PENGAWASAN DEWAN PERWAKILAN RAKYAT DAERAH PADA PENGELOLAAN ANGGARAN PENDAPATAN DAN BELANJA DAERAH KABUPATEN HALMAHERA BARAT (Analisis Fungsi Pengawasan DPRD Kabupaten Halamahera Barat Periode 2014-2019 terhadap Pengelolaan APBD Tahun 2018)
Get PDFABSTRAK                   Fungsi pengawasan Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Halmahera Barat terhadap pengelolaan APBD, hanya bisa dinilai jika ada mekanisme yang transparan dan akuntabel. Oleh karena itu, proses pengawasan menjadi penting untuk melihat proses pengelolaan APBD yang dilakukan oleh pemerintah daerah. Penelitian ini dimaksudkan untuk mengetahui mengapa pengawasan dalam pengelolaan Anggaran Pendapatan Dan Belanja Daerah APBD) Kabupaten Halmahera Barat Tahun 2018 masih lemah. Penelitian ini mengunakan metode kualitatif, dengan pendekatan deskriptif. Hal ini berdasarkan pertimbangan bahwa lebih memungkinkan pengkajian secara komprehensif terhadap pelaksanaan fungsi pengawasan. Analisis difokuskan pada tiga tahap pengawasan, yaitu: pengawasan awal, pengawasan proses dan pengawasan akhir. Temuan penelitian menggambarkan bahwa, pengawasan awal yang dilakukan oleh DPRD Kabupaten Halmahera Barat pada pengelolaan APBD sudah sesuai mekanisme atau peraturan yang ada, hanya saja dalam pelaksanaan dilapangan masih belum optimal, karena ada beberapa program usulan dari masyarakat yang tidak terakomodir dalam pembahasan APBD tahun 2018. Hal tersebut disebabkan karena kurangnya pengawasan yang dilakukan oleh DPRD sebagai repsesentasi masyarakat. Pada pengawasan proses yang dilakukan oleh DPRD Kabupaten Halmahera Barat dengan instrumen menggunakan komisi dan hak yang dimilikinya, juga masih jauh dari harapan, hal ini disebabkan karena DPRD belum mampu memaksimalkan perannya dengan baik dalam mengawasi setiap program dari pemerintah. Dari aspek pengawasan akhir sudah dilakukan dengan baik, hanya saja perlu untuk lebih optimal lagi, sehingga dalam proses pertanggungjawaban eksekutif terhadap DPRD bisa berjalan sesuai dengan mekanisme yang ada bukan karena hasil loby-loby antar fraksi. Kata Kunci: Pengawasan; Anggaran;  Pemerintah  ABSTRACT                     The oversight function of the West Halmahera District People's Representative Council (DPRD) on the management of the APBD can only be assessed if there is a transparent and accountable mechanism. Therefore, the monitoring process is important to see the APBD management process carried out by local governments. This research is intended to find out why supervision in the management of the Regional Budget (APBD) of West Halmahera Regency in 2018 is still weak. This research uses qualitative methods, with a descriptive approach. This is based on the consideration that it is more likely to make a comprehensive assessment of the implementation of the supervisory function. The analysis is focused on three stages of supervision, namely: initial supervision, process supervision and final supervision. The research findings illustrate that, the initial supervision carried out by the West Halmahera Regency DPRD on the management of the APBD is in accordance with the existing mechanisms or regulations, it's just that in field implementation it is still not optimal, because there are several proposed programs from the community that are not accommodated in the 2018 APBD discussion. This is due to the lack of supervision carried out by the DPRD as a community representation. The supervision of the process carried out by the West Halmahera DPRD with instruments using commissions and the rights it has, is also still far from expectations, this is because the DPRD has not been able to maximize its role properly in overseeing every program of the government. From the aspect of final supervision it has been carried out well, it's just that it needs to be more optimal, so that the executive accountability process to the DPRD can run according to the existing mechanism, not because of the results of lobbies between factions. Keywords: Supervision, Budget, Governmen
