    Portrait of Gender and Development in Village Area, do They Shape Inclusivity?

    The existence of women in the village realm is a dilemmatic phenomenon. On the one hand, female leaders can demonstrate the breaking down of stigma and stereotypes that women will not appropriately fill the public sphere. On the other hand, their existence is no different from formality, ignoring the substance and representation of women's interests. This research seeks to compare three villages that were and are currently led by women. Do they reflect inclusiveness? This inclusiveness from the campaign period to the dynamics when taking office will be seen. The research results show that not all female leaders at the village level can design inclusiveness. In carrying out village development planning deliberations, for example, women's involvement is more to overcome administrative requirements than to accommodate their interests

    Analysis of Nepal Van Java Tourism Development Strategy During Covid-19 Pandemic

    The tourism sector is one of the sectors that was most affected by the COVID-19 pandemic. The policy of social activities carried out by the government has an impact on the closure of tourist attractions. It has a direct impact on the sustainability of the area itself. One of the tourist attractions affected by COVID-19 is Nepal Van Java. It is located in Dusun Butuh, Temanggung Village, Kaliangkrik District, and Magelang Regency. The attractiveness is in the people's houses, which are very beautiful and interesting. In particular, this study aims to analyze regional tourism development strategies during the COVID-19 pandemic in the tourist area. The research method used is descriptive-qualitative. The results showed that the development and tourism strategy in Dusun Butuh started with analyzing its internal environment, namely promotion, accessibility, tourism area development, tourism products, human resources, and tourism awareness campaigns. Despite the various obstacles that have existed until now, such as the quantity and quality of human resources, accessibility to tourist sites, and insufficient public facilities, The strategy carried out by the manager in the regional tourism development strategy during the COVID-19 pandemic in Dusun Butuh has been quite effective. It is based on data on visitors from Nepal to Java in 2020, which continues to increase and can help local communities open additional businesses

    The Effect of Economic Development on Illegal Gold Mining in Kuantan Singingi, Indonesia

    Abstract: Illegal gold mining activities (PETI) are carried out by the community in the Kuantan Singingi Regency. There are found many mining vessels that can carry out illegal mining activities every day without permission from the local government, which causes a lot of environmental and forest damage. This phenomenon must be controlled by the local government effectively and efficiently. Therefore, community welfare could be achieved based on environmental law. Hence, this study aims to determine the implementation of the prevention policy of illegal gold mining in Kuantan Singingi Regency using a multi-sector organizational network model consisting of a contextual assessment approach, mapping the political economy environment of the network, stakeholder analysis, and joint visioning. This study uses qualitative research approach of research site in kuantan singingi Regency, research informant using purposive sampling technique, research data collection with in-depth interview, observation and documentation of data analysis in this study was conducted using data analysis design according to interactive model. The results showed that stakheolder involved both from government groups and from community groups did not play an active and synergistic role in efforts to control unlicensed gold mining.

    Technological Innovation in Public Administration Transformation: Case Study of e-Government Implementation in Indonesia

    This research investigates the impact of technological innovation on the transformation of public administration through the implementation of e-government in Indonesia. The main objective of this research is to analyze the extent to which the implementation of e-government has contributed to efficiency, transparency, and community involvement in the delivery of public services. The research methodology involves a case-study approach to e-government implementation at various levels of government in Indonesia. The results of this research highlight the positive impact of information and communication technology (ICT) innovation in the transformation of public policy, especially in Indonesia. The digitalization of public services, increasing transparency and public participation through social media, efficiency and cost savings through process automation, and efforts to increase data security are key points that support the transformation of public administration. The implementation of e-government in Indonesia, driven by central government policy, reflects efforts to improve services, efficiency, and community involvement. However, challenges such as the digital divide, resistance to change, legal and regulatory issues, and the need for inclusive public participation are things that need to be considered in implementing ICT innovation in public policy. Taking these challenges into account, this research concludes that ICT innovation can be a significant driver in achieving positive transformation in public administration, provided that it is necessary to overcome the obstacles that arise

    Implementation of Sustainable Tourism Policy in Indonesia

    Tourism has an important role in the country's economic growth, but its impact on the environment and culture often attracts attention. Therefore, sustainable tourism policies in Indonesia are the focus of the Indonesian government. This research aims to analyze and evaluate the implementation of sustainable tourism policies in Indonesia. This research uses a qualitative approach with descriptive methods. The research results show that the implementation of sustainable tourism policies in Indonesia involves the concept of protecting the environment, improving people's quality of life, and strengthening destination competitiveness. This policy covers waste management, renewable energy, and protection of flora and fauna. Sustainable tourism also contributes to job creation, cultural preservation, and local community participation. Destination competitiveness is enhanced by environmentally friendly infrastructure and the promotion of responsible tourism. The sustainability of natural and cultural heritage is a focus, such as in Komodo and Borobudur National Parks. Partnerships between government, society and the tourism industry are the basis, while technological innovation supports sustainability. Even though there are challenges, joint efforts are expected to be able to overcome obstacles to realizing sustainable tourism in Indonesia

