    Revealing Potential Regional Original Income of Southwest Maluku Regency

    This research is designed in an analytical framework that aims to reveal the potential of the Regional Original Income of Southwest Maluku Regency (Southwest Maluku). As it is known that the practice of regional autonomy in Indonesia has been going on for more than two decades, and although each local government has been given wider authority to manage its region by exploring sources of Regional Original Revenue, there is evidence that shows that most areas are still faced with the problem of low Original Regional Revenue, and has not been able to make a significant contribution to regional revenues, including the Southwest Maluku Regency. The analytical method used in this research is the Quantitative Descriptive Analysis Technique and the SWOT Matrix. The results of the analysis of the effectiveness ratio, growth ratio, and contribution ratio show that the achievement of Regional Original Income in Southwest Maluku Regency is not optimal; The low contribution of Regional Original Revenue to regional revenues causes this district to be unable to be categorized as an independent region in meeting the needs of its development financing budget. In addition, the mapping analysis of the growth of the Regional Original Income component shows that Regional Taxes have the highest average growth, followed by Regional Levies, and finally, Other Legitimate Regional Original Income. Meanwhile, the results of the SWOT analysis show that the management of Regional Original Revenue in Southwest Maluku Regency is still weak internally but has many opportunities to be developed; Furthermore, the SWOT Matrix concludes that alternative strategies should be a top priority for efforts to optimize the management of Regional Original Revenue in Southwest Maluku Regency by improving weaknesses in optimizing opportunities

    The Dynamic of Challenges of Managing Functional Civil Servant in Malang Regency Indonesia

    : Simplifying the bureaucracy is a vocal policy priority initiated by President Joko Widodo. Basically, the simplification of the bureaucracy tries to rebuild the bureaucracy based on functions and expertise which ultimately results in better output and performance. So far, the consequence is the transfer of structural positions to functional positions. These changes also have an effect on changes in the management of the state civil apparatus (ASN). Even though the management of functional positions in regional government is still a formidable challenge. Therefore, this research aims to describe the various problems of managing functional positions in local government, which are increasingly complex with the presence of the obligation to simplify the bureaucracy. Researchers conducted interviews with multiple parties, both with managers of functional positions and with individuals who have functional positions in the Malang Regency Government. The results of this study show the dynamics of the problem from three aspects, namely, first from a comparative point of view in the era of bureaucratic simplification, which shows the lack of clarity in policies seen from policy clarity, policy direction, and policy effectiveness. The second point of view of the actor is that of a functional official who experiences various human resource management problems as a functional official. The third point of view is the management of functional positions that face cultural and structural challenges such as habits and human resources management at the local level

Leaders in a company play an essential role in attempts to improve the quality of service, beginning with management, expanding the resources of the apparatus that delivers services, and utilizing technology. These are the three pillars of the improvement process. The purpose of this research is to investigate the role that leadership plays in the evolution of public organizations. This investigation takes a qualitative approach and makes use of descriptive research tools. According to the findings of the study, a leader is more likely to be successful in developing a public organization if he or she is able to motivate subordinates, is competent in both skills and emotions, and upholds the professional ethics that guide the leader's profession

    Organizational culture in the sub-district environment will influence the behavior of organizational members so that it has an impact on employee performance. This study aims to determine the effect of organizational culture on employee performance in Gunungpuyuh District, Sukabumi City. In this study, a quantitative approach was used with the associative/relationship research method. The population in this study was all employees in the Gunungpuyuh District Office, Sukabumi City, totaling 26 people. The results showed that 16% of employee performance in Gunungpuyuh District, Sukabumi City, was influenced by Organizational Culture. An organizational culture based on an innovative work system needs to be developed at the Gunungpuyuh District Office, Sukabumi City. Thus, this innovative organizational culture model needs to be applied in an effort to improve the performance provided by employees

    Regulation of Commercial Dispute Settlement Mediation in the Perspective of Legal Assurance and Justice

