Stellungnahme gemäß § 16 Absatz 2 KlimaG BW zum Fortschritt des Klimaschutzes in Baden-Württemberg und zum Klima-Maßnahmen-Register : Bezugsjahr 2023
Das Jahr 2023 war mit durchschnittlich 10,7 °C das wärmste Jahr in Baden-Württemberg seit dem Beginn regelmäßiger Messungen in Deutschland. Der durch den regionalen Klimawandel verursachte Lufttemperaturanstieg schreitet leider erwartungsgemäß mit hohen Änderungsraten voran, was nicht nur in der Temperaturentwicklung, sondern auch in Extremwetterereignissen wie den starken Überschwemmungen im Frühjahr des Jahres 2024 zum Ausdruck kommt. Die rasche, zielgerichtete, konsistente und umfassende Umsetzung von Klimaschutzmaßnahmen weltweit, europaweit, bundesweit, aber gerade auch im Rahmen der Möglichkeiten eines Bundeslandes hier in Baden-Württemberg ist aus Sicht des Klima-Sachverständigenrats unabdingbar. Die gesamte Gesellschaft Baden-Württembergs muss gemeinsam und entschlossen zum Erreichen der Klimaschutzziele beitragen.
In einer Zeit, in der sich Schreckensmeldungen täglich überbieten – sei es aus den Kriegs- und Krisengebieten oder über eine strukturell und konjunkturell schwache Wirtschaftsleistung – entsteht zwangsläufig eine „Konkurrenz“ der aktuell bedrohlichsten Szenarien. Dass dabei aber gerade klimawandelbedingte Extremsituationen und deren Folgen zunehmend hingenommen werden, statt die dringend erforderlichen, wirksamen Klimaschutzmaßnahmen zur Umsetzung zu bringen, beobachtet der Klima-Sachverständigenrat mit großer Sorge. Dabei möchte der Klima-Sachverständigenrat an dieser Stelle Mut machen: die vielen guten Beispiele gemeinsam umgesetzter erfolgreicher Klimaschutzprojekte im Land belegen, dass Klimaschutz auch Brücken bauen und den gesellschaftlichen Zusammenhalt nachhaltig stärken kann.
Die verbleibende Zeit der laufenden Legislaturperiode muss eine Zeit der Umsetzung sein, nicht mehr der Ziele und Strategien. Dies wird darüber mitentscheiden, ob Baden-Württemberg als wirtschaftlich prosperierender Standort mit hoher Lebensqualität erhalten werden kann
Technical debt : insights into a manufacturing SME case study
Due to data and its use being an upcoming source of value for all industries, the use of IT systems becomes increasingly important to the daily business of most companies. As digitalization efforts increase, some existing obstacles come into focus – such as technical debt (TD). TD is well-researched in the software industry, but not so much in other industries. This paper aims at answering the question of how clients of software vendors in other industries are confronted with TD by performing a case study in a manufacturing SME and using grounded theory to develop a theory model on how TD occurs on the client-side, considering the entire system landscape and its evolution
Unveiling hurdles in software engineering education : the role of learning management systems
Learning management systems (LMSs) are established tools in higher education, especially in the field of software engineering (SE). The onset of the COVID-19 pandemic further amplified the utilization of these systems, which necessitated their integration into educational curricula for both lecturers and students. However, adopting LMSs within SE education has presented distinctive challenges impeding their seamless incorporation into the courses. This paper aims to scrutinize the challenges and requirements encountered by professors, lecturers, and students in the domain of SE education when using LMSs. We conducted an empirical study that included (i) a survey with 47 professors/lecturers and 133 students, (ii) an analysis of the ensuing data, and (iii) 18 additional interviews conducted with professors and lecturers to delve into nuanced variations in viewpoints. The findings derived from our study reveal that the challenges and requirements pertaining to LMSs are rather specific depending on the scope and size of the respective courses. Nevertheless, many participants have a consensus on numerous challenges and requirements for improving certain features of LMSs in order to improve their usage in SE education. The findings are valuable for advancing research and development in the field of LMSs and provide guidance for lecturers in SE education
CompEntre 4.0: developing and validating a competency model for Industry 4.0 startups
Purpose:
Competency models are widespread in entrepreneurship and help develop educational offerings. Although existing models cater to specific sub-disciplines, the field of Industry 4.0 startups still needs a tailored competency. Therefore, this study aims to bridge this gap by developing a specific competency model to address the unique challenges in Industry 4.0 entrepreneurship.
