    STUDI PELAKSANAAN PROGRAM CORPORATE SOCIAL RESPONSIBILITY PERUSAHAAN DI WILAYAH KABUPATEN KUTAI KARTANEGARA DAN KOTA SAMARINDA

    The study is aimed to analyze: (a) the benefit of CSR programs in improving the community welfare  of  local community; (b) the matching between CSR  programs  with  the real needs of local community; and c)  the matching of the CSR programs with government development program and  the effectiveness of government role of  implementing the  CSR programs. The study used 325 respondents for survey and 15 participants in FGD. Data analysis used the descriptive qualitative, syllogistic, and data comparative. The results of this study showed that: (a) the CSR programs could  improved  the welfare of  local community, (b) the CSR  programs have matched  with  the community real needs  in educational, socio-cultural, and infrastructure aspect. However, they do not  match the agriculture and economy and (c)  the  Kukar  Government is not  effective  as a  facilitator and  regulator in implementing the CSR.Keywords: CSR, community welfare, community real needs, government role.Studi ini bertujuan untuk menganalisis: (a) manfaat program CSR dalam pengembangan kesejahteraan komunitas lokal; (b) kesesuaian program CSR dengan kebutuhan nyata komunitas lokal; dan (c) kesesuaian program CSR dengan program pembangunan pemerintah dan efektivitas peran pemerintah dalam pelaksanaan program CSR. Studi ini melibatkan 325 responden untuk survei dan 15 orang dalam FGD. Analisis data menggunakan deskriptif kualitatif, silogistik, dan perbandingan data. Hasil studi ini menunjukkan bahwa: (a) program CSR dapat memperbaiki kesejahteraan komunitas lokal; (b) program CSR memiliki kesesuaian dengan kebutuhan nyata komunitas dalam aspek pendidikan, sosial budaya, dan infrastruktur, tetapi tidak ada kesesuaian dalam aspek pertanian dan ekonomi; dan (c) Pemerintah Kukar tidak efektif sebagai fasilitator dan regulator pelaksanaan CSR.Kata kunci: CSR, kesejahteraan masyarakat, kebutuhan nyata masyarakat, peran pemerintah

    KERJASAMA ANTARDAERAH UNTUK MENINGKATKAN PEMBANGUNAN DAERAH DAN PELAYANAN PUBLIK DI KAWASAN PERBATASAN

    This study is aimed to identify regional cooperation models which are implemented by district governments within the framework of regional development, to conduct public service in the border zone, and to evaluate the effectivity of regional cooperation in achieving its goals. This study combines two research methods, i.e. descriptive analysis method with qualitative approach, and evaluation method with formal evaluation approach. Data are collected by conducting Focus Group Discussion (FGD) and supported by secondary data. Results of this study are: (1) implementation of regional cooperation among district governments in East Java and Central Java border zone is applied into regional cooperation boards (BKAD); (2) mutual interest to develop and togetherness in solving problems are basic reasons to make a regional cooperation agreement; (3) regional cooperation effectivity of the border zone is still low, due to sinergity and sincronising problems in development planning among district governments, so they affect cooperation implementation when it comes to technical operational aspects in the sectoral level.Keywords: regional cooperation, public service, regional development, border zone.Studi ini bertujuan untuk mengidentifikasi model kerjasama yang diterapkan oleh kabupaten dalam rangka pembangunan daerah dan pelayanan publik di kawasan perbatasan serta mengevaluasi sejauh mana efektivitas kerjasama itu dibandingkan tujuan dan sasaran yang telah ditetapkan. Studi ini menggunakan perpaduan metode analisis deskriptif dengan pendekatan kualitatif dan metode evaluasi dengan pendekatan evaluasi formal. Data dikumpulkan melalui FGD dan data- data sekunder. Hasil studi ini menyimpulkan bahwa (1) praktek kerjasama antardaerah di kawasan perbatasan Jatim dan Jateng diwujudkan dengan membentuk Badan Kerjasama Antar Daerah (BKAD); (2) kepentingan untuk maju bersama dan menyelesaikan masalah secara bersama antardaerah merupakan alasan mendasar terwujudnya kerjasama antardaerah; (3) efektivitas kerjasama tersebut masih rendah, hal ini karena masih adanya kendala sinergitas dan sinkronisasi perencanaan antardaerah sehingga berpengaruh dalam pelaksanaan kerjasama antardaerah ketika sudah menyentuh level teknis operasional di masing-masing sektor.     KEBIJAKAN PENGELOLAAN KONSERVASI KELAUTAN DAN PERIKANAN

