    State protection for citizens and society should be developed and facilitated without any discrimination. This also applies to public services which should be provided by the public sectors disregarding any limitations of the beneficiaries. This has become a big issue if it is related to what the Indonesian public sectors have facilitated so far. State laws, regulations and policies had been established with little compliance from the public sectors. The government themselves tended to ignore the situation, consequently the results of public services for the people with different abilities (difabel) had gone long unnoticed. This paper aimed at highlighting the needs of ensuring public services accessible to their beneficiaries disregarding their physical, mental, or language limitations and urging the needs of improving awareness as well as real actions for combating differences and discriminations and empowering the Difabel society with more access to public services.     KAJIAN PENGARUH KEBIJAKAN DESENTRALISASI PADA PENINGKATAN KESEJAHTERAAN MASYARAKAT (Studi Kasus: Kabupaten/Kota di Provinsi Jawa Barat)

    After more than 10 years of the implementation of decentralization policy in Indonesia, it is considered essential to evaluate this policy in terms of improving public welfare. Decentralization in this study is measured by three dimensions: fiscal, functional and personnel. These three variables are not made in a single composite index, but in a separate index which include variables of economics, infrastructure, education, and health. Using panel data of 25 districts/cities in West Java Province in 2004-2010, the findings stated that: In the economic field, the effect of decentralization variables has not been demonstrated directly. However, there is indirect effect through the channel of investments variable, where the high level of investment in the region is justified as a form of improved local government performance in attracting investment. In infrastructure, personnel decentralization is the only variable that has an influence on the change of variable road infrastructure. Meanwhile, in the field of education, there are two variables of decentralization which have significant influence on the accessibility of the public to secondary education. Those two variables are functional and personnel decentralization. In the health sector, it was found that the decentralization variable has no significant effect on changes in the ratio of the number of physicians per 1000 population, but it has an influence on increasing the ratio of hospital beds to population. This shows that the channel of the decentralization variables that can have an impact on improving the public welfare is functional decentralization and personnel decentralization. However, the performance of both channels remains to be improved for the future.  Keywords : Decentralization, Public WelfareSetelah lebih dari 10 tahun kebijakan desentralisasi diimplementasikan Setelah lebih dari 10 tahun kebijakan desentralisasi diimplementasikan di Indonesia, maka dianggap penting untuk melakukan evaluasi kebijakan ini dalam kerangka meningkatkan kesejahteraan masyarakat. Desentralisasi dalam penelitian ini diukur dengan tiga dimensi: fiskal, fungsional dan personil. Ketiga variabel ini tidak dibuat dalam indeks komposit tunggal, tetapi indeks yang terpisah yang meliputi variabel bidang ekonomi, infrastruktur, pendidikan, dan kesehatan. Dengan menggunakan data panel dari 25 kabupaten/kota di Provinsi Jawa Barat pada 2004-2010, temuan menyatakan bahwa: Di bidang ekonomi, variabel desentralisasi belum menunjukkan pengaruhnya secara langsung, baik dilihat dari variabel desentralisasi fiskal, desentralisasi fungsional maupun desentralisasi personnel. Meskipun tidak ada keterkaitan langsung antara ketiga variabel desentralisasi dengan pertumbuhan ekonomi, namun disinyalir terdapat keterkaitan tidak langsung variabel ini melalui saluran (channel) investasi, dimana tingginya investasi di daerah dijustifikasi sebagai bentuk peningkatan kinerja pemerintah daerah dalam menarik investasi. Di bidang infrastruktur, hanya variabel desentralisasi personil yang memiliki pengaruh terhadap perubahan variabel infrastruktur jalan. Di bidang Pendidikan, terdapat dua variabel desentralisasi yang memiliki pengaruh secara signifikan terhadap aksesibilitas masyarakat pada bidang pendidikan tingkat menengah ke atas. Kedua variabel desentralisasi dimaksud adalah variabel desentralisasi fungsional dan variabel desentralisasi personil. Di bidang kesehatan, ditemukan bahwa variabel desentralisasi tidak memiliki pengaruh signifikan terhadap perubahan rasio jumlah dokter per 1000 penduduk, tapi memiliki pengaruh terhadap rasio tempat tidur di Rumah Sakit terhadap penduduk. Dari sini terlihat bahwa saluran (channel) dari variabel desentralisasi yang mampu memberikan pengaruh terhadap peningkatan kesejahteraan masyarakat adalah variabel desentralisasi fungsional dan variabel desentralisasi personil. Namun demikian kinerja kedua saluran (channel) inipun tetap harus ditingkatkan untuk kedepannya.  Kata kunci: Desentralisasi, Kesejahteraan Masyaraka

