Decentralization Practice in Developing Countries: Lessons for Indonesia
This study seeks to examine the practice of decentralization as a good lesson in Indonesia. This is done by analyzing whether decentralization can be an effective development solution in developing countries through the identification of several reviews of the problems that arise in it. By using a descriptive-qualitative approach, the research presents and describes a phenomenon in its entirety with the author's interpretation. The results of this study found several important things. The case of Indonesia shows that the problem of the minimum quality of apparatus resources in the regions is still a problem in achieving optimal regional autonomy. Strengthening the management of the apparatus in the regions systematically and equally in this case is an effort that must be made to support the practice of decentralization. In addition, providing political education to civil society to encourage the maturity of society in democracy is a strategic step that can be taken to ensure the political commitment of the government in the regions in realizing decentralization practices that lead to the goal of accelerating development based on the principles of justice and the facilitation of democratic values
The Emergent Role of Local Government On Covid-19 Outbreak In Indonesia: A New State-Society Perspective
This article is conducted to describe and analyze the local government in handling the Covid-19 outbreak. The spread of the coronavirus (Covid-19) has caused various problems in Indonesia. In addition to health issues, Covid-19 has caused economic, social, cultural, security problems, even in the government field. The problem that arises in the field of government that is related to government administration, especially regarding the relations between the central government and regional governments in dealing with the situation of the spread of Covid-19 is associated with decentralized health affairs. The situation of the central government's lack of responsiveness in responding to Covid-19 that has entered Indonesia, which is marked by the emergence of a lot of confusing news, both from the central government and regional governments, has led to various negative actions, chaos even distrust of the community. With these conditions, local governments have an important role in dealing with the Covid-19 outbreak. The raising question will be how are the policies of the regional government in handling this epidemic, but still in line with the instructions of the central government. Local governments and communities have a very vital role in minimizing and handling the spread of the Covid-19 outbreak compared to the central government. There are some shreds of evidence from regions with the red zones areas.Keywords: covid-19 outbreak; local government role; society; policies
The Effects of Lean and Agile Management on Work Effectiveness and Efficiency: A Case Study of Administration Public Service Department in Sumedang, Indonesia
The purpose of this study is to determine whether there is an effect between lean and agile management towards work effectiveness and work efficiency and their impact on service performance. This study uses a quantitative method with the number of respondents as many as 50 employees. To obtain the data, the structural approach to Equation Model (SEM) is used. The results show that lean and agile management had a significant positive effect on service performance, work effectiveness, and work efficiency at the Sumedang Civil Service Department
Performance Management Concept Framework of The Corruption Eradication Commission (KPK) in Optimizing State Loss Recovery
The performance of the Corruption Eradication Commission (KPK) has always been in the public spotlight, so significant research has been carried out, especially on one of the performance indicators that has become a public issue, namely how the KPK has performed in recovering state losses. Starting from this background, the purpose of this study is to develop a conceptual framework for the performance management of the corruption eradication commission in optimizing the recovery of state losses. The conceptual framework is based on the theory of performance management or performance management (PMS), using the dimensions of the balanced scoring model Niven (2008) which is sliced with the BSC model of Moullin (2017) and model of Aydin (2019), and operationalized with indicators, where most of these indicators have so far also been used as indicators for measuring KPK's performance. The framework of the performance management concept of the corruption eradication commission in optimizing the recovery of state losses can be the basis for researchers when they want to examine the performance of the KPK in the context of optimizing the recovery of state losses
The Practice of Community-Based Water Resource Management in Rural Indonesia
Although The government has issued various regulations and models of water resources governance at the local level, community-based water resources governance is needed in responding to challenges in water resource management. This paper discusses the case of water resources management in Srogol village (Cigombong sub-district, Bogor district) which applies a community-based water resources governance model known as Janggol. Culturally, Janggol has been deeply rooted in the social system in the Bogor area. Janggol in the upstream Cisadane watershed was appointed in 2018 to manage the water supplied to the community from the Ciwaluh spring. However, in practice the community-based management that is implemented is often wrong in its function and creates other quite complex problems. This research aims to analyze why the implementation of community-based water resource management in Srogol village is not optimal and what efforts must be made to encourage sustainable natural resource management using the concept of Community-based natural resource management. This research uses a qualitative approach, by extracting data using an interview process to predetermined stakeholders. Based on the research results, the water management carried out by Janggol is not optimal due to the lack of adaptation of managers in water management, the lack of community participation in water management, and the lack of knowledge of Janggol in providing services as an institution
The Political Identity of Ethnicity in the Local Election of Makassar City 2018
