	  In	  this	  edition	  tourism	  is	  analyzed	  on	  the	  basis	  of	  the	  paradigm	  of	  mobility	  and	  
circulation	  based	  on	  an	  economic,	  organizational,	  geographical,	   jurisprudential	  
approach,	   to	   demonstrate	   how	   the	   'interdisciplinary	   approach	   is	   necessary	   in	  
this	  field.	  
	  
Among	  the	  essays,	   the	  authors	  of	   the	   first	  paper,	  using	  air	  passenger	   flows	  as	  
proxy	   variables	   for	   tourist	   arrivals,	   set	   up	   some	   VAR	   model	   specifications	   in	  
order	  to	  investigate	  the	  monthly	  time	  series	  2003-­‐2008	  of	  arrivals	  to	  the	  most	  
important	  Italian	  islands,	  Sardinia	  and	  Sicily.	  The	  results	  show	  a	  significant	  inter-­‐
temporal	   relationship	  among	   tourism	   flows	  and	  both	  meteorological	   variables	  
(atmospheric	   temperatures	   and	   raining	   days)	   and	   exchange	   rates	   (Dollar-­‐to-­‐
Euro	  and	  Yen-­‐to-­‐Euro)	  improving	  the	  explanatory	  and	  forecasting	  power	  of	  VAR	  
models.	  	  
	  
Within	   the	   conceptual	   system	   of	   the	   local	   spatial	   (SloT),the	   second	   	   work	  
examines	   cultural	   routes	   from	   a	   multidimensional	   and	   multidisciplinary	  
perspective:	   the	   cultural	   routes	   are	   above	  all,	   a	   form	  of	   cultural	   consumption	  
and	   	  of	  experience	  and	  then	  they	  constitute	   	  a	  new	  concept,	  which	   leads	  to	  a	  
new	  kind	  of	  heritage	  and	  thus	  responds	  to	  new	  life	  tourists.	  	  
The	   third	   essay	   reflects	   on	   the	   scientific	   value	   of	   the	   industrial	   district	   as	   a	  
model	   for	   the	   interpretation	   of	   spatial	   complexity	   in	   its	   application	   to	   other	  
sectors	  of	  the	  economy,	  rather	  than	  the	  productive	  ones.	  	  
The	  reference	  is	  to	  the	  cultural	  district	  divided	  between	  industrial,	  institutional,	  
cultural,	  urban	  and	  museal,	  where	  culture	  and	  tourism	  are	  integrated	  more	  and	  
more	  so	  as	  to	  be	  called	  a	  SloT.	  	  
Even	  the	  touristic	  packages	  represent	  a	  system	  and	  to	  these	  products	  refer	  the	  
contribution	   that	   illustrates	   the	   legal	   regulation	   of	   contracts	   for	   travel	   and	  
tourism	   in	   the	   Italian	  Consumer	  Code	   (Articles	  82	   to	  100).	  The	   fourth	  essay	   is	  
specifically	  dedicated	  to	  the	  regulation	  of	  tourist	  services,	  providing	  an	  accurate	  
and	  precise	  definition	  of	  "tourist	  packages”	  under	  Italian	  law.	  
	  
Here	  are	   several	   articles	  and	   reports	  dedicated	   to	   suggestions	  on	   the	  basis	  of	  
case	   studies	   and	   emerging	   issues	   such	   as	   the	  management	   of	   tourism	   in	   the	  
UNESCO	   World	   Heritage	   sites	   or	   model	   of	   chains	   of	   small	   hotels	   (Premier	  
Hotels),	   reports	   on	   projects	   such	   as	   EACH	   linked	   the	   cultural	   Heritage	   and	   of	  
conferences	  and	  workshops	  as	   the	   first	   international	   congress	  of	   the	  network	  
UNESCO	  /	  UNITWIN	   	  "Culture,	  Tourism,	  Development"	   in	  Quebec	  City	  and	  the

second	   international	   meeting	   of	   the	   International	   Economy	   of	   Tourism	   in

complete	  this	  part.	  	  
	  
This	   issue	   concludes	   recalling	   the	   figure	   of	   Giovanni	   Merlini,	   a	   Geographer	  
involved	  both	  in	  the	  Academy	  and	  in	  the	  political	  worlds,	  considered	  one	  of	  the	  
most	  representative	  figures	  of	  the	  geography	  between	  the	  two	  world	  wars.

The  Thessaloniki  Branch  of  the  Elliniki  Eteiria  for    the  Environment  and  Cultural 
Heritage, was founded  in 1991. The Branch operates with the same regulation as 
the Elliniki Etairia for the Protection of the Environment and the Cultural Heritage 
in  Athens.  The  Society  depends  entirely  on  the  voluntary  contributions  of  the 
expertise, work and experience of its members and friends. Its activities cover the 
whole  region of  the North of Greece. The office of  the Branch  is allocated at 19, 
Epimenidou  Street,  in  Ano  Poli,  in  a  historic  building,  which  belongs  to  the 
Municipality of Thessaloniki. The Goals of  the Elliniki Etairia are  the protection of 
the  natural  environment  and  purpose  of  our  activities  the  protection,  the 
nomination, the reservation, the informing, the encouragement. Way of acting: the 
interference and the coiling, while at the same time  
1. we accost to the relevant authorities pointing problems and suggesting 
feasible solutions 
2. we converse with the scientific community publishing the scientific 
magazine “Monument and Environment”, participating and organising 
conferences 
3. we sensitize Greek citizens in the values of their cultural and natural 
heritage through brochures, seminars, excursions, sightseeing, mass 
media, programmes with the participation of the Community or schools.