IMPLEMENTASI KEBIJAKAN PEMERINTAH DAERAH DALAM PENGEMBANGAN DAN PELESTARIAN TULUDE DI KABUPATEN KEPULAUAN SANGIHE
Get PDFABSTRAKTulude adalah salah satu dari sekian banyak budaya di Indonesia yang harus di lestarikan dan di kembangkan oleh pemerintah daerah serta masyarakat di Kabupaten Kepulauan Sangihe. Untuk itu diperlukan kebijakan yang komprehensif untuk dapat mewujudkan target pengembangan dan pelestarian Tulude tersebut. Penelitian ini akan mencoba melihat bagaimana implementasi dari kebijakan pengembangan dan pelestarian Tulude yang dilakukan oleh pemerintah kabupaten Sangihe. Dari hasil penelitian didapati bahwa implementasi kebijakan pemerintah daerah dalam pengembangan dan pelestarian Tulude belum maksimal dikarenakan masih ada beberapa hal yang harus ditingkatkan lagi seperti : kebijakan yang menjadi payung hukum sudah tidak Relevan dan perlu di perbaharui lagi, komunikasi antara pemerintah daerah dan para tua-tua adat lebih ditingkatkan lagi, Sumber daya pegawai dalam pelaksanaan Tulude, dan disposisi juga perlu ditingkatkan agar Tulude akan selalu berkembang dan tetap dapat di cintai bahkan di lestarikan oleh Masyarakat kabupaten kepulauan Sangihe. Kata kunci : Implementasi Kebijakan; Tulude; Pemerintah Daerah.  ABSTRACTTulude is one of the many cultures in Indonesia that must be preserved and developed by the local government and the people in Sangihe Islands Regency. For this reason, a comprehensive policy is needed to be able to realize the target of development and preservation of Tulude. This research will try to see how the implementation of the Tulude development and preservation policies carried out by the Sangihe district government. PEMANFAATAN APLIKASI SISTEM OPERASI BERBASIS ELEKTRONIK TERPADU DALAM PENINGKATAN PELAYANAN PUBLIK DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU PROVINSI SULAWESI UTARA
Get PDFABSTRAKDalam konteks pelayanan public, sudah tidak zaman lagi pelayanan publik yang lamban, berbelit-belit jauh dari kemudahan apalagi diskriminatif, termasuk para ASN atau penyelenggara negara yang mindset-nya masih kaku, kolot dan tidak reformis ditambah ‘gaptek’ (gagap teknologi) serta minim kreasi dan inovasi. Apabila terjadi, konsekuensinya di era ini akan semakin tertinggal jauh bahkan dengan sendirinya akan tergusur. Demikian pula dalam sektor pelayanan perizinan, pemerintah dituntut untuk dapat mempermudah proses pengurusan perizinan guna menunjang ekonomi masyarakan dan pengusaha sehingga tidak ada lagi proses yang berbelit-belit dalam mengurus ijin. Aplikasi Sistem Operasi Berbasis Elektronik Terpadu merupakan inovasi yang dilakukan pemerintah provinsi Sulawesi Utara untuk dapat meningkatkan pelayanan publik serta tingkat kepuasan masyarakat terhadap pelayanan publik, dari aspek pemenuhan hak dan kewajiban yang jelas. Aplikasi ini sangat membantu meminimalisir Korupsi, Kolusi dan Nepotisme (KKN) dan mendorong meningkatnya pelayanan publik itu sendiri. Namun sayangnya aplikasi ini telah diganti dengan aplikasi perijinan dari pemerintah pusat yaitu SI CANTIK. Meskipun telah diganti dengan aplikasi yang sesuai dengan aturan pemerintah pusat, aplikasi Sistem Operasi Berbasis Elektronik Terpadu ini telah mampu menjangkau semua jenis perizinan dengan kualitas, proses, dan hasil pelayanan yang memudahkan pemohon dalam proses pengurusan perizinan tersebut. Hanya saja sosialisasi yang masih kurang dari pemerintah, sehingga pengurusan ijin berbasis elektronik masih belum banyak degunakan sebagai alternative utama masyarakat dalam mengurus ijin. Aplikasi berbasis elektronik ini mendorong masyarakat atau pemohon masuk kedalam sistem sehingga masyarakat pun dapat ikut serta dalam penyelenggaraannya. Namun aplikasi ini belum dapat di akses semua kalangan. Dikarenakan masih banyak wilayah di pelosok daerah yang belum mendapat akses jaringan internet. Kata Kunci : Pelayanan Publik; Sistem