Seoul’s Paradiplomacy To The Global Public: The Involvement of Bangtan Sonyeondan (BTS) in the Tourism Industry
This study aims to analyze the use of the Bangtan Sonyeondan (BTS) as an instrument of the paradiplomacy of Seoul, South Korea, in promoting the city’s tourism to the global public on economic and cultural aspects. Seoul's paradiplomacy in promoting tourism is motivated by efforts to attract global public attention and to encourage foreign tourists to make Seoul a tourist destination. For that purpose, the Seoul Metropolitan Government has collaborated with various K-pop artists, such as BTS, in its paradiplomacy practice. This study uses transgovernmentalism, foreign relations, paradiplomacy, and art as theories and qualitative research as a method by taking data directly and indirectly. Direct data are obtained from interviews with several informants, while indirect data are obtained from studies of relevant documentation and literature. This study finds that BTS becomes an instrument of Seoul's paradiplomacy in tourism promotion. The researchers also discovered that the Seoul Metropolitan Government has restructured the Seoul Tourism Organization from a public-private partnership and government-invested institution to one that can increase the city's competitiveness in tourism and Meetings, Incentive Tours, Conventions, and Exhibitions (MICE), as well as contribute to Seoul's economic development by revitalizing tourism-related industries.
Towards Bureaucratic Reform to Achieve Good Governance
One of the promises of change through bureaucratic reform is the implementation of great services for the benefit of society, but disparities sometimes lead to conflicts in their execution. This took place in Tasikmalaya Regency, where, on the one hand, the bureaucracy is energetically adopting bureaucratic reform as a form of self-improvement, but, on the other hand, a decline in the culture of service and weak employee integrity are obstructing the bureaucracy's growth. The goal of this essay is to determine what factors help and what factors hinder the implementation of bureaucratic reform in the Tasikmalaya Regency Government, as well as what factors contribute to less-than-ideal evaluation results. In this study, we used qualitative research techniques. Observation, notes, and interviews were all parts of the data collection process. Collecting data, reducing data, presenting data, analyzing data, triangulating data, and generating conclusions are all data analysis techniques that can be used to determine the reliability of data and arrive at the truth. According to this paper's findings, the Tasikmalaya Regency government's bureaucratic reform has not moved significantly in a more optimal direction in its quest to accomplish good governance; normative difficulties pertaining to the quality and capacity of apparatus resources persist. When it comes to making significant changes and updates to the governance system, effective governance necessitates increased dedication and a mental shift on the part of leadership and all levels of employees.
Managing Innovation and Collaboration towards Sustainable Post-Mining Land Reclamation: Systematic Literature Review
Abstract: Post-mining land reclamation is getting more attention from many parties since it is perceived as a solution for creating more sustainable mining lands in Indonesia. Reclaiming mining land can reduce negative impacts and create more productive lands to generate more economic benefits. Collaboration and innovation from various parties such as the government, communities, private companies, and other stakeholders are needed to achieve this goal. This study explores data and information related to post-mining land reclamation alternatives by applying the concept of collaboration (co-creation) and innovation among stakeholders. The method used in this research is Systematic Literature Review. This method aims to review the relevant literature through a systematic process. There are 11 articles used as a source of literature review, which is grouped based on concepts and discussions following the topics raised in this study. The results of this study are a post-mining land reclamation idea and the concept of collaboration between the stakeholders to realize a sustainable post-mining land reclamation in Indonesia.Keywords: post-mining land; collaboration; innovation; sustainabilit
The Government’s Policy Strategy on Mitigating Covid-19 Pandemic In Indonesia
As one of the countries affected by the COVID-19 pandemic, Indonesia has a death toll of 7.8% of the total deaths due to the COVID-19 disease in the world. This figure is one of the highest death rates in the world. Of course, if it is not handled correctly, then various problems will continue to emerge from each other, so it can have a long-lasting bad impact if it is not appropriately handled. Therefore, the researcher intends to examine how the government will make economic policies in Indonesia to overcome the COVID-19 problem. This research will use a qualitative approach through the case approach method. The findings obtained from this research suggest that the government should make new economic policies to help various elements of society deal with the COVID-19 pandemic. These policies include reducing electricity and fuel costs, direct assistance in cash, issuing pre-employment cards and food cards for recipients, free examinations, and special incentives for medical staff
Implementation of Sustainable Tourism Development Policies in Bandung
Tourism policy is created to provide tourists and the community with certainty about tourism development, maximizing benefits for stakeholders while minimizing negative effects, costs, and other impacts. Bandung relies on tourism for local revenue, so the city government must consider a tourism development concept that preserves natural, social, and cultural resources for future generations. Sustainable tourism is developing quickly and favorably for the local population and the environment. This research discusses the implementation of sustainable tourism policies in Bandung. This study used qualitative research to describe and analyze social phenomena, events, and activities and to obtain current information. According to the study, sustainable tourism development in Bandung is a policy in development with economic, socio-cultural, and environmental dimensions built on a foundation of justice for current and future generations, requiring policy synergy with a multi-sectoral and multidisciplinary approach. The Impact of Transformational Leadership on Democratic Party