International Cooperation of the Branch are: 
  EUROMED PROJECT “BYZANTIUM EARLY ISLAM” 
The  Elliniki  Etairia’s  Thessaloniki Branch was  the Coordinator of  the 
Euromed Heritage III Project “Byzantium Early Islam”, a Project aiming 
to  bring  to  the  fore  the  region’s  Byzantine  and  Islamic  cultural 
heritage and to modernise its ability to manage it intelligently through 
co‐operation.  This  project  is  a  golden  opportunity  to  create  the 
highest  standards  of  heritage  conservation  and  promotion  in  the 
MEDA region. This aim coincides with the overall goal of the European 
Union,  as  outlined  in  the  Barcelona  Process  (1995)  to  encourage 
political  dialogue,  trade  and  economic  integration  and  social  and 
cultural  co‐operation.  In  December  2004,  the  Euromed  Heritage  III 
Programme of the European Commission agreed to fund this project. 
In order  for  the project to  reach  its objective,  it  is divided  into  four 
distinct, but complementary sub‐projects.  
The Four sub‐projects: 
1. The  further  training  of  fifty  heritage  professional  from  Israel, 
Cyprus and  the Palestinian Authority  in diverse heritage  sectors 
but also other economic activities  to enhance  the management 
and entrepreneurial skills. 
2.  Research activities  to be  carried out by  the  trainees  relating  to 
the safeguarding and preservation of heritage sites, monuments 
and objects and artefacts like sculptures, murals, ceramics and all 
kinds  of  historic  objects  of  the  Byzantine  early  Islamic  period 
which are of historic and cultural importance.     
3.  Three  distinct  but  interrelated  groups  of  Inventories  stemming 
from the research work comprising: 
a. Experience in restoration and conservation practices in the region. 
b. On government policies relating and effecting the heritage. 
c. Inventory on Byzantine early Islamic culture and art. 
In order for the trainees to develop their skills, carryout the research 
and create  the  inventories a case study has been chosen to act as a 
specific reference point upon which the work of the project will focus. 
This  is  the  Kathisma  archaeological  site  which  is  situated  between 
Jerusalem  and  Bethlehem.  Kathisma  was  a  Byzantine  religious 
complex  comprising  a  church  and  monastery  that  was  decorated 
extensively  with  elaborate  mosaics.  The  architectural  style  is  very 
interesting as its shape seems to have been influenced by the Temple 
and to have itself influenced the architectural design of early Islam in 
their construction of the Dome of the Rock.

4. Awareness activities comprise the fourth and last sub‐project. This 
comprises dissemination of  the project’s  results over  the  Internet, a 
publication that will include the research results, inventories and good 
practices  on  heritage  management  and  conservation,  and  a 
conference where the project’s results will be discussed.  
After  the  three  years  the partners will  examine ways  and means  in 
which to continue working together and to exploit and implement the 
results of their work. 
The project comprises of six organizations coming from five different 
countries: 
1. Elliniki  Etairia  –  Elliniki  Etairia  for  the  Protection  of  the 
Environment  and  the  Cultural  Heritage  (Thessaloniki  Branch), 
GREECE. 
2. Aristotle University of Thessaloniki  ‐ Byzantine Research Centre, 
GREECE 
3. Palestinian  Mosaic  Workshop‐Committee  for  the  Promotion  of 
Tourism,   PALESTINIAN AUTHORITY. 
4. Israeli Antiquities Authority, Conservation Branch, ISRAEL. 
5. Technical Chamber of Cyprus (ETEK), CYPRUS. 
6. Middle East Technical University, Faculty of Architecture, TURKEY 
 
  INTERREG III 
The Branch made  a proposal on  the  frame of  the European Project 
INTERREG  III  Greece‐  FYROM  for  the  reconstruction  and 
modernization  and  the  reuse  of  the  abandoned  Environmental 
Research Station at  the  lake of Prespes. At  the end of October 2006 
the proposal was approved and the activities are in progress. 
  TELL AMARNA PROJECT (Culture 2000) 
Participated as a partner  in activities of the European Project for the 
conservation of the mosaics of the excavation of Tell Amarna in Syria 
from 19th of June to 15th of August 2005.

  CHÂTEAUX  ET  FORTERESSES  DE  L’ÉPOQUE  DES  CROISADES 
(Culture 2000) 
The Branch of Elliniki Etairia was a partner in this annual Project which 
aims to prove  the existence of a common technical cultural heritage 
that  was  elaborated  between  East  and  West  Medieval  period  and 
spread  this  information  not  only  to  scientists  but  to  the  European, 
Syrian and Euromediterranean public. 
 
  HABITATS ET COUPOLES (Culture 2000) 
It is participating as a partner to this two years’ programme, that was 
approved  by  the  European  Union  and  starts  its  activities  on  1st  of 
November  2007  concerning  the  valorisation  of  the  common 
architectural  cultural  heritage  between  East  and  West  and  the 
development  of  an  interdisciplinary  scientific  research  for  the 
vernacular architecture in Coupoles of  Syria 
 
  LA ROTTA DEI FENICI 
It  participates  as  fundamental  member  to  the  Cultural  Itinerary 
network,  “La  Rotta  dei  Fenici”,  which  is  adopted  by  the  European 
Council  in October 2007. The «Phoenicians’ Route»  is the network of 
the  great  nautical  courses  which  Phoenicians  used  since  the  XII 
century B.C. as the main trade and cultural lines of communication in 
the Mediterranean  Sea.  Through  these  routes  the Phoenicians  gave 
rise  to  a  great  civilization  contributing  to  the  creation  of  a 
Mediterranean  cultural koine`  («community»). These  routes became 
an  integral  and  basic  part  of  the Mediterranean  culture. Nowadays 
these  routes  symbolize  the  intercultural  model  on  which  a 
Mediterranean  Cultural  Itinerary  of  the  Council  of  Europe  Plan,  is 
based. This Itinerary passes through 15 countries of 3 continents and 
through over 70 towns of Phoenician origin. 
 
