    Beyond the median line: reassessing Kinmen's geostrategic significance, past and present

    Taiwan Security and Diplomacy Program, FRSKinmen holds a singular position in cross-Strait relations. Located mere kilometers from Xiamen (People’s Republic of China, PRC) yet administered by Taipei (Republic of China, ROC), the archipelago defies geographic logic through historical contingency. As tensions escalate and Crimea comparisons multiply in strategic analyses, assessing the contemporary significance of Kinmen becomes essential for understanding Beijing’s broader Taiwan strategy and evaluating invasion scenarios that dominate current policy debates. Drawing on Michel Foucher’s definition of borders as “time inscribed in space”,1 this note argues that Kinmen’s geopolitical significance cannot be grasped without historicizing it at the intersection of World War II, the Chinese Civil War, and the Cold War. Only through such analysis can we understand how the archipelago contingently emerged as one of the world’s most critical flashpoints in the 1950s before gradually fading from view and, crucially, how its function has been reconfigured rather than extinguished. The thesis is twofold. First, while Kinmen retains symbolic importance as an ‘anchor’ tying Taiwan to the mainland, its function has radically shifted: from first-order military front during the 1954-1958 crises to gray zone instrumentalized for cross-Strait rapprochement and hybrid operations testing. Second, contrary to predictions drawing parallels with Crimea, a Kinmen invasion remains fundamentally counterproductive for Beijing, which derives greater strategic benefit from maintaining the archipelago under Taipei’s control as a platform for graduated pressure than from military conquest. This reassessment challenges prevailing assumptions about proximity, vulnerability, and escalation dynamics in the Taiwan Strait

    Amazighité et conversion au christianisme dans le Maroc contemporain : une étude du « mythe amazigh »

