BANJIR SEBAGAI DAMPAK DEFORESTASI DI KAL-TIM
As one of the massive disaster mostly happen in East Kalimantan, flood is caused by many factors. And one of the cause that significantly contributes that disaster is forest destruction or deforestation. Nowadays, forest destruction has become a serious threat to forest ecosystems in Indonesia. Government, business industries, and society still treat environment as a free commodity. The exploitation of nature resources and environment also hasn’t been done wisely, it is maximally exploited without considering the preservation of the environment and resources to support the existing environment. Actually we have been able to feel its effect, but unfortunately, we still pay no attention to it. And flood then, is becoming one of the effect that frequently surge East Kalimantan. However, deforestation is not the only factor that causes flood, so, a comprehensive effort in treating flood is needed because factors that cause flood are inter-related one each other. DAMPAK PENJATUHAN PIDANA KORUPSI BAGI PEGAWAI NEGERI YANG SEDANG MENJALANKAN TUGAS ADMINISTRASI NEGARA
Corruption in Indonesia has leaded big impact and be a fundamental problem. It even has been setted in mind, that's why it needs serious preventing action from all sides. In general corruption is done by goverment officers who are doing administration duty of goverment, because of intentional factor to misuse the anthonty caretessness and even lack of accuration can be decived by law of criminal of corruption. Corruption case that has been happened was the case of area liberation for the guard-house of PLN in Samarinda that caused several public administration officers or civil servants are affected by criminal corruption punishment so that civil servants should be careful in performing their duty and not violate the laws, the effect for another government officers are afraid in doing their duty/task.Keywords : Corruption, civil servant, public administration task. Perbuatan korupsi di Indonesia selama ini telah membawa dampak yang sangat besar dan merupakan masalah mendasar bahkan telah mengakar sedemikian rupa, sehingga pemberantasannya perlu keseriusan dari semua pihak. Pada umumnya korupsi dilakukan oleh pegawai negeri yang sedang menjalankan tugas administrasi negara, karena unsur sengaja, menyalah gunakan wewenang, kelalaian dan bahkan kurang cermat bisa terjerat dijatuhi hukuman pidana korupsi. Pengalaman yang telah terjadi adalah kasus pembebasan lahan untuk kepentingan pembangunan gardu PLN di Samarinda, yang mengakibatkan beberapa pejabat administrasi kota Samarinda dijatuhi pidana korupsi, sehingga pejabat administrasi negara harus super hati-hati dalam mengemban tugas administrasi negara, akibatnya terhadap pegawai negeri yang lain ketakutan dalam menjalankan tugasnya.Kata kunci : Korupsi, pegawai negeri, tugas administrasi negara
KORUPSI DI DAERAH : SALAH JALAN PENYELENGGARAAN ADMINISTRASI DAERAH
Implementation of regional autonomy in Indonesia provides an important record, which the granting authority to local governments to develop policies and manage budgets, creates the domination of power by local elites. It brings the local elites close to and have access to the sources of corruption-prone areas or abuse of authority. This is what gave rise to the new form of decentralized corruption (corruption in regional administration). According on the KPK during 2004 - 2011 there were 42.06% of the total number of cases of corruption made in the level or by local officials. Primary and recurrent mode of corruption in the region is the markup of the procurement of goods and services, fictitious expenses and projects for their own advantage. Misguided practice of the administration area (corruption in the region) could be reduced by involving as broad as possible the public participation in the presence of anti-corruption movement which next would transformed into a social movement and simultaneous in all regions of Indonesia. Pelaksanaan otonomi daerah di Indonesia memberikan catatan penting, dimana pemberian kewenangan kepada pemerintah daerah