    The Influence of Organizational Communication in Improving Safety Culture in PT. XYZ

    It is expected that an organization will conduct a communication process in building a culture. The management of a company presents some policies and responsibilities through verbal and non-verbal messages continuously. It aims to shape a safety culture behaviour for the organization members of the company themselves. Research of the internal and external organizational communication  influences the effort to  improve Safety Culture through conceptual system or communication model. In addition, it also aims to improve the influence of risk and K3 communication including in the   implementation of Safety Culture in PT. XYZ’s work environment. This study used quantitative method in order to easily  understand communication process in internal and external organizational communication. There are 162 respondents used as  sample in this research. The data sampling technique uses  Probability Sampling method with Proportionate Stratified Random Sampling. The analysis method that was used first for linear regression analysis was normality test. Then, the researchers conducted a validity and reliability test. The hypothesis test used significance test simultaneously and partial significance test. The research data was analysed through the SPSS 24 software. This test was conducted by seeing the value of F that was present in ANOVA table, significance level that was used was 0,05. Climate and satisfactory in communication developed a measurement in safety culture comprehensively that included safety culture instruments that was categorized into independent variables (X). It included safety culture indicators, safety culture climate, safety management system or situational, safety behaviour, and organizational communication.

    Digital Media and Public Access to Educational and Political Information in Pangandaran in the Digital Age

    This study discusses the use of digital media and the public’s access to information in the fields of education and politics in Pangandaran Regency, West Java. In regards to assumptions of the Social Constructionism Theory (SCOT), people’s understandings about the presence of technology in their life    depend on how they interpret and treat the technology. As to the assumptions related to the public sphere, the potential for digital media to serve as a public sphere could also be questioned. This research uses a case study conducted by applying several data collection techniques, namely; in-depth interviews, observation and documentation studies. This study found that the high use of digital media in Pangandaran is not only the result of easy access but also people's perspectives of technology. Digital media can be an alternative to find educational information.  However, there is still a lack of information which is needed very much by the public about educational scholarships and studies at universities.  Meanwhile, political information is limited due to a lack of effort to disseminate government programs that are directly related to or will directly benefit the public. Based on these findings, it can be concluded that digital media has the potential to become a public sphere with a very limited function, namely a sphere where public interests can be discussed and citizens’ awareness of and participation in education and politics can be increased. In addition, the use of digital media can only be increased if there is awareness among individuals or institutions to utilize digital media so that the quality of digital literacy and political will possessed by all parties including the public, government and members of the Pangandaran Regency Regional House of Representatives will improve accordingly

    The Voice of Academics on Omnibus Law on YouTube: Undermining Public Transparency

    Agenda-building is concerned with negotiating interests in social systems and forces structured and carried out by a group of people. This study explores the agenda-building of the academics to intervene in the Job Creation Act (UUCK) policies that are delivered through YouTube. UUCK is an omnibus law, regulations made based on the compilation of rules with different substances and levels. UUCK in Indonesia was passed on October 5, 2020, with the main aim of simplifying regulations to improve the investment climate in Indonesia. However, the law has been opposed by many groups of people, starting from workers, students, academics, NGOs, and environmental activists, because the law is considered to be not pro-people. This study analysed dialogue texts about UUCK using agenda-building theory in 12 dialogue videos with a total duration of 25 hours and 40 minutes on YouTube uploaded in 2020. This research shows that YouTube facilitates public voices represented by academics amid positive narratives about UUCK that are spread in the mass media and the internet. The study has found four significant narratives within the pros and cons discussions of UUCK on YouTube that were built by academics. These four significant narratives are employment issues, regulatory issues, investment, economy and business and environmental issues. The UUCK sentiment was dominated by the rejection of UUCK, as mentioned above. The findings of this study indicate a firm rejection of UUCK, with scientific arguments from academics showing that the government has not built a transparent discussion regarding UUCK. This study recommends a more transparent, open and argumentative discussion from all UUCK stakeholders to minimise community friction

