Propédeutique à l'évaluation des agencements entre humains et intelligences artificielles
Ce Policy Brief propose une propédeutique, c'est-à-dire un cadre préalable de réflexion, pour l'évaluation des intelligences artificielles Large Language Models dans les organisations. Il met en lumière l'importance de structurer à l'avance les dispositifs d'évaluation empirique, en identifiant les limites structurelles, épistémologiques et organisationnelles des intelligences artificielles. Il fournit des repères pour distinguer les usages pertinents et les processus de co-construction du sens impliquant l'humain, afin d'éviter les agencements aliénants et favoriser les agencements émancipateurs. Cette approche vise à outiller les décideurs et les chercheurs pour analyser, de façon critique et contextualisée, l'hybridation humain/ intelligence artificielle avant toute implémentation au sein des organisations
Évaluation qualitative du Plan France Médecine Génomique 2025 - Note de cadrage
Le présent rapport constitue la note de cadrage de l'évaluation qualitative du Plan France Médecine Génomique, réalisée par la Chaire Santé de Sciences Po. Il décline les différentes hypothèses et axes de recherche envisagés pour évaluer les effets du PFMG. Deux questions d'évaluation structurent le travail : jusqu’à quel point le Plan a-t-il contribué à l’émergence d’une filière de médecine génomique ? en quoi la mise en place de la médecine génomique répond aux besoins individuels et collectifs des praticiens et des patients ?Le document s’appuie sur une revue de la littérature et une enquête exploratoire menée entre avril et juin 2025, ayant conduit à la réalisation d’une vingtaine d’entretiens (voir annexe) ainsi que d’une visite de chacun des deux laboratoires de séquençage très haut-débit (LBM-FMG), SeqOIA et AURAGEN.Ce travail s'inscrit dans le cadre du projet de recherche SEQOGEN financé par la direction générale de l'offre de soins (DGOS
Controlling private economic power: lessons learned from the US experience in the first decades of the 20th century
International audienceConcerns related to Big Techs have led to a proliferation of legislative initiatives to complete competition rules with regulatory devices that would lead gatekeepers to be subject to obligations to preserve an equality of opportunities on the market. Within this context, this contribution revisits American decision-making practice from the end of the 19th century and the beginning of the 20th century to show how regulatory-type interventions and the enforcement of competition rules have been activated to control the strategies of firms acting as gatekeepers. What we can learn from this experience is that a big firm having private regulatory power carrying out an activity affecting the public interest could and should be subject to specific supervision.Les préoccupations liées aux Big Techs ont conduit à une prolifération d'initiatives législatives visant à compléter les règles de concurrence par des dispositifs réglementaires qui contraindraient le comportement des contrôleurs afin de préserver l'égalité des chances sur le marché. Dans ce contexte, cette contribution revisite la pratique décisionnelle américaine de la fin du 19ème siècle et du début du 20ème siècle pour montrer comment les interventions de nature régulatoire et l'application des règles de concurrence ont été activées pour contrôler les stratégies des entreprises en position contrôleuses d’accès. Il ressort de cette expérience qu'une grande entreprise disposant d'un pouvoir réglementaire privé et exerçant une activité affectant l'intérêt public pourrait et devrait faire l'objet d'une surveillance spécifique

Fragments in the cavity: reassessing conventional warfare through abdominal wounding (late nineteenth to early twenty-first century)
International audienceThis article explores abdominal wounds caused by conventional modern weaponry – notably infantry weapons and artillery fire – from a historical perspective. As a rule, the soldiers were particularly afraid of ‘belly’ injuries, because being hit in the abdomen was usually extremely serious, if not lethal. Indeed, mortality rates from abdominal wounds skyrocketed during the second half of the nineteenth century, rising to over 85% during the US Civil War and remaining over 50% during the First World War. Soldiers with abdominal wounds would saturate the sanitary chain and doctors often chose to let them die in order to save other men, whose wounds did not require as much time or resources. Both soldiers and medical personnel faced a terrible spectacle, that of soldiers in great distress and suffering, amply documented by medical reports and testimonies. Overall, abdominal wounding seemed not only to have amplified widespread emotions and representations associated with warfare, such as fear, hopelessness and disgust, but also to have impacted military and medical policies related to logistics, technology, patients’ rights and concern for casualties, as well as humanitarian efforts to promote regulation of warfare. Consequently, looking at the injured abdomen allows one to suggest and discuss changing regimes of wounds during the modern period. This research at the crossroads of social sciences rests on archives, medical publications and memoirs from the late nineteenth century to the beginning of the twenty-first, mostly from France, Great Britain, the United States, and East Central Europe
Certification du processus de construction et prix des appartements
Cette étude explore la diffusion et les effets économiques de la certification des appartements neufs sur le marché privé en France, en mobilisant une base de données originale croisant plusieurs sources administratives. Nous documentons une montée en puissance de la certification dans le parc privé depuis les années 2000. Sur le plan empirique, nous estimons, à l’aide de modèles hédoniques et d’une approche en ventes répétées, que les logements certifiés connaissent une dépréciation plus lente que les logements non certifiés, avec un différentiel de l’ordre de deux points de pourcentage à moyen terme. Toutefois, ces résultats doivent être interprétés avec prudence : l’absence de stratégie d’identification causale ne permet pas de déterminer si cetécart reflète un effet propre de la certification ou le résultat d’une causalité inverse
