Strategy for Policy Implementation on HIV/AIDS Prevention in Bali Province
The purpose of this article is to investigate the implementation of HIV/AIDS prevention policies at the Bali Provincial AIDS Commission. Despite the fact that the Bali Province has published an HIV/AIDS prevention strategy, there are still cases. The research method employed is a qualitative descriptive method. The data is then collected through interviews and documentation. According to the research findings, the Bali Provincial AIDS Commission's implementation of the HIV/AIDS Control Policy has not been carried out optimally. The constraints that become problems are the standard and policy objectives, resources, characteristics of implementing organizations, dispositions (attitudes) of implementers, and communication between implementing organizations and the social, political, and economic environment. From the common factors and policy objectives, there is no Regional Action Plan Strategy, and KPA Strategic Plan, human and financial resources are still lacking, so they need to be maximized; from the characteristics of the implementing organization, not all stakeholders carry out and carry out their roles in HIV/AIDS prevention efforts, public attitudes are still less sensitive against HIV/AIDS prevention efforts, communication between stakeholders and the community has not been in the same direction and line with the environmental conditions of the community, which are not yet conducive, there is still a stigma against people living with HIV/AIDS (PLWHA)
The Reinforcement of Local Institution In Supervising Local Regulation In Indonesia In 2020
This research aims to give an explanation about the reinforcement of local supervisory institutions over local regulation in the future since 2020, playing an important role as the manifestation of local autonomy, so that the regulation establishment under supervision ending up with the revocation of local products can be minimized, recalling many revocations conducted in 2016, indicating that local regulation is problematic. This article was the result of a doctrinal study with library study and secondary data. The conclusion of the research was that in Indonesia there is a preventive supervision over local legal products by the government, including the Governor and repressive supervision conducted following a decision having legal consequence (rechtsgevolgen) in both autonomy and deconcentration duty fields. The reinforcement of local institutions focuses on good governance by actually applying an accountable, transparent governmental system and public participation since 2020. The presence of local legislative assembly and governmental representatives entering into the elements of local regulation development is reinforced, moreover, in the presence of the latest rules related to the Legislative Assembly, reinforcing regulation evaluation. The duty of supervising local regulations not ending up with revocation can be used as a recommendation to the government in the revocation of local regulations
Online Single Submission (OSS) Based on E-Government Implementation in Micro Small Medium Business Licensing (MSMEs)
The era of discourse marked by the use of technology in various fields of life has changed people's habitual patterns from manual to digital. Of course, this has positive and negative impacts on human life. Positive because everything can be done very easily, cheaply, and quickly, and because it can be accessed from anywhere. The downside is dependence on electricity supply and cellular networks. Based on the results of the research, it was found that the Central Government, as the development agent, has attempted to launch OSS with various types of public services under one roof. Here, the synergy and commitment of the regional government are needed to create a competitive, innovative, and creative environment, as well as the need for massive socialization so that all stakeholders understand and can use this OSS properly. With this OSS-based e-government, the existence of MSMEs as the main pillar of the economy at the local, national, and international levels will be more resilient and strong with full transparency, efficiency, effectiveness, and accountability
Sound Governance Analysis: Local Government Partnership Model In Village Community Empowerment
Sound governance reviews the partnership model between regions and civil society and international actors. International actors used as the unit of analysis in this study are PT Hyup Syung Purbalingga. This research is motivated by the results of a preliminary pre-survey, namely the absence of sustainability in the Padamara Village Community Empowerment Program conducted based on a partnership between the Padamara village government, PT Hyup Sung, and the Bojanegara Village Community. This study will further analyze the issue of partnership in Bojanegara Village Community Empowerment from a sound governance perspective, focusing on the involvement of PT Hyup Syung as an international actor in the process. This study is a type of descriptive research with a qualitative approach. Data obtained through key informants (key people) are determined purposively (purposive). The key person in this study is the executor of the Local Government, while other informants are some officials from PT. Hyup Sung Indonesia, and the villagers who were touched by the program were then determined by a snowball. In addition, documentation and observation studies are also used to capture relevant data. The presence of international parties participating in community empowerment in Indonesia, especially in the Purbalingga Regency, has not been realized as a potential. This is due to the limited resources of local governments as the sole actor in development, which should force the government to maximize any potential resource support from outside sources, whether private, public, or international. The form of partnership is an ideal desired by sound governance but has not been understood by the government at both the Purbalingga Regency government level and the Bojanegara village government level. In other words, positive partnerships between local governments, village governments, and NGOs have not occurred under the management of PT. Hyup Sung Indonesia
The Involvement and Conflict of Authority of Actors Managing the Indonesia-East Malaysia Border Area
