Fine corporate performance is required by each company under State-Owned Enterprises, one of which is insurance company. The performance can be seen from scheme dimension as the benchmark of company’s success in achieving its purpose. This research is aimed at describing budget implementation as performance control tool in 2014-2016 period at Asuransi Kredit Indonesia of Jember branch. The budget scheme under investigation dealt with company’s profit report. The research method was descriptive qualitative in nature. Budget scheme as performance control could be scrutinized by three aspects, comprising creation, management, and evaluation. The research findings evinced that the budget implementation as performance control was properly executed as seen from the aspect of company’s scheme creation applying Spander and Log system or Launching, in which figures were determined by referring to the guide map issued by the head office and interdivision coordination. The management aspect of targeted profit in 2015 only sufficed 26% of initial target, yet in 2014 and 2016 the company could surpass the targets. Nevertheless, overall the gaps were still beneficial in as much as the gap between income and underwriting was bigger than those between underwriting and expense. The problems faced by farmers in Indonesia still struggling in the weak structure of the network. Where the farmers prefer to depend on kinship relations and chose to run its business outside of the formal organization. The farmers tend to seek own patterns of organizing his business according to their better rational for various reasons. Here, the empowerment and organizing farmers by agents into the formal organizational structure became more important to construct mindset of farmers, so that the farmer can progress towards a better and can sustain development of the national economic. This research used a qualitative method which was located in Gapoktan Guyub Santoso Office and Wisata Edukasi Kampung Coklat in Plosorejo Village, District Kademangan, Blitar. The data were collected through interviews, observation and documentation. The research results showed that: the solidarity and participation of farmers into a farming institution is a key element that supports the success of Gapoktan Guyub Santoso in strengthening the capital and breaking the marketing chain of cocoa beans is too long and much harm to farmers. With the development of agro area through Wisata Edukasi Kampung Coklat also improve the quality and selling value of cocoa farmers and bring the impact of economic improvement of the surrounding community through various business opportunities. This is in accordance with the concept of participation empowerment explained by Craig and Mayo that participatory empowerment is a potential strategy in order to improve economic, social and cultural transformation. Therefore, emphasis should be emphasized on the importance of alternative approaches to development approaches beginning with the local community empowerment process.

This article discusses about the new social movement which male students as the movement actor by the study of non formal education movement in Jember. In this case, the new social movement called Swayanaka. Swayanaka is a student organization which made non formal education as the educational basis. Swayanaka comes as the alternative solution and supporting education during the time that we can say having the unsimilar in the quality especially in Jember and around it. This article uses qualitative method, because it aims to give detail explaination what about the action that have done by Swayanaka and how Swayanaka does the action using the concept of new sosial movement approach and discourse analysis as the theory to analyze the data. This research gives the description on how Swayanaka has a discourse itself in doing the activity process. Swayanaka lifts a text about education, by making an awareness toward children and health as a diskurtif practical. Afterthat diskurtif practical make to be social practical by focusing the movement on the health and awareness toward children. Social practical is such of Swayanaka strategy to create assisted village and develop networking, do some approaches, and do another activities which related to the Swayanaka activity proces

Local wisdom of Pakraman Tenganan Pegringsingan villagers highly contributes to the conservation of forests in the village area. In today’s globalization and modernization era in which the existence of local wisdom is considered to be fading in various community groups, the community local wisdom in the form of awig-awig governing the forest management still exists until now. The consistent existence of local knowledge is closely linked to conservation efforts in order to maintain its existence in community live. This research aimed to describe the preservation of local wisdom in forest management undertaken by community members of Pakraman Pegringsingan Tenganan Village. The explanation of this used a dialectical theory of objective structures and subjective phenomena by Pierre Bourdieu. The research applied qualitative approach, and the informants were determined using purposive sampling. Data collection used observation, interview, and documentation. The research results showed that the efforts of local wisdom preservation in the form of awig-awig that governs the forest management in community of Tenganan Pakraman Pegringsingan village were conducted by documentation, systematization, translation improvement into Indonesian, and socialization of awig-awig. The local wisdom has been a habitus in the local community, in which the habitus is dialectically related to the field that supports the sustainability of local wisdom in the live of people in Pakraman Tenganan Pegringsingan.

One of the most problematic problems faced by South African Lesbians is corrective rape phenomenon. This action is done by particular people to cure and make them being real South African Women. Real South African Woman is when a woman turns to be heterosexual, a mother and taking care of children. It is believed that it is not a humanisctic action and threats the lesbian security. As an unsolved problem, lesbian is being alienated when it occurs. Lesbian cannot access security because government does not consider this problem seriously. In fact, South Africa is one of the most progressive countries in glorifying human right idea. It is proven by 1996 South African Constitution which forbids discrimination based on personal identity preferences, especially sexual orientation. In this case, this study will analyze threats of corrective rape phenomenon toward human security, specifically lesbians by using liberal feminist theory. It is more interesting to use the theory because this phenomenon relates to gender-based violence which becomes the concern of feminists. The analysis is about how it can happen. It uses government points of view on how government works in practical level leading to that process.

