BEBERAPA ISSU STRATEGIS JANGKA PENDEK DI DAERAH DAN LANGKAH ANTISIPASINYA
oai:samarinda.lan.go.id/jba:article/1Following the commencement of democratic and decentralized era in Indonesia, both political and socio-economic climate has tented to be more dynamic in the grassroots level. ‘Change’ is the most prominent term found in local politics, covering three fundamental aspects, i.e. political, public administration, and constitutional law. Such changes bring about the conscience to recognize their implication and the needs to readjust the current system in line with the spirit of reform. This paper analyses five essential issues faced by local government and local people, i.e. direct election of Local Government Head, institutional arrangement, development planning system and documents, evaluation of inappropriate regional regulations, and perplexing issue on legal hierarchy. It also provides some recommendations could be taken in dealing with those issues
MODEL PERENCANAAN PEMBANGUNAN DAERAH SECARA TIMBAL BALIK (RECIPROCAL DEVELOPMENT PLANNING): Belajar dari Model “Gerbang Dayaku” di Kabupaten Kutai Kartanegara
The idea of “development from below” (bottom up development planning) has been widely believed as the single answer for the dysfunctional of “development from above” (top-down development planning). Such understanding is not applicable for all cases, however. Empirical evidence shows that the main source of development failures is incompatibility of people’s needs and wants with elite’s decision. In such a case, public participation in the development process has been neglected. As a matter of fact, active participation from the people constitutes one of key successes for the development activities in many countries. Being learnt from the model of “two-stages development planning” in Kutai Kartanegara called Gerbang Dayaku, it can be recapitulated that reciprocal development planning is a requirement to mend the development mechanism stipulated in the Law No. 25/2004 concerning National Development Planning System

Dekonsentrasi is often said have strategic function to unify the Republic of Indonesia. Unfortunately, the regulation of dekonsentrasi management is still the minimum grade. This condition has been appropriately generating many problems so that central government have to give serious attention through releasing regulation or policy in synergizing function, institution and programs in dekonsentrasi management so that it can walk as its goals. EVALUASI KEBIJAKAN PEMBANGUNAN SUMBER DAYA MANUSIA DI WILAYAH PERBATASAN KALIMANTAN TIMUR
Frontier region in such of state have high strategic value, evaluated from ideology aspect, political, social, economic, culture, state security and defence. The think mentioned above, now newly get serious attention, after changing over status of Sipadan and Ligitan Island from NKRI to state of Malaysia and also caught up with will grab of Block Ambalat and Karang Unarang by state of Malaysia. This research conducted in order to strengthening regional function frontier of Republic Of Indonesia especially in East Kalimantan Province, passing development of human resource, felt progressively insist on its requirement. In the end this study meant to give recommendation to related other party and government, about strategy and step able to quicken execution of program development of economics in frontier region in general and in area development of human resource especially. PENATAAN KEWENANGAN (URUSAN) PEMERINTAHAN DESA DAN PENGEMBANGAN STANDAR PELAYANAN MINIMAL (SPM)
Village government knows much about grass root problems because it’s the lowest level government and the most familiar government to the village people. The existence of village had been known even far before Indonesia was built. But in fact, village development runs slowly and far away behind the city, even more for the villages which located in the remote area. The Village government isn’t sub-ordinate of district government so it needs an authority given by the district government. So far, the village government only do administrative activities i.e. serve recommendation letter to people. By giving more authorities to the village government, it will bring advantages for the grass root people and improve villager’s live. As the function of government is to serve people, village government needs an instrument to make it more effective. Implementing the Standard of Minimum Service (Standar Pelayanan Minimal/SPM) at the village government is an alternative way to fulfill people constitutional rights in getting government services. The Standard of Minimum Service is derived from the Law Number 32/2004 and this instrument is used for province and district government. However, the village government is able to adopt this instrument and it also needs an empowerment on the organizational, financial and human resources aspects unto the village government. The general picture of rural and coastal regions shows a unique phenomenon. On the one hand, they are traditionally thriving of natural resources. On the other hand, they are typically characterized as less-developed, isolated and marginalized community. Economic and social development indicators indicate that they has been lacking of basic service facilities as well as far from being well-informed society. Kalimantan, the biggest island in Indonesia, is also experiencing similar