The management of Indonesian border areas encounters many complex problems in terms of the regional environment and border management actors. The objective of this study was to explore the involvement of actors and their authority in managing border areas. In this study, the researchers employed a qualitative approach to reveal the involvement of each actor and their authority. Results showed that the border area is a new arena for the Central Government as the main actor in terms of political affairs and public policies. This condition leads to a conflict of authority between actors. The Regional Government plays a role as the second actor acting as a passive object. In reality, management of border areas has not been developed by Central and Regional Governments seriously both in terms of distribution, autonomy, and reinforcement of authority. This makes the issue of the management of border areas complicated, especially to make border areas a connecting point of the state with neighboring countries by emphasizing a comprehensive welfare-oriented development program for each region without compromising the security approach. Based on the results of this study, it is recommended that constructing and building a complete synergy pattern between management actors are crucial starting points in developing border areas
Entrepreneurial Government and Work Culture on Local Government
The government would face the society who smarter (knowledge based society) and the society who higher demanding (demanding community). To response those, the government should change the way to look, behavior, and the way to manage the public sector in a modern way. This study aims to describe and analyze the perspective of the government bureaucracy officials to accept and understand the concept of entrepreneurial government and to understand the factors explaining the understanding and attitude of the government bureaucracy officials in accepting the concept of entrepreneurship government. The method applied in this study was descriptive-qualitative with interview, observation and documentation data collection techniques. the data source and the population were all structural officials in the regional government of Baubau. According to the analysis and interpretation, it was found that the understanding and knowledge of the officials on the concept of entrepreneurial government in general was low. This was illustrated by the many officials who did not understand the ideas existing in entrepreneurial government. It was the consequence of the concept rarely introduced (lack of socialization) into the government bureaucracy of Baubau, lack of competence and the existence of a unconducive paternalistic bureaucratic culture to grow and develop this concept in the government bureaucracy. To provide the understanding and knowledge of government officials regarding the concept of entrepreneurial government, it is recommended that the Government should actively socialize this concept to the officials. Public Services, Public Acceptance, and Satisfaction: Macro Evaluation of Government Services in Sigi Regency
The background of this research is the justification of findings in the form of public services in Indonesia in general, which are not good and not satisfactory. The objectives of this research are; 1) testing the level of public satisfaction with the implementation of basic service programs in Sigi Regency (14 indicators), and; 2) testing the level of public acceptance of the implementation of development programs in Sigi Regency (9 indicators). We use a mix-method approach in analyzing the results of public satisfaction and public acceptance to obtain the depth of data and field results. The results showed that the index of public acceptance of public services in Sigi Regency was 3.92, which means that the majority of Sigi Regency people received local government programs simultaneously. Partially, there are three dimensions in the form of program effectiveness, program efficiency, and dimensions of trust concerning the index of public acceptance of public services in Sigi Regency which is below the average score. However, this dimension does not simultaneously affect the level of public trust in public services in Sigi Regency with a total increase of 76.02%. The implication of this research is the existence of alternative strategies for improvement to improve public acceptance (IPM) and public satisfaction (IKM), including efficiency and public trust in the public acceptance index (IPM) framework, as well as safety and comfort within the public satisfaction index framework (IKM).Keywords: public service; public acceptance index; public satisfaction index; Sigi Regency
Governability, New Development, and Rural Economy at Sanankerto Village, Indonesia
Abstract: Study on village governance and economic development increases in many countries. This article explores village economic development in contemporary Indonesia, which includes one of the national development's priority agendas. Despite several challenges in terms of governance, some villages have proved successful in driving economic development. This article mainly discusses rural governability in enhancing successful economic development in Sanankerto Village, Malang Regency. The research uses a qualitative method with an approach of governability to understand the village's success. The findings show that the more successful a village is, the greater the village's challenge. The successful governance in economic development is significantly relied on the village governance's capability, which consists of environmental and social system supports, a sound governance system, and a participatory, open, and transparent governing relationship between stakeholders. Moreover, the village's new law has significantly given broad authority and budget allocation for economic village development. This article significantly contributes to promoting villages' economic development where adequate governance capacity is an essential factor for achieving it.Keywords: governability; village economy; BUM Desa; development; welfare
Corruption and Legitimacy
The term of legitimacy is always central in the political discussion around the globe. The contested explanations about legitimacy regarding the types and the way it is obtained are widely discussed and analyzed including the causes of the crisis of legitimacy and how to maintain the legitimacy. Nevertheless, legitimacy will be in critical if the governed start to probe whether that conferring power is exercised in the right way or not. One of the prominent causes of crises legitimacy is corruption. The venal actors in the legitimate states are often assumed to deteriorate the legitimacy of the countries. This essay, therefore, aims to discuss the impact of corruption toward states’ legitimacy. The discussion of this essay is conducted through library research of some relevant journals and related publications. It evident that corruption affects the political legitimacy which acts as a foundation of political authority.Keywords: legitimacy; corruption; governance; political authority
