schools as anti-drugs communities. The research employs qualitative and descriptive methods. The research population is 7 schools that have established anti-drugs task forces. The research sample is a member of the task forces assigned to the junior high school in Palu City, they are the school principals, teachers, and students. The informants are head of BNN Palu City, BNN prevention and community empowerment section head, junior high school principals, and teachers who the member of the anti-drugs task force in the schools. The techniques of data collection are interview techniques, questionnaires, and documentation. The results indicate that (1) the BNN Palu has implemented the P4GN programs in empowering Junior High Schools/MTs in Palu City. Some Junior High Schools/MTs have implemented the P4GN programs by establishing anti-drugs task forces. The BNN Palu City has rehabilitated the students who are indicated to be positive drug users and providing guidance and assistance; (2) Some schools/MTs have implemented the P4GN programs by establishing anti-drugs task forces, organize counseling, socialize the effects of abuse drugs, conduct raids, and urine tests. The P4GN BNN program in Palu City provides many benefits and changes, for schools, especially Junior High Schools in Palu City, to create a better, more sensible and moral young generation, creating a free drug trafficking school environment
PENATAAN KAWASAN PERUMAHAN DAN PERMUKIMAN DALAM UPAYA PENINGKATAN SARANA DAN PRASARANA DI DESA LOMBA KECAMATAN LAMALA KABUPATEN BANGGAI
This research aims to find out the levels of availability, needs and amount of budget allocation needed to fulfill facilities in the context of effort to structure residential area to support the socio-economic life of the people in Lomba village. This was a descriptive qualitative research with a survey method. The research findings show that the level of availability of residential facilities in Lomba village is available but still need to be improved the quality such as environmental roads, drainage, markets and housing with a total budget needed of Rp. 12,317,400,000. The availability of adequate facilities will encourage increased community production so as to encourage rural economic growth
STRATEGI PENGEMBANGAN POTENSI AGROWISATA DI KECAMATAN TANANTOVEA KABUPATEN DONGGALA
The objectives of the research are to know the agro tourism characteristics and to develop strategy of agro tourism potential in Tanantovea District, Donggala Regency. The data are analyzed through SWOT Analysis.The results of the research show that the internal problem faced by the people is promoting agro tourism extensively, less on commodity cultivation aspect, things of supporting production are not available yet and the people are not support on agro tourism. As same as external, the treats are faced by the people namely: land use change, broken environment caused by nature disaster or human error, and there is the development in another place. Based on SWOT analysis, it can be concluded that the development potential strategy of Agro Tourism on Nupabomba village can be developed through using agriculture horticulture, namely vegetables, fruits, coffee, people local culture of Nupabomba people as the oldest village (Ventira culture), and nature tourism. While the development potential strategy on Guntarano is using waterfall to build retention basin as the freshwater tourism object and union commodity development
IMPLEMENTASI SISTEM PENGAMANAN OBYEK VITAL TERTENTU DI WILAYAH KOTA PALU PROVINSI SULAWESI TENGAH
This study aims to understand and find out how the implementation of policies related to the implementation of securing certain vital objects in the Palu City region of Central Sulawesi Province, this is carried out by the Directorate of Security of the Central Sulawesi Regional Police based on applicable provisions in the National Police, among others: security assistance on National Vital Objects and Certain Vital Objects. This study analyzes 4 (four) factors that influence policy implementation according to the theory of George C. Edward III, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative, then as a source of information in the research process as many as 6 ( six ) related people. The results showed that in the implementation of security certain vital objects in the area of Palu City Central Sulawesi Province were still found several obstacles that hindered the process of implementing the policy in accordance with the theory of Edward III, especially communication problems between the two parties have not been fully developed, security personnel resources both police and units internal security is still not evenly distributed so that it influences the performance in the field
KINERJA APARATUR SIPIL NEGARA DI SEKRETARIAT DEWAN PERWAKILAN RAKYAT DAERAH PROVINSI SULAWESI TENGAH
The research aims to analyze the performance of state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province. The research applied a qualitative method. The research setting was at the Secretariat of Regional People's Representatives of Central Sulawesi Province. The informants were 5 people selected using Purposive Sampling technique. The data were gathered through observation, interview, and documentation. In this case, the researcher used Miles and Huberman analysis approach. The research findings show that the performance of state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province with indicators such as 1. Productivity shows that efficiency and effectiveness have not run maximally. 2. Service Quality shows that the satisfaction on the service given has been fulfilled. 3. Responsiveness shows that the ability of the apparatus of Regional People's Representatives of Central Sulawesi Province to recognize the needs of service receiver, arrange agenda and service priority and develop public service programs are suitable with communities needs and aspiration have been run well. 4. Responsibility shows that the programs have already been properly as the right administration principles or adjust to organization policy. 5. Accountability shows that state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province obey to the political officials appointed by the people that marked by the accountability report
