    The Energy Trilemma and the Alignment of Indonesian Nickel Policy

    This article examines the energy trilemma faced by Indonesia in the context of the nickel industry, focusing on three main aspects: the reliability of energy supply, environmental sustainability, and economic accessibility. With the global demand for nickel in electric vehicle batteries increasing, Indonesia, as one of the largest nickel producers, faces significant challenges in ensuring a stable, environmentally friendly, and affordable energy supply for nickel processing and extraction. The study uses data analysis from the mining and energy sectors to evaluate how current energy policies impact the nickel industry. It also explores the use of renewable energy sources in nickel mining operations and their impact on environmental sustainability. Furthermore, the article assesses the economic accessibility of the energy used in the nickel industry, considering the importance of nickel in the Indonesian economy. Findings indicate that despite progress in renewable energy utilization, challenges remain in production scalability and long-term sustainability. The article proposes strategies for optimizing energy resource management in the nickel industry, emphasizing the importance of technological innovation, supportive policies, and international cooperation. This research provides essential insights for policymakers, investors, and industry stakeholders in addressing the energy trilemma in Indonesia, particularly in the context of the evolving nickel industry

    Entrepreneurial Finance Governance on SMEs: A Bibliometric Co-Authorship Analysis

    This article aims to find out the development of the government's role in providing SME financial governance policies. The development of knowledge is seen from the relationship and direction of collaboration of affiliation, country, and relationship between authors so that the dynamics of novelty can be known. The method used is bibliometric science mapping. Data was taken from the Scopus database in several stages, namely identification, filtering (inclusion and exclusion criteria), and data finalization. We use the Analyse Results and Source menus on Scopus, Scimago Journal, and Country Rank. Cluster co-authorship calculations and their visualisations use VOSviewer software version 1.6.12. The results showed that publications on the topic of entrepreneurial finance began to appear in 1992. The United States was the country with the most publications, with an output of 92 documents out of a total of 327 documents. The most prolific writer is Douglas Cumming, with a total of 18 articles. Based on the visualisation analysis of VOSviewer, Douglas Cumming has a strong relationship in terms of collaborative writing with Silvio Vismara, Massimo G. Colombo, and Joern Block. The results of his research found that venture capital was approached significantly by technology-based companies compared to other external sources of capital. The results of our mapping can be used to determine reference information and future research bases, both by author and by country, for the application and development of the topic of entrepreneurial finance research, especially for SMEs

    Weakening Participation in A Chain Reaction: Facts on Two Interrelated Decentralization-based Programs

    Abstract: The debate over whether the concept of decentralization is related to the concepts of democracy, participation, and empowerment has become a topic of interest in the scientific literature. Some scientists argue that there is a link between decentralization and democracy, while others do not. The government expects decentralization to strengthen democracy at the local level. Decentralization has enabled many countries, particularly Indonesia, to  improves democracy. Is it true that decentralization and democracy always go hand in hand? By looking at the consequences of decentralization-based programs, this article examines two programs, one of which is a continuation of the other. The two programs are management of the fish auction sites and management of fisherman’s welfare funds, revealing the continuity of community participation, which is now managed by local government. In 2020, a series of in-depth interviews were conducted with administrators of fish auction sites, administrators of fishermen's welfare funds, and fishermen in Pati Regency. The data shows that the design of decentralization has contributed to the weakening of democracy in a chain reaction.        

    Performance Appraisal for Career Development in A Semi-Political Institution

    Abstract: Performance management has become a popular instrument of reform in many countries and effectively improves the quality of bureaucracy. Its use is not limited to the macro and meso-levels but extends to the micro level as a basis for individual career development. Objectivity and subjectivity are contradictory but appear simultaneously in performance appraisal practice. This paper focuses on performance appraisal practices for individual career development in a semi-political organization in terms of four aspects: education, training, promotion, and rotation. The study uses a qualitative method to gather primary data through interviews with source persons in the Secretariat General of the House of Representatives, Republic of Indonesia. The result shows that subjectivity and political factor dominate employees’ performance appraisal as well as career development. It occurs predominantly in the process of rotation and promotion. Furthermore, performance appraisals have not been used in creating an individual development plan in terms of education and training.

    Remote Indigenous Community Empowerment Policy in Realizing Public Service in Darlale Village, Buru Regency

    Abstract: The Remote Indigenous Community or KAT (Komunitas Adat Terpencil)  is program carried out in Darlale village by the Buru Regency Social Service, Maluku Province. Based on the results of initial research, people of Darlale village have uninhabitable houses and inadequate levels of education and health. The distance from Namlea city to Darlale village is 173 Km, located in the mountainous region of Buru island. This type of research is a qualitative descriptive analysis and uses the VOS Viewer application to carry out meta-analysis of previous research data. The findings of the field are: (1). The KAT community needs services for building livable houses and are willing to move to a new location (exsite) (2). The community needs adequate educational services. (3). Provision of an adequate road from Darlale village to Wapsait village as main village because the education and health facilities and infrastructure are located in the main village. The implication of the results of the Preliminary Assessment (PA) research is that the Buru Regency Government and the Ministry of Social Affairs will build livable houses and provide health and education facilities.Keywords: KAT Program; Remote Indigenous Community; Livable Houses; Education Level