    International audienceيهدف هذا المقال إلى فهم آليات تفاعل الهُوِيَّـتَينِ المسيحية والأمازيغية وتشكيلهما لبعضهما البعض في المغرب، بالاستناد إلى دراسة حالة تتناول منطقَ الانضمام إلى «أسطورة أمازيغية» لدى مُعتنقي المسيحية في المغرب. هذه «الأسطورة الأمازيغية» لا تتوافق مع واقع تاريخي ملموس، بل مع بناء أيديولوجي يمكن للفاعلين الانضمام إليه، وبالتالي يمكن أن يكون له تأثير مؤسِّس على رؤيتهم للعالم ولأنفسهم. وهكذا، يتعلق الأمر بفهم منطق إنتاج هذه الرؤية «الأسطورية» ونشرها وتأكيد الانضمام إليها لدى الفاعلين ذَوي العلاقة. يستند البحث إلى (١٥) خمسَ عشرة مقابلة شِبه منظمة مع مسلمين مغاربة سابقين اعتنقوا المسيحية وعرَّفوا عن أنفسهم بأنهم أمازيغ، في مناطقَ يمكن وصفها بأنها «ذات أغلبية أمازيغية قوية» وأخرى «ذات أغلبية عربية قوية». كما أُجريت مقابلات شبه منظمة وغير رسمية إضافية، ضِمن إطار الملاحظات الميدانية، لا سيما مع ناشط له مكانة بارزة في ميدان الناشطين الأمازيغ، بالإضافة إلى مبشرين يعملون عن كثب مع ناشطين أمازيغ مغاربة اعتنقوا المسيحية.مِن الممكن أولاً أنْ نُلاحِظَ أنَّ بناء «أسطورة أمازيغية» تبلورَت خلال الفترة الاستعمارية قد عَزَّزَ تَطَوُّرَ استعداداتٍ تاريخيةٍ لمعارَضة «العروبة» لدى شريحة من السكان المغاربة. وفي الواقع، إنها عبارة عن «أسطورة مضادَّة» مقارَنةً بأسطورة أخرى أكثر هيمنةً عن الهوية المغربية، تُساوي بين «المغربية» و«العروبة» و«الإسلامية». وهكذا يمكننا أنْ نَفهمَ، ثانيًا، أنَّ استيعاب هذه «الأسطورة الأمازيغية» لدى مُغَيِّري دِينِهم الذين التقيناهم يُترجَم إلى تأكيد هوية «مسيحية-أمازيغية» معادية للعرب، لا يمكن اختزالها في تراكُب هاتين الهُوِيَّـتَينِ مُنفصِلَتَين. وهذا يستلزم، لدى هؤلاء الفاعلين، تطويرُ رؤيةٍ للعالَم وأنماطٍ خطابيةٍ قائمةٍ على «نموذج غير استعماري مقلوب» حيث يَندرِج أساسًا كلُّ ما يتعلَّق بـ«العروبة» و«الإسلام» ضِمنَ مَنطقِ الاستعمار التاريخي للسكان الأمازيغ في شمال أفريقيا وضِمنَ مَنطق الرغبة في محو ما يمكن أنْ يُشَكِّل «خصوصياتهم الثقافية» النظرية. ثم إنَّ تبنّيَ هُوِيَّة «أمازيغية مسيحية» محدَّدةٍ واعتمادَ الأسطورةٍ الأمازيغية ذات الطابع الإقصائي الذي تندرج ضمنه، يتّخذان أشكالًا مختلفة بحسب المنطقة المغربية التي ينتمي إليها الأشخاص المستجوَبون. ففي الواقع، بالنسبة للمستجوَبين الذين نشؤوا في عائلة تُعرِّف نفسَها بأنها «أمازيغية» ضمن منطقة ذات أغلبية «أمازيغية» قوية، تفاقَمَ تفاقُمًا كبيرًا التأكيدُ على هوية أمازيغية معادية للعروبة في علاقتهم بالمؤسسات التي كان هدفها نشر الرؤية السائدة للعروبة والإسلامية في المغرب - مثل المدارس الحكومية أو الكتاتيب القرآنية. وعلى النقيض من ذلك، اعتنق المستجوَبون الذين نشؤوا في عائلات عربية ضمن مناطق «ذات أغلبية عربية قوية» المسيحيةَ والأمازيغيةَ معًا في إطار إعادة تنشئة اجتماعية نضالية حيث كان تقاطُعُ هذه الهُويات مَوضعَ تقدير خاص. وأخيرًا، يهدف هذا المقال إلى المساهمة في منهجيّةِ مقارَبةٍ «أسطورية» لدراسة سرديات تغيير الدين. ولهذا مزايا نظرية عديدة. أولًا، تُمكّننا دراسةُ «الأساطير» من تركيز التحليل على الجماعات بدلًا من الأفراد، مما يسمح بتجاوز المنظور الفردي لتغيير الدين. ثانيًا، تُمكّننا دراسةُ البناء التاريخي لهذه الأساطير وإعادة توظيفها من طرف الجماعات مِن فَهمِ قضيتها السياسية فهمًا تامًّا. ولأن الأساطير هي في الواقع مؤسِّسة ومرنة في آن واحد فإن محتواها يعتمد على علاقات القوة الخاصة بسياق مُحدَّد. ثالثًا، فيما يتعدَّى حالاتِ التحول إلى المسيحية و/أو الأمازيغية في المغرب، تسعى هذه المقارَبةُ إلى أن تُطبَّـق على سياقات مُتنوعة تتشابك فيها الهُويات الدينية والعرقية، سواءً كانت أقلية أو أغلبية.Amazigh identity and conversion to Christianity in contemporary Morocco: a study of the “Amazigh myth” -- The aim of this article is to understand the mechanisms through which Christian and Amazigh identities interact and mutually shape one another in Morocco, based on a case study focused on the dynamics of adhesion to an “Amazigh myth” among Moroccan converts to Christianity. This “Amazigh myth” does not correspond to a concrete historical reality but rather constitutes an ideological construction to which individuals may adhere, and which can thus exert a structuring influence on their worldview and self-perception. This research seeks to analyze the processes of production, diffusion, and internalization of such a “mythical” worldview among the actors concerned.This work is based on fifteen semi-structured interviews conducted with former Moroccan Muslims who have converted to Christianity and who identify as Amazigh, originating from both “predominantly Amazigh” and “predominantly Arab” regions. These were complemented by informal interviews and field observations, notably involving a prominent activist in the Amazigh movement, along with missionaries working closely with Amazigh Moroccan converts to Christianity.The study first reveals that the construction of an “Amazigh myth,” that crystallized during the colonial period, has fostered enduring historical dispositions toward opposition to “Arabness” within segments of the Moroccan population. This myth functions as a “counter-myth” to the more hegemonic narrative of Moroccan identity that combines “Moroccanness,” “Arabness,” and “Islamness.”Secondly, the findings suggest that, among the converts interviewed, the internalization of this “Amazigh myth” manifests itself in the affirmation of a distinctly “Christian-Amazigh” identity that is anti-Arab in character, and irreducible to the mere juxtaposition of two these separate identities. This Christian-Amazigh identity emerges through the development of specific worldviews and discursive frameworks rooted in an “inverted decolonial paradigm,” in which both “Arabness” and “Islamness” are interpreted as historical processes of colonization targeting Amazigh populations in North Africa, which aim at erasing their supposed cultural distinctiveness.Furthermore, adherence to this specifically “Christian-Amazigh” identity and its associated exclusivist myth takes on different configurations depending on the converts’ region of origin. Among those raised in self-identified Amazigh families within predominantly Amazigh