Operasi Berbasis Elektronik Terpadu; Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu  ABSTRACTIn the context of public services, it is no longer an era of slow, convoluted public services that are far from easy, let alone discriminatory, including civil servants or state officials whose mindsets are still rigid, old-fashioned and not reformist plus 'clueless' (not technologically) and minimal creation and innovation. If this happens, the consequences in this era will be further left far behind and even be displaced by itself. Likewise, in the licensing service sector, the government is required to be able to simplify the process of obtaining permits to support the economy of the community and entrepreneurs so that there are no more convoluted processes in processing permits. The Integrated Electronic Based Operating System Application is an innovation carried out by the North Sulawesi provincial government to be able to improve public services and the level of community satisfaction with public services, from the aspect of fulfilling clear rights and obligations. This application is very helpful in minimizing corruption, collusion and nepotism (KKN) and encouraging the improvement of public services themselves. But unfortunately this application has been replaced by a licensing application from the central government, namely SI CANTIK. Even though it has been replaced with an application that is in accordance with central government regulations, this Integrated Electronic Based Operating System application has been able to reach all types of licenses with quality, process, and service results that make it easier for applicants in the licensing process. It's just that socialization is still lacking from the government, so electronic-based licensing is still not widely used as the community's main alternative in processing permits. This electronic-based application encourages the public or the applicant to enter the system so that the public can participate in its implementation. However, this application cannot be accessed by all groups. PENGARUH ASEAN ECONOMIC COMMUNITY TERHADAP PERTUMBUHAN EKONOMI SULAWESI UTARA
Get PDFABSTRAKKerjasama ekonomi antar negara-negara anggota ASEAN telah di mulai sejak di sahkannya Deklarasi Bangkok tahun 1967. Tujuan kerjasama ini adalah untuk mempercepat pertumbuhan ekonomi. Dalam dinamika perkembangannya ASEAN di arahkan pada pembentukan Asean Economic Community (AEC) . Dalam konteks ekonomi, kehadiran AEC seharusnya memberi kenaikan pada ekonomi Sulawesi Utara. Penelitian ini bertujuan untuk menggambarkan pengaruh AEC terhadap pertumbuhan ekonomi khususnya di Sulawesi Utara. Penelitian ini dilakukan melalui pengambilan data dan wawancara dengan stake holder dimana didapati bahwa masuknya AEC ternyata berpengaruh terhadap ekonomi di Sulawesi Utara. Karena dari data yang ada ternyata perumbuhan ekonomi di Sulawesi Utara pada tahun 2012-2015 menurun dari 6,86%-6,12%. Dengan masuknya AEC mulai pada tahun 2016 dan 2017 ekonomi Sulawesi Utara meningkat 6,17%-6,32%. Tetapi 2018 menurun 6,01% akibat dari perang dagang antara Amerika Serikat dan China. Kata Kunci : ASEAN Economic Community; Pertumbuhan ekonomi; Sulawesi Utara.  ABSTRACTEconomic cooperation between ASEAN member countries has begun since the declaration of Bangkok in 1967. The purpose of this cooperation is to accelerate economic growth. In the development dynamics of ASEAN directed at the establishment of the Asean Economic Community (AEC). In the economic context, the presence of AEC should give a hike in the economy of North Sulawesi. This research aims to illustrate the influence of AEC on economic growth, especially in North Sulawesi. This research was conducted through data retrieval and interview with the stake holder where the inclusion of AEC was found to affect the economy in North Sulawesi. Because of the data is apparently the economic establishment in North Sulawesi in 2012-2015 