EVALUATION OF INFRASTRUCTURE READINESS IN SUPPORTING THE IMPLEMENTATION OF E-GOVERNMENT USING THE COBIT 5 FRAMEWORK. CASE STUDY: PADANGSIDIMPUAN CITY GOVERNMENT: English
The application of information technology (IT) has now become a necessity in all aspects of both individuals, groups or organizations and even government institutions. The implementation of IT in government is a form of execution of the President's instruction No. 3 of 2003 concerning national policies and strategies for the development of e-government. IT infrastructure itself is a foundation and framework that supports a system or organization. Excellent IT infrastructure support will contribute to accelerating the achievement of organizational goals. Evaluation of IT infrastructure readiness in Diskominfo in Padangsidimpuan City is done using the COBIT framework, by measuring the maturity level of IT infrastructure governance that refers to IT management goals number 10 and 11 in COBIT that are mapped on 13 COBIT process domains. The results of the evaluation of the level of achievement in each process there are eight processes at the completion of levels 1 and five are at the achievement of level 0. The level of hope for achieving the whole process is at level 3 and the gap consists of 2 degrees and 3 levels of achievement. The recommendations given in the form of a SWOT in this study aim to increase the level of maturity of IT infrastructure governance to support the implementation of e-government in the city government of Padangsidimpuan
E-Supply Chain Management Value Concept for The Palm Oil Industry
The Harmony of IT and Business is an asset and the foundation of the organizations to improve and build business competitive strategies. There is a need to integrate and coordinate all business partners of the organization, particularly those associated with Information Technology and suppliers, raw materials or resources needed in the supply chain management. The effectiveness of an E-SCM in Palm Oil industry will be the crucial factor to provide the organization with business opportunities and improve competitive position in the marketplace. Aim of this study is to investigates critical factors E -Supply Chain Management in Oil Palm Industry through Theory Resource Based View (RBV). With RBV theory, this study develops a concept that can be utilized for identifying the critical success factors of E-SCM value in Palm Oil industry. ASSESSMENT OF BUSINESS PROCESS MANAGEMENT FOR MSMEs IN EAST JAVA
The role of micro, small and medium enterprises (MSME) for the economy of many countries, especially Indonesia are very important. The garment industry is one of the developing industries in Indonesia. Enterprises need to understanding, documenting, modelling, analyzing, simulating, implementing to increasing the value and achieving business operational efficiency and survive business competition. Therefore, it is necessary to know assess the maturity level of business process management in MSMEs. The purpose of this study is to assess the maturity level of business process management from MSMEs. First, the relevant literature is reviewed to gain insight into the practice of business process management in general, the context of MSME in Indonesia and previous studies related to business process management in the context of MSMEs. This research was conducted in East Java and data collection was done by distributing questionnaires to MSME owners. This study shows that a lack of knowledge resources about BPM is the main factor causes the MSMEs have low business process maturity level
TAM Analysis on The Factors Affecting Admission of Students for Ruangguru Application
A new paradigm emerged in the field of education along with the development of increasingly advanced technology, namely the emergence of an electronic learning system known as e-learning. One of the e-learning media that is currently popular in Indonesia is Ruangguru online learning application that can be accessed through smartphone. The purpose of this study is to analyze the factors that influence student’s acceptance of Ruangguru application using Technology Acceptance Model (TAM) method. The 5 (five) constructs of the TAM research model were used, namely Perceived Usefulness, Perceived Ease of Use, Attitude Toward Using, Actual System Use, and Behavioral Intention of Use. The data collection used is an online questionnaire with purposive sampling technique. The results show that Attitude Towards Using did not have a significant effect on Behavioral Intention of Use, meaning that the students’ attitude towards using of did not affect students' intentions in using Ruangguru application. At the same time, the relationship of Perceived Ease of Use to Perceived Usefulness is the most significant influence where the ease in using Ruangguru application makes users feel that Ruangguru application is useful
INFORMATION SHARING AND MECHANISM IN ONLINE COMMUNITY: A NETNOGRAPHY STUDY
The emergece of C2C (customer to customer) community in e-commerce platform is expected to boost the number of SME moving to online plaform. Since the community could provide information and experience required by new e-commerce players. This study aims to analyse what information is shared by members in C2C community and what is the information sharing mechanism that implemented on it. Netnographic study was conducted by observing 1002 posts from the Bukalapak community for six months. As Bukalapak is one of the largest C2C platfom in Indonesia. The result shows that the information shared could be classified by keyword in to five classes, namely categories of tips and tricks, ideas and problems with third parties, ideas and problems of features, community, and question and answer. The information category that has not been covered by Bukalapak original categories is and problems with third parties which mentioned in many posts by community member. The mechanisms used to share the information are including, standard, policy, status and reward
MASTER DATA MANAGEMENT IMPLEMENTATION IN DISTRIBUTED INFORMATION SYSTEM CASE STUDY DIRECTORATE GENERAL OF TAX, MINISTRY OF FINANCE OF REPUBLIC OF INDONESIA
