    The Determinants for Policy Implementation: A Study of Public Service Mall Program in Indonesia

    Research on policy implementation altered from building meta-theory towards explaining concerted action across institutional boundaries, the diversity of actors, loci, and levels. Current theory about factors determining the success of public policy implementation includes managerial, organisational, resources, bureaucracy, and politics. The establishment of Public Service Malls (PSM) in Indonesia is used as a case study to carry out this assessment because it represents a considerable challenge in the implementation process. This study aims to provide new perspectives about the determinants of successful public policy implementation, especially in a highly diverse political context such as Indonesia. This policy implementation involves several ministries at the central level and 540 local governments. This study uses an exploratory qualitative approach, and the data was collected through FGDs and in-depth interviews conducted with relevant ministries and local governments. The data is then analysed using NVIVO to find the structure of the concepts and themes according to the conceptual framework used. This research suggests that factors in policy implementation should be placed in a hierarchical order because they are determinants that cause other factors to emerge.     Talent Management in Indonesian National Armed Force: Addressing Personnel Bottlenecks

    Over the years, the Indonesian National Armed Forces (TNI) has been tasked with upholding state sovereignty and national defence. However, TNI also faces a bottleneck among its middle- and high-ranking officers, leading to excess non-job personnel. Without corresponding promotion adjustments, the current policy will affect the institution's performance and officers' careers. This study applied qualitative research by conducting interviews and gathering primary and secondary data through focused group discussion and literature review from various policy documents and reports. The findings then highlight the solutions with talent management emerging as a strategic approach. It offers a second-best policy option by promoting professionalism and modernity while addressing organisational challenges. Through this approach, we tried to propose evidence-based solutions to improve organisational performance and address personnel bottleneck issues. This study proposes a new approach to talent management strategies. It involves recruiting, developing, and retaining high-potential individuals and optimising functional positions based on expertise to offer an alternative career path.     Following the implementation of the Law of Village, the resolution of village government issues proved to be a challenging endeavour. This paper presents a comprehensive systematic analysis to identify themes in village government studies. The primary objective is categorising the problems and possibilities village governments encounter. The research data utilised in this study is obtained from the Scopus Database, covering the period from 2009 to 2023. The data is subsequently analysed using the VOSviewer tool. The findings present five prominent themes and a total of 35 network elements of the governance of rural communities. These themes encompassed many aspects, such as healthcare, economic matters, conflicts, agricultural practices, and government initiatives. The study revealed that despite implementing the Law on Villages, the prevalence of intricate challenges in village government remains prominent. Scholars concur that they advocate for establishing collaborative efforts among stakeholders to delineate the sequential problem-solving steps. However, it is worth noting that rural communities often face challenges in embracing external interactions and adopting the urban commons model to establish an extensive network and facilitate multi-level growth. The findings serve as a foundation for future investigations on village government and a point of reference for more informed decision-making in governance practices. The limits were due to the exclusive use of publications from Scopus for analysis.     Unveiling the Policy Paradox: Fertilizer Subsidies and Their Impact on Farmer Welfare in Aceh

    This study examines the effectiveness of the fertiliser subsidy program in Aceh Province and its implications for farmer welfare. Although the program seeks to alleviate poverty by reducing production costs and increasing crop yields, the program has yet to yield the expected results. This study employed a qualitative case study approach to analyse the policy's implementation and challenges, focusing on Aceh's unique historical and social context. The study findings reveal that the effectiveness of the policy is hampered by some issues related to resource allocation, communication, administrative governance, and organisational structure. These constraints have prevented the policy from significantly improving the welfare of rice farmers. The study concludes that, although the fertiliser subsidy program has potential, it has not substantially reduced poverty among farmers in Aceh. A significant limitation of this study is its inability to fully assess the potential for increasing government capacity to support farmers due to differences in perceptions and preferences among government actors.     The Impact of KUR Disbursement on MSME's Credit Growth

    MSMEs support social and economic growth through employment and poverty reduction. Recently, MSMEs have had some challenges, including limited access to capital. Hence, the government should participate in solving those challenges, such as creating various MSME financing empowerment programs with multiple schemes, such as interest subsidies, guarantees, or risk sharing. KUR become an alternative instrument to support MSME financing in Indonesia, with substantial implications for economic growth. This study aims to provide empirical evidence regarding the effect of KUR Disbursement on MSME's Credit Growth with MSME's Commercial Credit Growth as a mediating variable. The data covered 33 provinces in Indonesia from 2015-2021. Using the Random Effect Model and Ordinary Least Square (OLS) Regression, the results indicated that (1) KUR Disbursement does not affect MSME's Credit Growth, (2) KUR Disbursement negatively influences MSME's Commercial Credit Growth, (3) MSME's Commercial Credit Growth positively influences MSME's Credit Growth, and (4) MSME's Commercial Credit Growth does not mediate the relationship between KUR Disbursement on MSME's Credit Growth means MSME's Commercial Credit Growth cannot act as a mediating factor in enhancing the effect of KUR Disbursement on MSME's Credit Growt

This article addresses these research questions: How does the Indonesian government use metaverse in public service? What are the primary narratives and counter-narratives around metaversebased public services in Indonesia? Which Indonesian public service using metaverse is most promising?     Analysis of the Principles of Good University Governance at the University of Indonesia as a State University with Legal Entity (PTN-BH) in 2014-2019

    To achieve its vision and mission, the University of Indonesia (UI) has undertaken a series of improvements across various domains, encompassing governance. However, despite these endeavours, the enhancements in UI's governance do not seem to correlate with its performance achievements as documented in the annual reports. This study aims to analyse the application of the principles of good university governance at UI, a state university, from 2014 to 2019. The findings reveal that the execution of good university governance at UI, operating as a State University with a Legal Entity from 2014 to 2019, has not been optimised. The study delineated obstacles to good university governance at UI, encompassing the lack of involvement in decision-making processes beyond the rectorate, particularly in academic management; absence of transparent selection criteria for critical leadership roles such as UI Rectors and Deans; disparities in workload distribution across UI units; and outdated information on the ui.ac.id website. Recommendations stemming from the study advocate for enhancements in regulatory frameworks, refinement of staff performance assessment mechanisms, dissemination of financial regulations, and exploration of avenues to augment non-tuition revenue streams.     Moderating Gender in Work From Home Policy Implementation on State Civil Apparatus Performance using Multigroup Analysis

    The WFH (Work from Home) policy has significantly changed the work landscape, particularly within governmental institutions. As organizations grapple with implementing this policy, they must navigate newfound disruptions and adapt to a new way of working. Understanding how this policy is executed sheds light on its impact on employee performance and whether the implemented work system is suitable. This study analyzed the relationship between WFH policy implementation and various factors such as work productivity, worklife balance, and overall apparatus performance, with a subsequent examination of gender moderation. Data were collected through a Google forms survey from January to February 2023, targeting all East Java Region's BPS (Central Bureau of Statistics) Regency/City personnel. Results indicate that the WFH policy enhances employee performance and productivity, both directly and indirectly. However, it also appears to diminish work-life balance. Overall, no significant differences are observed between genders regarding the implementation of WFH, whether in terms of performance, work productivity, or work-life balance, either directly or indirectly.
