Domestic Waste Management Based on Collaborative Governance in Pekanbaru City
Waste management in Pekanbaru City is not optimal, this can be seen from the many piles of garbage on the side of roads, rivers, and bridges this is because there is still a lack of public awareness of cooperation in managing domestic waste in the city of Pekanbaru. stakeholders in domestic waste management is a collaboration involving the government, the private sector and the community in managing domestic waste in Pekanbaru City. This study aims to determine collaborative governance in the management of domestic waste in Pekanbaru City, and to determine the factors that hinder the collaboration of stakeholders in the management of domestic waste. This study uses a descriptive qualitative approach with data collection techniques in-depth interviews, documentation studies and observations. Data analysis was carried out by reducing data, analyzing data, presenting data and drawing conclusions. The results of the study found The results showed that waste management in Pekanbaru City still uses conventional methods, namely by sorting, collecting, transporting, processing, and final processing by sending it to the collaborative Muara Fajar Rumbai Pesisir Final Disposal Site. The study also concluded that Stakeholders in the management of domestic waste in the city of Pekanbaru were not optimal, this was due to several inhibiting factors such as the absence of work programs and the lack of awareness to collaborate in the management of domestic waste in the city of Pekanbaru
Application of Administrative Ethics to Improve the Quality of the State Civil Apparatus
The government has implemented ethical obligations for state civil apparatus (ASN) clearly and unequivocally with the issuance of Government Regulation Number 42 of 2004 concerning the Guidance of Corps Spirit and Civil Servant Order. However, in practice, there are still ASN administrative ethics that are not in accordance with the provisions that have been set. The results of the researcher's initial observations show that the state civil apparatus in Cisalak District, Subang Regency, is considered to have not yet met the expectations of the community in terms of the quality of its human resources. This study aims to answer the question of the extent to which the application of administrative ethics can improve the quality of ASN in the Cisalak sub-district, Subang Regency. The study used qualitative methods with descriptive analysis. The results of the study indicate that the application of ethics in the administration of public administration, which is evident in the attitudes and behavior of the apparatus in carrying out their duties and responsibilities as a service, loyalty, sensitivity, equality, and courtesy in the state civil apparatus in Cisolok District, Subang Regency, has been running effectively
The Challenges and Opportunities for Developing Community-Based Tourism in Indonesia
This study aims to assess and elaborate on the problems and potential for accelerating the development of community-based tourism (CBT) in Banyuwangi, East Java Province. The faster human requirements are stimulating many innovations to boost revenue, particularly in improving the tourism sector by including the community in its development. Qualitative studies are specifically utilized to explain phenomena that occur when studying tourism industry issues, opportunities, and networks. In-depth interviews were conducted with 106 sources. The ecological indicators yield positive outcomes with AVE criteria of 0.674, natural resources of 0.473, human resources of 0.532, collaboration of 0.488, and benefits of 0.656. means that the chances in the Banyuwangi tourist sector still have a significant opportunity to improve and expand in the future, despite internal and external conflicts and promotional issues. They still provide opportunities to compete with other regional attractions. This fluctuation is supported by field confirmation, which indicates that while most sectors are operating normally, some destinations are experiencing difficulties. Governance, management, bureaucratic structure, collaboration, and promotion issues remain minor. The correlation of each variable and indicator employed in this study has its own interest, with 58 percent indicating prospects for tourism development
Improving Local Government Performance Through Tax Optimization
Abstract: Taxes play an important role in the functioning of the state, particularly in the implementation of development initiatives. Similar to taxes levied against the federal government, regional taxes play an important role in the performance of state and local government functions. Regional taxes are used for a variety of purposes, including regulation, budgeting, redistribution, resource allocation, and a combination of these. To be considered excellent, a local tax must, in principle, be able to enhance local revenue, which in turn improves the functioning of local government. As a result, initiatives to improve the functioning of local governments through the optimization of local tax collections are discussed in this paper. The descriptive qualitative method is being used in this investigation. It was discovered from the study's findings that a source of funding, which is primarily derived from local revenue (also known as PAD), is required for the implementation of autonomy and decentralization. Local taxes and levies should be used to fund PAD, but the contribution is currently small, accounting for only 16 percent of total PAD. Increased regional income can be achieved by maximizing the intensification of local tax collections and regional levies, which can be done in the case of attempts to improve regional performance, as previously stated.Keywords: Local Tax, Local Government, Performance, Local Revenue (PAD)
The Effectiveness West Java Future Leaders (Millennial Adjutant) Program for Bureaucratic Reform
The purpose of this study was to assess the effectiveness of the Millennial Adjutant Program of West Java Future Leaders in creating a superior younger generation. This study uses Q-DAS (Qualitative Data Analysis Software) and Nvivo 12 plus to provide an exploration and description of the Millennial Adjutant Program West Java Future Leaders. The results of this study are the effectiveness of the West Java Future Leaders program in this study as seen from several indicators, namely the program's success, the success of the target, and the level of output and input. The success of the West Java Future Leaders program can be seen based on the enthusiasm of the participants, which increases every year. The target of this program is young people throughout Indonesia, who are expected to create a superior young generation to meet the road map of bureaucratic reform
Analysis of Performance Management Systems in Military
This article uses literature studies and interviews to find out the extent to which the performance management systems and practices commonly found in non-military public sector organizations are also applied within a military organization with the Yonzipur 9/LLB Divif 1 Kostrad case study. To this end, in the first stage the researcher conducted an analysis of twenty selected articles related to the topic of performance management to find out the key elements in public sector performance management in general. Furthermore, researchers conducted interviews with a number of speakers from both the military and public sector human resources experts to enrich the results of the analysis. In general, military organizations as well as public organizations in general have performance management systems and practice a number of key elements of performance management systems including, among others: Performance planning, determination of performance targets, implementation, performance feedback, rewards and recognition. However, military organizations have their own peculiarities as implications of the existence of a rigid command system and organizational culture. This research is expected to be able to contribute to increasing understanding of performance management practices in military organizations while knowing the uniqueness of Kostrad as a military organization compared to other public sector organizations.