  LEARNING BY DIGGING 
                    It cooperated with the Liceo Gimnasio Statale “Quinto Orazio Flacco” 
from  28th    of  August  to  18th  of  September  to  an  excavation

programme,  that  took  place  at  the  archaeological  area  of  Pydna. 
Elliniki Etairia was the Scientific Coordinator of this Project. 
 
  STAGE 
               It  cooperated with  the  Scuola  Superiore di Catania and  two of  the 
students of the University, Mrs Olga Terechshenko and Mr Omar Sami 
Al Alamat, completed their stage from 18th of June to 24th of August 
2007. 
 
  ENNHO 
The Branch is member of the Board of European Network of National   
Heritage  of Organizations  (ENNHO).  ENNHO  is  an  independent  not‐
for‐profit  network  of  European  heritage  conservation  organisations 
established  in  1999.Its  mission  is  to  support  permanent  mutual 
exchange,  learning  and  partnership  building  between  heritage 
conservation organisations in European countries. 
t offers its members the opportunity to: 
o share experience and expertise 
o pool resources and undertake joint actions with other network 
partners 
o use the ENNHO Secretariat, and interactive website to network, 
learn  and disseminate information. 
                   In  addition  to  this  core  activity,  ENNHO  also  provides  a  forum  for 
heritage    practitioners  on  a  European  regional  basis  allowing  its 
members  and  partners  to  strengthen  intra‐regional  co‐operation 
within different zones of the Community.

A Very Significant Example of Cooperation 
between EU and China: The China – EU School 
of Law

On th 23rd of October 2008 the official inauguration of the China – EU School of Law 
(CESL) took place with the participation of LI Keqiang, Executive Vice Premier of the 
People's Republic of China  and  Jose Manuel Barroso,  President of  the  European 
Commission. 
The  school  was  established  on  behalf  of  the  European  Commission  and  the 
People's Republic of China, by a university consortium under the leadership of the 
University  of  Hamburg;  involved  participants  include  the  Universities  of  Madrid 
(Spain),  Bologna  (Italy),  Robert‐Schuman  Strasbourg  (France),  Sciences  Po  Paris 
(France),  Lund  (Sweden),  Leuven  (Belgium),  Manchester  (Great  Britain),  Krakow 
(Poland) and Maastricht  (Netherlands) as well as  the Central European University 
(Hungary),  the  Eötvos  Lorand  University  (Hungary)  in  Budapest  and  the  Trinity 
College Dublin  (Ireland). For China's part,  the China University of Political Science 
and Law and the Tsinghua University will participate, both located in Beijing.  
CESL  is  located  in  the  Campus  of  China  University  of  Political  Science  and  Law 
(CUPL)  in Changping, a town  in northern suburb of Beijing, neighboring the Jundu 
Mountain Range where  the Great Wall, Ming  Tombs,  the Mangshan  Forest Park 
and many historical sites are located. 
The main goal of CESL is to offer high level legal education to law students and legal 
professionals,  to  conduct Sino‐European  legal  research and  consultancy activities 
and  to  substantially  contribute  to  the  advancement  of  the  rule  of  law  in  China. 
Moreover, CESL  is  intended  to have an  immediate  impact on  the quality of  legal 
education  and  research  in China  at both  the  systemic  level  and  the professional 
level. As President Barroso said at  the opening ceremony, «Through  the study of 
law,  this  joint  EU‐China  law  school  will  act  as  a  bridge  between  civilisations, 
between different judicial systems, while at the same time retaining mutual respect 
for  our  respective  administrative  and  judicial models.  The  objective  of  this  joint 
School  is  to achieve mutual understanding,  to bring us  closer  together,  to  foster 
cooperation and partnership». 
In order to achieve these ambitious aims CESL provides four primary programmes: 
(1)  the  Programme  of  Chinese  Juris  Master  and  LL.  M.  of  EU  Law  (Master 
Programs); 
(2)  the  Professional  Training  Programme  designed  to  train  lawyers,  judges  and 
prosecutors; 
(3)  the  Research  and  Consultancy  Programme,  made  to  support  CESL  faculty 
research and provide top quality consulting services to various clients including the 
Chinese government;

