Get PDFThe open public spaces (OPS) of Krasnoyarsk are analyzed from the perspective of the global trend in the comfortable urban environment formation. The given classification reflects the unique natural landscapes and objects of the existing landscape-planning structure of the city. The methodological approach to the complex analysis of their current state is based on the assessment of the territory development potentials and is carried out, inter alia, with the use of geoinformation data analysis. The unique and unified factors influencing the development of the OPS are identified and recommendations are given for their transformation into indicators and parameters of the environment comfort. The principles are formulated and the prospects for the further development of OPS in Krasnoyarsk are outlined.Открытые общественные пространства (ООП) Красноярска анализируются с позиции формирования комфортной городской среды. Приведенная классификация отражает уникальные природные ландшафты и объекты сложившейся ландшафтно-планировочной структуры города. Методологический подход к анализу их современного состояния базируется на оценке потенциалов развития территории и выполнен с применением геоинформационного анализа данных. Выявлены факторы, влияющие на развитие ООП, даны рекомендации по их трансформации в показатели и параметры комфортности среды. The article studies the basic forms of care organization and reveals the necessity of taking into account territorial and regional peculiarities of a particular region. The Paris agreement, based on the negotiations of the 21st Conference of the Parties in Paris (COP21) in December 2015, focus to contain global warming well below 2°C compared to pre-industrial levels by 2100, and strives to limit the increase to +1.5°C. To implement the objectives of the Paris agreement on their territories, many European cities developed their municipal climate action plans with the objective of becoming carbon neutral by 2050. A celebration city, a city and a celebration, celebration spaces have become the subject of the issue. And a winter city – for those cities which have got winter anyway. In Irkutsk, this topic seems to be seriously considered (p.75). In Moscow, the already traditional Journey to Christmas has lasted for the three winter months, although without natural attributes such as snow, frost and other unnecessary stuff. Meanwhile, climate change made the International Union of Architects join its efforts with the UNO and publish the Declaration (p. 5). Anyway, the luxury of the decorated center made our capital the leader among European brothers and sisters.
As for the competition among cities, do non-capitals with their modest budgets have any chance to hit the podium? “They do”, says the FORBES LIFE and publishes the list of top 10 most promising cities in Russia, which includes Irkutsk. Among other things, it is due to the Winter University (its XXIst session will be featured in the next issue) and a successful Quarter 130 (see the details that have not been published before on pp. 62-69).
Italian cities of Siena, Berga, Assisi and Venice can be truly called celebration cities. Cities give birth to celebrations, but a celebration can also inspire the city to start a new life. The heroes of this issue are Perm, Novosibirsk, Norilsk, Irkutsk, Ulan Bator, Dresden and Kyakhta. The city declared the World Capital of Architecture for 2020, Rio de Janeiro (pp. 6-7) will host us for the UIA Congress in July.А Moveable Feast, Праздник, который всегда с тобой – так определил Хемингуэй Париж, большой город, в котором прошел счастливый период его жизни.
Город-праздник, город и праздник, пространства праздника – все это стало темой номера. И еще зимний город – для тех городов, где зима все-таки состоялась. В Иркутске этой темой, кажется, занялись всерьез (75). В Москве ставшее традиционным Путешествие в Рождество растянулось на все три месяца зимы, хоть и без природной атрибутики в виде снега, мороза и прочей необязательной ерунды. Изменения климата, между прочим, заставили Международный союз архитекторов объединить свои усилия с ООН и обнародовать Декларацию (5). Так или иначе роскошь оформления центра вывела нашу столицу в лидеры среди европейских сестер и братьев.
Конкуренция городов. Имеют ли шансы занять в ней выигрышные позиции нестолицы со своими более скромными бюджетами? Имеют – отвечает «ФОРБС ЛАЙФ» и публикует список 10 перспективных городов России, включая туда Иркутск. Между прочим, благодаря Зимнему университету (о ХХI его сессии – в нашем следующем номере) и успешному Кварталу 130 (ранее не публиковавшиеся подробности на с. 62–69).
Городами-праздниками можно с полным правом назвать итальянские Сиену, Берга, Ассизи и Венецию. Города рождают свои праздники, но и праздник может вдохновить город на возрождение к новой жизни. Героями этого номера стали Пермь, Новосибирск, Норильск, Иркутск, Улан-Батор, Дрезден и Кяхта. Traditionally, WINTER seems dangerous and hostile to people who live at high latitudes. Indeed, snow, frost and little daylight seem to be a heavy obstacle for a beautiful and easy life. Not for nothing do three-fourth of the humankind live in the tropics. However, a deeper insight into the phenomenon of winter and winter cities makes us believe that winter can bring a lot of opportunities and advantages. This issue is particularly important for Russia, even strategically important. Not only because General Frost often helped the country in times of military danger.
