    Aspetti e momenti del dibattito astronomico nella prima Accademia dei Lincei (1603-1616)

    The astronomical debate developed in the Accademia dei Lincei during the first three decades of the seventeenth century should be considered as one of the most interesting features of the activity of the academy founded in Rome by Prince Federico Cesi. Indeed, the relationship between the Academy and the spread of eliocentric astronomy is very close, since many of the Lincei were fully involved in the Copernican campaign promoted by Galileo. From this point of view, expecially noteworthy is the "celestial novelties" described in "Sidereus Nuncius" (1610). Let us only recall that Galileo was enrolled as Linceo in 1611, and that two major works of him, the "Istoria e dimostrazioni intorno alle macchie solari" (1613) and "Il Saggiatore" (1623), were published under the aegis of the Academy. The present research aims to outline the development of astronomical views in the context of the Lincei Academy since its establishment in 1603. Starting from the astronomical studies originally performed by the former members (Federico Cesi, Francesco Stelluti, Joannes van Heeck, Anastasio de Filiis), I'll try to reconstruct in detail the whole debate on astronomy that marked the life of the Academy until the decease (in 1630) of its founder and leader, Prince Federico Cesi. Over about thirty years, the Lincei wew engaged in a careful survey of the main problems arousing from the study of celestial phenomena. Despite of the plurality of opinions resulting inside its ranks, the Academy as a whole shared an anti-traditionalistic stance, resolutely siding with the innovative achievements of its most distinguished adherent: Galileo. In its regard, one can remind the position taken up by Federico Cesi (and shared by other major figures of the Academy) on yhe problem of the fluidity of heavens, to not mention the staunch support given by Lincei to galileo's telescopic discoveries and to the latter's advocacy of Copernican cosmology. In conclusion, to go deeper into the details of the astronomical debate which enlived the first three decades of the so called "prima Accademia dei Lincei" will provide us with an unvaluable opportunity to refine the understanding of the dynamics of scientific ideas, by enhancing our knowledge of a very relevant chapter in the intellectual history of the early modern age

    The Design of Voluntary Agreements in Oligopolistic Markets

    This paper analyses the conditions under which a group of firms is incentivised to sign a voluntary agreement (VA) to control polluting emissions even in the presence of free-riding by other firms in the industry. We consider a policy framework in which firms in a given industry decide whether or not to sign a VA proposed by an environmental regulator. We identify the features that a VA should possess in order to incentivize firms to participate in the VA and to enhance its economic and environmental effectiveness. Under very general conditions on the shape of the demand schedule, we obtain the following results. First, a VA does not belong to the equilibrium of the coalition game when benefits from voluntary emission abatement are a pure public good. Second, in the presence of partial spillovers – i.e. when signatories obtain more benefits from the VA than non-signatories – a VA belongs to the equilibrium only if a minimum participation rule is guaranteed. Third, a VA with a minimum participation rule and a minimum mandatory emission abatement may improve welfare (and even industry profits) compared to a VA in which firms are free to set their own profit maximising abatement level

    Immigration to Italy and return policies: a provocation, a wishful thinking or an opportunity?

    In Italy, the return of immigrants to their country of origin is practically absent in the media and in the debate among the operators or the general public. In the countries of arrival, immigrant labour, at first, alleviates pressure on the local labour market with a beneficial effect, but in time might also cause competition with local labour, impede renovation of production and keep the situation stationary. On the other hand, in the countries of origin, several authors have underlined the damage of massive population emigration of the young and skilled workforce and explored ways to encourage emigrants to come back with the intention of taking part in the development process. The present paper invites discussion on the subject of returning migrants, a phenomenon which is now being addressed by ongoing legislation. The policies that will accompany the return and reinsertion of immigrants in their native societies should connect the phase of arrival to that of return, promoting a comprehensive project based on the possibility of returns, multiple family permits, rotation of permits among family members, and enterprise planning

    Persistent regional gaps and the role of social capital: hints from the Italian Mezzogiorno's case

    In this article I maintain that until the mid Seventies the regions of the Italian Mezzogiorno have followed a well-known path of divergence and convergence – a pattern in common with many other similar cases. The main characteristic of the Mezzogiorno’s case, however, is that the convergence phase has led the area to a remarkably unfavourable steady-state. Further, I suggest that the disappointing results obtained in the area by several and richly financed public policies – and the high persistence of the unfavourable steady-state – are partly due to the lowerquality institutions in the southern regions. In the second part of the article I discuss recent contributions that associate this failure of local institutions to the scarcity of social capital, and that explain the persistence of this scarcity assuming the existence of mechanisms of intergenerational transmission of values and norms that change very slowly in time. Finally, in the final part I discuss briefly the role of economic policy in the presence of mechanisms of this natur

    Landscape planning in the context of European spatial planning: integration, cooperation, partecipation and perception

    The Sardinian Regional Plan for the Landscape (PPR) was approved in 2006 as a response to statutory requirements and urgency to manage conflicts between environmental and economic needs in coastal areas. For these areas, the Sardinian PPR sets rules and policies to protect landscape and cultural identity. In order to achieve these aims, it provides prescriptive rules and indicative policies to be implemented by means of other plans, among which great importance is given to municipal master plans. This study seeks to understand the nature of the Sardinian PPR by examining its contents and process, and to evaluate to what extent it achieves its aim, that of delivering a balanced, sustainable development in coastal areas. The plan has been studied by using different tools: an extensive study of the documents of the PPR, a literature review on spatial planning to assess its nature, in-depth interviews which provided insights on the preparation, contents, strengths and weaknesses of the plan. The research succeeded in putting the Sardinian PPR in the context of spatial planning by assessing its (partial) fulfilment of four criteria, identified from literature as key features of spatial plans: ability to provide a framework for other plans, vision, inclusiveness, and deliverability. The assessment of the potential delivery of sustainable development in the island by means of qualitative research proved to be challenging. While there is some evidence of commitment to environmental sustainability, economic and social effects were questioned, especially with reference to issues of participation and cooperation between different institutions. Although this study examines only a particular plan approved in Italy in compliance with the national law ‘On Cultural Heritage and Landscape’, the finding of this research can provide useful suggestions to enhance the delivery of sustainable development by means of other similar plans

    Preparazione e caratterizzazione di nanocompositi aerogel per applicazioni catalitiche

    The research has focused on the synthesis, characterization and catalytic process applications of nanocomposite aerogels, which are materials made out of an active nanophase dispersed in a highly porous matrix. Nanocomposites made of nanoparticles dispersed in a inert matrix have unique properties which mainly depend on composition, size and distribution of the nanoparticles and on morphology and porosity of the matrix. The sol-gel route is a successful technique for the synthesis of highly porous nanocomposite aerogels. Highly porous MFe2O4-SiO2 (M=Co, Ni and Mn) and FeCo(Ni)-SiO2 nanocomposite aerogels were synthesized thanks to the development and optimization of a new two-step sol-gel method followed by supercritical drying1. The samples were characterized by a multitechnique approach through conventional (thermogravimetric analysis and differential thermal analysis, XRD, TEM, N2-physisorption at 77 K) and advanced (X-ray absorption spectroscopy, XAS) techniques. The FeCo(Ni)-SiO2 nanocomposite aerogels were successfully tested as catalysts for multiwall carbon nanotubes (MWCNT) production and for liquid fuels production by Fischer-Tropsch synthesis thanks to the collaboration with the Applied and Environmental Chemistry Department of the Szeged University (Hungary), the Chemistry Departiment of the “La Sapienza” Rome University and the Organic and Industrial Chemistry Departiment of the Parma University.
