Inhibiting Factors for E-Government Implementation in Local Government
The purpose of this research is to know inhibiting factor in e-government implementation in local government. This research was conducted in DPMPTSP West Java using qualitative descriptive methods. E-Government is the use of information and communication technology in the administration of government. The results of the study show that the success of e-government implementation is influenced by inhibiting factors in organizational change. These factors arise from internal and external the organization itself. The use of information technology in licensing services at DPMPTSP West Java through online licensing has been done since 2014. The results of the study show that people prefer to use licensing manually compared to online. This can be seen from the submission of recommendations for the use of KBU space. In 2015 only 11 of the 386 applicants used the online facility. In 2016 only 35 of the 528 applicants used the online facility. In 2017, none of the 551 applicants used the online facility (Karniawati: 2018). First, internal factor. The habit factor from within the DPMPTSP West Java institution is the habits that develop in the environment of the DPMPTSP West Java apparatus. These changes were made to improve service to the people. Effective leadership is needed to revitalize an organization and facilitate adaptation to a changing environment. Second, external factors. These are habits that develop in society. The community prefers to use the services of brokers in processing permits. The provision of online licensing facilities is an effort made by DPMPTSP West Java in eliminating the habit of using brokers. The goal of the online facility was to minimize the occurrence of direct physical contact between the applicant community and officers to avoid collusion. Quality of Population Document Service in Subang Regency
The purpose of this study is to provide a description of the service quality of population documents in Subang Regency. The results showed that the Department of Population and Civil Registration of Subang Regency has several tasks related to the quality of population document services in Subang Regency. In this research, the service function is examined from the first point of view, the dimensions of Transparency of Population documents which are currently carried out with Electronic Signatures are conveyed more openly regarding the requirements that must be met and also the completion time set in accordance with the SOP (Standard Operating Procedure). Second, the accountability dimension, the data contained in the Population Administration Information System (SIAK) has not been well integrated with other institutions, so that in terms of responding to public needs and the ability to service Population Documents through Electronic Signatures is not optimal. Third, the conditional dimension, not prioritizing services to people who need Population Documents for the urgent public interest. Fourth, the Participatory dimension, focused on efforts to organize and accelerate programs in each of the Integrated Service Units, this understanding has not been optimal in improving services to the community. Fifth, the dimension of equal rights, in this case the Population and Civil Registration Service, can minimize discrimination in terms of Population Document services. Sixth, the dimension of the balance of rights and obligations is not optimal because service recipients have not met their needs and supervision that should be carried out by direct superiors is often neglected.Keywords: public service; electronic identity card; e-governmen
Content Analysis of Social Media on Indonesia Vaccination Covid-19 Policy
The purpose of this study is to determine the types of social media platforms used by proponents and opponents of vaccination. This research employs a qualitative approach, analyzing social media hashtag data with Q-DAS (Qualitative Data Analysis Software) and Nvivo 12Plus. This study finds that: First, social media was used to spread both sides' narratives and content. Second, social media relation tends to be quite strong, but the pro-side is stronger than the contra-side. Third, the narration on both sides uses hashtags and a single word to spread the influence. They were used for vaccination issues on two sides of the issue. This research limitation, like this study concentrating exclusively on social media data, excluded digital data like the phenomenon on social media only. The recommendation for the following research is: Try to understand the social movements opposing or promoting vaccination in Indonesia and compare them to other Asian countries.Keywords: vaccine; policy; social media
Intra-party Conflict and the Emergence of Islamic-Based Parties in the post-2019 Election in Indonesia
This article explains the emergence of new Islamic-based parties after the-2019 election in Indonesia. They are Ummah Party, Masyumi-Reborn Party, and Gelora Party. By using intra-party conflicts and path dependency theories, this study reveals that the emergence of those new Islamic parties is associated with frictions among party actors that troubled their prior parties, namely PAN, PBB, and PKS. The formation of the Ummah Party and Masyumi-Reborn Party was also situated by the 2014 and 2019 political contest, which represent the oppositional stance that could not be accommodated by the prior parties. Meanwhile, Gelora Party offered itself as a middle ground between the pro and contra camps of the government and provided a solution for the Islamic conservatism. This article argues that the emergence of new Islamic parties continues a pattern that has long plagued Indonesian Islamic-based parties, namely political fragmentation
Between Elites and Society: The Politics of Territorial Splits in a Decentralizing Era, Case of Lebak District, Indonesia
This article studies the political struggles of local society in South Lebak who want to split from Lebak District. The reasons are ineffective and inefficient public services, abundant natural resource potential, and political dynasty saturation. Therefore, they continue to negotiate their territorial areas. This article attempts to answer how territorial politics works in the process of territorial splits. The results reveal: first, the political elite used the issue of territorial splits for electoral matters. Second, territorial splits are motivated not only by a group of elites in South Lebak or local politicians, but also by the local people's desire for long-term prosperity and exceptionally effective and efficient public services. However, the interests of the local elite groups are more dominant. Legislature and Governance A Comparative Study between Bangladesh and Japan
This study shades light on the legislative structure and practices of Japan and that of Bangladesh with a view to comparing the state of governance of these two countries. This study has been conducted based on purely qualitative approach with content analysis. As per myriad of study legislative practices of Japan is successful to discharge good governance as the economic growth of Japan is termed as miracle. This study find that the legislative practices of Japan incorporated all the values of governance through its provision of two-house diet where lower house preserve substantial power over upper house, floor crossing, responsiveness of the legislatures, and strong role of parliamentary committees. After comparing the legislative practices of Japan with that of Bangladesh, this study basically found distinctions in structure and practiced value. The parliamentarian of Japan can vote against party decision to preserve the national interest while this is restricted in Bangladesh by the constitution. Japanese parliamentarian even prime minister often stepped down from the government confessing their faults. In Bangladesh we can’t even think of it. Although every parliament in Bangladesh forms myriad of committees to oversight the work of ministers but visible and vibrant role of these committees is rare in both in giving policy input and in discharging oversight activities. Bangladesh, a democratic state wants to uphold the principles of good governance, may imitate some legislative principles both from structure and values of Japanese style of legislature.Keywords: legislature; governance; good governance; Japan; Banglades
The Performance of Election Organizers in the Implementation of the 2020 Regional Elections During The COVID-19 Pandemic
This study explains the performance of election organizers in implementing the 2020 regional election during the COVID-19 pandemic. This type of research is descriptive qualitative. This study's data comes from important scientific journal papers and reliable Indonesian mainstream media news sources like tempo.com, kompas.com, lokadata.id, Republika.co.id, tribunnews.com, and CNN Indonesia. The study's findings suggest that election organizers have no plans to postpone the simultaneous regional head elections scheduled for December 9, 2020, for the simple reason of ensuring the people's constitutional right to be elected and vote. It is impossible to predict when the COVID-19 pandemic will stop. The government does not want task executors to lead the areas. During the simultaneous regional elections on December 9, 2020, misinformation and coordination errors occurred between the government and the Election Supervisory Body, and the task force for the acceleration of handling COVID-19
