Sous la direction de Eric Heyer et Xavier TimbeauInternational audienceLa croissance mondiale en 2024 fut de nouveau marquée par le dynamisme de l'économie américaine. Inversement, malgré le recul des prix de l'énergie, la croissance est restée atone dans la zone euro, en particulier en Allemagne, même si d'autres pays comme l'Espagne ont maintenu une dynamique plus favorable. L'inflation a poursuivi sa baisse ce qui a conduit les banques centrales à mettre un terme au resserrement monétaire puis à baisser légèrement leurs taux directeurs.La perspective des hausses des droits de douane devrait freiner la désinflation et même accroître l'inflation aux États-Unis. Il en résulterait un ralentissement du commerce mondial tandis que les ménages verront leur pouvoir d'achat amputé par cette taxe supplémentaire sur les importations. La croissance mondiale sera donc freinée, d'autant plus que les pays sont dépendants du marché américain pour leurs exportations. Dans ces conditions, les banques centrales devront de nouveau arbitrer entre leur objectif de stabilité des prix et la croissance. À court terme, la multiplication des annonces de hausses de droits de douane accroît fortement l'incertitude.La croissance mondiale sera plus faible en 2025 et 2026 mais résisterait grâce au soutien de la politique monétaire. Par ailleurs, le soutien budgétaire sera moindre qu'anticipé aux États-Unis du fait des coupes annoncées sur les dépenses publiques. En Europe, la poursuite de la guerre en Ukraine et des tensions avec la Russie conduiront à des hausses des dépenses militaires. L'orientation de la politique budgétaire sera moins restrictive et même expansionniste en Allemagne qui s'engage dans un plan de relance.</p

« Paris vaut bien trente ans » : Le rôle de l'extradition dans les relations franco-italiennes au sortir de la période terroriste, 1974-1989
This thesis examines Franco-Italian relations from 1970 to 1980, focusing on asylum and thenon-extradition of Italian militants who sought refuge in France after the period of terrorism. Its objective is to provide a detailed reconstruction, based on in-depth and novel archival research, moving beyond simplistic narratives.The study demonstrates that non-extraditions were not merely a result of ideological affinities but stemmed from deep-seated bilateral tensions. These tensions originated during the presidency of Valéry Giscard d'Estaing, predating François Mitterrand's election. Legal divergences and distorted mutual national perceptions played a pivotal role.The so-called ''Mitterrand doctrine'' is thus deconstructed. Instead, it is presented as a collective and evolving French legal practice, rooted in a long tradition of asylum and already established by the mid-1970s. This policy was neither specifically directed at Italy nor exclusively limited to left-wing militants.The research reveals a lack of institutional consensus in both France and Italy regarding the management of these cases, which became a significant source of friction. France appears to have aimed at creating a temporary buffer zone for these former terrorists, justifying this stance through its asylum tradition and a sometimes-distorted view of the Italian judicial system. The inconsistencies and opacity of this management hindered mutual understanding, leaving behind tensions that remain discernible today.Cette thèse explore les relations franco-italiennes (1970-1980), en se concentrant sur le droit d'asile et les non-extraditions de militants italiens réfugiés en France après la période du terrorisme. L'objectif est d'offrir une reconstruction détaillée, basée sur une recherche archivistique inédite, dépassant les récits simplistes. L'étude montre que les non-extraditions ne sont pas seulement le fruit d'affinités idéologiques, mais s'inscrivent dans des tensions bilatérales profondes, dont les racines remontent à la présidence Valéry Giscard d'Estaing, bien avant l’élection de François Mitterrand. Les divergences juridiques et les perceptions nationales mutuelles déformées ont joué un rôle clé. La ''doctrine Mitterrand'' est ainsi déconstruite : il s'agit plutôt d'une pratique juridique française collective et évolutive, héritée d'une tradition d'asile et déjà en place dès le milieu des années 1970. Cette politique n'était ni spécifiquement dirigée vers l'Italie, ni limitée aux militants de gauche. La recherche révèle un manque de consensus institutionnel en France et en Italie sur la gestion de ces cas, source de frictions. La France aurait cherché à créer une zone tampon temporaire pour ces ex-terroristes, justifiant cela par sa tradition d'asile et une vision parfois déformée du système judiciaire italien. Les incohérences et l'opacité de cette gestion ont entravé la compréhension mutuelle, laissant des tensions perceptibles encore aujourd'hui
Communautés de destin : Imaginaires historiques et autorité intellectuelle au nord-est du lac Victoria, années 1850-années 1980
This dissertation investigates how Luo-speaking women and men in Nyanza, western Kenya, mobilized historical imaginations about the precolonial past to address the upheavals that affected their society from the 1850s to the 1980s. Using primary sources collected in Kenya, Uganda, the United States, and the United Kingdom, I track the activities across time of four generations of Luo intellectuals, both literati and illiterati-grandmothers, mission-trained historians, urban migrants, students, academics, religious leaders and creative writers. I argue that while erudite grandmothers known as pimbe played a critical role in the transmission of Luo oral traditions in the nineteenth century, the onset of colonial rule saw public expertise on the matters of the past become the province of old chiefs and young mission-educated literati and ethnic patriots, most of whom were men. The ''young,'' in particular, officiated and workshopped competitive versions of history in mission schools and colonial tribunals Far from disappearing from the public stage, however, women intellectuals, particularly senior women, ostracized women, and widows, responded by curating knowledge networks of their own in African Independent Churches and, after independence, in literary circles. In these spaces, women engaged traditions and disseminated narratives about the past that shifted the focus away from patrilineal descent.Cette thèse étudie comment les femmes et les hommes luophones établis dans l'ouest kényan ont mobilisé des imaginaires historiques portant sur le passé lointain pour tenter de répondre aux bouleversements qui ont transformé leurs sociétés des années 1850 à la fin des années 1980. Cette étude retrace les activités de quatre générations d'intellectuels de culture Luo.Parmi eux se trouvent des lettrés et des artistes de l'oralité, des grand-mères érudites, de jeunes hommes éduqués à l'école missionnaire, des étudiants, des universitaires, des leaders religieux, des migrants urbains et des écrivains. Tandis qu'à la veille de la conquête coloniale, des grand-mères érudites officiant en tant que pimbe jouent un rôle essentiel dans la transmission de la littérature orale, on observe que pendant la période coloniale, de nouveaux intellectuels et notamment de jeunes hommes lettrés évoluant au sein des écoles et des tribunaux mettent en avant des discours sur l'histoire axés sur les lignages et travaillent à l'élaboration d'histoires à caractère ethnique. Ces discours ethniques ne sont toutefois jamais hégémoniques. Les femmes, notamment les veuves, les femmes âgées et les femmes frappées d'ostracisme tiennent des discours alternatifs sur l'appartenance, l'héritage, le progrès et l'idée de communauté. On s'attache ainsi à montrer qu'à chaque période, l'histoire se présente comme un champ de débat où s'affrontent les jeunes et les anciens, les scolarisés et les déscolarisés, les hommes et les femmes, les pauvres et les mieux-lotis et où chaque groupe met en jeu sa dignité, son statut social, et sa vision de ce que devrait être une bonne communauté