    Government Communication Model in Strengthening Village Institutions in Bertah Village, North Sumatra

    Based on Government Regulation Number 8 of 2016 concerning the Second Amendment to Government Regulation Number 60 of 2014 concerning Village Funds from the State Budget (APBN), village funds must be managed in an orderly, obedient, efficient, economical, effective, transparent and responsible manner by paying attention to the sense of justice and propriety and prioritizing the interests of the local community. Therefore, it is important to strengthen village institutions and village officials, so that they are qualified and empowered to carry out development. Indonesia has a total of 83,820 villages which need to be assisted so that the disbursed village funds are not wasted. This study uses a qualitative grounded theory approach by observing, interviewing 30 informants and analyzing village documents. The results of the study found that the human resource factor of the village head as a communicator, was more trusted by village institutions and the community because of his open, democratic communication style, willingness to accept suggestions/opinions and  empathy  according to the equalitarian style and the relinquishing  style of communication. The government communication model in strengthening village institutions is a mentoring model where communication starts from regency and district. However, the strengthening has not been seen optimally because of the high dependence of village institutions and village officials on village heads and village assistants so that they are less independent. The use of messages is more face-to-face, using messages and WhatsApp with information functions that are more persuasive and educative

    Each social media account created by users has its own purpose and meaning,. That is to attract the sympathy of the audience, Just like in real world, humans cannot live without socializing and interacting each other. This research was designed to find out the communication strategy of social media account managers in managing followers. This study used an interactional communication strategy with qualitative descriptive method. The results showed that the communication strategy used to manage the "chat relationship" account is the interactional communication strategy. This model had been used because followers have different backgrounds, knowledge, experiences, and cultures that affect each person in interpreting message. There are many factors as key success to running an online-based business through social media "relationships chat" account in order to increase followers loyalty in accordance with the strategy adopted by the account managers. Several management strategies had been applied such as a presentation to the audience, audience segmentation, consistency in providing entertainment to the audience, consistency of the characteristics and features needed, constantly looking for the latest entertainment innovations, communicating directly with consumers to support activities, and creating cooperation between account managers are being the key success to gain sympathy and loyalty from followers

    Acehnese People’s Information Seeking Behavior about COVID-19

    This research aims to identify types of media used by the Acehnese people in seeking information about COVID-19, and people’s perceptions and responses to the information that increases their likelihood of the risk of the pandemic. This study employs a quantitative approach, in which an online survey distributed through social media. All 324 respondents gave their consent to participate in filling out the research questionnaire. The study found that Acehnese people prefer online media and television (TV) to receive information about COVID-19, especially when people can access the information online (streaming). The finding indicates that people tend to trust information obtained through the media more than direct information (face to face) conveyed by the government. Regarding the public responses, this study found that most respondents argue the lack of government action in disseminating information about COVID-19.  It is believed that this condition is likely to bring up false information (hoax) from untrustworthy information sources. This response has an impact on the level of public trust towards the government as the main source of information in handling the pandemic. Respondents claim that the local government has a slow response in providing information about people who are infected by the virus, including insufficient information on the intervention of prevention and treatment carried out to stop the spread of the virus

    Household Waste Communication Campaign in the Family Planning Village in Medan City

    A research phenomenon is a model of communication carried out by district government officials to create public awareness about household waste.  The aim of this research is to analyze the model of communication carried out by district government officials to make people aware of how to deal with household waste. This research uses the interpretive qualitative method, in which data are selected by purposive sampling. Data collection techniques are Focus Group Discussion and observation.  The results of this research show that through face-to-face communication and group communication district government officials, ranging from the head of the environment office, family planning cadres and family welfare movement  (PKK) activator team, community leaders to the village head, had tried to perform their duties properly in making residents in two areas of family planning (KB) village aware about the impact of household waste. Persuasive communication is the model of communication where the source actively seeks to influence the recipient who is in a passive position. Due to differences in perceptions, the process of exchanging messages during the campaign was one-way, namely from the source to the recipient.  The model of communication which is developed in the activity is a command system in which district government officials give a command to the residents of the family planning village where the participation of the people especially those who rent houses in the management of household waste is low