decreased from 6.86%-6.12%. With the inclusion of AEC began in 2016 and 2017 economic North Sulawesi increased 6.17%-6.32%. Get PDFABSTRAKPemilihan Umum Kepala Daerah Kabupaten MinahasaTahun 2018 adalah momentum masyarakat Kabupaten Minahasa dalam berpartisipasi di pelaksanaan pemilukada. Partisipasi politik masyarakat tidak terlepas dari faktor-faktor pendorong yang memegang peran dan fungsi. Salah satu pendorong terciptanya partisipasi politik masyarakat adalah tokoh agama. Tokoh agama merupakan faktor pendorong terlibatnya masyarakat dalam pemilukada melalui tugas dan fungsiny amelayani masyarakat. Penelitian ini fokus pada peran tokoh agama dalam meningkatkan partisipasi politik masyarakat pada pemilukada khususnya Pemilihan Umum Kepala Daerah Kabupaten Minahasa Tahun 2018. Penelitian yang dilakukan ini menggunakan metode penelitian kualitatif dengan penjabaran deskriptif yaitu suatu penelitian yang bertujuan untuk memperoleh gambaran untuk memahami dan menjelaskan Peran Tokoh Agama dalam Meningkatkan Partisipasi Politik Masyarakat pada Pemilukada Minahasa Tahun 2019. Dalam penelitian ini, peneliti menggunakan teori partisipasi politik Mirriam Budiardjo dan teori elite Pareto. Data yang diperoleh dalam penulisan ini melalui kepustakaan, dan kantor-kantor institusi terkai tRumusan masalah yang di ambil dalam penelitian ini adalah Bagaimana peran tokoh agama dalam meningkatkan partisipasi politik masyarakat pada pemilukada Minahasa tahun 2018?. Hasil analisis menunjukkan bahwa masyarakat terlibat dalam proses pemilukada terlebih khusus dalam memberikan hak pilih yang sebelumnya masih apatis terhadap pelaksanaan pemilukada. Hal tersebut tercipta dari peran tokoh agama yang berfungsi memberikan pemahaman politk dan nasehat-nasehat ketika proses pemilukada berjalan, baik melalui khotbah di ibadah maupun dialog di lingkungan masyarakat. Kata Kunci: Tokoh Agama, Gereja Masehi Injili di Minahasa, Partisipasi Politik Masyarakat, PemilihanUmum Kepala Daerah.  THE ROLE OF RELIGIOUS FIGURE IN INCREASING COMMUNITY POLITICAL PARTICIPATION IN MINAHASA REGENCY GENERAL ELECTION IN 2018 (Case Studies in The Christian Evangelical Church in Minahasa Kawangkoan Two Area)  ABSTRACTThe Minahasa Regency Regional Head General Election in 2018 is the momentum of the Minahasa District community in participating in the post-conflict local election implementation. Community political participation is inseparable from the driving factors that hold roles and functions. One of the drivers of the creation of community political participation is religious leaders. Religious leaders are a driving factor for the involvement of the community in post-conflict local elections through their duties and functions to serve the community. This study focuses on the role of religious leaders in increasing community political participation in post-conflict local elections, especially the Election of Minahasa District Head in 2018. This research uses qualitative research methods with descriptive translation, namely research that aims to obtain an overview to understand and explain the Role of Religious Leaders in Improving Community Political Participation in Minahasa Election in 2019. In this study, researchers used Mirriam Budiardjo's theory of political participation and Pareto's elite theory. The data obtained in this paper is through literature, and related institutional offices. The formulation of the problem taken in this study is what is the role of religious leaders in increasing public political participation in the Minahasa post-conflict local election in 2018 ?. The results of the analysis show that the community is involved in the post-conflict local election process especially in giving voting rights which were still apathetic towards the implementation of post-conflict local election. This is created by the role of religious leaders who function to provide political understanding and advice when the post-conflict local election process runs, both through sermons in worship and dialogue in the community. Keywords: Religious Leaders, The Christian Evangelical Church in Minahasa, Community Political Participation, Regional Head Election