International audienceThe institutional uptake of Doughnut economics in Amsterdam in 2020 marks a notable departure from growth-centred governance. Drawing on qualitative research, this paper mobilises the instrument constituency and multiple streams frameworks to trace the policy process behind the Amsterdam City Doughnut (ACD). It shows how an ambiguous and supply-driven policy innovation gained traction through coalitionbuilding and strategic coupling of policy, problem, and political streams. While nonbinding, the ACD's adoption politicised growth as a collective goal, signalling a subtle yet significant shift in urban governance, and casting doubts on the enduring validity of the urban growth machine thesis.</div
And if International Relations were Also Resonant? Exploring the Planetary Through Acoustics
International audienceSince the aesthetic turn, International Relations (IR) have been enriched by a more in-depth inclusion of representations in knowledge production. This trend is connected to a strong interest in the visual dimension. Nevertheless, the acoustic dimension, namely the sonic, aural and audible component of human life, remains too limited and even more in the approaches of the planetary politics in the field. How the role of acoustics could emerge with the main ambition to propose a sensitive approach, i.e. a finer perspective than emotions that are already particularly difficult to grasp? Inspired by the concept of resonance created by the sociologist Rosa, this paper proposes to articulate the affective and acoustics turns in IR to observe some relations to the planetary. This research relies on a sound data-basis elaborated during the 2020 lockdown and explores how it addresses the planetary thanks to sensitive conducts towards acoustics in this context

Trajectories of Engagement: Challenging the Materiality of Participatory Research
International audienceParticipatory research is no longer an option; it’s an injunction. While the social consequences of this approach are often described through their effects on so-called participants, what happens to the scholars themselves, those who are moved, reshaped, or even implicated in these processes? And how do they navigate the constraints of a research model that has become both fashionable and mandatory? This book brings together more than twenty research projects from across diverse disciplines, each experimenting with participatory and collaborative forms of inquiry. Rather than prescribing what engagement should be, it investigates how it happens: the sparks that ignite it, the frictions that sustain or destabilise it, and the material and institutional conditions that make it possible or constrain it. Research projects are described through open-ended trajectories, negotiated in the heat of genuine encounters between institutions, publics, and material infrastructures. Born from an international meeting held at the University of Paris Nanterre in September 2023, this collective work extends a shared effort to think through the trajectories of engagement that characterise today’s research landscape. Combining conceptual reflection with diagrammatic elicitation methodologies, it maps how researchers and non-academic actors move, connect, and transform one another throughout the research process. At once analytical and experimental, this volume invites readers to question the forms, ethics, and politics of participation. Rather than approaching engagement as a fixed model or moral ideal, it proposes reframing it as a dynamic, situated practice

Will you follow your job to the suburbs?
International audienceWe examine how relocations from the center to the suburbs of establishments employing mainly skilled workers affect the composition and wages of their employees. Using data from the Paris metro area, we find that these relocations increase average commuting time by 19%. In response, firms compensate highly paid workers with 10 to 20% of their hourly wage per additional hour of commuting. Lower-paid workers receive no compensation and are more likely to leave. Consistent with workers valuing locational amenities, we find little increase in separation and no wage adjustment for increased commuting time when establishments relocate to more attractive neighborhoods
