Abstract:Political corruption refers to the misuse of public office for personal gain or the abuse of political power for illegitimate ends. It manifests itself in various forms, including bribery, cronyism, nepotism, embezzlement, fraud, and abuse of public resources. Political corruption not only undermines the rule of law and democracy but also weakens public trust in government institutions and hinders economic development. The detrimental effects of political corruption are far-reaching and can have a significant impact on society as a whole. It increases inequality and poverty, reduces public access to essential services, and deprives citizens of their fundamental rights and freedoms. Moreover, political corruption also distorts public policies, compromises public safety, and promotes political instability.Overcoming political corruption requires the implementation of effective anti-corruption laws and institutions that hold public officials accountable for their actions. The Indonesian government also encountered a similar problem, with the first case of COVID-19 in Indonesia announced around March 2020. Soon after, the number of cases increased dramatically over time. Months later, the Indonesian government distributed the vaccination program throughout the country, reaching more than 70% of the population. As the immune system strengthens, the government is planning a transition from pandemic to endemic based on the condition of each area. Adaptive governance is needed during this transition, and according to that, the local government plays an important role in dealing with the endemic. Further research has been conducted in Surabaya, one of the largest cities in Indonesia with a heterogeneous population. This study used Soft System Methodology to create a model of bureaucracy between local governments in Surabaya, and the results showed that in the relationship between local governments, the mayor of Surabaya Municipality has to be the main commander, with the regional disaster management agency as the leading sector. The theory used in this article is about political parties, especially funding for political parties. The method used is a qualitative research method with descriptive analysis. The data sources in this article are primary data through interviews with political party officials and secondary data through financial reports and literature studies from journals, news, and other articles. The results of this study indicate that parties that get small votes in political contestation in West Java experience problems in terms of carrying out political education and operational activities due to the lack of sources of funding for political parties.
