    The West Java Provincial Government is adopting technology-driven talent management. This empirical study explores digital-based civil service talent management, emphasizing its role in supporting merit-based placement. Key steps involve digital models, employee profiling, talent mapping, and leveraging information systems. This digital approach yields comprehensive, measurable talent data and transforms HR management into a more objective and efficient process. Successful implementation depends on leadership commitment, HR capabilities, and robust IT infrastructure. Future research could explore the impact of these processes on individual and organizational performance. Policy recommendations for the West Java Province include enhancing leadership commitment to digital transformation in talent management, developing HR manager skills in digital systems and evidence-based decision-making, investing in IT infrastructure, integrating and standardizing talent management systems, and formulating sustainable policies for digital talent management development, including data privacy and securit

    Efficiency of Special Autonomy of Papua: Does it Have an Effect on the Poverty Rate?

    Papua Province has received special autonomy funds since 2001. The provision of special autonomy funds is to help improve the development and welfare of the Papuan people. In this research, the level of welfare is measured by poverty. The efficiency of special autonomy needs to be considered so that budget allocation can be right on target. This research aims to analyse the efficiency of special autonomy in Papua and its influence on poverty levels in 2018 - 2022. Data Envelopment Analysis (DEA) and Panel Data Regression Analysis are the research methods used. The variables used in this research are education function expenditure, health function expenditure, public service expenditure, average length of schooling, life expectancy, percentage of households with adequate drinking water, and efficiency value with DEA. The research results show that several districts/cities in Papua have reached the efficiency level. Furthermore, the variables of efficiency level, adequate drinking water, life expectancy, and spending on education have a negative and significant effect on the poverty level in Papua. Meanwhile, the variables average length of schooling, expenditure on health functions, and expenditure on service functions do not affect the poverty level in Papua Province. The findings in this research could help the government and researchers know the efficiency of special autonomy.     This study proposes the collaboration model for implementing blended learning based civil apparatus training programs. This study adopted a mixed-method approach, integrating quantitative and qualitative data into the Delphi process to develop a collaboration model for stakeholders in blended learning-based civil apparatus training. The results reveal a model describing the identification of the actors and their roles and the process and prerequisites in collaborating with the blended learning-based civil apparatus training programs. The study offers valuable insights for training institutions and stakeholders involved in similar initiatives, providing practical guidance derived from recommendations to enhance collaborative training practices, ultimately aiming to improve the effectiveness and efficiency of training program

    Building Urban Mobility through Smart Cities and Sustainable Policies

    This study examines how smart cities and sustainable policies build urban mobility. Research data from a highly reputable journal indexed by Scopus yielded 321 documents. The search criteria included the title-abs-key "urban mobility," document type "Article," subject area "Social Science," language "English," source type "Journal," and the exact keyword "urban mobility" for publications between 2019 and 2023. This research employed a qualitative approach with bibliometric analysis. Data analysis was conducted using VOSViewer and NVivo12 Plus software to visualise data in images and graphs. The research findings indicate that urban mobility is a pivotal consideration in urban development projects. The United States emerged with the highest focus on urban mobility, accounting for 47 publications, or 16% of the total. Recent research has particularly emphasised topics related to COVID-19, parking management, bicycle infrastructure, mobility services, mobility patterns, and sustainable urban planning, with a significant concentration in 2021. Notably, urban mobility initiatives have fostered collaboration, with a prominent partnership observed with Universidade de São Paulo (13 publications or 17%).     Analysis of Industry 4.0 Readiness among Regional Governments in Indonesia: The Worth of Digital Wisdom and Values in Public Services

    This research aims to evaluate the readiness of regional governments to engage with the fourth Industrial Revolution (Industry 4.0), especially in e-service delivery. In the era of Industry 4.0, governments are increasingly considered public service centres that are evaluated for their ability to provide expanded services in the most efficient and individual ways. This research applied an eservice model survey by evaluating indicators of e-services about maturity values on a user-based website or mobile device applications. Assessments of e-service in three regional governments in Greater Malang reveal flaws in personnel readiness, user preparedness, flexibility in e-service procedures and requirements, integration among applications, lack of socialization, weak leader support and commitment, low budgets, and infrastructure constraints. Guided by these discoveries, unlike with theory, this study proclaims the importance of digital wisdom involving empathy, simplicity, compromise, creativity, and humility in public service. This study also formulates the digital values of political leadership transformation, public need-based digitalization, immediate resolution, changes in digital governance networks, digital wisdom, and interregional connectivity in public services.     The Formation of the New Autonomous Region of Papua and Welfare Guarantees in the Decentralization Policy

    The instrument for regional structuring, particularly regional expansion leading to new autonomous regions, can be seen as a rational and logical implication of decentralization implementation. Decentralization, in turn, played a pivotal role in shaping the grand design of regional planning (Desertada) up until the imposition of a regional expansion moratorium in late 2009. This research employs a qualitative methodology, a case study approach, chosen due to its adaptability and effectiveness in addressing dynamic and unpredictable social contexts. The focal point of this study revolved around the narratives underlying the formation of new autonomous regions (DOB) in Papua, particularly emphasizing the discourse on welfare. The government has actively promoted narratives of welfare motives and national strategic interests.     A Systematic Review of Tourism Governance: Sustainable Tourism Governance Model Post COVID-19

    This study aims to examine and categorise themes and concepts related to the study of tourism sustainability governance during the COVID-19 pandemic. The study of tourism governance is becoming a big topic since the emergence of COVID-19, especially from the management point of view, the role and contribution of policy actors, the economy, and changes in social structures. Through qualitative and quantitative analysis with the help of software, VOSviewer and NVivo12+ obtained 78 Scopus-indexed articles relevant to the study. The articles were collected from various publishers, namely Elsevier, SAGE, MDPI, and Taylor and Francis. The results showed 71 concepts in the study of tourism governance, which the researchers categorised into 6 clusters-related to the discussion of the dominant themes, namely tourism development, economic recession, world change, ecology, and policy. The significance of this research is the discovery of the concept of sustainable tourism governance during the COVID-19 pandemic, which can assist in developing a conceptual framework for future studies related to the tourism sector. While the limitations of this study are reviewed are only articles obtained from the Scopus database, there is no comparison.
