    PENGARUH DESENTRALISASI FISKAL TERHADAP PERTUMBUHAN EKONOMI DAN KESEJAHTERAAN MASYARAKAT (THE IMPACT OF FISCAL DECENTRALIZATION ON ECONOMIC GROWTH AND SOCIAL WELFARE)

    This study aims to examine the effect of fiscal decentralization on economic growth and social welfare. Samples of the research were districts / cities by province in Indonesia except Jakarta. This research is utilizing secondary data from Central Statistics Agency within period from 2005 until 2011. Data were analyzed by applying stuctural Equation Modeling (SEM) through AMOS program. Results of the research indicate that first, fiscal decentralization has negative and significant effect on economic growth; second, economic growth has positive and significant impact on social  welfare; and third, fiscal decentralization has positive and significant impact on social  welfare.Keywords: fiscal decentralization, economic growth, social welfare.Penelitian ini bertujuan untuk menguji pengaruh desentralisasi fiskal terhadap pertumbuhan ekonomi dan kesejahteraan masyarakat. Sampel penelitian adalah kabupaten/kota berdasarkan provinsi di Indonesia kecuali DKI Jakarta, menggunakan data sekunder dari Badan Pusat Statistik (BPS) periode 2005 sampai 2011. Data kemudian dianalisis dengan Stuctural Equation Modeling (SEM) melalui program AMOS. Hasil penelitian mengindikasikan bahwa, pertama, desentralisasi fiskal berpengaruh negatif dan signifikan terhadap pertumbuhan ekonomi. Kedua, pertumbuhan ekonomi berpengaruh positif dan signifikan terhadap kesejahteraan masyarakat.     Corruption has damaged the condition of a nation. The success of combating corruption in Indonesia depends on the effectiveness of President's Yudoyono Administration's prevention and prosecution. This study intents to analyze the level of effectiveness of Yudoyono's handling of corruption.     DESENTRALISASI FISKAL DAN PERTUMBUHAN EKONOMI, SERTA KAITANNYA DENGAN OTONOMI DAERAH

    This study attempts to examine the influence of fiscal decentralization and regional autonomy on regional economic growth in Indonesia by using panel data analysis and the Hodrick-Prescott (HP) filter. This study takes sample at provincial level (selected 19 provinces) in Indonesia in the period of 1994-2010. Furthermore, to represents the fiscal decentralization this thesis uses three indicators, namely expenditure share, revenue share, and local government's own revenue share. Further, regional autonomy is treated as dummy variable with base year of 2004. The result demonstrates that fiscal decentralization is positively associated with economic growth in Indonesia, especially from the revenue side and own revenue side. The findings further strengthens the decentralization theorem and previous studies that mentioned fiscal decentralization play a role in foster the economic growth. In addition, it is also found that the implementation of regional autonomy policy (aggregate decentralization effect) presents positive relationship to economic growth.Keywords : Fiscal Decentralization; Regional Autonomy; Economic GrowthStudi ini mencoba untuk menguji pengaruh desentralisasi fiskal dan otonomi daerah terhadap pertumbuhan ekonomi daerah di Indonesia dengan menggunakan metode analisis data panel dan analisis Hodrick-Prescott (HP) filter. Studi ini mengambil sampel pada level provinsi (19 provinsi terpilih) di Indonesia pada periode 1994-2010. Indikator yang digunakan untuk mewakili pengukuran desentralisasi fiskal ada tiga, yaitu indikator rasio pengeluaran, indikator rasio pendapatan, dan indikator rasio pendapatan asli pemerintah daerah. Sedangkan otonomi daerah diperlakukan sebagai dummy variable dengan acuan tahun 2004 sebagai tahun dasar. Hasil analisis menunjukkan bahwa desentralisasi fiskal secara positif turut mempengaruhi pertumbuhan ekonomi di Indonesia, terutama dari sisi pendapatan dan dari sisi peningkatan pendapatan asli daerah. Temuan ini semakin memperkuat decentralization theorem dan studistudi sebelumnya yang menyebutkan bahwa desentralisasi fiskal cukup berperan penting dalam mendorong pertumbuhan ekonomi. Selain itu, juga ditemukan bahwa implementasi kebijakan otonomi daerah (aggregate effect desentralisasi) menunjukkan adanya hubungan positif terhadap peningkatan pertumbuhan ekonomi daerah.Kata Kunci : Desentralisasi Fiskal; Otonomi Daerah; Pertumbuhan Ekonom