    Environmental Policy Implementation in West Java (Studies in the Ciletuh Geopark Tourism Area)

    The tourism industry is an important aspect of economic growth; therefore, this sector continues to experience demands for expanding development. But unfortunately, often the logic offered by tourism does not meet the logic of the environment, so in many cases the environment becomes a victim. This situation prompted researchers to look at how environmental justice operates in tourism policy at the UNESCO Global Geopark Ciletuh (UGGC). This research uses policy implementation theory from George Edward III and environmental justice theory from Taylor. Methodologically, this research uses the descriptive-qualitative method. The results of the study reveal that from the four theoretical indicators, namely communication, resources, organizational structure, and disposition, it is clear that the implementation of environmental policies is still experiencing obstacles. This is caused by human resources, both managers and local residents, who have not been able to understand the concept of geopark ecology and the value of environmental justice. In the technical realm, environmental policy implementers are still stuttering and nervous about translating ecological rights into tourism operations in Ciletuh. Ciletuh has a big challenge in terms of ecology if policy implementation is still not able to understand the principles of environmental justice

    Reducing “Golongan Putih” Activities in General Elections Abstention by Strengthening Citizen Participation and Involvement in Public Management

    This article discusses efforts to reduce golongan putih or golput activities (abstention) in general elections by strengthening citizen participation and involvement in public management. Through political education, increasing access to information, encouraging active involvement, and increasing citizen capacity, it is hoped that voter participation can be increased. Strengthening citizen participation and involvement in public decision-making processes will strengthen democracy, increase government legitimacy, and ensure policies that better represent the public interest. This literature study involved 60 reputable national and international journals and international journals that had the keywords abstentions, elections, participation, involvement, and public management. The synthesis of community participation and abstention activities in public management includes several things, namely public participation and engagement, decision-making and the formation of public policy, abstentions and the fulfillment of voting rights, and a democratic environment. It can be concluded that public management as a reference for ideal community participation and involvement in general elections has a slice of direct study by creating open channels of communication, promoting inclusive political participation, building trust, and developing community involvement in public participation mechanisms

    Retrospective Evaluation of the Implementation of Community Activity Restrictions in Ambon City

    This study aims to evaluate the implementation of policies regarding the imposition of community activity restrictions during the pandemic in Ambon City. The method used in this research is qualitative-descriptive with a retrospective policy analysis approach. The research results indicate that the implementation of community activity restrictions in Ambon City is not fully effective due to the mismatch between on-ground implementation and the regulations set by the government. Restrictions on community activities that impact the reduction of human contact intensity in public spaces and the use of masks are not new, and humans have endeavoured to implement these measures when dealing with similar cases like the Spanish Flu and COVID-19 in two different periods. Observing the repeating patterns of major cases that are highly likely to occur again in the future, the model of implementing restrictions on community activities, with its refinements, can be considered an example of controlling emergency problems of epidemic outbreaks and other health disasters with rapid spread and highly destructive impacts

    Implementing Citizen’s Charter in Urban Local Government in Bangladesh: Do Accountability and Public Awareness Matter?

    Abstract: This research looks at the possibilities and challenges of adopting a Citizen’s Charter in Paurashava. In this regard, introducing the Citizen Charter in government offices is a step forward. One Paurashava was selected as the study field to observe the current situation of Citizen’s Charter implementation and to recognize the problems in Citizen’s Charter implementation. This study is primarily qualitative in nature. Both primary and secondary sources of data were used. Besides, official records and other relevant documents were used as secondary sources. According to preliminary observations, the extent of Citizen Charter implementation in Paurashava is extremely poor. All of the services of thePaurashava are not covered by the Citizen’s Charter, and most citizens are unaware of it. A number of other problems also hamper the success of the Paurashava. Therefore, these factors constrain the successful implementation of the Citizens’ Charter at the Paurashava. 

    Preparation for Indonesian Election 2024: Women's Participation in Political Contest

    This article focuses on the preparation and participation of Indonesian female candidates in the Riau Archipelago Province's 2024 political contest. Why women participate in political parties and legislative seats at such a low rate is a big question. The Mix Method research to find the best results elaboration. In-depth interviews were conducted with six political party leaders, and 120 questionnaires were distributed to each party. Each party was given 20 questionnaires containing the same questions. The traditional political environment is still the main reason for women's participation, and this will also be the case in the 2024 elections. The primary reason is their need for more involvement in election recruitment, nomination, and candidacy. The emphasis is very much on the patriarchal system, and women's families and personal environments are inadequate. Aside from that, there is a limit: the stigma of women in politics is only significant as a background player. Existing regulations are formalities; each party has its own method of conditioning existing regulations. There must be firmness in the system of 30% quotas for women, or even better, a strategic way for them to want to participate in the elections of 2024 and beyond