Irkutsk citizens decided to find out what benefits they can get from WINTER. The Irkutsk National Research Technical University hosted a conference devoted to “Attractiveness and Economy of a Winter City”. The rector of the Technical University, Mikhail Kornyakov and the moderator of the conference, Sergey Mayarenkov invited the participants to search for the ways of life “in harmony with winter”. We are launching this theme on the pages of our journal to begin to accumulate concrete examples of how the presence of “winter factors” brings specific features to the people’s way of life, to the development of cities, to architecture and public spaces; and to collect ideas and technologies for the improvement of cities in severe climate conditions.Когда могущая ЗимаКак грозный вождь, ведет самаНа нас косматые дружиныСвоих морозов и снегов, – Навстречу ей трещат камины И весел зимний жар пировА. Get PDFAre there many words combining both space and time? A quarter is one of such rare words: it means both a part of the city space and a period of the year. A regular city has parts bordered by four streets. For example, Chita is a city with an absolutely orthogonal historical center. This Utopian city was designed by Decembrists in the depth of Siberian ore-mines (120). The 130 Quarter in Irkutsk is irregular from its inception because of its triangular form. Located between two roads, the forked quarter was initially bordered by flows along the west-east axis – the main direction of the country. That is why it appreciated the gift for the 350 anniversary of its transit existence – a promenade for an unhurried flow of pedestrians. The quarter manages this flow quite well, while overcoming the difficulties of new existence and gathering myths (102). Arousing many expectations, the “Irkutsk’s Quarters” project continues the theme that was begun by the 130 Quarter and involved regeneration, revival and search for Genius Loci and the key to each single quarter (74). Beaded on the trading axis, these shabby and unfriendly quarters full of rubbish should be transformed for the good of inhabitants, guests and the small business. The triptych by Lidin, Rappaport and Nevlyutov is about happiness of urbanship and cities for people, too (58). The City Community Forum was also devoted to the urban theme (114). Going through the last quarter of the year, we hope that Irkutsk will keep to the right policy, so that in the near future the wooden downtown quarters will become its pride, and the design, construction and investment complexes will join in desire to increase the number of comfortable and lively quarters in our city. The Baikal Beam will get one more landmark: the Smart School (22) for Irkutsk’s children, including orphans, will be built in several years on the bank of Chertugeevsky Bay.Много ли в языке слов, одновременно обозначающих (соединяющих в себе) пространство и время? Квартал из таких, редких: и часть пространства города, и четверть года. Ограниченная четырьмя улицами часть города – это в правильном городе. Такова Чита – редкий город с абсолютно ортогональным историческим центром. Декабристы нарисовали город из Утопии во глубине сибирских руд (120). Иркутский 130-й квартал – изначально неправильный потому, что треугольный. Расположенный между двумя дорогами, квартал-развилка, он с самого начала был омываем потоками вдоль оси запад – восток, главного направления державы. Поэтому, наверное, он благодарно принял подарок к 350-летию своего транзитного бытия – променад для неспешного потока пешеходов. И в общем-то неплохо с этим потоком справляется, преодолевая трудности нового бытия и обрастая мифами (102). «Иркутские кварталы», проект, от которого сейчас многого ожидают, продолжает начатую в 130-м тему регенерации, возрождения, поиска гения места, подбора ключа к каждому отдельному кварталу (74). Нанизываясь на торговую ось, эти кварталы, заросшие хламом, выпотрошенные последними десятилетиями и ставшие недружелюбными, должны переформатироваться и преобразиться на благо горожанам, гостям, малому бизнесу. Триптих Лидина, Раппапорта и Невлютова – как раз об этом, о счастье горожанства и городе для людей (58). Теме города для людей был посвящен и Форум городских сообществ (114). Завершаем последний квартал года с надеждой, что Иркутск продолжит правильную линию и уже в скором будущем деревянные кварталы центра станут его гордостью, а проектный, строительный и инвестирующий комплексы объединятся в стремлении умножить число комфортных и ярких кварталов города. Ну а Байкальский луч получит еще одну яркую точку на своей траектории: Умная школа (22) для маленьких иркутян, в том числе для детей-сирот, появится через несколько лет на берегу Чертугеевского залива