untuk menyusun kebijakan dan pengelolaan anggaran, menciptakan dominasi kekuasaan oleh elit lokal. Dominasi tersebut membawa elit lokal sangat dekat dan memiliki akses terhadap sumber-sumber daerah yang rawan korupsi atau penyalahgunaan wewenang. Hal inilah yang kemudian memunculkan wacana baru berupa desentralisasi korupsi (korupsi di daerah). Berdasarkan data KPK selama 2004 – 2011 terdapat 42,06% dari total jumlah kasus tindak pidana korupsi dilakukan di tingkat atau oleh pejabat daerah. Modus utama dan berulang dari korupsi di daerah adalah markup dari pengadaan barang dan jasa, pengeluaran fiktif dan proyek-proyek untuk keuntungan diri sendiri. Praktik salah jalan penyelenggaraan administrasi daerah (korupsi di daerah) dapat ditekan dengan melibatkan seluas mungkin partisipasi masyarakat dengan adanya gerakan anti-korupsi yang menjelma menjadi gerakan sosial dan serentak di seluruh wilayah Indonesia. EVALUASI KEBIJAKAN PENANGGULANGAN KEMISKINAN (Studi Pelaksanaan Perda Nomor 2 Tahun 2007 Tentang Penanggulangan Kemiskinan di Kabupaten Kutai Kartanegara)
One of our national goals is to realize people well-being. When local autonomy was applied, it is the mutual responsibility between local government and central government for making people prosperous. District government of Kutai Kartanegara, in its effort to eradicate poverty, has issued policy through Local Regulation Number 2 Year 2007. Based on the data analysis, it can be concluded that the implementation of Local Regulation Number 2 Year 2007 did not run well. This can be seen from the fact that some of the policies and programs did not work well. This was caused by the quality of Local Regulation Number 2 Year 2007 which was not good enough because it only regulated technical and operational matters. TKPKD as a coordinating forum for poverty eradication did not play its role and function optimally. There was still sectoral ego from each SKPD in implementing the poverty eradication program. Data and information used as the basis for poverty eradication were out of date. Their reliability were unguaranteed, and the budget allocated for poverty eradication was very low and not comparable with the number of poor people in the District. The outcomes of this Local Regulation showed that there was a decrease in the number of poor people either in macro level (survey) or micro level (census) and this regulation was not effective in eradicating poverty in Kutai Kartanegara. Ketika otonomi daerah diberlakukan, tanggung jawab untuk mensejahterakan masyarakat menjadi tanggung jawab bersama antara pemerintah pusat dengan pemerintah daerah. Pemerintah Daerah Kabupaten Kutai Kartanegara dalam rangka menanggulangi kemiskinan telah mengeluarkan Perda Nomor 2 Tahun 2007. Berdasarkan analisis data, maka bisa disimpulkan bahwa Pelaksanaan Perda Nomor 2 Tahun 2007 tidak berjalan dengan baik, hal ini bisa dilihat dengan tidak jalannya beberapa kebijakan dan program. Hal ini disebabkan oleh kualitas Perda Nomor 2 Tahun 2007 kurang baik karena terlalu mengatur hal-hal yang besifat teknis operasional, TKPKD selaku forum koordinasi penanggulangan kemiskinan peran dan fungsinya tidak optimal, masih adanya ego sektoral masing-masing SKPD dalam melaksanakan program penanggulangan kemiskinan, data dan Informasi sebagai landasan penanggulangan kemiskinan adalah data lama sehingga tidak terjamin validitasnya dan anggaran penanggulangan kemiskinan yang rendah dan tidak sebanding dengan jumlah penduduk miskin di Kabupaten Kutai Kartanegara. Hasil pelaksanaan perda ini adalah telah terjadi penurunan jumlah penduduk miskin di Kabupaten Kutai Kartanegara baik secara makro (survei), maupun mikro (sensus). Sementara dari segi efektivitas, Perda ini tidak efektif dalam menanggulangi kemiskinan di Kabupaten Kutai Kartanegara. Kata kunci: Otonomi Daerah, Perda, Efektivitas Penanggulangan Kemiskina
MENGIDENTIFIKASI NILAI KEMANFAATAN PRODUK LITBANG PADA INSTANSI PEMERINTAH (IDENTIFY BENEFIT VALUE OF RESEARCH PRODUCT IN PUBLIC SECTOR)
