Posisi Tawar Timor Leste untuk Memperoleh Status Keanggotaan Penuh di ASEAN
Abstract
After more than a decade as an observer, Timor Leste’s application to become the eleventh member of the ASEAN has officially submitted on 4 March 2011. Indeed, despite being the youngest country in ASEAN, Timor Leste has already made substantial contributions to the region of South East Asia through its involvement in several ASEAN events included the ASEAN Regional Forum (ARF) in 2005. The problem is that there are some doubts of its ability to fulfil all the membership obligations at this time. While Indonesia is actively sponsoring Timor Leste’s application for membership in ASEAN and strongly believes that this country is ready to becoming part of the ASEAN Community, some suppose that Timor Leste is not yet ready. The purpose of this study is to evaluate the position of Timor Leste in its attempts to join the ASEAN. The study employs qualitative analysis and utilizes some models of diplomacy and ASEAN charter in examining the efforts that Timor Leste has done in achieving full membership status in this regional organization. The data for the research was collected through secondary sources. The study concluded that Timor Leste has boosted its bargaining position in the last few years and its acceptance into ASEAN is only a matter of time
Alokasi Dana Desa dalam Formulasi Kebijakan APBD Kabupaten Jember Tahun 2012
AbstractVillage Fund Allocation is one type of direct financial assistance for villages given by the regency government taken 10% of balance funding of DAU (General Allocation Fund) and DAK (Special Fund Allocation) of the central board. Village Fund Allocation, often referred to as ADD, has its own rules in its establishment. The rules are stated in the legislation; that is, in PERMENDAGRI (Ministry of Internal Affairs Regulation) No. 37 Year 2007 which is set out in Jember Local Regulation No. 3 Year 2007. Jember Regency government establishes ADD because of lack of village income to finance its own operation. ADD becomes very important since, without ADD or other direct financial assistance to village, it will not exist. ADD which is a form of budget, in its stipulation is included in the budget formulation process. This research was conducted to identify the allocation process of ADD in the local budget policy formulation of Jember Regency in 2012 by applying descriptive-qualitative research method. The research results of were that Jember Regency government in the allocation of ADD, a little bit disregarded the fairness principle and overstated the equity principle. In PERMENDAGRI it is stated that equity principle is in line with the regional conditions. However, in reality, the local government of Jember Regency allocated ADD without considering this. Among villages is only a little difference in allocation. In fact, if using the fairness principle, It would be seen the very poor and the rich villages. Thus, the ADD of villages will have a big gap. It was shown that there was no significant difference between one village and another.Keywords: policy formulation, Village Fund Allocation, legislatio

Abstract
This research is intended to identify the effects of the variables of service quality on customer satisfaction quality of shopping unit at Koperasi Pegawai Republik Indonesia (Republic of Indonesia Employee Cooperative) of Jember University. Service quality is the main approach to providing satisfaction to the consumers. In line with this, companies need to understand how consumers perceive the quality and the level of quality they expect. Companies should necessarily work maximally to fulfill the customers' quality expectation. This research was to identify service quality to costumer satisfaction. Samples of the research were 97 respondents who were the cooperative members of shopping at shopping unit while the research was being conducted. Variables of th researh were tangibility, reliability, responsiveness, assurance and empathy. The research results showed that the independent variables consisting of responsiveness, reliability, assurance, empathy and tangibility affected the dependent variable namely customer satisfaction. The results of the research indicated that the most highly influential variable of the service quality to member satisfaction was responsivenes and the least influential one was assurance.
