    DINAMIKA MASYARAKAT PERBATASAN (Eksistensi Perantau Bugis di Pulau Sebatik Kalimantan Utara: Perspektif Cultural Studies)(THE DYNAMICS OF BORDER SOCIETY (The Existence of Bugis Migrants in Sebatik Island North Kalimantan: Perspective of Cultural Studies))

    This article basically aim to give a description about the existence of Bugis migrants on the Sebatik island by focusing on the ability of Bugis migrants in creating and managing the economic resources linked with the talent to build relationships, both economically and socially as an effort to participate in the development of Sebatik Island. The research method used is descriptive qualitative, in which data and related information are collected through literature study and empirical research that are concerned about the border's issues, particularly the border of Indonesia and Malaysia. Another technique used is depth interviews with the Bugis migrants. These studies suggest that Bugis migrants in Sebatik Islandare immigrants who have a dream to improve their living standards. With the principle of "hard work will bring maximum results" and supported by the ability to survive and always prepared to face the challenge, Bugis migrants has controlled most economic resources and become an important actor for the existence of society and development in Sebatik Island. Interaction among fellow of Bugis migrants in Sebatik Island, as well as interaction with immigrants from other regions and indigenous people, is the social capital that is crucial for the success of the Bugis migrants in Sebatik Island.Keywords : Sebatik Island, Bugis Migrants, Border Communities, Social Dynamics Artikel ini pada dasarnya ingin memberikan gambaran mengenai eksistensi perantau Bugis di Pulau Sebatik dengan fokus pada kemampuan perantau Bugis dalam menciptakan dan mengelola sumber-sumber ekonomi yang dibarengi dengan kemampuan membangun relasi, baik ekonomi maupun sosial sebagai upaya turut berpartisipasi dalam pembangunan di Pulau Sebatik. Metode penelitian yang digunakan adalah deskriptif kualitatif, dimana untuk mendapatkan data dan informasi terkait, dilakukan pengumpulan data melalui studi pustaka dari buku-buku dan tulisan-tulisan hasil penelitian yang concern dengan perbatasan, khususnya perbatasan Indonesia dengan Malaysia. Teknik lain yang digunakan adalah melalui wawancara dengan warga perantau Bugis yang menjadi pelaku. Hasil studi ini menunjukkan bahwa Migran Bugis di Pulau Sebatik merupakan perantau-perantau yang memiliki mimpi untuk meningkatkan taraf hidupnya. Dengan memegang teguh prinsip “kerja keras akan membawa hasil yang maksimal” serta didukung oleh kemampuan untuk bertahan dan selalu siap menghadapi tantangan menjadikan Perantau Bugis sebagian besar menguasai sumber-sumber ekonomi dan menjadi aktor penting bagi keberlangsungan hidup masyarakat dan pembangunan di Pulau Sebatik.     Empirical phenomena show that public accountability and government performance is moderately weak. In that sense, the superlative accomplishment of the state bureaucracy in implementing its task and responsibilities depends not only on the intellectual and managerial capacity, but also on the behavior and organizational culture. This implies that capacity building process has to embrace effort of constructing knowledge and skills as well as good attitude, evenly. In order to strengthen the dimension of work culture in a government institution, State Minister for Apparatus Empowerment (MENPAN) has released many policies, particularly Decree No. 25/KEP/M.PAN/4/2002 concerning Guidance of Extending Work Culture for State Apparatus, from which this paper identifies the current condition and analyses the implementation of work culture principles in the local government institutions in Kalimantan region.     The number of the public service customer growth as fast as their satisfaction. Public service and their customer satisfaction are being critical point because this phenomena. How the government apparatus providing their service in order to make their costumers satisfy? In this research result shows that the strategy of human resource development through education, training, and development affect human resource quality and this give further effect on the government performance that can be seen from the public service quality. At last, the service quality will determine the improving public or customer satisfaction.     KEWENANGAN PEJABAT PUBLIK PENGGANTI DALAM PENGAMBILAN KEPUTUSAN KEBIJAKAN PUBLIK

    Seorang pejabat publik tidak selamanya mampu menjalankan tugas memenuhi masa jabatan yang telah ditetapkan. Ketidakmampuan memenuhi masa jabatan itu bisa disebabkan beberapa hal ; meninggalkan tugas untuk sementara, berhalangan tetap, tersangkut tindak pidana, atau mencalonkan diri sebagai kepala/wakil kepala daerah. Untuk menghindari kekosongan kepemimpinan dan agar tidak mengganggu kelancaran pelayanan publik, perlu ditetapkan pejabat publik pengganti/sementara. Penetapan pejabat publik pengganti/sementara juga perlu dilakukan dalam proses pemekaran wilayah.  Kewenangan yang dimiliki seorang pejabat publik pengganti/sementara tentu berbeda dengan pejabat publik yang definitif, karena cara memperoleh kewenangan itu sendiri, apakah diperoleh melalui atribusi, delegasi, dan mandat. Sebagai implikasi perbedaan kewenangan itu, maka tanggungjawabnya pun berbeda.     IMPLEMENTASI CORPORATE SOCIAL RESPONSIBILITY (CSR) DI KABUPATEN KUTAI TIMUR