regions, the affirmation of an anti-Arab Amazigh identity is reinforced by their experiences with institutions that aim to disseminate the dominant Arab-Islamic vision of national identity in Morocco -such as state schools and Islamic schools. In contrast, respondents raised in self-identified Arab families within predominantly Arab regions generally experienced a dual conversion -both to Christianity and to Amazighness- through a resocialization within activist groups in which merging these identities was actively promoted.Finally, this article aims to contribute to the development of a “mythological” approach to the study of religious conversion narratives. Such an approach holds several theoretical benefits. First, by focusing on “myths,” it shifts the analytical lens from individuals to groups, thereby challenging individualistic frameworks to the study of conversion processes. Second, exploring the historical construction and contemporary reappropriation of these myths enables a greater understanding of their political character. Since myths are simultaneously instituting and fluid, their content is shaped by the power relationships specific to a given context. Third, beyond the case of conversions to Christianity and/or Amazighness in Morocco, this framework could be applied, in the future, to a wide range of contexts where religious and ethnic identities intersect–no matter whether they are majoritarian or not.L’objectif de cet article est de comprendre les mécanismes par lesquels les identités chrétienne et amazighe interagissent et se façonnent mutuellement au Maroc, à partir d’une étude de cas portant sur les logiques d’adhésion à un « mythe amazigh » chez des convertis au christianisme au Maroc. Le « mythe amazigh » ne correspond pas à une réalité historique concrète, mais à une construction idéologique à laquelle les acteurs peuvent adhérer, et qui peut donc avoir une influence structurante sur leur vision du monde et d’eux-mêmes. Il s’agit donc de saisir les logiques de production, de diffusion, et d’affirmation d’une adhésion à une telle vision « mythique » chez les acteurs concernés. L’enquête est fondée sur 15 entretiens semi-directifs avec d’anciens musulmans marocains convertis au christianisme et s’identifiant comme amazighs, dans des régions que l’on peut qualifier comme étant « à forte prédominance amazighe », et d’autres « à forte prédominance arabe ». Des entretiens semi-directifs et informels ont été effectués en complément, dans le cadre d’observations sur le terrain, notamment avec un militant ayant une position dominante dans la sphère militante amazighe, ainsi qu’avec des missionnaires travaillant étroitement avec des militants amazighs marocains convertis au christianisme.Il est tout d’abord possible d’observer que la construction d’un « mythe amazigh », qui s’est cristallisé durant la période coloniale, a favorisé le développement de dispositions historiques à s’opposer à « l’arabité » au sein d’une partie de la population marocaine. En effet, il agit comme un « contre-mythe » par rapport à un autre mythe plus hégémonique de l’identité marocaine, qui assimile « marocanité », « arabité » et « islamité ». C’est ainsi que l’on peut comprendre, dans un deuxième temps, que, chez les convertis rencontrés, l’intériorisation de ce « mythe amazigh » se traduit par l’affirmation d’une identité « chrétienne-amazighe » anti-arabe, qui n’est pas réductible à la superposition de ces deux identités prises séparément. Cela passe par le développement, chez ces acteurs, d’une vision du monde et de registres discursifs fondés sur un « paradigme décolonial inversé », où tout ce qui a trait à « l’arabité » et à « l’islamité » s’inscrirait fondamentalement dans une logique de colonisation historique des populations amazighes au nord de l’Afrique et d’une volonté d’effacer ce qui constituerait leurs « spécificités culturelles » théoriques. Ensuite, l’adhésion à une identité spécifiquement « chrétienne amazighe » et au mythe amazigh exclusiviste dans lequel elle s’inscrit connaît des configurations différenciées selon la région du Maroc dont sont issus les enquêtés. En effet, pour les enquêtés socialisés dans une famille s’identifiant comme « amazighe » au sein d’une région à forte dominante « amazighe », l’affirmation d’une identité amazighe anti-arabe a été particulièrement exacerbée dans leur rapport à des institutions ayant pour objectif de diffuser la vision dominante de l’arabité et de l’islamité au Maroc – comme dans des écoles d’État ou coraniques. Par contraste, les enquêtés socialisés dans des familles arabes au sein de régions « à forte dominante arabe » se sont généralement convertis à la fois au christianisme et à l’amazighité dans le cadre d’une resocialisation militante où le croisement de ces identités était particulièrement valorisé. Enfin, cet article a pour ambition de participer à la systématisation d’une approche « mythologique » de l’étude des récits de conversions religieuses. Cela présente plusieurs intérêts théoriques. Premièrement, l’étude des « mythes » permet de centrer l’analyse sur des collectifs plutôt que sur des individus, permettant de dépasser une perspective individualiste de la conversion. Deuxièmement, étudier la construction historique de ces mythes et leur réappropriation par des collectifs permet de pleinement saisir leur enjeu politique. Les mythes étant en effet à la fois instituants et fluides, leur contenu est dépendant de rapports de pouvoir propres à un contexte donné. Troisièmement, au-delà des conversions au christianisme et/ou à l’amazighité au Maroc, cette approche a vocation à s’appliquer à une diversité de contextes où des identités religieuses et ethniques sont imbriquées, qu’elles soient minoritaires ou majoritaires

