Horizontal building interaction as an element of neighborhood energy-oriented refurbishment
Full text linkThe building sector has a significant impact on the environment due to its high resource and energy usage. The refurbishment of the building stock is a measure for reducing emissions. In this context, the neighborhood scale is becoming increasingly important as the level at which urban redevelopment takes place. This study contributes a new perspective and data on the scientific debate on the importance of the neighborhood as a level of action in the transformation of the building sector. It combines horizontal building interaction and a practical refurbishment approach, aiming to reduce material use and balance energy demands. Using scenario modeling, the material savings are calculated for the first time by analyzing five refurbishment scenarios of a synthetic neighborhood. The scenario, modeled with horizontal building interaction, is identified as the favorable compromise among all scenarios when considering material demand and energy efficiency. This is achieved through re-thinking energy-oriented refurbishments and optimizing the usage of locally produced renewable energy sources. The results are embedded into the scientific debate, including the works on the balance of embodied and operational energy in the construction sector

No full textFinancing industry decarbonization in developing and emerging countries : assessing the impetus for innovative financial mechanisms promoted by the climate club
Full text linkPurpose: Financing industrial decarbonization is a critical component in the global effort to mitigate climate change. This paper aims to explore how the Climate Club can improve the financing of industrial decarbonization, especially in developing and emerging countries.
Design/methodology/approach: This study uses a qualitative case analysis of five climate initiatives (Energy Transition Accelerator, H2Global, Nitric Acid Climate Action Group, Transformative Carbon Asset Facility and Pilot Auction Facility) that examine novel financing instruments. Data was gathered via desk research and analyzed against criteria like eligibility, risk-sharing and scalability.
Findings: In this paper, the authors argue that the Climate Club, through its Global Matchmaking Platform, should promote an equitable and effective distribution of climate finance as a legitimate alternative to the United Nations Framework Convention on Climate Change process. The authors argue further, that industry decarbonization efforts must account for each country's and sector's specific needs, using appropriate innovative financial instruments. Finally, they conclude by giving four policy implications for the climate club, namely, leverage blended finance, ensure equity and transparency, mitigate macroeconomic risks and integrate with global initiatives and carbon pricing.
Research limitations/implications: This study is exploratory, focusing on select cases. Future research should extend to on-ground case studies in the Global South.
Originality/value: To the best of the authors' knowledge, this paper is the first to specifically connect the climate club concept with tangible climate finance mechanisms, offering a novel framework for club-led climate finance as a complementary alternative to the United Nations Framework Convention on Climate Change process
Segregierende Raumproduktion durch symbolische Praktiken der Unterscheidung : Beispiele nachhaltiger urbaner Landwirtschaft in Kapstadt, Südafrika
Full text linkIn einer segregierten Stadt haben soziale Praktiken aller Art - selbst eher philanthropische und auf Nachhaltigkeit ausgerichtete wie die urbane Landwirtschaft - die Tendenz, die Segregation zu reproduzieren oder sogar zu verstärken. Betrachtet man die urbane landwirtschaftliche Praxis und ihre kulturellen Artefakte als Teil soziomaterieller Arrangements von Raumproduktion, so zeigt sich die kulturelle Dimension von Macht. Auf Grundlage empirischer Daten aus einer ethnographischen Untersuchung zweier urbaner Landwirtschaftsprojekte in Kapstadt diskutiert die Autorin die segregierende Raumproduktion durch symbolische Praktiken der Unterscheidung. Am Beispiel der beiden Projekte, die in unterschiedlichen sozialräumlichen und sozioökonomischen Kontexten operieren, zeigt der Beitrag, wie unterschiedliche lokale Akteur:innengruppen ihre raumpolitischen Ansprüche konzeptionell und symbolisch konstruieren - durch spezifische Formen imaginärer und symbolischer Markierungen des Politischen
Evaluating co-benefits of energy efficiency policy measures : a holistic framework with case studies from Germany