Potensi Penerimaan Pajak Mineral Bukan Logam Buatan dan Batuan Dalam Meningkatkan Pendapatan Asli Daerah: Studi Kasus Bahan Galian Pasir dan Kerikil di Kabupaten Lumajang
Abstract
This research was intended to describe the amount of potential tax revenue of sand and gravel in Lumajang Regency and to projection in 2013-2017. Lumajang Regency is greatly well-known as the finest producer of sand in Indonesia. However, tax revenue realization of sand and gravel increasingly declined. The unusualness is more and more clearly seen when seeing the fact that the streets are full of large trucks loaded with sand and gravel, causing traffic jam and damaging the national roads. Thus, the tax revenue of sand and gravel should increase instead of decrease. The research type used was descriptive with quantitative approach. Determination of informants was by purposive sampling technique. The type of data collected was primary data collected by interview and observation, while the secondary data were collected by documentation and literature study. Methods of data analysis used potential analysis with macro- and micro- approaches and projection. The research results showed that the potential of sand and gravel tax in Lumajang Regency was very good; however, its realization was very low. The average revenue ratio and the potential was only 6.65% of the potentials that existed in the field, meaning that the tax paid by miners/taxpayers of sand and gravel was very small than expectation. Identification of sand and gravel tax was categorized left-behind as well as mining and excavation sector. The 2013-2017 projection was still relatively small because the forecast was based on revenue realization of non-revenue potentials. 
Gastrodiplomacy Jepang di Indonesia Melalui Program Japan Halal Food Project (JHFP) Tahun 2013-2015 (
Abstract
Gastrodiplomacy denotes a form of public diplomacy which aggregates the diplomacy germane to culture, food, and establishing national achievement (nation branding) so as to make foreign culture omnipresent and come true. The objective of gastrodiplomacy is to elevate positive image of a country through the utilization of food. Food, which is a part of culture in every country, is deemed a sound bridge of nonverbal communication to bring various parties together, and, when seriously dealt with, it will make massive contribution to economic growth of a country. The utilization of food constitutes a part of the whole creative economy development by combining omnifarious elements from the concept of culture diplomacy, building national reputation (nation branding) and halal principle in order to elevate positive image of a country. This particular strategy was opted by Japan in Indonesia through implementing Japan Halal Food Project from 2013 to 2015. This study grappled with discovering and describing the processes and ways implemented by Japan government in Indonesia, which used food as the focal instrument in creating an image of Muslim-friendly country. The research method applied was descriptive qualitative, which aimed at elaborating the process and ideas on the creation of Japan’s image as a Muslim-friendly country through Japan Halal Food Project in Indonesia from 2013 to 2015. Research data were collected by library study and interview. The research findings indicated that Japan gastrodiplomacy through Japan Halal Food was carried out by combining public diplomacy, culture diplomacy, nation branding, and Halal certification. The very program was made operative through a number of information disseminations by website, cooking tutorial, seminar, and business matching, the objectives of which were to create an image of Japan being a Muslim-friendly country .  
Bertahan Hidup Dalam Kubangan Lumpur (Studi tentang Korban Lumpur Lapindo di Desa Glagaharum Kecamatan Porong Sidoarjo)
Abstract
The incident of Lapindo hot mudflow happened on May 29, 2006. The Glagaharum village was one of the villages affected by the incident, which was as many as ± 400 households. Most of the victims of the Lapindo mudflow chose to move to other areas, and some others chose to stay in the area of Lapindo mud. The theory used was a framework of thinking of Pierre Bourdieu about habitus. This research used descriptive qualitative method. The research results showed that victims of Lapindo mudflow decided to survive in the Glagaharum village because they already had capital as a source of strength in facing the battle arena which was occurred in the area of Lapindo mud especially Glagaharum village. Capital used as a source of strength by the victims of Lapindo mudflow, such as: (1) the orientationof social capital. It was in the form of no information to move, no have another choice, fear of new environments, and relation to the neighbors; (2) the orientation of economic capital. It was in form of not capable of managing compensation, occupational factors, economic barriers, waiting for the construction of the house, and waiting for the children graduate; (3) the orientation of cultural capital.It was in the form of relation to the residence and the traditional mindset
Pertumbuhan Ekonomi Kota Batu sebagai Daerah Otonom Baru
Abstract
Decentralization and local autonomy provide opportunities for the regions (province and regency/city) in Indonesia to undertake regional expansion. The implication is that the number of new autonomous regions (DOB) is higher and higher. However, the DOBs, viewed from the economic growth, tend to be under the parent regions. This means that the DOBs cannot respond to the demands of the expansion goals related to the acceleration of the regional economic development. Batu City was designated as a DOB through Law No. 11 Year 2001 on the establishment of Batu City. The economic growth of Batu City in 2002-2011 continuously increased and was higher than the average growth of Malang Regency which is the parent area of Batu City. This research was intended to determine the role of Batu City Government in improving its economic growth and analyze whether there was a sector shift in Gross Domestic Product (GDP) of Batu City. This type of research is descriptive with qualitative approach. In addition, to identify changes in leading sector of GDP in Batu City used Klassen’s typology analysis.