    Kutai Timur was one of new established district in East Kalimantan that know as mining area and mostly of its local nature income from this business especially charcoal and agriculture. KPC, Rio Tinto, BP are examples of the largest company which has been investing in this area instead of many others on the same business with small size. As one of “rich” area, Kutai Timur seems like a bowl of sugar surrounded by ants who are ready to bring the sugar out. This was a big challenge not only for local government but also civil society to keep and usage their own resources to bring community and the area to become a model of on how the usage of natural resource could is governed and planed in participatory and transparent manner in order to bring welfare rather than conflict. This project was aimed to support initiative from civil society in reforming business through promoting participatory planning and corporate social responsibility (CSR) by multi stakeholder approach and initiatives in Kutai Timur.     EVALUASI EFISIENSI PENYELENGGARAAN PENDIDIKAN SEKOLAH DASAR DAN MADRASAH IBTIDAIYAH DI KALIMANTAN TIMUR

    Education is the right of every citizen. East Kalimantan Province has a 12-year free education program. Gross enrollment ratios Primary School level in 2009 reached 112.30 percent and high school level GER ranked fourth nationally. On the other hand, East Kalimantan Province also has limitations in education facilities and infrastructure. Some barriers are factors such as land area, population distribution is uneven and limited transportation infrastructure. With these achievements and constraints, it is necessary to evaluate the education in East Kalimantan province. Furthermore, in conducting the evaluation used data analysis tools Envelopment Analysis (DEA) model of Banker Charnes and Cooper (BCC) with output orientation. Results Analysis showed that District/Municipality covers a relatively efficient Paser District, Berau District, Manilau District, Balikpapan Municipality, Samarinda Municipality Penajam Paser District, Tarakan Municipality, East Kutai District, West Kutai District, and Bontang Municipality. While the relatively inefficient covering Kutai Kartanegara District, Bulungan District, Nunukan District, District/Municipality that became a reference in the increased efficiency is Paser District, Berau District, Samarinda and Bontang Municipalities. Furthermore, the Municipality of Samarinda is the most efficient evaluation unit and at most be a reference to increased efficiency.Keywords : evaluation, education, eficiency, and East Kalimantan.Pendidikan adalah hak setiap warga Negara. Provinsi Kalimantan Timur (Kaltim) telah memiliki program pendidikan gratis 12 tahun. Angka Partisipasi Kasar (AKP) jenjang Sekolah Dasar (SD) pada tahun 2009 mencapai 112,30 persen dan APK jenjang Sekolah Menengah Atas (SMA) Kaltim menempati urutan ke-empat nasional. Disisi lain, Provinsi Kaltim  juga menghadapi kendala keterbatas dalam sarana dan prasarana pendidikan. Kendala tersebut disebabkan beberapa faktor antara lain luasnya wilayah, penyebaran penduduk yang tidak merata dan terbatasnya prasarana trasportasi. Dengan prestasi dan Kendala tersebut, maka perlu dilakukan evaluasi  penyelenggaraan pendidikan di Provinsi Kaltim? Selanjuntya, dalam melakukan evaluasi digunakan alat analisis Data Envelopment Analysis (DEA) model Banker, Charnes, dan Cooper (BCC) dengan orientasi output. Hasil Analisis menunjukan bahwa kabupten/kota yang relatif efisien meliputi Kabupaten Paser, Kabupaten Berau, Kabupaten Manilau, Kota Balikpapan, Kota Samarinda, Kabupaten Kutai Barat, Kabupaten Kutai Timur, Kabupaten Penajam Paser  Utara, Kota Tarakan. dan Kota Bontang. Sedangkan yang relatif belum efisien meliputi Kabupaten Kutai Kartanegara, Kabupaten Bulungan, Kabupaten Nunukan, Kabupten/kota yang menjadi referensi dalam peningkatan efisiensi adalah Kabupaten Paser, Kabupaten Berau, Kota Bontang dan Kota Samarinda. Selanjuntya, Kota Samarinda merupakan unit evaluasi yang paling efisien dan paling banyak menjadi referensi peningkatan efisiensi.Kata kunci: evaluasi, pendidikan, efisien dan Kalti