(4)  the Ph.D. Programme, designed  to  support both Chinese  and  European Ph.D 
candidates,  with  an  eventual  degree  programme  at  CESL  and  the  possibility  of 
being partially merged with the Research Programme. 
However,  the  flagship  programme  of  CESL  is  represented  by  the  Master 
Programme,  which  is  divided  into  the  Double  Degree  Programme  for  Chinese 
applicants  and  the  European  Law  Master  Programme  for  international  and/or 
Chinese graduates. The Double Degree Programme combines the requirements of 
either the Juris Master of Chinese Law (Chinese J.M) or the Master of Chinese Law 
(Chinese  LL.M)  with  those  of  the  Master  of  European  Law  (European  LL.M). 
Together,  the program spans 3  full‐time academic years  (6 consecutive academic 
semesters)  culminating with  the  conferral  of  two  degrees:  either  a  J.M  or  LL.M 
degree from CUPL plus an LL.M degree from University of Hamburg.  International 
graduates  can  apply  for  the  Master  of  European  Law  Programme  as  an 
independent degree programme. If pursued in this way, the programme spans 1.5 
full‐time academic years (3 consecutive academic semesters) and terminates in the 
conferral of a LL.M degree from University of Hamburg. 
The Master Programme  is very relevant also for the field of Tourism Law, since  it 
provides  for  a  specific module  dedicated  to  European  Private  Law, which,  at  its 
turn, is divided into a number of lessons on Tort Law, a course on Property Law and 
another course about Contract Law.  
Infact,  in  the module on Tort  Law,  several hours of  lessons are dedicated  to  the 
liability of  the organizer and of  the  retailer of a package  travel,  to  the air carrier 
liability  in  case  of  accident  and  to  the  liability  of  hotel‐keepers  concerning  the 
property of their guests as  laid down by the  International Paris Convention of the 
17 december 1962. Even  in  the course of  the module on Contract  Law,  students 
deal with very  import aspects of Tourism Law, because some hours of  lessons are 
dedicated  to  the European  regulation of consumer contracts: more precisely,  the 
module  covers  the  regulation  of  the  unfair  terms  in  consumer  contracts;  the 
regulation of contracts negotiated away from business premises; the regulation of 
the misleading and comparative advertising and, at last, the regulation of the unfair 
commercial practices. 
All  in all, the project created by the European Union and the Chinese government 
represents a very meaningful and powerful example of cooperation  in the field of 
law,  which  may  allow  China  to  strengthen  its  rules  as  well  as  to  facilitate  the 
growth  and  the  re‐engineering  of  its  legal  system  in  the  economic  and  social 
contexts.  In  this  perspective,  it  is  conceivable  that  the  greater  interaction  and 
potential  synergy  of  different  legal  cultures  created  by  CESL  would  lead  to  the 
better development of the rule of law in China and that this will happen also in the 
field of  Tourism  Law,  since  the  European  lawmaker has  always paid  a particular 
attention to consumer and to tourist protection.

The attention of  legal  studies on  tourism  is  still prevailingly  focused on  sectional 
legislation, which represent indeed a very important field to study in depth, since it 
is  filled  with  implications  related  in  particular  to  the  different  kind  of  tourist 
contracts.  
Nevertheless,  one  thing  is  to  analyze  the  statutory  tourist  legislation  as  a 
fragmentary set of rules, another thing is to study tourist legislation as a complete 
system of rules, that is a system composed by the whole set of rules, principles and 
juridical instruments ‐ private and public ‐ elaborated in this specific area. 
Due to its nature, tourism has a very tight relationship with territory as well as with 
its  resident population, with  its  culture and  its  traditions, which are all elements 
that  must  be  promoted  and  improved  by  the  central  government  and  by  local 
administrations. 
This  aspect  could  though  mislead  the  interpreter,  which  could  wrongly  look  at 
tourism  legislation  only  as  a  local  phenomenon  since  there  are  only  few  rules 
arising  from  the  international  system  that  could be  applied  to  this  specific  filed. 
Anyway this remark deserves to be deepened  in specific studies, that should start 
with an accurate evaluation about the opportunity to regulate the field of tourism 
by a common core of rules. 
European Union has not  regulated  tourism with an organized  set of  rules  so  far. 
Even  if the Treaty had not originally given a specific  legislative competence to the 
UE  in  this  particular  area,  it  is  possible  to  identify  a  lot  of  aspects  which  are 
influenced by European  law,  such as,  for  instance, aspects  related  to  freedom of 
movement  of  persons  and  services,  to  professional  training,  to  environmental 
protection  and  ‐  last  but  not  least  –  to  tourist  protection  as  a  specific  kind  of 
consumer. Relating to this aspect,  it  is sufficient to  focus our attention to the so‐
called ruined holiday damage, which has been developed by the Courts and which 
raises  the  protection  of  tourist’s  physical  and  psychic  conditions  to  the  highest 
juridical dignity. 
A new direction for the EU participation in this matter could anyway arise from the 
Treaty of Lisbon – which probably will entry into force by the end of 2009 – since it 
expressly mentions  tourism  among  the  sectors  in which  Community  Institutions 
have the power to intervene. 
However,  the growing attention  to  the  field of  tourism at an  international  level  ‐ 
due to the relevant position that this specific area holds in every national budget ‐ 
must  not  run  down  the  importance  of  local  regulations,  which  are  directed  to 
protect the territory, the local culture and to increase the value of the personal and 
unreplaceable relationship between tourism services’s operators and users. 
Tourism  is  thus  characterized by  this  variety of profiles, by  the  complexity of  its 
own nature, by  the presence of different aspects which  could  indeed earn much