    Fisheries resources are spread across the territory of Indonesia, if not managed sustainably will become extinct. The efforts made by the government, is to make regulation that establishes a territory become a conservation area/protected. The purpose of this study is to assess the conservation regulations contained in the UU No. 27/2007, PP No. 60/2007, and UU No. 45/2009. Analysis of study is conducted qualitatively using normative juridical approach, through by desk study. The result shows that the terminology of conservation according to the those regulations, can not provide sufficient understanding of the term conservation; the role of local government and indigenous/local, is still not transparent governance in the field governed, as well as the distribution of rights over the territory that has been used as a conservation area. Improving the conservation management of marine and fisheries regulation can be done by reflecting the planning and good, community empowerment, collaborative institutional, policy and fair regulations, and improving the quality of human resources. UU No. 27/2007, PP No. 60/2007, and UU No. 45/2009, need to be revised in order to build sustainable conservation areas and create justice.  Keywords : Regulation, Conservation, Marine and Fishery Sumber daya perikanan yang tersebar di wilayah Indonesia, jika tidak dikelola secara lestari akan punah. Upaya yang dilakukan oleh pemerintah, adalah membuat peraturan yang menetapkan suatu wilayah menjadi kawasan konservasi/dilindungi. Penelitian ini bertujuan untuk mengkaji ketentuan konservasi yang termuat di dalam UU No. 27/2007, PP No. 60/2007, dan UU No. 45/2009. Analisa kajian dilakukan secara kualitatif dengan menggunakan pendekatan yuridis normatif, melalui studi kepustakaan. Hasil kajian menunjukkan, bahwa terminologi konservasi menurut ketiga peraturan tersebut, belum bisa memberikan pemahaman yang cukup mengenai istilah konservasi; peran pemerintah daerah dan masyarakat adat/lokal masih belum transparan diatur tata kelolanya di lapangan, serta pembagian hak atas wilayah yang telah dijadikan kawasan konservasi. Pembenahan pengelolaan konservasi kelautan dan perikanan, dapat dilakukan dengan merefleksikan perencanaan dan penataan ruang yang baik, pemberdayaan masyarakat, kelembagaan kolaboratif, kebijakan dan peraturan yang adil, serta meningkatkan kualitas sumber daya manusia. UU No. 27/2007, PP No. 60/2007, dan UU No. 45/2009, perlu untuk direvisi agar dapat membangun kawasan konservasi yang berkelanjutan serta menciptakan keadilan.  Kata kunci: Peraturan, Konservasi, Kelautan dan Perikana

    INDEKS KEPUASAN MASYARAKAT SPESIFIK LEMBAGA PENELITIAN DAN PENGEMBANGAN: IMPLEMENTASI MODEL ACSI (THE COMMUNITY SATISFACTION INDEX ON SPECIFICLY RESEARCH AND DEVELOPMENT: IMPLEMENTATION OF ACSI MODEL)

    Law number 25 year 2009 concerning Public Service highlights one important thing about Community Satisfaction Index (CSI). CSI becomes an important aspect to see the extent to which Unit of Organization is able to provide excellent service. CSI measurement is generally refer to the Ministry of Administrative Reform Decision Number KEP/25/M.PAN/2/2004 concerning General Guidelines to Measure Community Satisfaction Index. However, the measurement is felt less suitable for research institute organizations and development (R & D). Institute for R & D organization has specific characteristics that require measurement-oriented SMEs such specificity. This paper provides a concept of development of SMEs is more suitable measurement implemented for R & D institutions in Indonesia. The concept is oriented towards the development of measurement products and services R & D, product and service performance of R & D services, the performance of the delivery staff, accessibility, communication, satisfaction with services R & D products and services, the impact of satisfaction, and improved services.Keywords: SMEs, Public Service, Institute for Research and Development, ReformsUndang-undang No. 25 Tahun 2009 tentang Pelayanan Publik menggaris bawahi salah satu hal penting mengenai Indeks Kepuasan Masyarakat (IKM). Keberdaan IKM menjadi penting untuk melihat sejauh mana unit organisasi mampu memberikan pelayanan prima. Pengukuran IKM yang umumnya digunakan merujuk pada KEP/25/M.PAN/2/2004 tentang Pedoman Umum Penyusunan Indeks Kepuasan Masyarakat. Pengukuran tersebut dirasakan kurang cocok digunakan untuk lembaga organisasi penelitian dan pengembangan (litbang). Lembaga Organisasi litbang memiliki karakteristik khusus sehingga membutuhkan pengukuran IKM yang berorientasi pada kekhususan tersebut. Makalah ini memberikan konsep pengembangan pengukuran IKM yang lebih cocok diimplementasikan bagi lembaga litbang di Indonesia. Konsep pengembangan pengukuran ini berorientasi pada penggunaan produk dan jasa litbang, kinerja layanan produk dan jasa litbang, kinerja staf penyelenggaran, aksesibilitas, komunikasi, kepuasan terhadap layanan produk dan jasa litbang, dampak kepuasan, dan perbaikan layanan.Kata kunci: IKM, Pelayanan Publik, Lembaga Litbang, Reformas

