    This evaluation study discusses how information technology governance in the Ministry of Energy and Mineral Resources, conducted by the Center for Data and Information Technology ESDM as a NOC, which aims to determine the extent to which the management and use of IT in improving IT services in KESDM and recommend management policy proposals effective and efficient IT using COBIT 5 models. The data was collected by conducting interviews, questionnaires and observation. The results were adjusted to the data management domain COBIT 5 will be the capability of inter-domain evaluat assessment, judging from some of the values are the average of the current capability level 4 in the range of 0. The highest value of the capabilities found in APO, DSS and MEA that is equal to 4, while lowest value contained in the EDM by 2

    There are many criteria that could be used as the basis for the selection of server side scripting that could be applied to the school information system. This study compares several server side scripting that could be applied the school information system. Those server side scripting are ASP, JSP, PHP, Python, and Ruby. This research refers to research done by Oyku Alanbay regarding the selection of softwares. In addition, using the theories regarding the quality of the software as the basis for the determination of selection sub criteria server side scripting to the school information system. In the selection of server side scripting for this school information system with three levels of criteria. As for the level 1 criteria is technology related, user related, and vendor related, level 2 criterion consists of 18 sub criteria obtained from the special advantages for server side scripting. And level 3 there are five alternatives is ASP, JSP, PHP, Python, and Ruby. In the selection of server side scripting for this school information systems using Analytical Hierarchy Process (AHP) and the tool uses Expert Choice 2000. The results of this election make PHP as server side scripting needs compared to ASP, JSP, Python, and Ruby with 40.6% weighting values with the most influential factor was 60.4% of the user related

    In supporting the implementation of ICT service management, Pusat Sistem Informasi dan Teknologi Keuangan (Pusintek) already have the Sistem Pengelolaan Layanan Teknologi Informasi dan Komunikasi (Sipelantik) application. This application is the automation of ICT service management business process, especially in the area of Service Support. In practice, the knowledge generated from this business process has broad enough coverage. However, these knowledges are not easily retrieved. Thus, a model that can describe and connect the knowledge is demanded. This study proposes a model of ontology-based ICT services knowledge representation using the existing knowledge on the Sipelantik application. The Ontology models are developed by software Protege in the form of Web Ontology Language (OWL). Simple Protocol And RDF Query Language (SPARQL) and Description Logic (DL) Query are used to obtain the information and knowledge from OWL models and to ensure that the relationships between concepts are properly defined. Reasoner Pellet plugin is used to ensure the consistency of the built ontology models. This research results in six classes of knowledge (knowledge base, role, service request, incident handling, component configuration, and service catalog) including the subclasses and an ontology model as knowledge of ICT services that can be shared and reused

    Plagiarism can be categorized into several levels: carbon copy, the addition of words, word substitutions, changing active into passive sentences, and paraphrase. In this research, the detection is only performed by local similarity assessment method. This research is categorized into 3 major processes: preprocessing, candidate determination, and calculation of similarity. In preprocessing, extraction and conversion of a PDF file into XML is performed. Stopword removal and stemming are also performed in this process. For Candidates determination, the process used VSM (Vector Space Model) algorithm using Lucene.NET. It will then calculate the similarity values of the candidates. Similarity values that meet the threshold will be processed in the third stage. The next process is detecting plagiarism at the level of carbon copy. The plagiarism of the substitution level will be determined by finding synonymous with Lesk algorithm and utilizing WordNet as a language dictionary. Lesk notice the words around it, before doing the search process is synonymous with Lesk, performed first sentence extractor. From this experiment, it is concluded that the determination of synonyms using WordNet and Lesk algorithm does not seem to increase its similarity value role. This is due to the difficulty of finding plagiarism by just substituting words. However, plagiarism at the level of carbon copy can be handled with the help of sentence matching

    Credit scoring system is a classic problem which is still interesting to study. There are many studies on credit scoring. But, most of them only discuss feasibility analysis. In fact, credit scoring system should accommodate all processes from feasibility analysis until the end of contract. This study is aimed to analyze and design scoring of default status and fines computation processes in Islamic bank. BPMN 2.0 was used to model their processes. Beside that, this study proposed new mechanisms and algorithms using Interval Type-2 Fuzzy Sets for maintaining Sharia rules and fairness guarantee. The results showed that the new methods offer more fair and comply to sharia than existing methods

    Abstract In general, Zakat Information Systems is established to manage the zakat services, so that the data can be well documented. This study proposes the existence of a feature that will determine the amount of zakat received by Mustahik automatically using C4.5 Decision Tree algorithm. This feature is expected to make the process of determining the amount of zakat be done easy and optimal. The data used in this study are the data taken from Masjid An-Nur, Pancoran, South Jakarta. The experiment results show that the proposed feature produces an accuracy rate over 85%

    Abstrak People's presures for establishing good governance motivate the government to be able quickly determine a right strategy to accelerate achievement of the government goals. One of strategies implemented in government is developing e-government, as stated in the Presidential Instruction No. 3 of 2003 on National Policy and Strategy Development of e-government. A framework used to measure level of development and implementation of e-government in Indonesian government institutions is PeGI (The ranking of e-government of Indonesia). To be able perform the implementation and development of e-government in a timely and effectively, it needs some strategies. This research aims to devise an e-government development strategy based on the PeGI framework by doing a case study on the National Institute of Aeronautics and Space (LAPAN). The methodology used is descriptive qualitative with data collection methods including document analysis, observations, and focus group discussion (FGD). Based on the analysis, it is found that the level of e-government implementation in LAPAN today is 1.88 while the level of e-government implementation expected is 3.18. Finally, this study described the strategies in LAPAN to reach the level of implementation of e-government as expected