This study focuses on analyzing the impact of transformational leadership on the intention to stay, as mediated through commitment. This study focuses on transformational leadership at the top level management in Democratic Party that currently led by Agus Harimurti Yudhoyono. This study employs quantitative methods with estimating techniques based on Structural Equation Modeling (SEM). The primary data used are collected by random sampling from Democratic Party management at the central (DPP) and regional (DPP/DPC) levels. The total number of participants in this study was 304. The stages of data analysis include preliminary analysis, which includes construct validity and reliability, a goodness of fit test, and parameter estimate based on a research model in which transformational leadership is an independent variable, intention to stay is an independent variable, and commitment (commitment) is a mediating variable. The findings indicate that transformational leadership has a positive and significant impact on commitment and that commitment positively influences respondents’ intention to stay with the organization. This demonstrates the significance of transformational leadership in fostering the longevity of political parties due to its ability to improve members' willingness to stay and contribute to the organization. In the framework of political party organizations, idealized influence and inspirational motivation are the most significant roles of transformative leadership
Implementation of Good Governance in Local Government Systems in Indonesia
This paper discusses the application of government accounting to initiate good governance in local government. This paper initially describes good governance in regional financial management. Next are the regional government accounting standards and finally, the implementation and good governance of the regional government accounting system. Discussion on accrual-based government accounting. This study uses a qualitative approach with a descriptive method. This study indicates that the application of local government accounting is closely related to four governance arrangements, namely fairness, transparency, accountability, and responsibility. Good governance can be achieved by empowering systems and institutions based on laws and regulations. Good financial management and control based on the government accounting system is the main priority of action taken by the government. In the study, it can also be concluded that accrual-based accounting standards are one of the implementations of good governance in Indonesia's local government accounting system
Identity Negotiation of Cina Benteng Community in Building Tolerance
This study aims to examine the negotiation of religious identities within the community of Kalipasir, Tangerang, using data obtained from in-depth interviews of a resident, head of RT and RW. Kalipasir is a religiously divided community, yet there has not been any conflict. The results showed that the negotiation of Buddhist-Confucian identity uses the local language, diverting economic activities with the potential for conflict, tolerance, contributing, and participating in celebrating Islamic rituals. Identity negotiation in the Islamic community is accomplished through ensuring minorities are protected from oppression, avoiding disrupting rituals, utilizing acculturative architecture, and refraining from performing missionary activities. Meanwhile, Christian identity is being negotiated by maintaining distance and only engaging in missionary operations among Buddhist-Confucians. This indicates the assimilationist model attained through communication can be used to build tolerance in Indonesia through multiculturalism
Innovation and Development in Improving Public Services During the New Normal Era in Indonesia
Various changes that occurred due to the emergence of COVID-19 and the entry of the new normal era led to the government’s need for innovation and new development in providing public services to the community. This study aims to examine how the government can create innovations and develop various public services in Indonesia in the new normal period. This research will use a qualitative approach using analytical methods. The data in this study was obtained from various studies and studies that are still relevant to this research. This study found that the government has made multiple innovations for the public service sector. The form of these innovations is the focus in the APBN budget to deal with the APBN in such areas as health, education, social, or economic aspects. This is developing following the Industrial Revolution 4.0 era and the paradigm in public administration, which conceptually adopts many practices from private organizations. The government establishes partnerships with private organizations to study and seek innovative ideas in public service
The Effectiveness of Direct Cash Village Fund Program in 2021
: The COVID-19 pandemic has become a global health problem and causes various problems in the social, educational, and economic fields. One form of effort made by the government in efforts to deal with the effects of COVID-19 in the village is the implementation of the Direct Cash Assistance Program, sourced from the Village Fund budget, but in its implementation there are still many problems related to effectiveness. In measuring effectiveness, three factors are used, including the accuracy of timing, whether the results of the analysis show that it is effective, and the accuracy in selecting the beneficiary families. The method used in this descriptive qualitative research is research that aims to describe and explain events and phenomena that occur in the field and present data in a systematic, factual, and accurate manner regarding the facts or phenomena that occur in the field. The results showed that the Village Fund Direct Cash Assistance Program had been running in accordance with the procedures set by the government and the accuracy of the targets, but there were still discrepancies in the information so that some people who should have received the assistance did not receive it. Meanwhile, obstacles to the distribution of Village Fund Direct Cash Assistance, including access to some villages, are difficult to reach, resulting in delays in distribution