    Deconcentration is one of the most important principles in managing central-local relationship in a unitary state. Together with decentralization and assistance task principles, deconcentration reveals the best strategy to assure the integrity of the state. In the Indonesian context, however, there is a tendency that decentralization is getting stronger, while deconcentration is moving to the opposite direction. This paper tries to elaborate the norm and the practice of deconcentration in Indonesia, and the possibility to construct an equilibrium concept between decentralization and deconcentration.  Keywords : deconcentration, decentralization, Indonesia.Dekonsentrasi adalah salah satu asas terpenting dalam pengelolaan hubungan pusat-daerah di sebuah negara kesatuan. Bersama dengan desentralisasi dan tugas pembantuan, dekonsentrasi merupakan strategi terbaik dalam menjamin integritas negara. Dalam konteks Indonesia, terdapat kecenderungan bahwa asas desentralisasi semakin menguat, sementara asas dekonsentrasi berjalan menuju arah berlawanan.     The promulgation of extended-decentralization policy has brought about the competition climate among district/city governments in delivering public services. The capacity to accomplish public tasks, however, tends to be insufficient. That’s why, regional-cooperation-based management is believed as the paramount mode to minimize local government’s shortage on the one hand, and to improve public accountability and performance on the other hand. In the East Kalimantan case, the tradition of conducting public affairs through collaborative management seems to be disregarded. Nevertheless, the prospect to intensify regional cooperation is fairly promising. This paper examines the likely development cooperation among three autonomous regions, i.e. Bontang City, East Kutai District, and Kutai Kartanegara District, the Bosanggarong (Bontang, Sangatta, and Tenggarong) Development Forum.     PENGARUH RELIABILITY, RESPONSIVENESS, ASSURANCE, EMPATHY DAN TANGIBLES TERHADAP KUALITAS PELAYANAN PUBLIK (STUDI KASUS KANTOR PELAYANAN TERPADU KOTA DUMAI)

    This paper describes and analysis influence reliability, responsiveness, assurance, empathy dan tangibles to service quality permit  (Case study of Dumai City Office Service). The theory public service  tested out by the writer by Zeithaml, Parasuraman, and  Berry “Delivering Quality Service Balancing Customer Perception and Expectation” (1990). which consists of  five  dimension namely  Reliability, Responsiveness, Assurance, Empathy dan Tangibles (TERRA).  These five  dimension  were applied by the to analysis to service quality permit.  To identity the  five  influence of  dimension, a survey approach was conducted through a proportional sample of 116  head of household (informants). The data were analyzed by using  Path Analysis, in the  program LISREL ( Linear Structural Relation). The value was found out each dimensions as follows;  ( a). influence reliability ( X1) to service quality permit (Y) is 0,74 (strong category); influence responsiveness (X2) to service quality permit  (Y) is 0,59 (medium category ); influence assurance  (X3) to service quality permit  (Y) is  0,34 (low category); and influence empathy (X4) to service quality permit ( Y) is 0,53 ( medium category), influence tangibles (X5) to service quality permit (Y) is 0.41 (low category). The effect ( X1,X2,X3,X4, X5) to Y is  0.59 (medium category).  After determination influence X1,X2,X3,X4, X5 to Y is 34,81%, and the residue is 65,19% influenced  the other dissimilar factor (epsilon) is transparency, and fairness.    Key Word: Reliability, Responsiveness, Assurance, Empathy, Tangibles and Service  Quality

    PRODUKTIFITAS KECAMATAN DALAM BIDANG PERTANIAN DI KABUPATEN KEBUMEN (Evaluasi Efisiensi dan Efektifitas dengan menggunakan DEA)

    Kebumen is an agricultural area in Central Java Province. Indicator is shown by the number of farmers as much as  > 50%  of total population and agricultural sector's contribution to the economy of region as big as 34.71%. The contribution of the agricultural sector is interesting to know the productivity of agriculture in each district. This paper uses Data Envelopment Analysis tool Banker-Charnes-Cooper (DEA-BCC) input in measuring productivity in the agricultural district. Analysis results show that as many as four districts efficiently and twenty-two districts are inefficient