situation compared to its people. Development program and process in this region has frequently considered to be failed in leveraging people’s welfare and improving competitiveness of local products. Consequently, coastal and remote society remains deprived, elucidating how “vicious circle of poverty” works. In such a case, efforts of systemic transformation would be fruitful to overcome such complexities. The main idea is that public policy should function as trigger of the transformation wheel, both socially and economically. To support that notion, this paper offers 5 (five) categories of empowerment program that should be linked to 4 (four) sectors of development, namely economic, social and cultural, political and administrative, and infrastructure dimension. Another important thing is that acceleration of empowerment programs require political will of the government (both in central and local level) to burst through every single developmental-policy, innovatively. ANALISIS KEBIJAKAN PENANGANAN MASALAH GIZI DIKALIMANTAN TIMUR BERDASARKAN PENGALAMAN BERBAGAI NEGARA
Over this time period, strategies for implementing effective nutrition intervention programmes have long been sought after. These have stressed not only feasibility of implementation and short-term out-comes, but efforts to promote sustainable nutrition programmes have been of great concern. The nutrition intervention programmes successed at province East Kalimantan should identified mechanisms by which experience to efforts develop recovery of community nutrition status not enough revitalization of Posyandu and Puskesmas but should be integrated development which to make a village as integrated development planning unit with nutrition as a part of welfare indicator community. To make these integrative efforts possible, political will, social mobilization, nutritionist and other related personnel must understand the nature of nutrition problems and have access to information system which provides proper and timely information. HUBUNGAN MOTIVASI KERJA TERHADAP KINERJA PNS (Studi Kasus di Sekretariat Daerah Kabupaten Humbang Hasundutan)
The aim of this study is to analyze the relationship between work motivation and the apparatus performance in Humbang Hasundutan District Secretariat. Theory of work motivation tested is ERG Theory or "exsistence, relatednes, and growth" written by Alderfer (1972) and Performance Theory by Robbins (2009). The hypothesis indicates that there is a relationship between work motivation along with its dimensions toward apparatus performance in Humbang Hasundutan District Secretariat. In order to test this hypothesis, the research method utilizes suvey and census. Then, the data is tabulated and analyzed using multiple regression with computational tools SPSS version 18.0 for Windows. The finding indicates that working motivation in which dimensions of the need for existence, relationship, and development are included, is significantly connected to the apparatus performance in Humbang Hasundutan District Secretariat. The determination coefficient is a relationship between work motivation toward apparatus performance is 58.24%. Meanwhile, other undetected/ hidden factor (epsilon) which is affects the apparatus performance is 41.76%. Keywords : work motivation and apparatus performance Tujuan penelitian ini adalah untuk menganalisis hubungan motivasi kerja terhadap kinerja pegawai negeri di Sekretariat Daerah Kabupaten Humbang Hasundutan. Teori motivasi kerja yang diujicobakan adalah teori ERG atau 'Existence, Relatedness dan Growth" yang ditulis Alderfer (1972) dan teori kinerja menurut Robbins (2009). Hipotesis penelitian ini ada hubungan motivasi kerja beserta dimensi-dimensinya terhadap kinerja pegawai negeri di Sekretariat Daerah Kabupaten Humbang Hasundutan. Untuk menguji hipotesis itu, metode penelitian yang digunakan adalah metode survey dengan sensus. Kemudian, data ditabulasi dan dianalisis menggunakan "regresi ganda" dengan alat bantu komputasi SPSS versi 18.0 for Windows. Hasil penelitian menunjukkan bahwa motivasi kerja yang di dalamnya dimensi kebutuhan eksistensi, kebutuhan berhubungan, kebutuhan berkembang berhubungan signifikan terhadap kinerja pegawai Sekretariat Daerah Kabupaten Humbang Hasundutan. Koefisien determinasi hubungan motivasi terhadap kinerja pegawai sebesar 58,24%. Sedangkan faktor lain (epsilon) yang tidak terdeteksi/tersembunyi yang turut mempengaruhi kinerja pegawai sebesar 41.76%. SEKTOR INFORMAL DAN URGENSI PENATAANNYA DI KOTA SAMARINDA
The existence and expansion of informal sector in a city with rapid economic growth is just a natural thing. From many sources and experiences, informal sector shows significant and increasing role in underpinning socio-economic life of a society. Moreover, in many cases, it can be functioned as “safety net” system during deteriorating economic stability. Unfortunately, government’s attention to make its competitiveness better seems to be doubtfully planned and managed. Instead of providing sound policy, informal sector is often seen as one of the main causes in producing city problems such as waste disposal, traffic congestion, city stoutness, etc. This paper serves the general profile of informal sector in Samarinda City, and possible recommendation to be implemented in the near future in order to create a new city with more vivid, humanizing, and friendly approach.