This research aimed to describe the implementation process of Bantuan Siswa Miskin (Cash Transfer for Poor Students) Program at Elementary School (BSM-SD) at SDN Sebanen II in Kalisat Jember using discretion in the program implementation. This is a descriptive research with qualitative approach. Data collection techniques used were observation, interview, documentation. Method of data analysis used Miles and Huberman interactive analysis consisting of three activity flows, namely data reduction, data presentation and conclusion withdrawing. Techniques of data validity applied triangulation. Based on the phenomenon occurred, the form of discretion in implementing BSM-SD program was discretion in social planning. Socio-economic condition of local community members and conflict potentials caused by jealousy became consideration implementing the program to reduce or adjust the provisions in the implementation of BSM-SD program.

This study aims to describe collaborative governance in development program of local cultural values through Banyuwangi Ethno Carnival. The research used descriptive research type with qualitative approach and applied two types of data, namely primary data obtained from interview and observation and secondary data collected by documentation and literature study. Interviews were conducted with the parties involved in the problems to be analyzed. The data that had been collected were to be the information for the answer to the interview in this research. The data and information obtained showed that the stakeholders involved in BEC from 2011 to 2014 were Disbudparda (Department of Local Culture and Tourism) of Banyuwangi, JFC Management, Blambangan Arts Council and Carnival Instructors. In general, there were two patterns of cooperation in BEC event i.e. Public Private Partnership Pattern in 2011 and in 2012 until 2014. Barriers in building Collaborative Governance occurred in cultural and institutional factors.

Finance management is aimed at finding out the finance position of a company so as to reveal finance condition, which serves as the cornerstone in business decision making. Finance management also functions as an evaluation tool to business appropriateness in order to assess its accountability, probe its finance condition related to profit and loss, control business finance, and meet the obligation as citizen to pay tax. The finance condition aforementioned is germane to the administration of profit-and-loss finance which complies with the procedure as well as standard stipulated in Law number 20 of 2008, concerned with the obligation of home industry to carry out finance management as regulated in The Finance Standard of Entity with no Public Accountability (commonly known as SAK ETAP) to put home industry at ease when dealing with finance management. This research was projected to explain profit-and-loss finance management at UD Kayu Mas Balung, a home industry specializing on music instrument, in Jember district. The research employed qualitative method, coupled with descriptive analysis. The research findings revealed the profit-and-loss finance management which already complied with the very standard due to improvement on several production processes and the documents of finance administration carried out by the business owner.

Maintenance is an important process in human resource management in order to ensure the performance of a company. This research applied qualitative research with case study strategy in purpose of determining the maintenance of human resources at Jember Taxi as one of taxi transportation service companies in Jember. Data were collected by using in-depth interviews supported by a variety of archives and documentation and triangulation techniques. Data were analyzed by using Interactive Data Model Analysis. The results showed that the maintenance of human resources in Jember Taxis was not managed effectively in terms of aspects of planning, program implementation method, quality control and evaluation. It was indicated by data on turnover of human resources, so that the growth of company income declined throughout 2015. The importance of maintenance in boosting the company's performance requires Jember Taxi to improve the implementation of maintenance that has been running so far.

Marriage by ta'aruf (an introduction of the couples based on Islamic values) has lack of familiarity with either the spouse’s behavior or character because the process is short and the interaction is limited, so that people who perform ta'aruf are likely to face family problems, and their inability to adjust to these issues will tend to led to divorce. The purpose of this research was to describe the problems of the married couples by ta'aruf and the adjustment mechanism of couples married by ta'aruf in dealing with family problems that are much discussed in Family Sociology. This research used a qualitative descriptive method, and the research area was in Jember Regency. Informants were determined by purposive sampling, and data were collected by observation, interview, and documentation. Data validity test applied triangulation technique. Data analysis was by collecting all data, sorting data, interpreting data and theory, presenting data and drawing conclusions. The research results showed that the couples married by ta'aruf had adjustment that marriage is a means to improve obedience to God, meaning that the interactions built are not only on the basis of the rights of and obligations of the spouse but also as a form of obedience to God; it is not a matter of unity and bound by the word of marriage, but there is a demand of rights, obligations and responsibilities that must be carried out, which are not only accounted to the spouse but also to God