IMPLEMENTASI SISTEM PELAYANAN TERPADU SATU PINTU DI DINAS PELAYANAN TERPADU SATU PINTU DAN PENANAMAN MODAL KABUPATEN KEPULAUAN SANGIHE
Get PDFABSTRAKPelayanan publik menjadi isu kebijakan yang semakin strategis saat ini. Fakta menunjukan perbaikan pelayanan publik di Indonesia cenderung “berjalan di tempat†sedangkan implikasinya sangatlah luas, khususnya di bidang ekonomi. Salah satu upaya pemerintah untuk memperbaiki pelayanan public adalah kehadiran Pelayanan Terpadu Satu Pintu (PTSP). Kehadiran PTSP mempunyai tujuan untuk memperpendek proses pelayanan, mewujudkan proses pelayanan yang cepat, mudah, murah, transparan, pasti dan terjangkau serta mendekatkan dan memberikan pelayanan yang lebih luas kepada masyarakat. Namun dibeberapa tempat termasuk Kabupaten Kepulauan Sangihe, tujuan tersebut belum bisa terwujud. Penelitian ini akan mengidentifikasi berbagai problem yang dihadapi oleh Badan Pelayanan Perizinan Terpadu Kabupaten Kepulauan Sangihe, sehingga belum bisa memenuhi tugas dan kewajibannya tersebut. Dalam upayanya, Badan Pelayanan Perizinan Terpadu Kabupaten Kepulauan Sangihe, sebagai penyelenggara Perizinan dan terbentuk dari sebuah proses dalam rangka pemerintah Kabupaten Kepulauan Sangihe mencari pola yang terbaik dalam memberikan pelayanan Perizinan dan kepada masyarakat, terkendala oleh beberapa permasalahan seperti, sarana prasarana yang dimiliki, sumber daya manusia yang tersedia, komitmen dari pihak-pihak yang terlibat, yang diperparah dengan sosialisasi yang dilakukan kepada masyarakat yang belum maksimal. Oleh sebab itu berbagai upaya yang komprehensif dan terpadu juga perlu dilakukan, agar dinas ini bisa menjalankan tugas dan fungsinya seperti yang di harapkan. Kata Kunci: Implementasi, Sistem Pelayanan Terpadu Satu Pintu (PTSP).  ABSTRACTPublic services are becoming an increasingly strategic policy issue today. The facts show that the improvement of public services in Indonesia tends to "run in place" while the implications are very broad, especially in the economic sector. One of the government's efforts to improve public services is the presence of One Stop Services (PTSP). The presence of PTSP has the aim of shortening the service process, realizing a service process that is fast, easy, inexpensive, transparent, sure and affordable and to bring and provide a wider range of services to the community. However, in several places, including Sangihe Islands Regency, this goal has not yet been realized. This research will identify various problems faced by the Integrated Licensing Service Agency of Sangihe Islands Regency, so that it cannot fulfill its duties and obligations. In its efforts, the Sangihe Islands Regency Integrated Licensing Service Agency, as the organizer of licensing and was formed from a process in the framework of the Sangihe Islands Regency government looking for the best pattern in providing licensing services and to the community, constrained by several problems such as, owned infrastructure, resources available human beings, commitment from the parties involved, which is exacerbated by the socialization that has not been maximized. TIPOLOGI PEMILIH MAHASISWA PADA PEMILIHAN UMUM 2019 (Suatu studi pada Mahasiswa Fakultas Ilmu Sosial Universitas Negeri Gorontalo)