Outcome-based performance management in public sector is being popularized today by SBY cabinet. This was caused by the failure of the process and input based management approach, which could not guarantee high quality service. This study was conducted to measure the output of the two research and development units in PKP2A I LAN (hereinafter referred to as PKP2A I LAN Research Unit) in the form of research reports, local-government advocacy, scientific journals, and seminars. This study is focused on the research products between 2006 and 2010, whereas population for this research was local government apparatus. A set of questionnaires and key informants interview were used to collect data. The data was analyzed by quantitative approach with descriptive statistical techniques and qualitative approach with interactive data analysis models. Result of the research indicated that respondents were aware of PKP2A I LAN Research Unit existence. However, they did not understand its roles and services. They merely utilized research reports and advocacy output to support their main duty and function, such as design and formulation of policy studies, whilst output from seminars are utilized to enhance individual capacity, not organization. Consequently, PKP2A I LAN Reseach Unit ought to improve their publication and streghten their networking that quality of their products is acknowledged and trusted.Keywords: outcome measurement, performance management, PKP2A I LAN Research Unit.Manajemen kinerja berbasis outcome sedang dipopulerkan di sektor publik dewasa ini oleh Kabinet SBY. Kondisi ini merupakan reaksi dari gagalnya pendekatan manajemen berbasis proses dan input, yang tidak menjamin terselenggaranya pelayanan berkualitas tinggi. Penelitian ini dilakukan untuk mengukur pencapaian outcome dari unit kerja pelaksana fungsi penelitian dan pengembangan di PKP2A I LAN (selanjutnya disebut Unit Litbang), yang dilaksanakan oleh Bidang Kajian Kinerja Kelembagaan dan Sumber Daya Aparatur (KKKSDA) dan Bidang Kajian Manajemen Kebijakan, Pelayanan, dan Otomasi Administrasi (KMKPOA), yakni yang berbentuk laporan kajian, kegiatan advokasi pemerintah daerah, jurnal ilmiah, dan seminar. Produk yang diukur adalah output program kerja tahun 2006 s.d. 2010, sedangkan populasinya adalah aparatur di tingkat pemerintahan daerah. Instrumen penelitiannya adalah kuesioner dan panduan wawancara yang dianalisa melalui pendekatan kuantitatif dengan teknik statistik deskriptif dan pendekatan kualitatif dengan model analisis data interaktif. Hasilnya cukup mengejutkan. Responden ternyata sudah mengetahui keberadaan Unit Litbang PKP2A I LAN, tetapi tidak memahami peran dan bentuk pelayanannya. Hasil kajian dan advokasi digunakan untuk kepentingan pelaksanaan tupoksi, seperti pembuatan telaahan dan penyusunan kajian kebijakan. Sedangkan seminar, hanya digunakan untuk peningkatan kapasitas individu, bukan organisasi. Solusinya, Unit Litbang PKP2A I LAN perlu meningkatkan publikasi produk dan memperkuat jejaring kerja sehingga lebih dikenal dan dipercaya kualitasnya.Kata kunci: pengukuran outcome, manajemen kinerja, Unit Litbang PKP2A I LAN
IMPLEMENTASI GOOD LOCAL GOVERNANCE DALAM PENYELENGGARAAN PEMERINTAHAN DAERAH MELALUI PENERAPAN SISTEM AKUNTABLITAS KINERJA PEMERINTAH
One of the public demands toward all governance organizer in the region is their ability to deliver the responsibility (accountability) for the entire mandate which have been entrusted on them. Responding this demand, the government have issued Inpres No. 7 Year 1999 on AKIP and followed up by the decree of LAN’s Head No.239/IX/6/8/2003 about Improving the guidance of AKIP Report. The problem is whether the subject of LAKIP arrangement is in harmony with other regulation like Law No. 25 Year 2004 about SPPN and Law No. 32 Year 2004 about Local Governance? This brief article aims to insist various party to immediately publish the result of Inpres No. 7 Year 1999 revision, and it is, at once, a hope that public accountability can be realized to reach good local governance. One the biggest issues recently protruding within the local autonomy framework is the goverment intention to postpone the widespread of regions