more  value  if  considered  as  a well organized  system.  Looking  for  a definition of 
tourism  it’s  not  surely  a  duty  of  law,  but  it  is  necessary  that  legal  studies 
concentrate on tourism within the consciousness of its relevant versatility. 
Infact,  from  a  legal  point  of  view,  tourism  belongs  to  that  kind  of  subjects 
characterized by  transversality,  since, at  the  same  time,  it  is  relevant  for a  lot of 
branches which, in an incisive way, have all to deal with activities and goods related 
to vacation and  to  its different  implications. This peculiarity of  tourism allows  to 
identify a lot of legal instruments applicable in this area, which is not weakened by 
its complexity but, on the contrary, it is often a good source of public interventions 
and  private  agreements  related  to  the  various  aspects  that  it  shows.  In  this 
perspective, besides  the  above mentioned  applications, we  could now  focus our 
attention on interventions of public bodies concerning: territory, environment and 
arts protection; thermal baths; pilgrimage; conventions and business’s trips; means 
of transport; accommodation facilities; protection of food and beverage and so on. 
Tourism  represent  a moment  of  freedom,  of  enjoyment,  of  growth  and  cultural 
comparison, which  is  always  in  progress  and which,  for  this  reason,  requires  an 
adequate  spirit  of  adaptability  and  innovation,  such  as,  for  example,  the  skill  to 
make optimum use of seaside lands and facilities beside tourist season. 
At the same time, in addition to its contractual dimension, tourism requests several 
interventions by public bodies  in  order  to  guarantee  the  necessary  coordination 
between  the various actions, especially  in  the  light of  the  territorial  spreading of 
the  offer, which  from  its  initial  and  local  position  has  to  reach  an  international 
level. The growing attention to the quality of services ‐ beside the more traditional 
support and promotion of enterprises, users (such as, for instance, tourist loan) and 
employment  in  the  depressed  areas  –  requires  an  impartial  intervention  too  in 
order to guarantee a well balanced relationship between operators and users. 
The  relationships  between  the  parties  to  a  contract  is  already  more  or  less 
harmonized by virtue of several widespread uniform contractual practices, while, 
referring to public law, it’s still possible to discover new borders since new models 
and criterions of governance are developing in this area. 
In conclusion, we could maintain that the analysis of the relationships between law 
and tourism  is open to social and economic reality so that  it requires a profitable 
comparison activity among all scholars at an international level; in this perspective, 
the  review AlmaTourism  represent  a  very  good place  in which  the debate  could 
take place and a very useful instrument in order to spread researches on tourism.

Final Report 
 
The  4th  Euro‐Mediterranean  Dialogue  organized  by  the  Phoenicians’  Route  –  a 
cultural itinerary of the Council of Europe –, took place in Sicily from the 27th to the 
30th of March 2009 with the presence of numerous participants from ten countries 
in Europe and the Mediterranean (Italy, France, Malta, Tunisia, Lebanon, Palestine, 
Israel, Luxembourg, Greece, and Spain). The purpose of this annual conference is to 
bringing  together  all  the participant  countries  in order  to discuss  the promotion 
and development of the route. The program this year focused on the presentation 
of the situation of the Route, country by country, in order to share experiences and 
homogenize  them  when  creating  and  developing  projects  that  are  now  being 
planned.  The  time  is  indeed  ripe,  for  both  private  and  public  initiatives,  to 
systematize  the existing cultural offer,  including best practices and methodology. 
Additionally, having a long period for the programming of projects in Europe (2007 
‐  2013),  makes  it  easier  to  develop  strategic  guidelines  sector  by  sector  the 
activities between partners. 
In order  to present past action,  the presentations  focused every day on different 
themes: 
On March the 27th, the  integration between cultural tourism and eno‐gastronomy 
was discussed  through  the  archaeo‐gastronomical workshop  called  “At  the  table 
with  the Phoenicians:  the bread of Astarte”. Guided by archaeologist Rossana de 
Simone and with the collaboration of the hospitality school IPSSAR “V. Titone” and 
the Pane Nero Association of Castelvetrano, the participants attempted to recreate 
the  votive  bread  dedicated  to  Astarte  in  the  Admeto  Hotel  in  Selinunte.  In 
antiquity,  this  bread was  offered  in  the  temples  consecrated  to  the  Phoenician 
goddess of  fertility venerated  in many places throughout the Mediterranean:  it  is 
possible to find traces in numerous archaeological sites in Tunisia, Malta, and Sicily. 
The unleavened bread has a diameter of 10 centimeters and is made with flour, oil, 
honey, and occasionally, dried fruits. The  ingredients were  identified according to 
archaeological  research, but until now,  the proportions were not known and  the 
bread had not been made for centuries. 
Thanks to this proposal, the bread of Astarte was given a new life as an ambassador 
of  the  Phoenicians’  Route  to  visitors  interested  in  the  Mediterranean.  Through 
these initiatives, it is possible to promote traditional local products, as was the case 
in this occasion with the black bread of Castelvetrano and the Nocellara Olive from 
the Belice Valley. 
 
On  Saturday  the  28th,  after  visiting  the  archaeological park of  Selinunte  and  the 
historical centre of Castelvetrano, the participants were welcomed by its Municipal

