Mempertanyakan Nilai Keadilan Sosial Dalam Pembangunan Ekonomi di Tengah Kekuatan Modal
Economic development that should be a manifest of concern and responsibility of government for public needs and fairly nation development had been marginalized by pro-capital economic development policy. The policy formulation have neglected the social justice value that should be the supreme virtue of the good state. The government orientation to protect the most substantive public needs in fairly and democratic way as basic prerequisite needed for rearrangement of social justice economic development.Kata kunci : pembangunan ekonomi, nilai keadilan sosial, kepentingan modal, dan pemerintah yang demokratis

Tulisan ini mencoba menggali gagasan mengenai apa dan bagaimana revitalisasi sistem pendidikan dan pelatihan yang didasarkan pada landasan teoritis dan pengalaman empiris dalam kaitannya dengan administrasi publik dalam menghadapi otonomi daerah dan perubahan global yang tidak bisa dihindari. Administrasi publik sebagai suatu ilmu, seni dan juga suatu profesi akan memberikan pengaruh dalam memilih dan mendidik pegawai negeri. Oleh karena itu pendidikan untuk administrator publik harus diarahkan pada kemampuan untuk dapat memahami kerangka konseptual administrasi publik, politik, konstitusional, kultural dan perubahan lingkungan yang sedang berlangsung
Analisis Formulasi Kebijakan Kenaikan Tarif Listrik, Telepon dan BBM di Tahun 2003 : Disintegrate System Model of Public Policy Toward Organizational Learning and Policy Change
Kebijakan publik merupakan seperangkat keputusan–keputusan yang saling berkaitan yang diambil oleh aktor-aktor publik dan diarahkan pada tujuan tertentu serta sekaligus digunakan sebagai alat untuk mencapai tujuan tersebut. Salah satu cara untuk memahami proses formulasi pembuatan kebijakan adalah dengan memahami karateristik dari regime politik dan sistem politik yang ada. Atau dengan kata lain setiap kebijakan publik selayaknya memperhatikan karateristik sistem politik dan keterkaitannya dengan masyarakatnya. Untuk menjamin keberhasilan implementasi kebijakan, sebuah kebijakan public seoptimal mungkin mengakomodasi berbagai kepentingan stakeholdernya.Dalam kasus formulasi kebijakan kenaikan tarif listrik telepon dan BBM dapat kita telaah bagaimana dinamika kompetisi berbagai aktor politik (policy stakeholder) yang memperjuangkan kepentingannya. Sesuai dengan karateristik regime politik dan sistem politiknya, ada kecenderungan bahwa supra struktur politik regime politik yang berkuasa selalu memenangkan kompetisi kepentingan politiknya dengan mengabaikan impact dan effect kebijakan terhadap masyarakatnya.Dari kasus ini kita mendapat pelajaran bagaimana seharusnya kebijakan publik (baik substansi maupun proses politiknya) lebih berpihak kepada kepentingan masyarakat
Pengaruh Efektivitas Revisi PP No 81 Tahun 1999 Tentang Pengamanan Rokok bagi Kesehatan dengan PP No 19 Tahun 2003 Terhadap Kesehatan Masyarakat
In 1999, the Government published PP No. 81 /1999 on Cigarettes Security for Health which one of section (section 4) address the limitation of nicotine and tar of cigarettes in Indonesia. The set of policy problem were rising when there were pressures to change PP No. 81 /1999 with PP No. 19/2003. The policy change invited some protest from interest parties on public health. The analysis of this essay depict that the PP reflect that the government have no committmen on public health. Prospek Kelembagaan Transmigrasi: Demokratisasi Administrasi Program Transmigrasi
Although there were controversies over the implementation of transmigration program, the program are still in need either for national or local interest. Social-environment context which always changes have demanded reinventions toward the program and the institutionalization of transmigration. The betterment of the program and institutonalization by applying regional approach and administrative democratization is become necessary. Rekonsiliasi Nilai Demokrasi dan Birokrasi dalam Proses Formulasi Kebijakan Publik