    KULTUR BIROKRASI PATRIMONIALISME DALAM PEMERINTAH PROVINSI DAERAH ISTIMEWA YOGYAKARTA

    This study aims to analyze patrimonialism bureaucratic culture in the Provincial Government of Yogyakarta. Analysis of the study was conducted by using patrimonialism bureaucracy theory to analyze characteristics of bureaucracy in Yogyakarta. The result shows that patrimonialism in bureaucracy is built by the recruitment of bureaucrats became “abdi dalem”/(servants in the palace); patrimonialism in bureaucracy also creates hybrid system which consist of modernity and traditional values; king as the governor using the bureaucracy to strengthen the loyalty of the people; patrimonialism establishes mutual relationships where bureaucracy need noble status to enhance their social status in society and sultan needs support from bureaucrats in order to maintain the stability of power: patrimonialism is manifested in the political mobilization of bureaucrats to support sultan become governor in the discussion of the privileges of Yogyakarta.  Keywords : patrimonialism bureaucratic, “abdi dalem”, sultanate of Yogyakarta. Studi ini bertujuan untuk mengkaji kultur birokrasi patrimonialisme yang berada di Pemerintahan Provinsi DIY. Analisa dalam studi ini menggunakan teori birokrasi patrimonialisme dalam menganalisa studi kasus birokrasi di DIY. Hasil studi menunjukkan bahwa patrimonialisme dalam birokrasi dibangun melalui sistem rekrutmen abdi dalem; patrimonialisme dalam birokrasi juga menciptakan sistem birokrasi campuran atau hibrid yang mana terdiri dari nilai modernitas dan tradisional; raja selaku gubernur menggunakan birokrasi untuk memperkuat loyalitas masyarakat; patrimonialisme menciptakan relasi mutualisme raja selaku gubernur menggunakan birokrasi untuk memperkuat loyalitas masyarakat; patrimonialisme menciptakan relasi mutualisme dimana birokrat membutuhkan gelar kerajaan untuk menaikkan status sosial dan Sultan membutuhkan dukungan agar menjaga stabilitas kekuasaan dan Sultan membutuhkan dukungan agar menjaga stabilitas kekuasaan; patrimonialisme dimanifestasikan dalam mobilisasi politis para birokrat untuk mendukung Sultan menjadi gubernur dalam pembahasan RUUK DIY.  Kata kunci: patrimonialisme birokrasi, abdi dalem, kerajaan Yogyakart

    PENGUJIAN PENERAPAN E-LAKIP DI DAERAH TERPILIH (E-LAKIP APPLICATION TESTING IN SELECTED REGION )

    The testing of e-LAKIP application aims to find the problems that often arise and to provide initial solutions to solve problems that arise during the implementation of e-LAKIP in the area. The development requires listening and paying attention to issues that arise during the implementation of e-performance reports in the past. Then, the problems can be categorized into technical issues and the substantive issues. Therefore, selection of technical problems can be made. In this way, problems can be grouped and quick solutions can be formulated. Findings indicated that the role of organization and bureaucracy are needed since the project planning, implementation, monitoring and evaluation are carried out by the organization itself. Sebagai salah satu pengembangannya perlu mendengarkan dan memperhatikan permasalahan yang muncul selama penerapan e- LAKIP di daerah lalu. Kemudian mengkategorikan menjadi dua permasalahan yaitu permasalahan secara teknis dan permasalahan secara substantif yang kemudian dilakukan pemilihan permasalahan teknis. Dengan begitu permasalahan dapat terlihat secara kelompok dan selanjutnya dapat diberikan solusi cepat untuk menyelesaikan masalah tersebut. Peran serta organisasi dan birokrasi juga dibutuhkan karena perencanaan, pelaksanaan, monitoring, dan evaluasi kegiatan dilakukan oleh organisasi itu sendiri bukan hanya oleh pembuat laporan saja.     EVALUASI DAN PENILAIAN KINERJA PENYELENGGARAAN OTONOMI DAERAH DI WILAYAH KALIMANTAN

    The autocratic regime under Suharto administration (1966-1998) is widelybelieved to be the main source of regional disparity incidence. In line with the blowing of “wind of change” i.e. total reform, decentralization framework is becoming very well-liked option in promoting democracy as well as empowering local government. Nevertheless, decentralization is not cure for all illnesses. Many experts warn that only when carefully planned, effectively implemented, and appropriately managed, can decentralization lead to significant improvement in the welfare of people at the local level. On the contrary, badly planned decentralization can worsen regional inequalities. Based on such consideration, this paper supports the idea of regular evaluation on the implementation of regional autonomy policy. Strategic sectors of development are being examined in this paper, showing the real performance level of local authorities in executing autonomous tasks and power. There are two LGU’s (local government unit) to be assessed in this paper, i.e. Kota Baru District in South Kalimantan and Penajam Paser Utara District in East Kalimantan.