    Document présentant les premiers résultats de l'enquête par questionnaire auprès des élus sur la santé au travail.Cette note de travail présente les premiers résultats statistiques issus de l'enquête par questionnaire 1 menée en 2024 auprès de différentes catégories d'élu.es : celles et ceux ayant un mandat de député, de sénateur, de maire, ou de membre des exécutifs régionaux et départementaux. L'objectif est de permettre une diffusion large de résultats qui, s'ils sont préliminaires, dessinent néanmoins de grandes tendances relatives aux conditions d'exercice des mandats. Les points examinés sont les suivants : • les relations entre les mandats et les rythmes de vie • les relations entre les mandats et la vie familiale ou personnelle, • les relations entre les mandats et la santé • les perspectives et prolongements de cette recherche en cours

    International audienceCet article analyse les processus de sélection des élèves de Sciences Po durant le concours externe de l’Éna. A partir d’une base de données originale, nous montrons que la part des femmes se réduit à chaque étape : elles sont sous-représentées en année préparatoire relativement à leur part dans la population étudiante de Sciences Po ; parmi les préparationnaires, elles sont moins enclines que les hommes à s’inscrire au concours de l’Éna ; elles sont davantage éliminées à l’étape d’admissibilité et sont finalement moins nombreuses parmi les admis. Cet effet de déperdition est plus marqué pour les femmes d’origine sociale modeste. A cela s’ajoute un effet performance au moment des épreuves écrites anonymes d’admissibilité : en tenant compte notamment du niveau atteint au terme de l’année préparatoire, les femmes d’origine sociale modeste réussissent moins bien ces épreuves que les autres catégories sociales et sont moins souvent admissibles. Ainsi, l’anonymat d’un concours ne suffit pas toujours à garantir l’égalité des chances. Ces résultats montrent également que le manque de diversité dans la très haute fonction publique ne peut se comprendre qu’en prenant en compte l’effet croisé du genre et de l’origine sociale

