SIKAP MASYARAKAT DESA PENJAWAAN TERHADAP PENERAPAN PERATURAN LARANGAN MEMBUKA LAHAN DENGAN CARA MEMBAKAR DI KECAMATAN SANDAI KABUPATEN KETAPANG
Recent forest and land fire issues attract more national and international attention as environmental and economic issues. The Government through its authority has issued several regulations in order to achieve the success of forest and land fire prevention. One of the regulations is Law no. 32 of 2009 Concerning Environmental Protection and Management Article 69 (1) letter h "everyone is prohibited from clearing the land by burning". Penjawaan Village is a village where most of the people are livelihood in agriculture and plantation sector. The farmers in the village are known to still use shifting cultivation farming system by burning technique. Regarding this matter, of course there will be hope of change of farming system of shifting cultivation into permanent and unsustainable agriculture pattern. In such conditions, people will usually display certain attitudes. Therefore, this study aims to describe the attitude of the community of Penjawaan Village and explain the factors that influence the attitude of the community towards the implementation of the ban on opening the land by burning. The research used survey method with interview and sampling of respondents was done by purposive random sampling technique. The analysis used is descriptive analysis and inferential analysis of Kendall Tau correlation. The results showed that the attitude of the community of Penjawaan Village against the implementation of the prohibition of opening the land by burning tends to be neutral, this is because the community just know about the regulation. In addition, the lack of modern agricultural technological tools and community knowledge of how to use them for the processing of land into a permanent agricultural pattern in the village is still minimal. Significantly related to the attitude of the community of Penjawaan Village is the perception and dependence on the forest. This happens because people realize that clearing the land by burning will threaten the existence of the forest. In addition, the community still utilizes the surrounding forest products for daily needs. Keywords: Community Attitudes, How to Burn, Land, Regulations
