No full textInternational audienceThis article examines the interactions between philanthropic foundations and municipalities. It aims to compare the activity of four foundations in two metropolises, Paris and Detroit, which have varying degrees of political and financial autonomy vis-à-vis other public institutions and private stakeholders. The investigation is based on an analysis of academic literature and historical documents, public documents produced by the foundations themselves (activity reports, communication brochures, budget documents), as well as twenty interviews with individuals working in these organisations, public officials or heads of funded organisations. This study highlights four forms of philanthropic participation in urban policies: protest, mediation, policy co-production, and publicisation of the private sector.Cet article prend pour objet les modalités d’interaction entre les fondations philanthropiques et les municipalités. Il propose d’analyser de manière comparative l’activité de quatre fondations dans deux métropoles, Paris et Détroit, qui disposent de différents degrés d’autonomie politique et financière vis-à-vis des autres institutions publiques et des acteurs privés. L’enquête se fonde sur l’analyse de travaux académiques et de documents historiques, des documents publics produits par les fondations elles-mêmes (rapports d’activités, plaquettes de communication, documents budgétaires), ainsi que vingt entretiens avec des individus travaillant dans ces organisations, des agents publics ou des responsables d’organisations financées. Cette étude permet de mettre en évidence quatre formes de participation philanthropique aux politiques urbaines : la contestation, la médiation, la coproduction de l’action publique, la publicisation du secteur privé

Security over diplomacy: the rising role of the Ministry of defense in the French Arctic Policy
No full textInternational audienceAn increasing number of European States has publicly declared their interest in Arctic questions in the early 2010s. Among them, France. Until 2016, most of its rhetoric emanated from the Ministry of Foreign Affairs (MFA), stressing the indispensable cooperation to mitigate the effects of climate change in the northernmost part of Earth. Yet, more recently, a competing narrative from the Ministry of Defence (MoD) has emerged. Far from emphasising cooperation, it focuses instead on the growing security and military challenges in the Arctic. Political responses to Arctic stakes are now rather considered through a martial lens than a cooperative one. Based on more than 40 interviews (militaries, diplomats and experts) and a careful study of official documents, this article takes the lens of organisational politics to shed light on how the MoD has managed to become such an important actor in the process. It argues that the Ministère des Armées has built legitimacy through three mechanisms: first by benefiting from a lack of MFA leadership, second by benefiting from an organisational reform, and third by taping into the Cold War imaginary, shifting the focus to hard security issues. This, in turn, has allowed the MoD to promote its traditional expertise – conventional armed conflicts – as opposed to responding to ‘new threats’ such as climate change
Paradigm Shift after the Inflation Shock?
No full textInternational audienceDuring the recent inflation episode, the paradigm of separate objectives for monetary and fiscal policies has shown some limits. Fiscal policies have helped mitigate inflation. We advocate for the emergence of a new paradigm that gives equal consideration to fiscal and monetary policies and their interactions. These interactions and their respective spillover effects require better political coordination and a good dose of pragmatism, in contrast with the binding rules embedded in the separation paradigm so present in the European governance framework. The latter should give more leeway to supply-driven fiscal policies and learn from the US experience

No full textThis dissertation comprises four independent essays and examines how to design institutional settings—such as contracts, laws, or organizational structures—to optimally address asymmetric information problems while pursuing socially or privately desirable goals. Each chapter aims to (modestly) improve our understanding of issues in public procurement, optimal incentive schemes, and organizational design. Chapter 1, co-authored with Isact Antonio Olave Cruz, measures the different forms of manipulation that public officials use when awarding public procurement contracts in Colombia, tests their implications for outcomes, and discusses potential welfare-improving legal designs. Chapter 2 seeks to better characterize the optimal incentive scheme that a competing organization offers to its workers and evaluates the effects of competition on incentive structures. Chapter 3, co-authored with Joaquín Coleff, analyzes organizational design (hierarchies) as an incentive device to motivate two non-contractible actions within an organization. Finally, Chapter 4 examines how firms use incomplete contracts to exploit informational advantages.Cette dissertation comprend quatre essais indépendants et examine comment concevoir des cadres institutionnels—tels que des contrats, des lois ou des structures organisationnelles—afin de traiter de manière optimale les problèmes d’asymétrie d’information tout en poursuivant des objectifs socialement ou individuellement souhaitables. Chaque chapitre vise à (modestement) améliorer notre compréhension de certaines questions dans les domaines des marchés publics, des mécanismes d’incitation optimaux et de la conception organisationnelle. Le chapitre 1, coécrit avec Isact Antonio Olave Cruz, mesure les différentes formes de manipulation utilisées par les agents publics lors de l’attribution des contrats de marchés publics en Colombie, analyse leurs implications sur les résultats et discute des réformes légales susceptibles d’améliorer le bien-être collectif. No full textInternational audienceUn-welcome to Denmark, by Michelle Pace with Sarah El-Abd, critically assesses Denmark's migration regime by directly engaging the voices of multiple stakeholders impacted by its harshness. It puts forward the theory of the 'unwelcome migrant' by undertaking an extensive analysis of the programmatic and legal foundations for the 'undeserving migrant' as well as of the lived experiences of Syrian refugees, welfare professionals and private businesses tasked with supporting them. It thereby documents the ways in which the Danish migration gaze produces and perpetuates the hyper precarity of the everyday lives of Syrians and the anxiety that overshadows the manner in which Syrians and those who support them navigate its maze. By so doing, it traces how a once admired, liberal, tolerant and open society with a strong reverence for human rights has turned into one of the harshest migration regimes in Europe, if not internationally