    A Criminal Platform for the Cocaine Trade: Governance Mechanisms Changing the Balance of Power in a Transcontinental Value Chain

    International audienceAbstract Since 2016, global police data have revealed a significant rise in cocaine production in Latin America, as well as an improvement in the drug’s purity, together with more frequent seizures in Europe and sharply increased consumption in Asia, Africa, and Oceania. This article argues that these changes have been driven by an understudied platformization of global cocaine logistics. This article examines the governance mechanisms of this changing trade. It consists of three parts. The first examines the governance structure of an emerging criminal player, the Primeiro Comando da Capital (“First Capital Command” (PCC)). The second introduces the Agência, a PCC regulatory body that manages drug trafficking via a platform model. The third and final part investigates criminal efforts to establish a global, multimodal logistics system; it demonstrates how the cocaine market has become integrated into formal economies and why it challenges existing power structures. The analysis draws on extensive fieldwork conducted between 2018 and 2025, including interviews with former drug traffickers, law enforcement officers, and customs officials, as well as quantitative and documentary data on seizures, purity, and violence related to cocaine trafficking

    International audienceSitôt rétabli de la pandémie, le marché du travail a retrouvé une santé étonnante. En 2023, le taux de chômage en France a atteint son niveau le plus bas depuis 1982. Dans l’Union européenne (UE), le taux de chômage des pays membres était en 2023 le plus faible depuis que l’indicateur existe (OCDE, 2024). Les taux d’emploi y sont également historiquement élevés. L’activité des plus de 55 ans continue d’augmenter, tandis que les écarts entre hommes et femmes se resserrent en raison de la hausse de la participation de ces dernières au marché du travail. Dans d’autres pays comme les États-Unis où les inégalités de salaire ont fortement augmenté depuis la fin des années 1970, la forte demande de travail des entreprises à la sortie de la pandémie a entraîné un rattrapage historique des bas salaires, renversant quarante ans de croissance des inégalités dans ce domaine (Autor et al., 2023). En France, où ces inégalités de salaires sont demeurées modérées depuis les années 1970 (Verdugo, 2017), les revalorisations du salaire minimum indexées à l’inflation ont préservé le pouvoir d’achat des plus modestes sans peser sur le chômage. Enfin, plus que la fin du travail, la chute de la natalité qui frappe les pays industrialisés fait planer l’ombre de fortes tensions de recrutement dans les prochaines décennies.Malgré cette résilience, les discours contemporains autour de l’emploi sont empreints d’une profonde anxiété envers les progrès spectaculaires des nouvelles technologies, en particulier ceux de l’intelligence artificielle (IA)

    Fiscal Management of Aggregate Demand: The Effectiveness of Labor Tax Credits

    International audienceWe use a quantitative heterogeneous agent model with nominal rigidities and unemployment risk to analyze the effectiveness of several fiscal policies in stabilizing a demand-driven recession. The model delivers empirically realistic distributions of marginal propensities to consume (mpc) and labor participation elasticities (lpe) and matches the cross-sectional incidence of unemployment risk over the business cycle. We consider three fiscal stabilization packages: (i) a transfer to all low-income households, (ii) an increase in unemployment benefits to unemployed households, and (iii) an increase in labor tax credits to low-income working households. The labor tax credit is the most effective package to attenuate the recession, as it targets both high-mpc and high-lpe households and thus jointly stimulates labor and consumption. This result holds despite the recession resulting in higher unemployment risk