    Mutual partnership between government and private sector or Public Private Partnership (PPP/P3s) is purposed to overcome government’s limited resources in doing regional development and public service. The advantages of partnership implementation are participation, regional income, public service improvement and absorbtion of manpower. The practices of PPP/P3s in Kalimantan have produced several kinds of partnership varians. However they’re still done in goods and service group only, and several of them tend to profit oriented. There isn’t any breakthrough of partnership on administratif services done by regional goverments. Some problems in PPP/P3 practices are negatif stigma toward government aparatus, insfrastructure facilities, government regulation and aparatus perception on partnership.     KEBIJAKAN DESENTRALISASI DAN IMPLEMENTASI OTONOMI DAERAH DI KALIMANTAN TIMUR

    Decentralization is a perfect concept but it doesn’t always demonstrate its superiority in the implementation stage. Approximately 80% new autonomous regions in Indonesia are considered to be failed in implementing decentralization values. In order to achieve the expected outcomes, decentralization should be accompanied by appropriate preconditions such as careful planning, effective implementation, and sufficient capacity both in individual, institutional, and system level.  In the context of East Kalimantan Province, decentralization is perceived as an opportunity to accelerate local development through broader authorities and wider financial resources. In other words, East Kalimantan Provincial Government is visioning decentralization as an instrument to run governance reform and, at the same time, as a precondition to better development processes. Besides, the implementation of decentralization in East Kalimantan Province is directed to produce a synergistic win-win relationship with the central government, not a kind of trade-off or zero-sum relationship. In that sense, East Kalimantan Provincial Government has formulated priority agendas on local development issues. When powered existing excellence in an optimal fashion of course will be able to move forward area economics marked with prosperity of society. But, if such excellence just for simply fulfilling formal ground, hence society will not obtain;get something benefit.     This study aims to identify whether Ministry of Marine Affairs and Fisheries policy is in accordance with the determination of Bitung Ocean Fishing Port as Minapolitan core region in Bitung City. Analysis of the research was carried out by utilizing descriptive case study and survey methods. Primary and secondary data were collected through interviews, mail survey (closed questions), field observations, and literature study. Results of the research indicate that: 1) aspects of development pillars in Bitung Ocean Fishing Port have been able to support the development of Bitung City to become Minapolitan area 2) impact of Minapolitan policy can create local industrial throughout Bitung Ocean Fishing Port, 3) determination of Bitung Ocean Fishing Port as Minapolitan core region of Ocean Fishery Port Minapolitan Bitung comes to be a strategic policy of Ministry of Marine Affairs and Fisheries.Keywords: Policy, Bitung Ocean Fishing Port, Core Region, Minapolitan.Penelitian ini bertujuan untuk mengetahui, apakah kebijakan pemerintah (Kementerian Kelautan dan Perikanan) sudah sesuai dengan menetapkan Pelabuhan Perikanan Samudera Bitung menjadi kawasan inti Minapolitan Kota Bitung. Analisa penelitian dilakukan dengan menggunakan  pendekatan studi kasus dan metode survey, serta dipaparkan secara deskriptif. Data primer dan sekunder dikumpulkan melalui wawancara, mail survey (daftar pertanyaan tertutup), observasi lapangan, serta studi literatur. Hasil penelitian menunjukan: 1) aspek pilar pembangunan pada kawasan Pelabuhan Perikanan Samudera Bitung telah mendukung pengembangan Kota Bitung sebagai wilayah Minapolitan; 2) dampak kebijakan Minapolitan dapat menciptakan kegiatan perekonomian lokal yang berbasis industri pada kawasan Pelabuhan Perikanan Samudera Bitung; 3) penetapan Pelabuhan Perikanan Samudera Bitung sebagai kawasan inti Minapolitan merupakan kebijakan strategis pemerintah (Kementerian Kelautan dan Perikanan) yang tepat.