    Presidential Rhetoric in the COVID-19 Pandemic Era: Jokowi’s Aristotelian Rhetorical Leadership Models Before and After Implementation of Semi-Lock Down Policy

    Presidential rhetoric evolved across the globe. Knowledge regarding the ways the presidents in democratic countries, which followed the presidential government system, such as Indonesia, advanced Aristotelian rhetorical leadership models in the covid-19 pandemic era, has, however, under-developed. Selecting president Joko Widodo (Jokowi) as a study case, this work raises the following question: what types of Aristotelian rhetorical leadership models performed by Jokowi before and after semi-lock down policy (PSBB) and how did he advance such rhetorical leaderships models? Focusing on such questions, this work adopts the president’s rhetorical leadership models, posited by Teten (2007) and Aristotelian rhetoric models, formulated by Gottweis (2007), as a conceptual framework. The materials posted in official Facebook pages of president Joko Widodo were extracted using the classic content and the qualitative and thematic content analyses. The findings are follows. Soon after the covid-19 pandemic outbreak took place in Indonesia, he attempted to develop the following types of rhetorical leadership, which are the identification, the authority and the directive rhetoric and the etho -logo-, and patho-centric Aristotelian rhetoric. Based on Indonesia case, this work offers the following knowledge contribution. It gives us new knowledge of 9 Aristotelian rhetorical leadership models, which are the etho-, logo- and patho-centric identification rhetoric, the etho-, logo- and patho-centric authority rhetoric and the etho-, logo- and patho-centric directive rhetoric models. Not merely the presidents, but also the local governments’ leaders could adopt such rhetoric models when they want to resolve diverse issues resulting from the pandemic

    Social Network Analysis: #BlackLivesMatter Distribution at Actor Level and System Level

    #BlackLivesMatter accompanies several cases of discrimination against the black community. The hashtag was spread by actors who have great influences on Twitter users. The actors create communication network which connected to each other to form opinions about the Black Lives Matter movement. Researchers conducted a study to determine the distribution of #BlackLivesMatter at the actor level for the period 20-27 April 2021 in Twitter. The study used quantitative methods and a positivistic paradigm with a Social Network Analysis (SNA) approach. The results show that the actor with the highest degree of centrality is @jeanmessiha with 238 interactions, the actor with the highest betweenness centrality is @helloagain0611 with a value of 0.000049, the actor with the highest eigenvector centrality is @jeanmessiha with a value of 1 and there are 1,416 actors who have closeness centrality. # BlackLivesMatter has a low diameter value so that it spreads quickly but not too widely, not much reciprocity occurs, not concentrated in one dominant cluster but spread widely in several clusters. The actors play a role in spreading diverse opinions regarding Black Lives Matter, thus creating free discussion in several clusters on Twitter. Opinion widely spread on Twitter creates public opinion regarding the Black Lives Matter movement

    E-Church as a Virtual Service Communities During COVID-19 Pandemics

    COVID-19 threatens the survival of many people. The imposition of social isolation, social distancing, and lockdown policies, shuts down face-to-face worship at the church. Despite the stuttering information technology, the Protestant churches gradually broadcast the worship Livestream Youtube and save the video afterward; so that the congregation can watch the e-church further. The adoption of communication technology has become a new strategy for church institutions during the pandemic; by creating channels for congregations. With the theory of mediatization of religion,  media used to delivering religious content, and as Protestant virtual communities, environment to gather and participate in real-time Sunday worship on youtube Livestream. E-church is the main target of Indonesian church institutions today, although it cannot be denied that many communication aspects are missing; such as touch, emotion, and expression.
