Indikator Kinerja dan Reformasi Birokrasi : Tinjauan Terhadap Indikator Kinerja Dalam Instrumen Pengukuran Kinerja Organisasi Pemerintah
Bureaucracy Reform is a national program consists of three pillars; organization structure and design, business processes, and human resources. Since government is a huge complex system with hierarchy, formal and rigid rules, therefore to succeed the reform, it must be executed gradually but systematically, consistently, and seriously (Effendi, 2009). With this conception, organizational performance evaluation for government organization becomes an essential tool supporting the continuity and the consistency of reforms as evaluation provides judgement and information of where we are now - the present performance, and hence would assist to find what next steps to run for achieving the better performance suitable to the final goal. Expectation of evaluation benefits implies the requirement of reliable peformance indicators that suitable to the soul and the goal of the reform in which transparency and accountability are among them. Based on this opinion, this paper discusses the expectation of bureaucratic reform, the peformance indicators of available instrument of performance evaluation, the concepts of performance evaluation, and some alternatives that could be adopted to improve the prevailing performance indicators. MEMAHAMI KEMBALI KONSEP DASAR DEKONSENTRASI DAN DESENTRALISASI
Although decentralization has been the major theme in the field of public administration within the last five decades, there is still diverse understanding of it. One of the confusions is that decentralization is frequently perceived contrary to the deconcentration. Such confusion leads to the imbalance in theoretical sources and policy framework on deconcentration compared to decentralization.To provide a deeper picture on deconcentration and decentralization, this paper tries to elaborate the fundamental idea of the deconcentration and decentralization, its impact and relationship, its historical development, as well as its difference in the notion of power sharing among levels of government. Keyword: deconcentration, decentralization. Meskipun desentralisasi telah menjadi tema utama di bidang administrasi publik selama lima dekade, namun masih sering ditemui adanya perbedaan pemahaman mengenai hal ini. Salah satu yang menimbulkan kebingungan adalah bahwa desentralisasi sering dianggap sebagai konsep yang berlawanan dengan dekonsentrasi. Hal ini mendorong ketidakseimbangan dalam sumber-sumber teoritis maupun kebijakan antara dekonsentrasi dengan desentralisasi. Untuk menyajikan gambaran lebih dalam mengenai dekonsentrasi dan desentralisasi, tulisan ini mencoba untuk menggali ide dasar dekonsentrasi dan desentralisasi, dampak dan hubungannya, sejarah perkembangannya, serta perbedaannya dalam hal pembagian kewenangan antar level pemerintahan. PROYEKSI PENGEMBANGAN KELEMBAGAAN DAN KEWENANGAN KECAMATAN MENURUT RPP PEDOMAN ORGANISASI PERANGKAT DAERAH DAN RPP PEMBAGIAN URUSAN PEMERINTAHAN
The position of sub-district government in the decentralization era has been essentially altered. Previously it was central government’s agents in charge of deconcentration functions. Since the ‘big bang’ decentralization of 1999, however, it was incorporated to be a part of local government’s bodies. The new pattern of sub-district, certainly, will lead to the needs to rearrange its organizational design and authority. Unfortunately, there is insufficient regulation from central government providing comprehensive guidance and methods on how to revitalize the role, structure and authority of sub-district government. Considering the situation, this paper proposes some alternative options which might be well implemented for creating new configuration of sub-district government
PROSPEK DAN TANTANGAN DESENTRALISASI PENDIDIKAN DI KALIMANTAN TIMUR
The decentralization of educational functions is one of crucial issues in the current era. The practice of centralized education management in the previous period constituted the main obstacle in recuperating educational quality nation-wide, and simultaneously, has tended to weaken the capacity of local government. In line with the policy of extended decentralization, most of education authorities are supposed to be reassigned to the District/City Government, or even to the school. It is believed to be the best way to generate the following advantages: improving decision-making process; promoting education management based on local content and local characteristics; and empowering the potency of local people. As one of the richest provinces in Indonesia, East Kalimantan Province is demanded to realize such education reform. The main challenge is how to strengthen the role of education in budding quality, relevance, management efficiency, and equity of education access for all community members. How does East Kalimantan Province implement such challenges, and what does decentralization of educational functions look like? This paper tries to scrutinize those queries
KALIMANTAN TIMUR : DAERAH KAYA VERSI SIAPA?
The simplest way to understand decentralisation is bringing the government closer to its people. From the economic view, the implementation of decentralisation will improve in economic efficiency, service delivery, and accountability. In Indonesia, decentralisation has developed in form of political, fiscal, and administrative decentralisation. In fiscal decentralisation, the country applies the money follows function principle as a means to give fiscal balance between central and sub-national governments. Therefore,SNG’s are granted with local-own sources and intergovernmental fiscal transfers to finance the assigned functions. The main objective for fiscal decentralisation is to increase welfare at the local level. To what extent that this occur in Province East Kalimantan? The fact that the Province has a substantial revenue from natural resources which makes its GRDP increased. Theoretically, an increase in GRDP will affect on the increase number of employment and on the reduction of the poor. However, what has happened in East Kalimantan is on the reverse side. Increase in GRDP does not necessarily reveal that the people, particularly the poor, would be better-off. This paper tries to analyse the case and provides with possible solution. From the three of the characteristics of career path (defined from three stages career changes from traditional career path to transition career path and to protean career path), Civil Servant career in Indonesia is still have the traditional path; this justification which taken from the characteristics of the Civil servant career at the moment. This condition is describing that the Indonesia Civil Servant career is left behind compare with the other country. This condition also indicate that the cause of the problem on employment in Indonesia. So, the Indonesia Civil servant career has to evaluate to achieve the effective and efficient Human resources.