Administration, which supported the event. Later in the afternoon, the participants 
were hosted by the Menfi Commune at Palazzo Planeta, where the Documentation 
Centre of the Cultural Itineraries of the Council of Europe was inaugurated. Also in 
Palazzo  Planeta,  a  Seminary  on  the  Mediterranean  Diet  took  place  with  the 
participation of Elisa Tripoli and Vittoria Sepporta from the Faculty of Pharmacy of 
Palermo University,  Emanuela  Panke,  responsible  for  the  cultural  itinerary  ITER‐
VITIS  –  les  Chemins  de  la  Vigne  et  du  Vin,  and  Margherita  Venezia  from  the 
Department  of Agriculture  and  Forests  of  the  Sicilian  Region.  The  seminary was 
moderated  by  Martino  Ragusa,  gastronomical  writer  and  responsible  for  the 
websites  Il giornale del cibo and Turisti per caso. Agricultural entrepreneurs were 
also present and collaborated with testimonials and reflections. At the end of the 
conference, the participants of the 4th Euro‐Mediterranean Dialogue were offered 
some of  the products of  the Mediterranean diet  from Western Sicily. The  List of 
Gastronomic  Heritage  was  also  presented.  The  List  consists  of  a  selection  of 
Mediterranean dishes  that  can  serve  as ambassadors  throughout  the world. The 
List,  chosen  by  120  international  experts,  will  increase  every  year  with  other 
representative dishes with the intention of giving them their deserved recognition. 
Sunday  the  29th  was  dedicated  to  the  presentation  of  case  studies  and  the 
programming  of  activities  for  the  years  2009‐2010.  The Orestiadi  Foundation  in 
Gibellina hosted, within  its museum’s Mediterranean atmosphere, the partners of 
the Phoenicians’ Route. In the presence of Michel‐Thomas Penette, director of the 
European  Institute of Cultural Routes, the delegates agreed on the main topics of 
the itinerary and the importance of intercultural dialogue.  
Furthermore,  the participants discussed diverse  forms of promoting  the different 
cultural  itineraries  and  their  activities within  their  regions.  Among  the  common 
initiatives, the collaboration with the magazine “Welcome” published by ITS, Malta 
was confirmed. Other communication strategies consisted  in assisting  the Master 
of Journalism program of the University Institute for Modern Languages from Milan 
University in the making of a documentary about the contemporary Mediterranean 
through the Phoenicians’ Route. Finally, a preview of a 3‐D computer animated film 
about Hannibal was presented by the Tuoro sul Trasimeno Commune, leader of the 
Coordinamento  delle  Città  sul  Cammino  di  Annibale  as  part  of  an  innovative 
landscape route based on Hannibal’s Battle on the Trasimeno Lake.  
After a brief  lunch buffet and a visit guided by Mr. Enzo Fiametta,  its director, to 
the Mediterranean  Roots Museum  of  the Orestiadi  Foundation, work  continued 
with  the presentation of heritage educational activities developed by partners of 
the  Phoenicians’  Route  in  their  respective  territories.  They  then  proceeded  to 
planning joint interventions and the development of new projects. 
At  the  same  time,  the  Phoenicians’  Route  and  the  Orestiadi  Foundation  jointly 
hosted  the  preparatory  meeting  of  the  GEIE  ‐  Cultural  Routes  Europe,  the 
organization  that brings  together  the most  significant experiences of  the  cultural 
itineraries  recognized  by  the  Council  of  Europe.  In  addition  to  the  Phoenicians’ 
Route,  the  Via  Francigena, Al  Andalus,  and  Saint Martin, were  admitted  on  this 
occasion,  the  European  Jewish  Heritage  Itinerary  and  ITER‐VITIS  (the  latter  sub 
condicione  because  it’s  recognition  by  the  Council  of  Europe  is  pending).  This

meeting continued On Monday, March  the 30th, within  the superb setting of  the 
Norman  Palace  in  Palermo.  In  the  Red  Room,  formerly  the  headquarters  of  the 
great works of  Frederick  II, defined not  randomly  "Stupor Mundi",  a meeting of 
GEIE  ‐ Cultural Routes Europe  took place. After  the reception by  the President of 
the  Sicilian  Regional  Assembly,  they.  Francesco  Cascio,  delegates  of  the 
Phoenicians’  Route  were  able  to  visit  the magnificent  Palace.  In  the  afternoon, 
together with  the Superintendence of  the Sea of  the Sicilian Region  in  the Mirto 
Palace, a meeting was held with a select group of journalists.  
During  the  meeting,  the  Director  of  the  European  Institute  of  Cultural  Routes, 
Michel  Thomas‐Penette  noted  that  the  Phoenicians’  Route  is  an  important  sea 
route, as well as an itinerary of culture and intercultural dialogue, emphasizing the 
importance  of  the  Cultural  Itineraries  Program  of  the  Council  of  Europe,  which 
celebrates  its  22nd  anniversary  in  2009.  The  great  European  themes  are  history, 
memory,  and heritage  that  the different  itineraries develop  and  valorize despite 
numerous economic, operational, and structural difficulties. 
The Phoenicians’ Route and other itineraries of its kind, including Al Andalusi, also 
face intercultural issues and other related topics, for instance the sharing of culture 
and its applications, such as cultural tourism, which can provide solutions and joint 
proposals.  
In  his  welcoming  address,  Sebastiano  Tusa,  Superintendent  of  the  Sea  of  the 
Sicilian Region, said that the Phoenicians were a link in the entire Mediterranean as 
much as between north and south, east and west. He also recalls that Sicily is at the 
heart of the Mediterranean and is closely linked to the sea and its culture. The sea 
has been an element of union between different peoples, hence the importance of 
harbors. 
Michel Thomas‐Penette also presented some data on cultural itineraries: there are 
47  members  in  the  Council  of  Europe,  10  of  these,  coordinate  itineraries;  175 
NGOs, 1000 communities, 16,000 km of routes, 10 millions Euros of budget, and 16 
million visitors also participate. There is even more potential yet to be developed. 
The 4th Euro‐Mediterranean Dialogue organized by  the Phoenicians’ Route was a 
success both in relation to the activities developed by the itinerary as well as with 
the  addition  of  new  partnerships.  The  Phoenicians’  Route  portrays  itself  to  the 
public  as  an  increasingly  important  model,  as  demonstrated  by  the  success 
obtained in the different events where it has been presented; the last one was the 
4th  International Conference on Archaeological Tourism which took place recently 
in Peru.  
The  importance of this dialogue was therefore reflected  in the exchange of  ideas, 
sharing  of  knowledge  and  experiences  to  make  the  Phoenicians’  Route  an 
instrument  in  bringing  together  cultures  and  peoples  of  the  Mediterranean, 
different and similar at a time.