Design/methodology/approach:
The research approach involved a content analysis and interview study in compiling and categorizing the necessary competencies to succeed in the Industry 4.0 domain. The developed model was subjected to different forms of validation using the Content Validity Index and inter-rater reliability incorporating expert feedback.
Findings:
The described multi-methodological approach resulted in the proposed “CompEntre 4.0” model, which contains 23 crucial competencies for Industry 4.0 startups. The results of this model validation demonstrate that it meets the necessary threshold values, establishing its reliability and potential for future use and further improvement.
Practical implications:
By providing a structured framework tailored to the specific demands of this domain, the competency model has the potential to guide and empower entrepreneurs, improving their prospects for success in the rapidly evolving landscape of Industry 4.0.
Originality/value:
While there are specific competency models for the entrepreneurship field and for specific sub-disciplines of entrepreneurship, there is, despite numerous specifics, no competency model for Industry 4.0 entrepreneurship yet
Toward context-awareness in the operating room based on a service-oriented device connectivity interface for intraoperative checklists
The intraoperative checklists communicate status changes, i.e. the current surgical phase, via the OR network. The ORPad adapts its visualization depending on the phase to visualize preoperative information, such as images or laboratory values. Thus, context-awareness was achieved. Thereby, all systems must adhere to use the same phase definitions and encodings to ensure the correct interpretation of the provided information
Neural networks within generative AI: a review from a marketing research perspective
Focusing on the role of neural networks within Generative Artificial Intelligence, this paper reviews their operating principles, recent developments, and implications for research in the marketing discipline. Special emphasis is placed on generative networks that produce synthetic data with a high degree of similarity to original data – such as realistic images, textual, or audio content – thereby expanding the potential for applied marketing practices. Besides significant opportunities opened up by Generative Artificial Intelligence, the review also elaborates on challenges, including technical obstacles like achieving an adequate Nash equilibrium between competing network components, and application-related considerations such as finding reliable metrics to evaluate their business performance. Broader implications are also analysed from recent publications, including ethical dilemmas related to data authenticity. As a result, this study provides a distinct perspective within the intersecting fields of marketing and computer science in the discourse surrounding Generative Artificial Intelligence, underscoring the research innovations arising from neural network models
Comparison of the 2022 Soccer World Cup in Qatar with the 2024 European Soccer Championship in Germany from a sustainability perspective
This paper compares the sustainability claims made by soccer mega event organizers FIFA and UEFA against the realities of the 2022 Soccer World Cup in Qatar and the 2024 UEFA European Soccer Championship in Germany. The comparison reveals massive discrepancies between the two perspectives. While acknowledging efforts made in both instances, the paper concludes that Qatar primarily engaged in sports washing, using the sustainability goals outlined for the World Cup as a tool for this purpose. Also Germany, though more ambitious and successful in its sustainability efforts, still has room for improvement. Here the ambitions were set higher in order to achieve a lasting, heightened awareness of sustainability among all stakeholders in the long term
Enhancing transparency and sustainability in urban freight : a decision making support tool for city logistics
In the last decades many city logistic projects attempt to tackle the unyielding problems caused by urban freight transport. Due to the rise of urbanization and the rising volume of parcel shipments, a steady increase of emissions, especially in inner cities were inevitable. Although many projects offered reasonable and viable solutions, very few have survived the post-government funding stage due to the limited engagement and interest from the general public and other stakeholders, which could have enhanced the projects' profitability and feasibility. This paper wants to introduce a method to create an analysis tool that encompasses all the needs and goals of all stakeholders related to city logistic projects to facilitate cooperation and consensus by providing transparency and scenarios to achieve the best outcome for everyone. In summary, the aim of this paper is to present a tool capable of achieving consensus among all stakeholders involved in a city logistics project and identifying the best scenario to be profitable

AI-assisted pattern generator for garment design
This paper introduces an AI-assisted pattern generator, aimed to simplify garment design by flattening the pattern creation in an automated process from 3D scans for users without knowledge of conventional pattern construction. This garment tool plug-in computerizes the development of scanned persons into 3D shell surface meshes, which are automatically unwrapped into 2D patterns, streamlining the traditionally complex aspects of garment design for novices. The process uses advanced AI algorithms to facilitate the conversion of 3D scans into usable patterns. Machine learning adapts to different garment styles (close-fitting, regular fit and loose-fitting), ensuring a broad applicability, while customization options allow a precise adaption to individual body measurements.