Rethinking volatility scaling in firm growth
We revisit the size-volatility relationship in firm growth using administrative data on French manufacturing firms. Departing from the log-log linear decay commonly reported by other studies, we find a two-regime pattern: volatility declines steeply with size for small firms, but flattens for larger ones. We relate this new fact to the presence of resources misallocation as captured by imperfect correlation be- tween size and productivity at the firm level. To explain the nexus between these two facts, we develop a stochastic model where firms face a number of risky business opportunities for which they compete. Two key features characterize this competition process.First, larger firms are more intensively exposed to competition dynamics. Second, firms with higher productivity are more likely to see business opportunities turning into positive, rather than negative, growth episodes. We analytically show that only when the correlation between firm size and productivity is lower than 1 the model is able to reproduce the volatility scaling we observed in the data. Simulations suggest that finite sample approximations of our asymptotic result are satisfactory in a reasonable portion of the parameter space. We conclude showing that in France industries populated by firms with higher correlation between size and productivity are associated with steeper average size-volatility decays consistent with the model’s main prediction. Our findings suggest that the existence of resources misallocation, shaping the size-volatility relation, affects the relevance of the granularity channel in explaining aggregate fluctuations (Gabaix, 2011)
Three Images of Planetary Politics
International audienceThree images may help to understand planetary politics. The first refers to a Nomos of the Earth defined as a conquest of lands between States. With the Gaia Hypothesis, the second image associates the Earth to a composite entity in the Anthropocene, where conflicts and even a new kind of “war” appear between humans and natural elements. The third, the Spirit of the Earth, defines the planetary as a cosmic star embedded in evolution, where a gradual awareness of the links between humans and the living world is growing. The aim of this paper is to clarify them and to identify their consequences for defining politics. The first tends to confuse war and politics. The second conceives politics in latent state of war even though it suggests a climatic regime that relies on composition between a plurality of actors and also the living. As for the third, it entails a revolution that aimed at a broad decentering of International relations. These three images not only help to refine what we mean by planetary, but also to show that planetary politics is not uniform, and that it can give rise to a plurality of forms of war and conceptions of politics.Existen tres imágenes que pueden ayudar a comprender la política planetaria. La primera se refiere a un Nomos de la Tierra definido como una conquista de tierras entre Estados. La segunda imagen tiene que ver con con la Hipótesis Gaia y asocia la Tierra a una entidad compuesta en el Antropoceno donde aparecen conflictos e incluso un nuevo tipo de «guerra» entre los humanos y los elementos naturales. La tercera imagen, el Espíritu de la Tierra, define al planeta como una estrella cósmica en plena evolución, donde la conciencia de los vínculos que unen a los humanos con el mundo viviente va creciendo progresivamente. El objetivo de este artículo es clarificar estas imágenes e identificar sus consecuencias para la definición de políticas. La primera tiende a confundir guerra y política. La segunda concibe la política en estado latente de guerra, aunque sugiere un régimen climático que se apoya en la composición entre una pluralidad de actores y también entre los seres vivos. En cuanto a la tercera, esta imagen supone una revolución que apunta a un amplio descentramiento de las relaciones internacionales. Estas tres imágenes no solo ayudan a refinar lo que entendemos por planetario, sino que también ayudan a demostrar que la política planetaria no es uniforme y que puede dar lugar a una pluralidad de formas de guerra y de concepciones de la política.Pour comprendre la politique planétaire, on peut employer trois images. Different Jobs, Similar Problems: Exploring the Effects of the Self-sustaining (Mis)Uses of Quantitative Data on Armed Conflict by Humanitarian Workers and Journalists
International audienceWhile their objectives are very different, humanitarian workers, and journalists working on armed conflict have a similar use of numerical data on conflict. In both cases, numbers are used to appeal to a specific audience: private donors for humanitarian workers, and readership for journalists. Yet, because of the competitive context in which these practitioners are put and the logics data circulation between both, this creates a self-sustaining system where the numbers produced and used are not specifically accurate nor particularly meaningful. Nevertheless, not only are both criteria are fundamental for the qualification of conflicts and wars, whose definitions are often linked to numerical thresholds; but these dynamics also contribute to normalizing the (mis)representation of armed conflicts in the eyes of the civil society and politicians, ultimately resulting in misallocations

International audienceBased on the Datawar research program developed by three French academic institutions, this book seeks to explore the following research question: how do social practices of data collection and analysis in quantitative conflict studies influence researchers’ and practitioners’ representations of armed conflict? The editors and authors investigate both scientific practices in the field of quantitative conflict studies and the impact of these practices on practitioners’ vision of war, covering the full lifecycle of quantitative conflict data, from collection and analysis to their use and dissemination by military and diplomatic institutions, humanitarian organizations, and the media