Abstract
This research aims to describe the institution of community based waste management at RT 01 RW 03 Dusun Krajan Kalirejo village Kabat district Banyuwangi regency. Banyuwangi regency had public issues of environment which was also suitable with its predicate as the dirtiest city; the second dirtiest city in East Java in 2010. However, Banyuwangi transformed into the winner of clean city (Adipura) successively from 2012 to 2015.Adipura is a trophy and the predicate which is only given to the cleanest city/regency. The key success factor of Banyuwangi as a clean city was gradual rules to the level of community that supported the behavior of the community in waste management. Such behavior was seen at RT01 RW03. The waste was managed by institution which had the impact on improving the quality of environment in the form of beauty and cleanliness and decreasing the amount of residue waste produced for disposing to landfill. The used data collection methods were observation techniques in the form of overt and covert, interviews, documentation and triangulation. The used informant determination method was purposive sampling technique with eight key informants. The researcher checked the data validity by using persistence observation, triangulation, and peer discussion. Data were analyzed by using an interactive model of Miles and Huberman that consisted of data collection, data reduction, data presentation, and conclusion. The research results showed that a community-based waste management in RT 01 RW 03 Dusun Krajan Village Kalirejo Real Estate Kalirejo village Kabat district Banyuwangi regency followed the institutional patterns. Institutional patterns were supported by formal and informal rules as well as the structure and role of executive institution (DKP, BSB, Kalirejo Village, RT 01 RW 03, Dasawisma) that shaped the behavior of community-based waste management at RT 01 RW 03

The media can influence the public mindset. Similarly, the news of rape informed by detik.com online media can affect the public mindset towards rape. Meanwhile, news conveyed by media is the construction result of reality which also cannot be separated from reporters’ subjectivity. How Detik.com online media represents the rape victims and doers in its reporting will affect the way the community members view the rape victims and perpetrators. This research was aimed to identify the identity construction of rape victims and perpetrators on Detik.com online media. The method used in this research was critical discourse analysis by Norman Fairclough. In the critical discourse analysis of Norman Fairclough, the research was conducted only at the text level covering representation, relation and identity. The research results showed that there were two patterns of rape; that is, those committed by family members and those by non-family members. Media construction on the victims, among others, karaoke girl guide, victim lover, female victims with disability, grandmother raped by younger man, poor girl, facebook friends, vegetable seller, public transportation passenger, housewife, victim’s friend, victim's neighbor. Analisis Manajemen Kesan Pengguna Facebook
The use of facebook as a social network site wins a lot of demands. Moreover, in Indonesia, facebook fever becomes a trend among young people. The phenomenon of facebook use in Indonesia has been widespread in many areas such as in Jember Town. The town is also supported by the existence of educational facilities such as state universities, one of which is the University of Jember. Facebook has become a means of making an impression management in facebook. This research was aimed to identify, describe and analyze the impression management of facebook users conducted by students of UNEJ in accordance with the impression management theory by Erving Goffman. The method used in this research was qualitative with purposive sampling technique. The research results showed that the impression that one wanted to show was in line with certain situation and condition depending on the audience. The impressions that one wanted to show up, among others, were impression of a university student, impression of people in pairs, impression of people who love traveling, impression of beautiful look, impression of confusion, impression of familiarity and impression of people who like sports. The impression management could not be separated from the appearance through clothing, makeup, and items such as purse or laptop, then the manner or style shown through expression described in photographs such smiling, staring eyes. It can be concluded that someone is considered more ideal when he is able to behave and act in accordance with common view as an individual who always interacts in community live, so facebook users always show and manage a good or positive impression in his friendship networks.Keywords: impression management, facebook users, expected role