The emergence of ethnic politics begins with the growth of awareness that identifies them as belonging to a particular ethnic group or group. This awareness then gave rise to group solidarity and a sense of nationality. In the context of local political dynamics in Makassar City, it is inevitable that there will be a struggle for ethnic identity politics in the struggle for the throne of power. This research method uses a qualitative-exploratory approach with a phenomenological approach, namely exploring the phenomenon of ethnic identity politics in the struggle for the throne of power in Makassar City. Data analysis using Nvivo 12 Pro qualitative research tools. The results of the study show the phenomenon of ethnic identity politics in the Makassar City Election as seen in ethnic political attacks on political communication [original Makassarese] and [immigrants] during the 2018 Makassar City Election. The victory of an empty city in the 2018 Makassar mayoral election has been described as a democratic victory. for the little people and the defeat of the local political elite. This can trigger the growth and widespread practice of ethnic identity politics in the upcoming Pilkada in Makassar City. The birth of resentment from local political elites, which is reflected in the attacks of identity politics through political communication [We are 100% Makassar, while he is 100% Gorontalo] will exacerbate political and social instability in the Makassar City area. Therefore, the maturity of the local elite is needed to create local political qualities. This political maturity will have an impact on improving the quality of politics and making local political battles more productive and healthy
Corruption Eradication in Indonesia: The Experience of The Corruption Eradication Commission (KPK)
The focus of this paper is on the discussion and analysis of corruption eradication attempts in Indonesia with the Komisi Pemberantasan Korupsi (KPK), The Corruption Eradication Commission) as its centre. As an activity, the commencement of the corruption eradication dates to the pre-Reformation Era. However, its presence is mainly in the form of the foundation of the anti-corruption body without playing real roles as a nominal anti-corruption institution. As a response towards pressure from the IMF, in 2002 the Corruption Eradication Commission was formed as a specialized institution to tackle chronic corruption issues strangling Indonesia in the era of Soeharto’s New Order. Unfortunately, since its inception, there has been no president who is committed to the eradication attempts and therefore sided with the KPK. It is due to the commission’s huge constitutional power (investigation, probing, tapping, arrest, and prosecution) and hence these frighten many corrupt officials. Numerous political elites have been arrested by the KPK such as ministers, governors, regents, mayors and law-enforcers top officials. Consequently, unsurprisingly the KPK faces multi-directional attacks attempting at its weakening through the arrests of its top leaders, iterating its ad-hock (can be dissolved at any time.) status, and the revision of KPK law. Therefore, the government should act firmly to provide protection and supports to the KPK against those potential threats aiming at weakening the commission, to block any legislation potentially lessening the functions of the KPK, and to make sure both KPK’s top leaderships and average personnel are impartial and free of vested interests
Deliberative Problems in the Distribution of Covid-19 Social Assistance: Critical Dialogue with the Village Government
The distribution of Covid-19 social assistance has caused vertical conflicts between the village government and its people. This problem occurred all over Indonesia, including in Blitar Regency, where the village heads gave up and asked for advocacy from the District Parliament (DPRD). This study aims to identify the problem in the distribution of Covid-19 social assistance faced by the village government in Blitar Regency. Critical paradigms are used as the basis for finding problems, while the research approach used is qualitative with a case study. The results showed that the problems in the distribution of Covid-19 Social Assistance in villages in Blitar Regency are divided into two, the accompanying problem in each social assistance and the derivative problem resulting from the social assistance distribution processes. Theoretically, most of the distribution of the covid-19 social assistance are experiencing deliberative problems which means the absence of deliberation. Elaboration on the recommendations made by the village government, the analysis of theories, and relevant studies refers to the alignment towards deliberative democratic methods, because this method hints at the management of social assistance that is more participatory, transparent, and oriented to the value of justice
Adaptive Climate Change Governance in Makassar, Indonesia
Over the past few years, historical records show that floods and strong winds are climatic phenomena that always cause damage and loss to cities. To climate vulnerability and disasters, the geographical character of the city causes the types of vulnerability and the impact of disasters to vary widely. Due to the unpredictable nature of climate change, there is a need for intervention from government agencies through policies and governance to reduce risks from the impacts of climate change. Therefore, this study aims to analyze how the Makassar City Government carries out governance to adapt to climate change. The research method used is a qualitative method with data collection techniques through interviews and document review. This research shows that the Makassar government is to formulate seven strategies to reduce the impact of climate change, form a Climate Change Adaptation Working Group and make priority village programs. Priority village program policies will make it easier to map areas with high to low levels of exposure. So with this policy, Makassar will become a city that is more adaptive to climate change. We propose increasing adaptability and decreasing sensitivity to exposure so that Makassar residents will be more resilient in the face of future climate change. In addition, adaptation action does not only rely on the government. However, it involves the community and the private sector so that collective action is created in the context of adapting to climate change.
Compliance to Health Protocols in the Implementation of the 2020 Regional Elections
The regional elections (Pilkada) of 2020 have been concluded, and could be considered a success. Yet, its implementation cannot be said to be entirely successful, considering the lack of concern of political parties in helping the Government handle the Covid-19 pandemic through their political campaigns. This study intends to discuss political communication carried out by political parties in an effort to raise awareness of preventing the spread of Covid-19 to the public during the 2020 Pilkada in Indonesia. The approach taken is qualitative, collecting data through in-depth interviews, with the subjects comprising of representatives of political parties and political communication experts. The study finds that the bulk of the political campaigns carried out by political parties is focused on winning the elections, rather than on efforts to help deal with Covid-19. Community involvement also tends to be low in the 2020 elections, due to a lack of understanding of digital literacy and reluctance to vote due to a lack of understanding of health protocols.Keywords: health protocols; regional elections; community involvement