    Gender in the Bandung City Electronic Stunting Data Collection (e-Penting) Program: Policy, Monitoring And Evaluation

    This research aims to analyze the role of gender in the Electronic Stunting Data Collection Program (e-important) in Bandung City, with a focus on policy, monitoring and evaluation in preventing stunting. This research uses a qualitative approach with descriptive methods. The research results show that the e-Penting program in Bandung City has had a positive impact in recording stunting data with a strong gender mainstreaming approach. The data collected involved the active participation of women at various levels, from posyandu to sub-districts, producing more in-depth information about the impact of the program on women and men. This program successfully integrates gendered data analysis into the monitoring process, providing more comprehensive insight into gender inequality in stunting rates and access to health services. The evaluation showed that women's participation as direct users and stakeholders supported the success of the program, with women's opinions and experiences significantly integrated in the analysis of the program's successes and shortcomings. In this way, e-Penting is not only an effective tool for recording stunting data, but also a pioneer in realizing gender equality and women's empowerment through information technology innovation

    Inclusive Development and Efforts to Improve Community Economy in Indonesia

    Abstract: This study aimed to analyze the extent to which infrastructure development in Indonesia has a positive impact on an area, where the impact is not only seen from an economic perspective but also from a sociocultural and environmental perspective in the region. A systematic literature review was used as a method in this study to show various cases of infrastructure development and the impacts that occur in each of these development activities. Several cases from South Sumatra, East Kalimantan, East Nusa Tenggara, Sulawesi, and Papua were used in this paper to demonstrate the impact of inclusive and sustainable development on equity efforts in Indonesia comprehensively. The results of this study show a positive relationship between each case, where inclusive development can strengthen a region’s potential. Community involvement during and after development has a positive impact, either directly through the employment opportunities provided, or indirectly through economic potentials, such as post-development business development. Some factors to consider include the role of the government and development implementers in increasing community participation in all development activities in their area, where there are still some unresolved coordination issues.

    Comparing Best Practice Public Service Innovation in East Java: Type, Distribution, and Consequences

    Abstract: The Public Service Innovation Competition (KIPP) organized by the Kemenpan-RB has yielded numerous award-winning innovations since its inception in 2014. The competition attracts participation from government agencies at the national, local, and village levels. In particular, local governments in East Java have consistently produced the majority of winners in the Top 99 public service innovations category, partly due to the abundance of capable Regional Heads in the region who foster innovation. Given their superior performance, it is pertinent to assess the extent to which innovation has been adopted in East Java since 2014. Therefore, this study aims to investigate the type, distribution, and impact of public service innovation across all local governments in East Java. The researcher utilized best practices research methodology and analyzed the Kemenpan-RB's top 99 report documents on public service innovation. The findings reveal that there has been substantial progress in the development of public service innovation in East Java, with the Regency Government being the leading innovator. Moreover, innovation has been integrated into the core mission of local governments across East Java. However, there is a need for local governments at all levels to adopt digital innovation and engage in collaborative problem-solving with other institutions to meet the evolving needs of the public

    Online Media Trends on Political Party Sentiment Ahead of the 2024 Election in Indonesia

    Abstract: The purpose of this study is to find out the tendencies of Indonesian online media on political party sentiment before the 2024 election in Indonesia. Online media is a communication tool for political parties in providing narratives and brief descriptions of the maneuvers of the political parties themselves and the candidates they carry. This study uses a qualitative type, the method used is qualitative data analysis software (QDAS). 72 news documents from detik.com, tribunnews.com, pikiranrakyat.com, and kompas.com as the data sources for this research, news documents published from May to October 2022. Data analysis used the NVivo 12 plus device including sentiment analysis. The results of data analysis show that online media tends towards several political parties in Indonesia, including the tendency of political parties towards their presidential candidates, and five types of sentiment have their nominations. The results of this study state that a very positive type of sentiment is shown in Ganjar Pranowo. In addition, in the four online media, PDI P appears more frequently than the other 8 political parties. However, detik.com tends toward the KIB party, and thoughts of people.com tend toward the democratic party.       

    Development of System Dynamic Models for Improving E-Governments Performance Local Governments in Lampung Province

    Abstract:  The development of communication and information technology requires the adaptation of all elements of society, including Government of Indonesia. Referring to the various dynamics of e-government problems, it is deemed necessary to develop dynamic system model to improve the e-government performance of local governments, especially in Lampung Province. The research is aimed at developing a model that can be simulated for improving e-Government performance by measuring the qualitative contribution of each component, both the ICT component and the social component that will be produced in this study, which can be useful for every local government in Lampung Province in accelerating and developing e -government. The research’s model is done using VENSIM application for modeling and simulating complex systems in a variety of variables to improve the local government performance. This research finds that there are five main variables that constructed the improvement of e-government of local government performance: (1) e-government policies, HR, infrastructure, and management; (2) service, (3) performance, (4) community/user, and (5) quality of community life.