Information system architecture of Directorate General of Tax (DGT) is centralized with distributed data. The main problem are replication of master and reference data which spread among applications which vary on data structure and the synchronization jobs that spread in many locations and not well managed. Therefore, Master Data Management (MDM) needs to be implemented with accordance to characteristic of centralized distributed information system. Master data management maturity evaluation is conducted using MDM maturity model (MD3M) Spruit dan Pietzka, the result is Data Protection, Data Quality and Maintenance topic have maturity level 3 or defined process stage, while Data Model, Usage and Ownership topic have maturity level 2 or repeatable stage. Solutions to solve MDM issues and to enhance the master data management maturity level are proposed based on Data Management Body of Knowledge (DMBOK). DGT’s MDM issues are related to insufficiency of policy and architecture of MDM system. Policy and architectural approach of centralized MDM system is required to solve that issues. Proposed solution involves the use of data virtualization to enable implementation of centralized system of MDM without consolidate all master and reference data into new database
Strategy to Use Local Government’s Facebook Page to Improve Public Services
The population of internet users in Indonesia increase continuously form year to year along with the development of information technology infrastructure in Indonesia. This underlies the management of social media in the government agencies. The government sector could communicated with the citizens through social media such as Facebook as a form of direct communication to disseminate information for the citizens. Through current government social media accounts, it could be seen that the posting of official government Facebook account were still rare. Based on existing studies, it has not yet been reviewed the relationship of post and comment categorization on Facebook to improve the government's Facebook management strategy and public service improvement strategy. Therefore, this study was conducted so that the results could help the local government to maximize the management of Facebook accounts to be right on target, provide trustful information, and get a good response from the citizens. There were 30 Local Government Facebook accounts that have been analysed, resulting number of statuses and comment ranks in last 2 months. Then performing frequency analysis on 30-often-used words which will be used as a trigger to categorize. The results of the study are in the form of strategic suggestions for local governments to improve the content of each category through Facebook. Local governments are suggested to convey information from many aspects in a balanced manner in accordance with the needs of the citizens.

IT GOVERNANCE EVALUATION USING COBIT 5 FRAMEWORK ON THE NATIONAL LIBRARY
National Library of Indonesia (NLI) is a public library located in Jakarta that was established in 1980 by the decree of Ministry of Education and Culture. This day NLI has already applied digitalization of its contents and its management with IT, IT has been an important aspect in an organization. The objective of IT implementation is to increase effectivity and performance in organization. In order to get maximum results good IT Governance is needed in order to align IT with business, the better IT Governance the greater outcome that the organization will get. The objective of this research is get an overview about the level of IT Governance on going, the analysis tool will be used is COBIT 5 focusing on DSS domain. The average score of DSS01, DSS02 and DSS 03 is in 1.2 to 1.6 and for the DSS04, DSS05 and DSS06 domain the average score is between 2.1 and 2.
Designing Enterprise Architecture of The Smart Governance of Bogor
Bogor City is one of the one hundred selected cities which are expected to implement Smart City. One component to realize Smart City is the implementation of e-government through the use of Information Technology (IT) through the Smart Governance dimension which is expected to be able to harmonize the implementation of the Bogor ICT integration strategy with the existing ICT masterplans. Based on this case, this study was aimed to make an application of the Enterprise Architecture framework to support the Smart City Masterplan in Bogor City. In addition, a comprehensive analysis of the current ICT conditions, gap analysis, and future targets for Bogor was carried out in this study. The data and information used in this study came from interviews with stakeholders in the Local Government Organization of Bogor, related documents, and information downloaded via the official sites of the Bogor city government. The method applied in this study was TOGAF ADM to design the Bogor Enterprise Architecture framework. The study provides recommendations for the design of Smart Governance Enterprise in the City of Bogor. In addition, based on the results of a gap analysis of business architecture, information systems and, technology, the need for an integrated system, interoperability, budget amount, ICT human resources, and ICT infrastructure needs to be improved, as well as the need for regulations and standards to protect Bogor City e-government products
Data Quality Management in Educational Data: A Case Study of Statistics Polytechnic
Every varsity in Indonesia is responsible for ensuring the completeness, the validity, the accuracy, and the currency of its educational data. The educational data is used for implementing higher-education quality assurance system and formulating policies related to universities and majors in Indonesia. Data quality assessment result indicates that educational data in Statistics Polytechnic did not meet completeness, validity, accuracy, and currency criteria. Data quality management maturity has been measured using Loshin’s Data Quality Maturity Model which result is in level 1 to level 2 of maturity. Only the data quality dimensions component has achieved the expected target. Thus, recommendations have been proposed based on the DAMA-DMBOK framework. The activities needed to be carried out are developing and promoting awareness of data quality; defining data quality requirements; profiling, analyzing, and evaluating data quality; define business rules for data quality, establish, and evaluate the data quality services levels, manage problems related to data quality, design and implement operational procedures for data quality management, and monitor operations and performance of data quality management procedures