    The Indonesian government is currently trying to formulate an appropriate and up-to-date formula for making regulations on mediation and settlement of commercial disputes. This is done by the Indonesian government to support various policies that have been made to ensure legal certainty so that investment develops. Therefore, the authors are interested in bringing up the theme of this scientific article by analyzing comparative studies between Indonesia and Malaysia; The analysis in this article is about the mediation arrangement for the settlement of commercial disputes in Indonesia by comparing with Malaysia to achieve legal certainty and justice. The research method used is normative juridical. The results of the study show that the regulation of mediation for the settlement of commercial disputes in Indonesia as regulated in Law Number 30 of 1999 in substance and structure does not meet legal certainty and justice. Meanwhile in Malaysia, the arrangements for dispute resolution mediation regulated in the Kuala Lumpur Regional Arbitration Center Mediation Regulations and the 2012 Mediation Law (UU 749) have met legal certainty and justice. In the future, the concept of regulating commercial dispute settlement mediation in Indonesia, its substance and structure must meet legal certainty and justice. This scientific article concludes that the concept of regulating commercial dispute resolution mediation in Indonesia must be regulated separately because in substance and structure, mediation and arbitration have different principles. It is preferable that the regulations that will be made in the future must involve various parties related to the business world to produce representative regulations both nationally, regionally and internationally; if necessary, Indonesia becomes an alternative legal model for dispute resolution through mediation

    Religion is not only worth the rights, but also the value of the obligations. Violence in the name of religion can never be justified. Secular, symbiotic, or integrated are the choices of state-religion relations. Indonesia is not a secular country, nor is it a religious state, Indonesia is not religious. Religion is the government's business. This article focuses on the lack of worship facilities in Cilegon city other than mosques. This study aims to identify, analyze religious harmony governance in Cilegon city, Banten Province. The methods used are qualitative and descriptive, with in-depth interviews, observations, document studies, and website searches accompanied by triangulation of sources and techniques. The findings do not have the operationalization of regulations and middle ground practices of religious tolerance in Cilegon. The conclusion of governance practices has not been in accordance with the principles of good governance. For example, the establishment is not a negotiable synagogue, so that the toleration practices in de jure state there isn't a worship area, and furthermore, de facto states there is a worship area

    Collaborative Governance: Countering Narcotics Abuse in Indonesia

    The collaboration of Government Institutions driven by BNN in narcotics countermeasures in Indonesia is quite successful in reducing the number of narcotics abuse. The problem is that in 2019 there was an increase in prevalence by 0.03%. Collaborative Governance is a strategy in overcoming narcotics in Indonesia, seen from 4 dimensions, namely the context of the collaboration process influenced by starting conditions, facilitative leadership, and institutional design. The quality method with a regular study approach from government reports and research results. In the context of the research conducted, the phenomenon of narcotics problems in Indonesia has long been the subject of the author's observations so things are found that are noted in the findings of the problem of narcotics abuse. The results of this study are three dimensions, namely starting conditions, facilitative leadership, and institutional design influencing the collaboration process with a positive output. As a result, there was a significant decrease in the prevalence of narcotics from 2011 to 2019.  In 2011 the prevalence was 2.23%, in 2014 the prevalence was 2.18%, in 2017 at 1.77%, and in 2019 at 1.80%

    Implementation of Sustainable Development Policies in Waste Management

    The balance between the environment and development must also be considered by the government so that the community in the future will not be affected by the development carried out. One way of implementing development is to conduct sustainable development that is environmentally sound. One of the sustainable development policy issues is in terms of waste management. Therefore, this study aims to analyze the implementation of sustainable development policies in the city of Bandung, especially in terms of waste management. This study uses qualitative methods with data collection carried out through observation, interviews and literature study. Data analysis includes data collection, data reduction and presentation of analytical data with descriptive methods. The results show that the waste management policy in Bandung City refers to regulations at the central and regional levels where in its application these policies are not in accordance with Law No. 18 of 2018 because it leads to waste as a source of regional income. Therefore, a sustainable development policy in waste management is developed by considering 4 strategic aspects, namely environmental, economic, social and technical aspects

    Social Policy in the Protection of Street Children in Indonesia

    Indonesia is one of the countries that have the most street children among developing countries. This study aims to determine the methods in the social policy of child protection among street children in Indonesia. This study uses a qualitative approach with a literature review method including 15 full-text journals. Publications are screened, analyzed and reviewed for research. Data sources consist of government and private publications. The results showed 67,000 street children, or about 10.51 percent of children with social welfare problems. Most street children abuse drugs and alcohol. Poverty and peer pressure bring children to the streets. Drug and alcohol abuse causes respiratory, digestive, mouth, face, and heart problems. Drug abuse causes HIV/AIDS, STIs, violence, and crime. Indonesia adopted the Convention on the Rights of the Child and established Integrated Street Children Programs in significant cities. Health, education, housing, nutrition, and the rights of street children are addressed. The Medical and Public Health Model is used for the prevention of drug abuse. From this research, it is also concluded that to avoid street children in Indonesia, and we need an approach to empowerment, employment, equality, and culture