AlmaTourism, una nuova rivista 
interdisciplinare nel campo del turismo, della 
cultura e dello sviluppo territoriale per un 
futuro comune

In qualità di direttore editoriale sono onorata di presentare AlmaTourism, la prima 
rivista di turismo dell’Alma Mater Studiorum – Università di Bologna, l’ateneo più 
antico del mondo che a Rimini, distretto turistico europeo, ha avviato da oltre 
mezzo secolo una serie di attività di formazione e di ricerca dedicate a questo 
fenomeno in continua crescita in tutto il mondo. 
Rivista elettronica del Polo Scientifico e Didattico di Rimini e della Scuola Superiore 
di Scienze Turistiche, ha l’ambizione di diventare una piattaforma innovativa ed a 
scala internazionale, al momento con cadenza semestrale; un luogo virtuale, open 
source (www.almatourism.cib.unibo.it), dove accogliere studi e ricerche 
interdisciplinari/multidisciplinari dedicate al patrimonio culturale, al turismo ed allo 
sviluppo inteso come futuro comune, sulla base logistica di due piattaforme 
elettroniche, una dedicata alla lingua inglese e l’altra a quella di origine dell’autore. 
Grazie alla rete densa di legami accademici e scientifici della sede riminese 
dell’ateneo bolognese,  l’AlmaTourism può già contare sul sostegno di un advisory 
board nazionale ed internazionale - che qui ringrazio personalmente per la 
disponibilità e la fiducia dimostratami verso questo progetto ambizioso - formato 
da accademici prestigiosi e famosi esperti provenienti da diversi campi disciplinari e 
operativi, insieme ad una ricca lista di referees  che assicureranno una rigorosa 
selezione ed un controllo severo degli articoli presentati, a sostegno di un 
inserimento veloce della rivista in un contesto internazionale autorevole e di 
impact factor significativo. 
 
La filosofia principale della rivista è quella di dare supporto a studi di carattere 
transdisciplinare per il turismo, al fine di stimolare la convergenza e l’integrazione 
di differenti discipline ad esso dedicate, farne cioè uno strumento di cross-
fertilisation per diffondere i risultati di ricerche e studi accademici nel più ampio 
scenario internazionale, con una particolare attenzione allo spazio ed alla cultura 
neolatina e mediterranea.  
 
Nello specifico, AlmaTourism intende pubblicare articoli legati alle problematiche 
che emergono nella cultura turistica in una logica di Heritage, sia a livello teorico 
che pratico, e comunque provenienti da tutti i settori disciplinari nei quali il turismo 
costituisce tematica trasversale ed innovativa, come geografia, storia, economia, 
giurisprudenza, scienze politiche, management, marketing, matematica, statistica, 
tecnologie dell'informazione, antropologia, sociologia, psicologia, studi ambientali; 
sono quindi benvenuti tutti gli approcci nel campo delle scienze sociali, umanistiche 
e scientifiche. 
 
 
 
II 
 
Per ricostruire le molteplici componenti dell’heritage di una comunità, e 
contemporaneamente per delineare prodotti culturali organizzati per i turisti, due 
sono le problematiche strategiche sottese ad una riflessione scientifica del turismo 
in una visione disciplinare di sviluppo territoriale: 
 
1. il rapporto tra turismo e beni culturali in una prospettiva economica, 
in cui le competenze professionali e istituzionali, le capacità 
organizzative e gestionali e i modi di ragionamento deduttivo 
svolgono un ruolo fondamentale; 
2. il binomio turismo e patrimonio culturale, che non può prescindere da 
un’analisi di carattere storico-geografico, in cui vengono poste in 
rilievo le sedimentazioni geostoriche dei luoghi e l’evoluzione del 
sistema socio-economico locale in una prospettiva di sviluppo 
territoriale sulla base di un marcato ragionamento teorico induttivo, 
anche in base all’efficacia nel rapporto con gli stakeholder, agli 
strumenti quanti-qualitativi di comunicazione economico-finanziaria, 
sociale, ambientale e di sostenibilità. 
 
Proprio sulla prospettiva interdisciplinare di studi tra turismo, cultura e sviluppo 
territoriale, prende fisionomia il numero zero di AlmaTourism. Di fatto, è 
l’orientamento alla relazione tra turismo e patrimonio culturale in una prospettiva 
economica da un lato, e umanistica dall’altro, a costituire l’impianto tematico 
attorno a cui si concreta questo Numero, che può essere adeguatamente 
considerato nei termini di una prima presentazione generale delle teorie, degli 
oggetti e dei metodi di indagine del Journal stesso. Lungo questa direzione, come 
direttore ho voluto indicare nelle prime scelte editoriali alcuni paradigmi di base 
dei contenuti e delle diverse attività di ricerca, a livello teorico e pratico, che 
dovranno forgiare l’anima delle successive pubblicazioni semestrali di 
AlmaTourism. Così, allargando lo sguardo alle molteplici sfere d’influenza del 
turismo, si distingue il suo impatto con la geografia, l’economia, la storia ed il 
diritto, come emerge a chiare lettere dai saggi presentati in questo numero zero. Se 
il turismo e la geografia hanno un rapporto strettissimo, laddove (come afferma 
Giacomo Corna Pellegrini) l’una può offrire all’altro una completa gamma di 
conoscenze e di interpretazioni degli ambienti visitati, allo stesso modo, il turismo 
può cambiare la geografia, allorché modifica il carattere e le abitudini sia degli 
abitanti delle regioni visitate, sia degli stessi turisti. Nel contempo, alle soglie del 
terzo millennio si può affermare con sicurezza (come sostengono Guido Candela e 
Paolo Figini) che il turismo di fatto costituisce una vera e propria disciplina, in 
quanto esiste una comunità di studiosi che si è specializzata negli studi sul turismo, 
laddove è più incerta, invece, la soluzione alla domanda se il turismo sia una 
disciplina di scienza: al dilemma tra disciplina di genere e di specie comunque si dà 
una risposta positiva a favore della seconda risposta; e questo contributo ha così 
altresì il grande pregio di proporsi come modello e stimolo affinché anche altri 
ambiti disciplinari affrontino questa fondamentale riflessione teorica.  
 