Analysis of Simultaneous Village Head Elections in Sumedang Regency 2021
The purpose of this study is to explore the transfer of power at the local level through the form of democracy in the village, with an emphasis on the description of the simultaneous Village Head Elections in the Sumedang Regency in 2021. The research in this thesis employs qualitative methodologies, with the sort of research employed descriptively in the form of words, written reports, or oral descriptions of observed behavior. Data was gathered through interviews, observation, and documentation. This study's data analysis approach included the steps of data collection, data reduction, data presentation, and data conclusion. According to the study's findings, the simultaneous village head elections in Sumedang district refer to the Sumedang Regent Number 334 of 2021 decision, which will be held on October 27, 2021, in four stages: preparation, nomination, voting, and determination. Several hurdles were discovered in simultaneously picking village chiefs, including the formation of the committee, public interest, campaign implementation, and ballot counting
Shi’a Community in Malang City as a Subaltern: Strategy to Celebrate Religious Freedom Amidst Sunni Domination
Everyone has the right to practice their religion and adhere to their beliefs. Unfortunately, minority sects such as the Shi’a community cannot celebrate their beliefs freely as citizens. They had to hide their identity as Shi’a congregations in order to prevent conflicts and to protect themselves and their families. Against this background, this article aims to examine the strategy of the Shi’a community in Malang City in exercising freedom of religion and belief as a minority religious group in the midst of the Sunni community. This study puts the Shi’a religious group in Malang City as a subaltern that is often discriminated against and excluded socially and politically. This study's data was gathered through interviews and a review of the literature. The selection of research informants was carried out through a purposive sampling technique. By using a qualitative approach with the case study method, this study finds at least three strategies developed by the Shi’a community in Malang City to practice their freedom of religion and belief, namely the Taqiyyah strategy, strengthening the congregation through Huseiniyah recitation, and teaching their children about two different versions of prayer
Implementation of E-SAKIP Policy in Improving the Performance of State Civil Apparatus in Sleman Regency during the Pandemic
This study aims to analyze the implementation of the E-SAKIP Policy in Improving the Performance of the State Civil Apparatus in Sleman Regency during the Pandemic using four components of policy implementation, namely on target, government performance, Human Resources and Communication between Government Agencies implementing the Government Agency Performance Accountability System (SAKIP). which is integrated with the strategic planning system, budget system and government accounting system contained in the Indonesian Presidential Regulation Number 29 of 2014 concerning SAKIP. The research method uses a qualitative descriptive approach. The data collection technique was carried out using the Sleman Regency E-Sakip application data and then Captured through the Ncapture feature in Nvivo 12 Plus to see the implementation of policies in the E-Saki application. The results showed that the implementation carried out by the Sleman district through E-Sakip had been going well even though in the midst of a pandemic the program was running on target. Sleman Regency is one of the districts that received Good accreditation in carrying out performance through E-Sakip. the existence of E-Sakip can have an impact on increasing the performance of the implementation of public policies, programs and activities as well as budget absorption in accordance with the target

The national economic crisis faced by the central and regional governments faces considerable challenges in maintaining economic stability due to economic uncertainty that has an impact on economic activity. The purpose of this research is to strengthen the economies of rural communities in the long term by realizing the welfare of rural communities continues to increase through improving the economies of rural communities by fostering business actors by managing village potential.