Full text linkEx-post evaluations of energy efficiency policy measures have traditionally focused on direct impacts such as greenhouse gas (GHG) emissions reductions and energy savings. However, rising interest in the broader economic, social, and environmental ramifications of these policies is reshaping evaluation priorities. Notably, alleviation of energy poverty has emerged as a critical co-benefit to be measured, driven by rising energy prices and, in turn driven partially by measures such as the EU Emissions Trading System (EU-ETS). This has resulted in new reporting obligations at both national and European levels. Building on the impact evaluation methodology for energy efficiency policy measures established by Schlomann et al. (2020) that focuses on the direct environmental impacts, the present work presents a transparent, replicable, and robust approach to assess broader policy co-benefits. We focus on fiscal policy instruments and illustrate this with two key co-benefits: employment effects and social benefits. To demonstrate this, we analyse two German programmes, the Environmental Bonus for Electric Vehicles (Umweltbonus) and the Federal Funding for Efficient Buildings (BEG), as case studies. These illustrate how to qualitatively and quantitatively evaluate the effect of policy measures in terms of their co-benefits, specifically additional employment, skill intensity, alleviation of energy poverty (2M), and distributional effects, offering a nuanced understanding of these growing concerns. This paper therefore provides a comprehensive evaluation framework that integrates traditional metrics of direct impacts with assessments of social, economic, and environmental impacts. This holistic approach supports policymakers in understanding the wider implications of energy policies and enables informed, evidence-based decision-making

Housing for millions without new buildings? : An analysis of the theoretical housing potential of under-occupied dwellings in the European building stock
Full text linkResidential buildings were the source of 11.6 % of Germany's greenhouse gas emissions in 2023, emitting around 78 million tonnes of CO2e, mostly due to inefficient heating and inadequate energy efficiency. This needs to be reduced to near zero by 2045. This will involve deep energy performance renovation of some 23 million dwellings, which is expensive and seldom pays back through energy cost savings. Around 43 % of all rental dwellings, almost 10 million, are owned by small private landlords, most of whom show little enthusiasm for deep energy performance investment. Instead, they tend to save small amounts and spend these on piecemeal renovations, while avoiding debt. This study explores the potential of a novel savings and loan scheme that would better accord with their saving capacity, be profitable for banks, and fund large, one-off deep energy performance upgrades. It rests on the fact that the long-term, committed savings of landlords could act as M1 collateral for banks to create large amounts of new M2 money by issuing loans, from which they make reasonable profits. This would enable banks to offer low-interest loans to small private landlords who commit to such savings. These landlords would continue to commit monthly amounts, but these would be savings for only the first few years, then loan repayments. With the savings and loan scheme, we are contributing to the debate on new and creative ways to incentivize specific target groups to accelerate the decarbonization of the building stock
Die Energiekehrtwende in Earth4All Deutschland
Full text linkMitte Oktober 2024 veröffentlichten das Wuppertal Institut und der Club of Rome ihr Buch "Earth for All Deutschland - Aufbruch in eine Zukunft für Alle". Darin präsentieren sie Vorschläge, wie Umweltkrisen überwunden und gleichzeitig Demokratie und Wohlstand gesichert werden können. Denn: Die Herausforderungen sollten nicht isoliert betrachtet werden, sondern die dafür notwendigen Lösungsbausteine können sich positiv ergänzen und gegenseitig verstärken. Im Buch beleuchten die Autor*innen sechs ineinandergreifende Wenden, die für einen gesellschaftlichen Wandel am ausschlaggebendsten sein werden: die Überwindung von Armut, den Abbau von Ungleichheit, einen anderen Umgang mit Ressourcen, die Förderung von Empowerment, eine nachhaltige Ernährung und das Vorantreiben der Energiewende.
Mit diesem Wuppertal Paper legt Peter Hennicke, Mitglied des Club of Rome und Senior Advisor am Wuppertal Institut, einen Deep Dive speziell zur Energiewende vor. Darin betont er besonders die notwendige Kombination der drei Säulen Effizienz, Konsistenz und Suffizienz, die für eine nachhaltige Klima- und Energiepolitik essentiell sind.
Hennicke umreißt dazu zunächst die kontroverse Geschichte der deutschen Energiewende seit den 1980er Jahren. Auf dieser Basis widmet er sich aktuellen und zu erwartenden Interessenkonflikten sowie bestehenden Pfadabhängigkeiten - etwa der Abhängigkeit des Verkehrssektors von fossilen Energien - und skizziert Politikmaßnahmen, mit denen sich diese auflösen lassen. Demgegenüber stellt er ein Szenario des "Weiter so", in dem die dringend benötigte sozial-ökologische Transformation nicht entschlossen genug vorangetrieben wird, und beschreibt die absehbar gravierenden Folgen für Wirtschaft, Umwelt und Gesellschaft. Anschließend geht Hennicke auf die Finanzierbarkeit und die gesellschaftliche Umsetzbarkeit der gleichzeitigen Durchführung aller sechs Kehrtwenden ein und erläutert, was die Wissenschaft tun kann, um die Politik dabei zu unterstützen und ihr die dafür notwendige breite Wissensbasis zur Verfügung zu stellen