Get PDFABSTRAKSebagai masyarakat kampus yang memiliki nalar kekritisan dan sikap idealis, seharus dalam menentukan pilihan politik lebih mengarah pada perilaku yang rasional atau tipologi rasional. Namun demikian sebagai bangsa yang berbudaya, tentunya aspek nilai budaya sangat mempengaruhi pilihan politik seseorang. Hal ini pun terjadi pada mahasiswa Fakultas Ilmu Sosial Universitas Negeri Gorontalo dimana, dalam menentukan hak politik sebahagian besar dipengaruhi oleh pertimbangan pilihan orang tua atau lebih dikenal dengan tipologi tradisional.  Pada aspek preferensi politik terdapat fenomena split ticket voting, atau pilihan politik mahasiswa yang berbeda diantara Pemilihan Presiden dan pemiliHan anggota DPRD tingkat Provinsi dan kabupaten/Kota. Pada pemilihan presiden mereka cenderung menggunakan rasionalitas dalam menentukan pilihan politik, sedangkan pada level pemilihan anggota DPRD lebih cenderung pada tipologi tradisional atau lebih pada pertimbangan orang tua. Atas fenomena tersebut maka penelitian ini menganalisis dan memetakan tipologi pemilih mahasiswa dengan tujuan menjawab pertanyaan 1) Bagaimana tipologi pemilih mahasiswa FIS UNG dalam menentukan pilihan politik dan, 2) Faktor apa yang mempengaruhi tipologi pemilih mahasiswa dalam menentukan hak pilih. Kata Kunci : Tipologi Pemilih, Mahasiswa, Pemilu.   ABSTRACTAs a campus community that has critical reasoning and idealistic attitude, in making political choices it is more directed to rational behavior or rational typology. However, as a civilized nation, of course aspects of cultural values greatly affect one's political choices. This also happened to students of the Faculty of Social Sciences, Gorontalo State University where, in determining political rights, it was largely influenced by considerations of parents' choices or better known as traditional typologies. In the aspect of political preference there is the phenomenon of split ticket voting, or different political choices of students between the Presidential Election and the election of members of the Provincial and Regency / City DPRDs. In presidential elections they tend to use rationality in determining political choices, while at the election level DPRD members are more inclined to traditional typologies or more to the consideration of parents. STRATEGI MOBILISASI PARTAI DEMOKRASI INDONESIA PERJUANGAN (PDIP) PADA PEMILU 2019 DI DESA KOTA RAJA
Get PDFABSTRAKPenelitian ini bertujuan untuk menjawab pertanyaan strategi apa yang dilakukan oleh PDIP di desa Kota Raja dalam memobilisasi pemilih pada saat Pemilu 2019 sehingga dapat meraih suara yang sangat signifikan. Dari Data Pemilih Tetap (DPT) desa Kota Raja berjumlah 1.534 jiwa pilih, sementara pemilih yang mengunakan hak pilih berjumlah 1406 dan tidak menggunakan hak pilih berjumlah 128. PDIP memperoleh suara di tingkat kabupaten 57,25% atau sekitar 805 suara dan sisanya 42,74 % atau 601 suara di miliki oleh partai lain. Strategi mobilisasi PDIP pada pemilu 2019 di desa Kota Raja meliputi pemberian bantuan pada saat kampanye, jaringan tim kerja meliputi tokoh-tokoh masyarakat dan skema tema kampanye melalui isu kandidat dan program pembayaran pajak PBB.  Kata Kunci : Strategi, Mobilisasi, PDIP, Pemilu  ABSTRACTThis study aims to answer the question of the strategy carried out by PDIP in Kota Raja village in mobilizing voters during the 2019 Elections so as to gain a very significant vote. From Kota Kota's Permanent Voter Data (DPT), there were 1,534 voters, while voters who used their voting rights numbered 1406 and did not use voting rights totaling 128. PDIP obtained votes at the district level 57.25% or around 805 votes and the remaining 42.74 % or 601 of the votes are owned by other parties. PARTISIPASI POLITIK MAHASISWA BUOL DALAM PEMILIHAN UMUM 2019
Get PDFABSTRAKKeberadaan mahasiswa Buol yang tergabung dalam organisasi Persatuan Pelajar Mahasiswa Indonesia Buol (PPMIB) di Gorontalo berjumlah 152 orang dengan komposisi laki-laki 69 orang dan perempuan 83 orang[1]. Dalam menggunakan hak pilih hanya berkisar 57% yang berpartisipasi dalam Pemilu 2019 di Kabupaten Buol, sementara sekitar 43 % yang tidak menggunakan hak pilih. Tulisan ini bertujuan untuk melihat partisipasi politik mahasiwa Buol dalam menggunakan hak politik serta faktor yang mempengaruhi partisipasi politik dalam menggunakan hak politik. Tulisan ini menggunakan metode kualitatif dengan pendekatan