The process of Public Policy Formulation is filled with paradoxical relations between democracy and bureaucracy. This paper starts by illustrating the paradoxical relations between democratic values and bureaucratic values. Then the author suggests a mechanism for reconciliation between these two values. The first precondition for the success of the mechanism is the positioning of the relationship between government and society in the formulation of public policy. The government role should be changed into its previous role as agent, while the role of the society should replace the government as the principle. The second precondition is the dialogical democratic atmosphere which is the dialogical process between policy maker and policy stakeholder. Conceptual reconciliation will succeed if the bureaucracy and society are mature and independent. Furthermore empirically reconciliation must be supported by reciprocal and equal communication between public administrations and the public, mechanisms for checks and balances, strong civil society and responsive and dynamic beureaucracy. Pluralism is important in Public Policy Study. When democracy is strongly incorporated into public policy formulation, pluralism could potentially cause conflict or form the basis for democratic processes. The next important issues are social justice and gender justice. Both are important, especially in public policy study which is developed in the framework of democratization with the values of freedom, egalitarianism and justice
Demokratisasi di Perdesaan Melalui Badan Perwakilan Desa
The founding of BPD as an active institution in accommodating and articulating the interest of village community in village government practice is become the basic spirit of Law of Republic Indonesia Number 22/1999 on Local Government. This Law has the goal abolishing destruction practices toward potential economics and the ongoing practice of democratization in village community. Nevertheless, the institutionalization of BPD apparently has not yet strengthened the democratization process in this level. This indication emerges in the membership practices of BPD, the function realization and the decision making process which happened in this institution. Interpretation bias, mismatch between the membership requirement and the real condition of village community and unrepresentative value in membership of BPD constitute visualization of undemocratic practices of BPD.Kata kunci: demokratisasi, keanggotaan BPD, tugas dan wewenang BPD, keterwakilan, proses pengambilan keputusa
Practicing Good Governance in Indonesia: NGOs’ Experience
Good governance bukan hanya merupakan gagasan yang semakin penting bagi sektor publik semata, namun demikian pula halnya bagi sektor kemasyarakatan dimana NGO tumbuh di dalamnya. Perkembangan dewasa ini telah menunjukkan munculnya banyak tuntutan baik dari para donor maupun publik agar NGO menerapkan sistem manajemen yang lebih professional dengan mengedepankan profesionalisme dan akuntabilitas. Namun demikian, posisi NGO yang berada di dalam zona ambigu antara birokrasi dan sektor privat memunculkan kesulitan bagi NGO untuk mengimplementasikan good governance. Dalam tulisan ini dijelaskan bagaimana perbedaan orientasi, ukuran, ruang lingkup serta kapasitas telah menjadi penghambat tersendiri bagi upaya NGO dalam rangka menerapkan good governance.Kata Kunci : good governance, professionalism, accountability, strategic managemen
Legislasi Etik : Sebuah Alternatif Solusi Bagi Legitimasi Baru Legislatif
Public criticism about “budgetary party” conducted by Local Legislative Body (DPRD) in past two years reveals how impartant to set up instruments or tools that would be effectively control the body. Beside political approach, ethical approach to this issue will give another perspectives on how public organization or public officials should operate. Based on this approach, there are 3 conflicting sources that resulted in irresponsible, or unatehical, action of public organizations as follow : conflict of authority, conflict of interest, and conflict of role. In order to eliminate negative impact of those conflicting aspects, we have to consider ethics solution as viable alternatives. One of the important steps is put ethics legislation (or ethics law) on policy agenda. It is essential to adopt the law that would regulate public organizations or public officials comply with their ethical action in area such as financial exposure, campaign financing and so forth. Furthermore, some basic principles of limitation should be considered as compelling frameworks.Assuming that there is a strong political commitment from supra-political structure on legislative reform, the possibility of the law to be implemented is relatively high since sociopolitical setting has changed significantly. The establishment of Ethics Commission (or other names) and Ethics Code in Legislative Act (UU no. 22/2003), the consistency of media to disclose the issues, and the result of legislative general election are some important factors for us to be more optimistic.Kata kunci: legislatif, kepentingan publik, perilaku tidak etis, etika, responsibilita
