Theoretical Analysis of the Fiscal Federalism
There is no complete overview of the sciences literature of the fiscal decentralization and economics of federalism and, even though scholarly interest in the topic has been increasing significantly over recent years. The fiscal federalism and decentralization sciences literature is grouped into two main groups: the first generation of theory and the second generation of theory. This research aim - critically analyse the fiscal federalism first and second generation theories. This article offers a critical and in-depth review and evaluation of the important elements of current knowledge and theoretical development of fiscal federalism and decentralization
Chaotic Analysis and Design of an Early Warning System for Inflation in Iran Using Markov Switching Autoregressive Approach
In Iran, one of the most important economic problems in recent decades is the phenomenon of inflation. Achieving a stable inflation rate requires the ability to use efficient and effective tools in economic policy-making. Hence, economic policymakers should have a proper understanding of the effects of the policies applied and be able to adjust their economic instruments with precise inflation forecasts. EWS has been designed and to anticipate inflationary crises and anticipate an impending incident based on signs that appear on the economy before a crisis happens. In this paper, the behavior of inflation rate has been investigated with BDS and maximum Lyapunov exponent tests, with the help of Eviews and MATLAB. If the time series of the inflation rate is non-random, a definite nonlinear function can analyze the behavior of the series with the least error. This study was intended to design a comprehensive early warning system for inflation in the country. In this regard, using the inflation rate, the critical points of the Iranian economy between the years 1990 to 2016 were identified and classified. Then, a well-designed Markov switching autoregressive model was used. The results showed that, it takes 1 to 2 periods on average for the high inflationary periods and 10 periods on average for the low inflationary periods to change direction
The Rational vs. Behavioral Approaches to Strategy Thinking
Strategic thinking in management literature dates back to 1960s. From these days forward, strategy has been defined and conceptualized in many different ways. As a result different schools of thoughts and diverge approaches have been detected, and several classifications have been made. Two fundamental approaches to strategy are rational and behavioral strategic thinking. In this article, the meaning of strategy in general, and the viewpoints of rational and behavioral thinking will be discussed deeply while comparing them. Although classical rational planning approach has many drawbacks and behavioral approach have risen as a criticism against it, both are valuable and using them together leads to more comprehensive solutions to strategic problems
Service Quality of the Enforcement Offices: Comparison Between Existing and Pilot Application Offices of Turkey
In this study, five quality dimensions of Servqual scale in terms of tangibles, reliability, responsiveness, assurance and empathy, as well as informing as a new dimension, the quality of service of the enforcement offices has been evaluated. The study included the evaluation and comparison of the quality of service offered by the current enforcement and Bankruptcy departments and the pilot enforcement departments established within the scope of the project carried out by the Ministry of Justice of the Republic of Turkey. In this context, enforcement offices in Van, Bitlis, Muş, Malatya and Gaziantep have been implemented. Application results show that the quality level of enforcement services is low. Although the applications in pilot regions have increased the quality of service, this increase has not been sufficient
A Solution Proposal to Vehicle Routing Problem with Integer Linear Programming: A Distributor Company Sample
It was aimed to minimize the total distance of the routes under the capacity constraint of the routes that a distributor company has drawn in the direction of the demands. To this end, a route to Gebze-based steel production and distribution was drawn up to meet all the demands of a fabrication plant. In order to determine the minimum total distance routes, the solution recommendation by adapting the Capacity Constrained Vehicle Routing Problem (CVRP) which is one of the basic route problems using Branch and Cut algorithm of 0-1 Integer Linear Programming (ILP) was introduced. Distances between the nodes that make up the route are measured via Google Maps. Optimal solutions were obtained by using LINDO computer software to solve the problem.
Electronic Device Selection in Industrial Products and Machinery Industry: Comparative Analysis with Ocra and Maut Method
The diversity and abundance of product alternatives lead to vagueness on decisions related to procurement, production, and R & D management processes along with other decisions taken within the company and render purchasing, production and R&D decision processes, much more effortful. As choosing appropriate and effective decisions within purchasing, production, R&D, and all other departments are of great importance in today’s competitive business environment, firms are strongly encouraged to concentrate on their decision processes. Within the scope of this study, the purchase decisions of electronic device alternatives are being analysed in industrial products and machinery industry with OCRA method. The importance levels of evaluation criteria for the purchase are obtained out of 100 points. These importance levels are then being used in OCRA method in an attempt to evaluate various electronic device alternatives. In order to scrutinize the results, it can be said that the same data set is compatible with MAUT, which is another multi-criteria decision making method. Information regarding the evaluation criteria as well as alternatives of electronic device has been gathered through focus group study that includes marketing and purchasing managers. The results provide useful information for the sector
Survey Purchasing Power Equity i Survey Purchasing Power Equity in Iran: The approach of a Bayesian Threshold Auto regression model: Survey Purchasing Power Equity in Iran
The main objective of the research is to investigate the purchasing power parity in Iran using a nonlinear Bayesian Threshold model. In this framework, the study of the purchasing power parity in Iran is used to assess the purchasing power in Iran using the currency data of the US dollar, British pound and Japanese one hundred yen, which is related to the period of 2001 - 2016. In the Bayesian method (nonlinear Bayesian Threshold model), the values are not constant, and in other words, it is random, so a distance is defined. The results show that the exchange rate of the US dollar, the British pound and the Japanese one hundred yen has two regimes. The dollar's dollar exchange rate in the low-income regime has moved to a high-ranking regime after reaching the Rials (15010, 12330). The British pound has moved to the top-down regime after reaching the Rials (47180, 20370). Japan's 100-yen exchange rate has moved to the top-down regime after reaching the Rials (31310, 16000). In addition, observations show that the reaction of the yen against the Rials is relatively stronger than the other two currencies (especially in the second regime
Preventive Resolution of Labor Disputes
The paper covers the contradictions in industrial relations and the modern ways of resolving them in Russia. Particular attention is paid to preventive resolution as the least controversial, allowing reducing or eliminating the possibility of a conflict within the labor sphere, as a fair and effective method that reduces the burden on civil courts in conditions of limited budget spending. It is advisable to give priority to out-of-court methods for resolving labor disputes, to direct efforts to prevent the emergence of labor conflicts. Implementation of this strategy should be carried out at the macro– and micro levels. The study shows that in order to increase the efficiency of labor inspection in the Russian Federation in the context of limited budgetary sources of funding, there is a need to expand the scope of activities of the Office of State Supervision in the Sphere of Labor. It is also advisable to adjust the priority activities of the labor inspections, mainly in the direction of the implementation of preventive activities. This will lead to the prevention of conflict situations in the organizations, to ensure the improvement of the enforcement of legislation, contracts and labor agreements. In order to work out effective directions, the article summarizes international experience, best practices in the preventive activities of labor inspections in developed countries and in emerging markets