fenomenologis. Hasil penelitian menunjukan bahwa, secara keseluruhan mahasiswa Buol di Gorontalo mempunyai keinginan untuk berpartisipasi dalam Pemilu 2019, namun aspek biaya transportasi yang menjadi kendala bagi mahasiswa untuk menyalurkan hak politiknya. Disisi lain ada sekitar 57% mahasiswa yang mendapat akomodasi transportasi melalui partai politik dan calon legislatif. Adapun yang menjadi faktor pendorong partisipasi politik mahsiswa Buol dalam memberikan hak politik adalah pertimbangan kandidat, faktor mobilisasi dan kinsip atau kekerabatan melalui peguyuban (PPMIB) di Gorontalo. Kata Kunci : Partisipasi Politik, Mahasiswa, Pemilu 2019  ABSTRACT               The existence of Buol students who are members of the Indonesian Buol Student Association (PPMIB) in Gorontalo totaled 152 people with a composition of 69 men and 83 women. In exercising the right to vote only around 57% participated in the 2019 elections in Buol District, while around 43% did not exercise their right to vote. This paper aims to look at the political participation of Buol students in exercising political rights as well as the factors that influence political participation in using political rights. This paper uses a qualitative method with a phenomenological approach. The results showed that, overall, the Buol students in Gorontalo had the desire to participate in the 2019 elections, but aspects of transportation costs were an obstacle for students to channel their political rights. On the other hand there are around 57% of students who get transportation accommodations through political parties and legislative candidates. PROSPEK PENYELESAIAN KONFLIK KOREA SELATAN DAN KOREA UTARA
Get PDFABSTRAKPenyelesaian Konflik Korea Utara dan Korea Selatan yang telah berlangsung selama 65 tahun hingga kini belum menemui jalan penyelesaian yang komprehensif walaupun sudah banyak pihak yang terlibat dan berbagai strategi dan solusi yang diupayakan. Tulisan ini mencoba menggambarkan prospek penyelesaian konflik Korea Selatan dan Korea Utara kedepan yang akan terjadi. Dari hasil penelitian dengan menggunakan metode studi pustaka (library research) ini tergambar bahwa berbagai hubungan kerjasama baik bilateral antara Korea maupun multilateral yang telah dilakukan hingga kini belum membawa dampak untuk perdamaian kedua Korea tanpa pengaruh besar Amerika dan Cina. Bahkan hingga kin yang terjadi justru sebaliknya, dimana masa depan hubungan antara Korea Utara dan Korea Selatan cenderung akan tetap dalam kondisi konflik dan sangat berpeluang untuk pecah kembali perang besar antara kedua Korea. Hal tersebut disebabkan oleh kepemilikan senjata pemusnah masal antar benua oleh Korea Utara yang telah membuat negara tersebut tidak takut lagi dan tunduk kepada siapapun walaupun telah diberi ancaman dan sangsi bertubi-tubi. Kata Kunci: Konflik Korea.  ABSTRACTThe North Korean and South Korean Conflict Resolution which has lasted for 65 years has yet to find a comprehensive solution, even though many parties have been involved and various strategies and solutions have been pursued. This paper tries to describe the prospects of resolving the conflict in South Korea and North Korea in the future. From the results of research using the library research method (library research), it is illustrated that various bilateral and bilateral relations between Korea and the multilateral cooperation that have been carried out up to now have not yet had an impact on the peace of the two Koreas without the great influence of America and China. Even to the contrary, the future of relations between North and South Korea will likely remain in a state of conflict and is very likely to reignite a major war between the two Koreas. This is caused by the ownership of weapons of mass destruction between continents by North Korea which has made the country no longer afraid and submits to anyone despite being threatened and sanctioned repeatedly. Keywords: Korean Conflic