    Government and society have an equal role in managing state agencies through bureaucratic reform to establish a continuous improvement along with the principles of justice and goodness. The development of bureaucratic reform indicates that public services are still weak. Bureaucratic structures are too fat and excess employees, resulting in overlapping functions and authority. The high rates of corruption, collusion and nepotism conducted by unscrupulous bureaucrats has triggered the slow bureaucratic reform goal attainment. The role of the leader also affects the poor performance of the bureaucracy at various levels. Moreover, competent and professional leaders are still in a small number. The persistence of patrimonialism model (leader should be served instead of serving, raises employee who works based on the desire of the leaders, and not work based on consciousness that emerges from inside him/her), gives impacts on the weakness for services. The role of the leader as agents of change is to be able to restore public trust through transparency, accountability, competence, and quality of its human resources. This leadership model has the goal of creating a fair and good bureaucratic organization, as the realization of good governance. Perkembangan reformasi birokrasi menunjukkan bahwa pelayanan publik masih lemah. Hal ini dipengaruhi oleh struktur birokrasi yang gemuk dan jumlah pegawai yang berlebih, sehingga terjadi tumpang tindih fungsi dan wewenang. Tingginya angka Korupsi, Kolusi dan Nepotisme (KKN) yang dilakukan oleh oknum birokrat juga menjadi pemicu lambannya pencapaian tujuan reformasi birokrasi. Peran pemimpin juga berpengaruh terhadap lemahnya kinerja birokrasi diberbagai tingkatan dan level. Sementara itu, pemimpin yang kompeten dan profesional belum banyak. Masih berkembangnya model patrimonialisme (dimana pemimpin harus dilayani dan bukan melayani, memunculkan pegawai yang bekerja atas dasar keinginan pemimpin dan bukan kesadaran dari dalam dirinya), akan berdampak terhadap lemahnya pelayanan. Peran pemimpin sebagai agen perubahan yaitu harus mampu mengembalikan kepercayaan masyarakat terhadap manajemen dan pengelolaan birokrasi. Peran ini dilakukan melalui transparansi, akuntabilitas, kompetensi, dan kualitas sumber daya manusia yang dimilikinya. Kepemimpinan seperti ini bertujuan menciptakan organisasi birokrasi yang adil dan baik sebagai aktualisasi pemimpin dalam penguatan kapasitas lembaga negara terhadap tujuan pemerintahan, yaitu good governance. The governments of these two countries have implemented privatization policy in order to improve their economic performance.  However, the policy gives the different impacts on both countries. The performance of privatization in Malaysia is very much better than it is in Indonesia. Therefore, Malaysia provides a lot of lessons that can be learned or followed by Indonesia. Indonesian Government must give more attention in these three aspects:  the government’s commitment to the privatization policy, the integration between non-divestiture and divestiture strategies, and the obligation to change it’s paradigm that privatization is not merely an act of selling assets.     The enactment of new decentralization framework has been unwisely implemented in many regions. Districts/city governments tend to promulgate new local taxes and levies result in high cost economy for regional business activities. The principle of delivering administrative approval (perijinan) is also misgiving as it is deployed for all people’s economic facets. Philosophically, not everysingle economic activity requires such kind of permission. This situation leads to the deprivation of public service quality. In order to restore government performance in delivering public services, this paper tries to offer a solution from the perspective of constitutional / public administration law (hukum administrasi negara), i.e. providing new mechanism of administratief beroep or administrative legal efforts (upaya hukum secara administratif)

    Salah satu implementasi otonomi daerah adalah untuk menumbuhkan partisipasi aktif dari masyarakat, karena dalam keberhasilan pembangunan dan pengembangan daerah tidak hanya berada ditangan pemegang kebijakan. Akan tetapi masyarakat secara luas termasuk masyarakat adat juga turut andil dalam  menyukseskan daerah. Pemerintah sebagai fasilitator dan mitra kerja agar dapat menjadi stimulan/pendorong bagi masyarakat dalam meningkatkan partisipasi, justru tidak menjadikannya sebagai alat untuk mendapatkan kekuasaan atau kepentingan-kepentingan oleh pihak tertentu. Dalam membangun partisipasi, tidak terlepas dari pemberdayaan masyarakat dimana hal ini akan menumbuhkan motivasi, kemampuan dan keberanian untuk dapat bersikap kritis terhadap kondisi yang dihadapi. Namun dalam meningkatkan partisipasi masyarakat terdapat hambatan-hambatan klasik yang penyelesaiannya merupakan tanggung jawab semua pihak untuk.  One of the implementation of the autonomy is to improve the active Community Participation. The optimalization of waste management such as the handling and reduction of waste will not work properly if they are not supported and  being held together.