 
 
 
 
 
 
 
III 
 
In ogni caso, vi è condivisione nel ritenere che il turismo sia uno studio che 
coinvolge scienze distinte seppure con metodologie diverse, come l’economia e la 
storia per esempio, scienze queste che sul versante pratico operativo, se associate 
dai tour operator, possono offrire “buoni” risultati (come sottolinea Paolo 
Sorcinelli). In tal senso, la tentazione degli operatori di non considerare abbastanza 
l’autenticità storica in favore di un profitto a breve termine è scontata (autenticità 
o commodification?), e su questo tema cruciale per il turismo storico e per il 
turismo della memoria, è aperto da tempo il dibattito internazionale fra gli studiosi.  
Nel contempo, l’intreccio tra la componente teorica e quella pratica nella 
multidisciplinarietà degli studi sul turismo è resa quanto mai evidente dalla 
presentazione di questioni problematiche di carattere giuridico, come illustra 
Marcella Gola, dilemmi che esigono una continua riflessione e un confronto a scala 
internazionale pur dovendo confrontarsi comunque con il livello nazionale. Nel 
nuovo scenario globale l’analisi delle relazioni tra diritto e turismo si apre così ai 
grandi temi della realtà sociale ed economica e richiede la presenza di validi luoghi 
di confronto tra gli studiosi a livello internazionale: l’avvio di AlmaTourism si 
propone come uno di questi, per la sua aspirazione ad un’ampia diffusione in 
campo scientifico delle ricerche di settore, rivolta all’attenzione di studiosi ed 
esperti di diversi e differenti campi di studio di tutto il mondo.  
 
Le sezioni note e relazioni, laboratorio, osservatorio, biografia e bibliografia 
completano un progetto redazionale complesso, che punta soprattutto sulla 
progettualità, l’innovazione e la creatività, a cui tutte le discipline convergono e che 
trovano nel turismo un tema comune. La potenzialità dello sviluppo turistico sulla 
performance di un territorio nell’era della globalizzazione si presta ad essere 
interpretato, per esempio, come un indicatore privilegiato dell’apertura 
internazionale di quel territorio; lo stesso vale nell’attenzione continua da parte del 
legislatore nella tutela giuridica dell’ambiente. 
 
Qui vengono favoriti i progetti di ricerca in corso, che hanno già visto varie fasi di 
concreta realizzazione: il “Cammino di Annibale” è il caso di un itinerario 
laboratorio interculturale per la formazione, la cultura e lo sviluppo del 
Mediterraneo, parte di sperimentazione e di riferimenti metodologici e di 
progettazione, gestione, animazione e comunicazione, legato all’Istituto Europeo 
degli Itinerari Culturali e alla rete UNESCO/UNITWIN “Culture, Tourism, 
Development” e ormai patrimonio consolidato dell’Itinerario Culturale “La Rotta 
dei Fenici”. Costituiscono, poi, un referente non meno significativo per le molteplici 
direttrici analitiche e operative che si dipartono da tale ampio quadro concettuale, 
gli stimoli scientifici e pratici che derivano dalle attività laboratoriali e dagli 
osservatori, laddove l’accento è posto specialmente sulle collaborazioni 
internazionali possibili, come per esempio nel caso dell’Unione Europea e della 
Cina, che insieme hanno dato vita alla “China-Eu School of Law”. Lo stesso vale per 
l’Hellenic Society “Elliniki Eteira” per lo sviluppo e il Patrimonio Culturale della 
Grecia, e dell’Intensive Programme “Marketing and Management Strategies in 
Small and Medium Sized (Family) Hotels” svoltosi nella Facoltà di Economia 
dell’Università di Bologna a Rimini nel 2008 e nell’anno successivo all’Università di 
Gerona, un Programma Erasmus a sostegno di attività e studi condivisi ad approcci 
innovativi per l’industria turistica. 
 
 
 
IV 
 
La stessa indicazione secondo cui “Turismo, cultura e sviluppo territoriale” trovano 
in AlmaTourism una piattaforma di studi transdisciplinari è confermata dalle 
segnalazioni bibliografiche e degli eventi futuri e dalla presentazione di biografie, 
esempio di percorsi di vita e di studio di personalità dedicate al “turismo”, utili per 
comprendere le strade che conducono a comprendere il fenomeno turistico. Infatti 
che cosa sia il turismo, una sua definizione e paradigma sia pure complesso e 
dinamico si presenta al momento “impossibile” a prospettare, o almeno così è 
emerso negli incontri e nei confronti tra i responsabili e i collaboratori di 
AlmaTourism, al loro interno, nelle frequentazioni internazionali e nelle letterature 
scientifiche dei diversi ambiti disciplinari: troppo complesso e oltremodo dinamico 
si presenta il turismo, o meglio i turismi, che coinvolgono sempre più le comunità 
accademiche e non dell’intero pianeta. L’unica convergenza è quella di interpretare 
il turismo come un fattore sociale, economico e soprattutto culturale per 
contribuire agli obiettivi di sviluppo del Millennio, ed a quello ci vogliamo attenere 
sulla base di una ethical platform pienamente partecipata.  
E di questa partecipazione appassionata voglio qui ringraziare tutti quelli che hanno 
lavorato alla realizzazione ed all’avvio del progetto AlmaTourism, dal coordinatore 
redazionale, Daniela Calanca, dagli assistenti della redazione, Maria Francesco 
Barbini, Cristina Bernini, Riccardo Campione, Massimiliano Castellani, Anna 
Cicchetti, Alessia Mariotti, Maurizio Mussoni, Emanuela Presutti, Emanuela Radon, 
Laura Vici (journal manager) e Lorenzo Zirulia; ultimo, ma non ultimo il team
